और जब(cid:464)क, (cid:274)ामीण (cid:464)वकास (cid:464)वभाग (िजसे आगे (cid:464)वभाग कहा जायेगा) रा(cid:207)य के (cid:292)(cid:215)येक प(cid:464)रवार क(cid:551) एक पा(cid:287) म(cid:464)हला सद(cid:232)य को रोजगार के अवसर (cid:292)दान करने के िलए मु(cid:201)यमं(cid:287)ी म(cid:464)हला रोजगार योजना (िजसे आगे योजना कहा जायेगा) का संचालन कर रहा है, िजसे (cid:464)बहार (cid:274)ामीण जी(cid:464)वकोपाज(cid:91)न (cid:292)ो(cid:215)सान सिमित (िजसे आगे काया(cid:91)(cid:219)वयन एज(cid:581)सी कहा जायेगा) के मा(cid:218)यम से (cid:464)वभाग (cid:430)ारा काया(cid:91)ि(cid:219)वत (cid:464)कया जा रहा है ।
और जब(cid:464)क, इस योजना के अ(cid:219)तग(cid:91)त आिथ(cid:91)क सहायता के (cid:510)प म(cid:581) रा(cid:207)य के सभी प(cid:464)रवार(cid:585) क(cid:551) एक म(cid:464)हला को अपनी पसंद के रोजगार हेतु 10000/- (दस हजार) (cid:510)पये क(cid:551) रािश (cid:292)थम (cid:464)क(cid:232)त के (cid:510)प म(cid:581) द(cid:547) जायेगी तथा म(cid:464)हलाओं (cid:430)ारा रोजगार शु(cid:510) करने का आकलन करते हुए 2 लाख (cid:510)पये तक क(cid:551) अित(cid:464)र(cid:200)त सहायता आव(cid:230)यकतानुसार द(cid:547) जा सके गी । आिथ(cid:91)क सहायता (cid:292)(cid:215)य(cid:162) लाभ अंतरण (डी0बी0ट(cid:547)0) के मा(cid:218)यम से उनके ब(cid:583)क खाता म(cid:581) द(cid:547) जाती है ।
और जब(cid:464)क, उ(cid:416) योजना के िलए (cid:229)यय (cid:464)बहार सरकार क(cid:551) संिचत िनिध से (cid:464)कया जाता है ।
और जब(cid:464)क, (cid:274)ामीण (cid:464)वकास (cid:464)वभाग उ(cid:416) लाभ क(cid:551) (cid:292)ाि(cid:431) के िलए एक शत(cid:91) के (cid:510)प म(cid:581) लाभाथ(cid:568) क(cid:551) पहचान (cid:232)था(cid:464)पत करने के (cid:292)योजनाथ(cid:91), यह अपे(cid:162)ा करे (cid:464)क ऐसा लाभाथ(cid:568) (cid:292)माणीकरण से गुजरे, या आधार सं(cid:201)या2 (cid:464)बहार गजट (असाधारण), 18 िसत(cid:224)बर 2025 रखने का (cid:292)माण (cid:292)(cid:232)तुत करे, या ऐसे (cid:229)य(cid:464)(cid:416) के मामले म(cid:581), िजसे कोई आधार सं(cid:201)या नह(cid:547)ं द(cid:547) गई है, नामांकन के िलए आवेदन करे:
अब, इसिलए आधार ((cid:464)व(cid:419)ीय और अ(cid:219)य सि(cid:222)सडी, लाभ और सेवाओं का लि(cid:162)त (cid:464)वतरण) अिधिनयम, 2016 (िजसे इसके बाद उ(cid:416) अिधिनयम कहा जाएगा) क(cid:551) धारा 7 के (cid:292)ावधान(cid:585) के अनुसरण म(cid:581), (cid:464)बहार सरकार िन(cid:224)निलिखत को अिधसूिचत करती है, अथा(cid:91)त:-
1. (1) उ(cid:416) योजना के अंतग(cid:91)त उ(cid:416) लाभ (cid:292)ा(cid:431) करने के इ(cid:205)छुक (cid:229)य(cid:464)(cid:416) को आधार सं(cid:201)या का (cid:292)माणीकरण या (cid:292)माण (cid:292)(cid:232)तुत करना होगा।
(2) य(cid:464)द (cid:464)कसी (cid:229)य(cid:464)(cid:416) को आधार सं(cid:201)या नह(cid:547)ं द(cid:547) गई है, तो उसे नामांकन के िलए आवेदन करना होगा । (3) आधार (नामांकन एवं अ(cid:429)तन) (cid:464)विनयम, 2016 के (cid:464)विनयम 12 के (cid:292)ावधान(cid:585) के अनुसार, (cid:274)ामीण (cid:464)वकास (cid:464)वभाग ऐसे लाभािथ(cid:91)य(cid:585) का नामांकन सुिनि(cid:433)त करेगा, िजनका अभी नामांकन होना है, अथवा रिज(cid:232)(cid:282)ार के साथ सम(cid:219)वय और सु(cid:464)वधाजनक (cid:232)थान(cid:585) पर नामांकन के (cid:219)(cid:289)(cid:585) क(cid:551) (cid:232)थापना या (cid:232)वयं रिज(cid:232)(cid:282)ार बनकर नामांकन सु(cid:464)वधाएं (cid:292)दान करने स(cid:464)हत उिचत उपाय(cid:585) के मा(cid:218)यम से उनके आधार (cid:464)ववरण को अ(cid:429)तन करेगा। बशत(cid:566) (cid:464)क जब तक ऐसे लाभाथ(cid:568) को आधार सं(cid:201)या नह(cid:547)ं द(cid:547) जाती है, तब तक वह उ(cid:416) लाभ (cid:292)ा(cid:431) करने के िलए िन(cid:224)निलिखत द(cid:232)तावेज (cid:292)(cid:232)तुत करके अपनी पहचान (cid:232)था(cid:464)पत कर सकता है, िजसका वह हकदार है और जो (cid:292)(cid:232)तुत करने के समय वैध ह (cid:583), या य(cid:464)द (cid:274)ामीण (cid:464)वकास (cid:464)वभाग (cid:430)ारा ऐसी पहचान के िलए (cid:292)दान (cid:464)कया गया या अिधकृ त सॉ(cid:221)टवेयर, ऐसे द(cid:232)तावेज(cid:585) क(cid:551) तैयार(cid:547) या रखरखाव से संबंिधत (cid:292)ािधकार के डाटाबेस से ऐसे द(cid:232)तावेज(cid:585) क(cid:551) साम(cid:274)ी को (cid:292)मािणत करने वाल(cid:547) सूचना को इले(cid:200)(cid:282)ॉिनक (cid:510)प से (cid:292)ा(cid:431) करने का समथ(cid:91)न करता है, तो ऐसा (cid:292)ा(cid:431) करने के िलए अपनी सहमित देकर, अथा(cid:91)त्:-
(क) लाभाथ(cid:568) (cid:430)ारा नामांकन (cid:292)(cid:464)(cid:272)या पूर(cid:547) कर लेने क(cid:551) पावती, जो नामांकन क(cid:581) (cid:289) पर ऑपरेटर (cid:430)ारा (cid:292)दान क(cid:551) जाती है, िजसम(cid:581) ईआईडी शािमल होती है; तथा
(ख) िन(cid:224)निलिखत द(cid:232)तावेज(cid:585) म(cid:581) से कोई एक, िजसम(cid:581) लाभाथ(cid:568) का फोटो हो, अथा(cid:91)त्:-
(i) भारत िनवा(cid:91)चन आयोग (cid:430)ारा जार(cid:547) मतदाता फोटो पहचान प(cid:287):
(ii) राशन काड(cid:91):
(iii) राजपि(cid:287)त अिधकार(cid:547) (cid:430)ारा जार(cid:547) जाित (cid:292)माण प(cid:287) या िनवास (cid:292)माण प(cid:287), जो
काय(cid:91)कार(cid:547) मिज(cid:232)(cid:282)ेट या रा(cid:207)य सरकार का राज(cid:232)व अिधकार(cid:547) हो, जो अंचल
अिधकार(cid:547) के पद से नीचे का न हो;
(iv) (cid:464)कसी सरकार(cid:547) सं(cid:232)था या साव(cid:91)जिनक (cid:162)े(cid:287) के उ(cid:429)म (cid:430)ारा सेवािनवृ(cid:419) या
काय(cid:91)रत लोक सेवक या उसके प(cid:464)रवार के सद(cid:232)य को जार(cid:547) (cid:464)कया गया
िच(cid:464)क(cid:215)सा या बीमा पहचान प(cid:287),
(v) भारतीय पासपोट(cid:91);
(vi) (cid:464)कसी मा(cid:219)यता (cid:292)ा(cid:431) (cid:232)कू ल िश(cid:162)ा बोड(cid:91) (cid:430)ारा जार(cid:547) मै(cid:464)(cid:282)कु लेशन या 10वीं क(cid:162)ा
या उ(cid:205)चतर मा(cid:218)यिमक या 12वीं क(cid:162)ा का (cid:292)माणप(cid:287) या अंक(cid:585) का (cid:464)ववरण,
िजसम(cid:581) ज(cid:219)म ितिथ दशा(cid:91)यी गयी हो;
(vii) (cid:464)कसी सरकार(cid:547) सं(cid:232)था या साव(cid:91)जिनक (cid:162)े(cid:287) के उ(cid:429)म (cid:430)ारा सेवारत या
सेवािनवृ(cid:419) लोक सेवक को जार(cid:547) (cid:464)कया गया पहचान प(cid:287) या अ(cid:219)य पहचान

3 (cid:464)बहार गजट (असाधारण), 18 िसत(cid:224)बर 2025(4) (cid:274)ामीण (cid:464)वकास (cid:464)वभाग (cid:430)ारा इस संबंध म(cid:581) पदािभ(cid:464)हत कोई अिधकार(cid:547), खंड (3) के अधीन (cid:292)(cid:232)तुत द(cid:232)तावेज(cid:585) या उनक(cid:551) (cid:464)वषय-व(cid:232)तु को (cid:292)मािणत करने वाल(cid:547) सूचना के संबंध म(cid:581) जांच करेगा - (क) माई आधार पोट(cid:91)ल (https://myaadhaar.uidai.gov.in/portal) पर ई.आई.डी जमा करके नामांकन अनुरोध क(cid:551) ि(cid:232)थित क(cid:551) पु(cid:464)(cid:436) कर(cid:581) ता(cid:464)क यह पु(cid:464)(cid:436) हो सके (cid:464)क ई.आई.डी वैध है और नामांकन अनुरोध अ(cid:232)वीकृ त नह(cid:547)ं हुआ है; तथा
(ख) अ(cid:219)य द(cid:232)तावेज(cid:585) के संबंध म(cid:581), तथा इस (cid:292)योजन के िलए, (cid:464)कसी सरकार(cid:547) इकाई या (cid:292)ािधकरण क(cid:551) सहायता ले सकता है तथा (cid:292)(cid:232)तुत जानकार(cid:547) को उसके साथ साझा कर सकता है, जो ऐसे द(cid:232)तावेज(cid:585) म(cid:581) िन(cid:464)हत जानकार(cid:547) क(cid:551) तैयार(cid:547) या रखरखाव से संबंिधत है।
2. लाभािथ(cid:91)य(cid:585) को सु(cid:464)वधाजनक ढंग से उ(cid:416) लाभ (cid:292)ा(cid:431) करने म(cid:581) स(cid:162)म बनाने के िलए (cid:464)वभाग मी(cid:464)डया के मा(cid:218)यम से (cid:229)यापक (cid:292)चार सुिनि(cid:433)त करने के िलए सभी आव(cid:230)यक कदम उठाएगा ता(cid:464)क लाभािथ(cid:91)य(cid:585) को उ(cid:416) योजना के अंतग(cid:91)त आधार सं(cid:201)या क(cid:551) आव(cid:230)यकता के बारे म(cid:581) जाग(cid:510)क (cid:464)कया जा सके ।
3. जहां (cid:464)कसी लाभाथ(cid:568) के आधार नंबर का (cid:292)माणीकरण (cid:464)कसी भी बायोमे(cid:464)(cid:282)क आधा(cid:464)रत (cid:292)माणीकरण (cid:464)विध (अथा(cid:91)त् चेहरे क(cid:551) छ(cid:464)व, उं गिलय(cid:585) के िनशान या आई(cid:464)रस (cid:232)कै न आधा(cid:464)रत (cid:292)माणीकरण) के मा(cid:218)यम से (cid:464)कया गया हो और वह (cid:464)कसी भी कारण से (cid:464)वफल हो जाए, जैसे (cid:464)क बायोमे(cid:464)(cid:282)क जानकार(cid:547) क(cid:551) खराब गुणव(cid:419)ा, िन(cid:224)निलिखत उपचारा(cid:215)मक तं(cid:287) अपनाए जाएंगे, अथा(cid:91)त्:-
(क) य(cid:464)द (cid:292)माणीकरण का कोई (cid:464)वशेष बायोमे(cid:464)(cid:282)क-आधा(cid:464)रत तर(cid:547)का सफल नह(cid:547)ं होता है, तो बायोमे(cid:464)(cid:282)क-आधा(cid:464)रत (cid:292)माणीकरण या वन-टाइम (cid:464)पन (ओ0ट(cid:547)0पी0) आधा(cid:464)रत (cid:292)माणीकरण का कोई अ(cid:219)य तर(cid:547)का, जहां भी संभव और (cid:232)वीकाय(cid:91) हो, पेश (cid:464)कया जाएगा:
(ख) ऐसे मामल(cid:585) म(cid:581) जहां (cid:292)माणीकरण के बायोमे(cid:464)(cid:282)क-आधा(cid:464)रत या ओ0ट(cid:547)0पी0-आधा(cid:464)रत तर(cid:547)के संभव नह(cid:547)ं ह(cid:583), उ(cid:416) योजना के तहत लाभ, आधार सुरि(cid:162)त (cid:215)व(cid:464)रत (cid:292)ित(cid:464)(cid:272)या ((cid:200)यू0आर0) कोड या आधार पेपरलेस ऑफलाइन ई-के .वाई.सी द(cid:232)तावेज पर यू0आई0डी0ए0आई0 के (cid:464)डिजटल ह(cid:232)ता(cid:162)र (cid:292)माण प(cid:287) के ऑफ़लाइन स(cid:215)यापन के (cid:430)ारा आधार सं(cid:201)या क(cid:551) वा(cid:232)त(cid:464)वकता (cid:232)था(cid:464)पत करने के बाद, जैसा भी मामला हो, िन(cid:224)निलिखत म(cid:581) से (cid:464)कसी के आधार पर (cid:464)दया जा सकता है:
(i) आधार सुरि(cid:162)त (cid:215)व(cid:464)रत (cid:292)ित(cid:464)(cid:272)या ((cid:200)यू0आर0) कोड िजसम(cid:581) आधार काड(cid:91), आधार प(cid:287) (अथा(cid:91)त, आधार सं(cid:201)या धारक को उसके आधार सं(cid:201)या के सृजन पर जार(cid:547) (cid:464)कया गया प(cid:287)) या ई-आधार (अथा(cid:91)त, यू0आई0डी0ए0आई0 क(cid:551) वेबसाइट से डाउनलोड करने यो(cid:202)य आधार प(cid:287) क(cid:551) पासवड(cid:91) से सुरि(cid:162)त इले(cid:200)(cid:282)ॉिनक (cid:292)ित या इसके एम.आधार ऐप का उपयोग करके ए(cid:200)सेस करने यो(cid:202)य) शािमल है, आधार (cid:200)यू.आर. (cid:232)कै नर या एम.आधार ऐप का उपयोग करके (cid:200)यू0आर0 कोड को (cid:232)कै न करके ऑफ़लाइन स(cid:215)यापन के मा(cid:218)यम से इसक(cid:551) वा(cid:232)त(cid:464)वकता (cid:232)था(cid:464)पत होने के बाद।
(ii) आधार पेपरलेस ऑफलाइन ई-के वाईसी द(cid:232)तावेज (यू0आई0डी0ए0आई0 क(cid:551) वेबसाइट से डाउनलोड (cid:464)कया जा सकता है या इसके एम.आधार ऐप का उपयोग करके (cid:292)ा(cid:431) (cid:464)कया जा सकता है), इसक(cid:551) वा(cid:232)त(cid:464)वकता यू0आई0डी0ए0आई0 क(cid:551) वेबसाइट पर इस संबंध म(cid:581) (cid:464)दए गए (cid:464)ववरण के अनुसार, इस (cid:292)योजन के िलए संबंिधत मं(cid:287)ालय या (cid:464)वभाग या योजना काया(cid:91)(cid:219)वयन एज(cid:581)सी (cid:430)ारा (cid:464)वकिसत एि(cid:220)लके शन के मा(cid:218)यम से4 (cid:464)बहार गजट (असाधारण), 18 िसत(cid:224)बर 2025 द(cid:232)तावेज पर यू0आई0डी0ए0आई0 के (cid:464)डिजटल ह(cid:232)ता(cid:162)र (cid:292)माण प(cid:287) के ऑफलाइन

4. यह सुिनि(cid:433)त करने के िलए (cid:464)क 18 वष(cid:91) या उससे अिधक आयु के वा(cid:232)त(cid:464)वक लाभाथ(cid:568) उ(cid:416) योजना के तहत िमलने वाले लाभ से वंिचत न रह(cid:581), इसके िलए (cid:274)ामीण (cid:464)वकास (cid:464)वभाग (cid:292)(cid:215)य(cid:162) लाभ अंतरण िमशन, कै (cid:464)बनेट सिचवालय, भारत सरकार के (cid:464)दनांक- 19 (cid:464)दस(cid:224)बर, 2017 के काया(cid:91)लय (cid:163)ापन सं(cid:201)या- डी- 26011/04/2017-डी0बी0ट(cid:547)0 (https://dbtbharat.gov.in पर उपल(cid:222)ध) म(cid:581) िन(cid:464)द(cid:91)(cid:231)ट अपवाद ह (cid:583)डिलंग तं(cid:287) का पालन (cid:464)कया जायेगा।

S.O. 4616084—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency:
And whereas, the Rural Development Department (hereinafter referred to as the Department) is administering the Mukhymantri Mahila Rojgar Yojana (hereinafter reffered to as the Scheme) to provide employment opportunities to the one eligible women member of every family of the state which is being implemented by Department through Bihar Rural Livelihood Promotion Society (hereinafter referred to as the implementing agency).
And whereas under this scheme, financial assistance of Rs 10,000 (Rupees Ten Thousand only) will be provided as a first installment to one desirous women of each eligible family (hereinafter referred to as the said beneficiaries) to start employment venture of her own choice followed by an additional assistance of up to Rs 2 lacs (Rupees Two lacs) which may be provided as needed (hereinafter referred to as the said benefit) under the said scheme and the instructions and guidelines issued in respect thereof:
And whereas expenditure for the said scheme is incurred from the Consolidated Fund of Bihar :
And whereas the Rural Development Department is desirous that the said Government, for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit, require that such beneficiary undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, make an application for enrolment:
5 (cid:464)बहार गजट (असाधारण), 18 िसत(cid:224)बर 2025Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Government of Bihar hereby notifies the following, namely:—
1. (1) An individual desirous of availing of the said benefit under the said scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number.
(2) In case such an individual has not been assigned an Aadhaar number, she shall be required to make an application for enrolment:
(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Rural Development Department shall ensure enrolment of such beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate measures, including coordination with Registrars and setting up enrolment centres at convenient locations or providing enrolment facilities by becoming a Registrar itself:
Provided that till such time an Aadhaar number is assigned to such beneficiary, she may establish her identity to avail of the said benefit, by presenting the following documents to which she is entitled and which are valid at the time of presentation, or, in case the software provided or authorised by the Rural Development Department for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:—
(a) The acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the EID; and
(b) Any one of the following documents, having the beneficiary's photograph, namely:—
(i) Elector's Photo Identity Card issued by the Election
Commission of India;
(ii) Ration card;
(iii) Caste certificate or domicile certificate, issued by a Gazetted
officer who is an Executive Magistrate or a revenue officer of
the State Government, not below the rank of Circle Officer;
(iv) Medical or insurance identity card issued by a government
entity or public sector enterprise to a retired or serving public
servant or his family member;
(v) Indian passport; (vi) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education, showing date of birth;
(vii) Identity card or other identity document issued to serving or
retired public servant by a government entity or a public
sector enterprise;
(viii) Driving licence issued in India:

may specify:
(4) An officer designated by the Rural Development Department in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under clause (3),—
(a) the status of the enrolment request by submitting the EID on myAadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the EID is valid and that the enrolment request does not stand rejected; and
(b) the other documents, and for this purpose, may take the assistance of and share the information presented with any government entity or an authority that deals with the preparation or maintenance of the information contained in such documents.
2. In order to enable beneficiaries to avail of the said benefits conveniently, the Department shall make all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the said scheme.
3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely:—
(a) In case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered;
(b) In cases where biometric-based or OTP-based modes of authentication are not possible, benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of UIDAI on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be given on the basis of any of the following:
(i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps.
(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification of the digital signature certificate of UIDAI on the document through the application developed by the Ministry or Department or scheme7 (cid:464)बहार गजट (असाधारण), 18 िसत(cid:224)बर 2025 implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of UIDAI.
4. In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of the benefit due to them under the said scheme, the Rural Development Department shall follow the exception handling mechanism specified in the Office Memorandum no. D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in).
5. This notification shall be effective from the date of its publication in the official Gazette.
