S.O.(E).—जैसा कि पहचान स्थापित करने के लिए आधार संख्या का उपयोग व्यक्तियों को सुविधाजनक और निर्बाध तरीके से सब्सिडी, लाभ और सेवाएँ प्राप्त करने में सक्षम बनाता है, और जैसा कि पहचान स्थापित करने के लिए कई दस्तावेजों की आवश्यकता को समाप्त करता है, प्रक्रियाओं को सरल बनाता है और पारदर्शिता और दक्षता को बढ़ावा देता है, और जैसा कि बिहार सरकार (जिसे आगे "उक्त सरकार" कहा जाएगा) में श्रम संसाधन विभाग (जिसे आगे "उक्त विभाग" कहा जाएगा, जैसा भी मामला हो) मुख्यमंत्री प्रतिज्ञा योजना (जिसे आगे "उक्त योजना" कहा जाएगा) का संचालन कर रहा है

उक्त हेतु, नीचे उल्लिखित आधार पर 4000 रुपये से 6000 रुपये प्रति माह तक का मौद्रिक (Stipend)

(cid:464)बहार गजट (असाधारण), 7 नव(cid:224)बर 2025 उक्त योजना और उसके सम्बन्ध में जारी निर्देशों/दिशानिर्देशों के अनुसार "उक्त लाभ" उन छात्रों को प्रदान किया जाएगा जिन्होंने मुख्यमंत्री प्रतिज्ञा योजना ( जिसे आगे लाभार्थी कहा जाएगा) के अंतर्गत नामांकन कराया है।

उक्त योजना के लिए व्यय राज्य की संचित निधि से किया जायेगा। और जैसा कि उक्त श्रम संसाधन विभाग इच्छुक है कि उक्त लाभ प्राप्त करने की शर्त के रूप में लाभार्थी की पहचान स्थापित की जाए तदनुसार, उक्त सरकार ऐसे लाभार्थी से प्रमाणीकरण कराने की अपेक्षा रखती है, अथवा आधार संख्या होने का प्रमाण प्रस्तुत करने को कहती है, या ऐसे व्यक्ति के मामले में जिसे आधार संख्या प्रदान नहीं की गई है, आवेदन प्रस्तुत करने की अपेक्षा रखती है।

अतः, आधार (वित्तीय और अन्य सब्सिडी, लाभ और सेवाओं का लक्षित वितरण) अधिनियम, 2016 (जिसे आगे "उक्त अधिनियम" कहा जाएगा) की धारा 7 के प्रावधानों के अनुपालन में, बिहार सरकार एतद्द्‌वारा निम्नलिखित को अधिसूचित करती है, अर्थांंंत -

1- (1) उक्त योजना के अंतर्गत उक्त लाभ प्राप्त करने के इच्छुक व्यक्ति को प्रमाणीकरण कराना होगा या आधार संख्या होने का प्रमाण प्रस्तुत करना होगा।

(2) यदि ऐसे व्यक्ति को आधार संख्या प्रदान नहीं की गई है, तो उसे नामांकन के लिए आवेदन करना होगा, बशर्ते कि यदि वह व्यक्ति बच्चा है, तो ऐसा आवेदन केवल उसके माता-पिता या कानूनी अभिभावक की सहमति से ही किया जाएगा।

(3) आधार (नामांकन एवं अद्यतन) विनियम, 2016 के विनियम 12 के प्रावधानों के अनुसार, उक्त श्रम संसाधन विभाग ऐसे लाभार्थियों का नामांकन सुनिश्चित करेगा जिनका अभी तक नामांकन नहीं हुआ है, या रजिस्ट्रार के साथ समन्वय करके सुविधाजनक स्थानों पर नामांकन केंद्र स्थापित करने या स्वयं रजिस्ट्रार बनकर नामांकन सुविधाएं प्रदान करने सहित उचित उपायों के माध्यम से उनके आधार विवरण को अद्यतन करेगा ।

बशर्ते कि जब तक ऐसे लाभार्थी को आधार संख्या नहीं दी जाती है, तब तक वह उक्त लाभ प्राप्त करने के लिए निम्नलिखित दस्तावेज प्रस्तुत करके अपनी पहचान स्थापित कर सकता है, जिसके वह हकदार है और जो प्रस्तुत करने के समय वैध हैं, या यदि श्रम संसाधन विभाग द्वारा ऐसी पहचान के लिए प्रदान किया गया या अधि—त सॉफ्टवेयर ऐसे दस्तावेजों की सामग्री को प्रमाणित करने वाली जानकारी को उनकी तैयारी या रखरखाव से संबंधित अधिकारियों के डेटाबेस से इलेक्ट्रॉनिक रूप से प्राप्त करने का समर्थन करता है, तो ऐसा प्राप्त करने के लिए अपनी सहमति देकर, अर्थांंंत -

18 वर्ष से कम आयु के बच्चे के लिए, जिसे आधार संख्या नहीं दी गई है ।

नामांकन केंद्र पर ऑपरेटर द्वारा प्रदान की गई लाभार्थी द्वारा नामांकन की प्रक्रिया से गुजरने की पावती, जिसमें नामांकन आईडी (ईआईडी) शामिल है और निम्नलिखित दस्तावेजों में से कोई एक, जो यह प्रमाणित करता हो कि लाभार्थी 18 वर्ष से कम आयु का बालक है, अर्थांंंत (i) जन्म और मृत्यु पंजीकरण अधिनियम, 1969 के अंतर्गत दिया गया जन्म प्रमाण पत्र, जैसा कि लाभार्थी के जन्म के संबंध में जन्म रजिस्टर में की गई प्रविष्टि से निकाला गया हो।

(ii) भारतीय पासपोर्ट। (iii) किसी मान्यता प्राप्त विद्यालय शिक्षा बोर्ड द्वारा जारी मैट्रिकुलेशन या 10वीं कक्षा, या उच्चतर माध्यमिक या 12वीं कक्षा का प्रमाण पत्र या अंकों का विवरण

(iv) देखभाल और संरक्षण की आवश्यकता वाले बालक या बाधित विधि विरुद्ध बच्चे के संबंध में, जिसे किशोर न्याय (बच्चे की देखभाल और संरक्षण) अधिनियम, 2015 के अंतर्गत उसके द्वारा बनाए गए नियमों के अंतर्गत संबंधित राज्य सरकार के साथ पंजी—त बाल देखभाल संस्थान में रखा जाता है, ऐसे संस्थान के प्रभारी व्यक्ति, अधीक्षक, बाल कल्याण अधिकारी या परिवीक्षा अधिकारी द्वारा जारी उसकी जन्मतिथि निर्दिष्ट करने वाला प्रमाण पत्र या3 (cid:464)बहार गजट (असाधारण), 7 नव(cid:224)बर 2025 (v) किसी विदेशी नागरिक के संबंध में,-

(i) यदि वह भारत का प्रवासी नागरिक कार्डधारक है, तो भारत का प्रवासी

नागरिक कार्ड।

(ii) यदि वह तिब्बती शरणार्थी है, तो विदेशी क्षेत्रीय पंजीकरण कार्यालय द्वारा

जारी पंजीकरण प्रमाणपत्र।

(iii) यदि वह नेपाल या भूटान का नागरिक है, तो नेपाल या भूटान का पासपोर्ट। (iv) यदि वह भारत का प्रवासी नागरिक कार्डधारक, तिब्बती शरणार्थी या नेपाल या भूटान का नागरिक नहीं है, तो उसके पास विदेशी पासपोर्ट के साथ भारतीय वीजा या वर्तमान में वैध या समाप्त हो चुके विदेशी पासपोर्ट के साथ भारत का दीर्घकालिक वीजा या

( ) लाभार्थी की तस्वीर वाला निम्नलिखित में से कोई एक दस्तावेज, जो उसके माता-पिता या कानूनी अभिभावक के साथ उसके संबंध को प्रमाणित करता हो, (i) राशन कार्ड (ii) किसी राजपत्रित अधिकारी द्वारा जारी जाति प्रमाण पत्र या निवास प्रमाण पत्र, जो एक कार्यपालक दंडाधिकारी या राज्य सरकार का राजस्व अधिकारी हो, जो तहसीलदार के पद से नीचे का न हो

(iii) किसी सरकारी संस्था या सार्वजनिक क्षेत्र के उद्यम द्वारा सेवानिवृत्त या कार्यरत लोक सेवक या उसके परिवार के सदस्य को जारी किया गया चिकित्सा या बीमा पहचान पत्र

(iv) भारतीय पासपोर्ट (v) किसी मान्यता प्राप्त विद्यालय शिक्षा बोर्ड द्वारा जारी मैट्रिक या दसवीं कक्षा या उच्चतर माध्यमिक या बारहवीं कक्षा का प्रमाणपत्र या अंकों का विवरण

(vi) देखभाल और संरक्षण की आवश्यकता वाले बच्चे या विधि से संघर्षरत बच्चे के संबंध में, जिसे किशोर न्याय (बच्चों ं की देखभाल और संरक्षण) अधिनियम, 2015 के अंतर्गत उसके द्वारा बनाए गए नियमों के अंतर्गत संबंधित राज्य सरकार के साथ पंजी—त बाल देखभाल संस्थान में रखा गया है, ऐसे संस्थान के प्रभारी व्यक्ति, अधीक्षक, बाल कल्याण अधिकारी या परिवीक्षा अधिकारी द्वारा जारी उसकी जन्मतिथि निर्दिष्ट करने वाला प्रमाणपत्र या

(vii) किसी विदेशी नागरिक के संबंध में,

i. यदि वह भारत का प्रवासी नागरिक कार्डधारक है, तो भारत का प्रवासी

नागरिक कार्ड

ii. यदि वह तिब्बती शरणार्थी है, तो विदेशी क्षेत्रीय पंजीकरण कार्यालय द्वारा

जारी पंजीकरण प्रमाणपत्र

iii. यदि वह नेपाल या भूटान का नागरिक है, तो नेपाल या भूटान का

पासपोर्ट

iv. यदि वह ओवरसीज सिटीजन ऑफ इंडिया कार्डधारक, तिब्बती शरणार्थी या नेपाल या भूटान का नागरिक नहीं है, तो उसके पास या तो विदेशी पासपोर्ट के साथ भारतीय वीजा या वर्तमान में वैध या समाप्त हो चुके विदेशी पासपोर्ट के साथ भारत का दीर्घकालिक वीजा होना चाहिए या (viii) ऐसे लाभार्थी के संबंध में जिसके पास कानूनी अभिभावक, दत्तक ग्रहण आदेश या कानूनी अभिभावकत्व के साक्ष्य के लिए कोई अन्य दस्तावेज हो, जो संरक्षक एवं प्रतिपाल्य अधिनियम, 1890 किशोर न्याय (बालकों की देखभाल एवं संरक्षण) अधिनियम, 2015 ऑटिज्म, मस्तिष्क पक्षाघात, मानसिक मंदता और बहु-दिव्यांगता वाले व्यक्तियों के कल्याण हेतु राष्ट्रीय न्यास अधिनियम, 1999 या दिव्यांगजन अधिकार अधिनियम, 2016 और उक्त अधिनियमों के अंतर्गत बनाए गए लागू नियमों और विनियमों के अंतर्गत किसी न्यायालय या सक्षम प्राधिकारी द्वारा जारी किया गया हो या

(ix) कोई अन्य दस्तावेज जैसा कि उक्त श्रम संसाधन विभाग निर्दिष्ट कर सकता है। 18 वर्ष या उससे अधिक आयु के लाभार्थियों के लिए, जिन्हें आधार संख्या आवंटित नहीं की गई है4 (cid:464)बहार गजट (असाधारण), 7 नव(cid:224)बर 2025 (क) नामांकन केंद्र पर ऑपरेटर द्वारा प्रदान की गई लाभार्थी द्वारा नामांकन प्रक्रिया पूरी करने की पावती, जिसमें ईआईडी शामिल हो और

(ख) निम्नलिखित दस्तावेजों में से कोई एक, जिसमें लाभार्थी की तस्वीर हो -

(i) भारत निर्वाचन आयोग द्वारा जारी मतदाता फोटो पहचान पत्र (ii) राशन कार्ड (iii) किसी राजपत्रित अधिकारी द्वारा जारी जाति प्रमाण पत्र या निवास प्रमाण पत्र, जो तहसीलदार के पद से नीचे का न हो, जो एक कार्यपालक दंडाधिकारी या राज्य सरकार का राजस्व अधिकारी हो

(iv) किसी सरकारी संस्था या सार्वजनिक क्षेत्र के उद्यम द्वारा सेवानिवृत्त या सेवारत लोक सेवक या उसके परिवार के सदस्य को जारी किया गया चिकित्सा या बीमा पहचान पत्र

(v) भारतीय पासपोर्ट (vi) किसी मान्यता प्राप्त स्कूली शिक्षा बोर्ड द्वारा जारी मैट्रिक या 10वीं कक्षा या उच्चतर माध्यमिक या 12वीं कक्षा का प्रमाण पत्र या अंकों का विवरण

(vii) किसी सरकारी संस्था या सार्वजनिक क्षेत्र के उद्यम द्वारा सेवारत या सेवानिवृत्त लोक सेवक को जारी किया गया पहचान पत्र या अन्य पहचान दस्तावेज

(viii) दिव्यांगजन अधिकार नियम, 2017 के अंतर्गत अधिसूचित चिकित्सा प्राधिकारी द्वारा जारी दिव्यांगता प्रमाण पत्र, या दिव्यांगजन सशक्तिकरण विभाग, भारत सरकार द्वारा जारी विशिष्ट दिव्यांगता पहचान (यूडीआईडी) कार्ड

(ix) भारत में जारी ड्राइविंग लाइसेंस (x) देखभाल और संरक्षण की आवश्यकता वाले बच्चे या विधि-विरुद्ध बालक के संबंध में, जिसे किशोर न्याय (बालकों की देखभाल और संरक्षण) अधिनियम, 2015 के अंतर्गत राज्य सरकार द्वारा बनाए गए नियमों के अंतर्गत संबंधित राज्य सरकार के साथ पंजी—त बाल देखभाल संस्थान में रखा गया हो, ऐसे संस्थान के प्रभारी व्यक्ति, अधीक्षक, बाल कल्याण अधिकारी या परिवीक्षा अधिकारी द्वारा जारी उसकी जन्मतिथि निर्दिष्ट करने वाला प्रमाण पत्र या

(xi) किसी विदेशी नागरिक के संबंध में -

(i) यदि वह भारत का प्रवासी नागरिक कार्डधारक है, तो भारत का प्रवासी

नागरिक कार्ड

(ii) यदि वह तिब्बती शरणार्थी है, तो विदेशी क्षेत्रीय पंजीकरण कार्यालय द्वारा

जारी पंजीकरण प्रमाण पत्र

(iii) यदि वह नेपाल या भूटान का नागरिक है, तो नेपाल या भूटान का पासपोर्ट (iv) यदि वह ओवरसीज सिटीजन ऑफ इंडिया कार्डधारक, तिब्बती शरणार्थी या नेपाल या भूटान का नागरिक नहीं है, तो उसके पास या तो विदेशी पासपोर्ट के साथ भारतीय वीजा या वर्तमान में वैध या समाप्त हो चुके विदेशी पासपोर्ट के साथ भारत का दीर्घकालिक वीजा होना चाहिए या

(v) ऐसे लाभार्थी के संबंध में जिसके पास कानूनी अभिभावक, दत्तक ग्रहण आदेश या कानूनी अभिभावकत्व के साक्ष्य के लिए अन्य दस्तावेज हैं, जो संरक्षक और प्रतिपाल्य अधिनियम, 1890 किशोर न्याय (बालकों की देखभाल और संरक्षण) अधिनियम, 2015 ऑटिज्‌म, सेरेब्रल पाल्सी, मानसिक मंदता और बहु-दिव्यांगता वाले व्यक्तियों के कल्याण हेतु राष्ट्रीय न्यास अधिनियम, 1999 या दिव्यांगजन अधिकार अधिनियम, 2016 और उक्त अधिनियमों के अंतर्गत बनाए गए लागू नियमों और विनियमों के अंतर्गत किसी न्यायालय या सक्षम प्राधिकारी द्वारा जारी किया गया हो या

(vi) कोई अन्य दस्तावेज, जैसा कि उक्त श्रम संसाधन विभाग निर्दिष्ट कर सकता

है।5 (cid:464)बहार गजट (असाधारण), 7 नव(cid:224)बर 2025 4 उक्त श्रम संसाधन विभाग द्वारा इस संबंध में नामित एक अधिकारी प्रस्तुत दस्तावेजों या खंड (3) के तहत उनकी सामग्री को प्रमाणित करने वाली जानकारी के संबंध में जाँच करेगा -

(क) मेरे आधार पोर्टल https://myaadhaar-uidai-gov-in/portal पर ईआईडी जमा करके नामांकन अनुरोध की स्थिति की पुष्टि करने के लिए कि ईआईडी वैध है और नामांकन अनुरोध अस्वीकार नहीं किया गया है

(ख) अन्य दस्तावेज, और इस प्रयोजन के लिए, किसी भी सरकारी संस्था या ऐसे प्राधिकरण की सहायता ले सकता है और प्रस्तुत जानकारी को उसके साथ साझा कर सकता है जो ऐसे दस्तावेजों में निहित जानकारी की तैयारी या रखरखाव से संबंधित है। 2- लाभार्थियों को उक्त लाभों का सुविधाजनक ढंग से लाभ उठाने में सक्षम बनाने के लिए, मंत्रालय उक्त योजना के तहत आधार संख्या की आवश्यकता के बारे में लाभार्थियों को जागरूक करने हेतु मीडिया के माध्यम से व्यापक प्रचार सुनिश्चित करने के लिए सभी आवश्यक कदम उठाएगा। 3- जहां किसी लाभार्थी के आधार नंबर का प्रमाणीकरण किसी भी बायोमेट्रिक आधारित प्रमाणीकरण विधि (अर्थात्‌ चेहरे की छवि, उंगलियों के निशान या आईरिस स्कैन आधारित प्रमाणीकरण) के माध्यम से किया जाता है, किसी भी कारण से विफल हो जाता है, जैसे कि बायोमेट्रिक जानकारी की खराब गुणवत्ता, निम्नलिखित उपचारात्मक तंत्र अपनाए जाएंगे, अर्थात -

(क) यदि प्रमाणीकरण का कोई विशेष बायोमेट्रिक-आधारित तरीका सफल नहीं होता है, तो बायोमेट्रिक-आधारित प्रमाणीकरण का कोई अन्य तरीका, एक बार पिन (ओटीपी) आधारित प्रमाणीकरण, जहां भी संभव और स्वीकार्य हो, प्रदान किया जाएगा-

(ख) ऐसे मामलों में जहां बायोमेट्रिक-आधारित या ओटीपी-आधारित प्रमाणीकरण के तरीके संभव नहीं हैं, उक्त योजना के तहत लाभ, आधार सुरक्षित त्वरित प्रतिक्रिया (क्यूआर) कोड या आधार पेपरलेस ऑफलाइन ई-केवाईसी दस्तावेज पर यूआईडीएआई के डिजिटल हस्ताक्षर प्रमाण पत्र के ऑफलाइन सत्यापन के माध्यम से आधार संख्या की वास्तविकता स्थापित करने के बाद, निम्नलिखित में से किसी के आधार पर दिया जा सकता है- (i) आधार सुरक्षित त्वरित प्रतिक्रिया (क्यूआर) कोड जिसमें आधार कार्ड, आधार पत्र (अर्थात, आधार संख्या धारक को उसके आधार नंबर के सृजन पर जारी किया गया पत्र) या ई-आधार (अर्थात, यूआईडीएआई की वेबसाइट से डाउनलोड करने योग्य आधार पत्र की पासवर्ड-संरक्षित इलेक्ट्रॉनिक प्रति या इसके एम-आधार ऐप का उपयोग करके सुलभ) शामिल हो, आधार क्यूआर स्कैनर या एम-आधार ऐप का उपयोग करके क्यूआर कोड को स्कैन करके ऑफलाइन सत्यापन के माध्यम से इसकी वास्तविकता स्थापित होने के बाद।

(ii) आधार पेपरलेस ऑफलाइन ई-केवाईसी दस्तावेज (यूआईडीएआई की वेबसाइट से डाउनलोड किया जा सकता है या इसके एम-आधार ऐप का उपयोग करके प्राप्त किया जा सकता है), इसकी वास्तविकता यूआईडीएआई की वेबसाइट पर इस संबंध में दिए गए विवरण के अनुसार, इस प्रयोजन के लिए संबंधित मंत्रालय या विभाग या योजना कार्यान्वयन एजेंसी द्वारा विकसित एप्लिकेशन के माध्यम से दस्तावेज पर यूआईडीएआई के डिजिटल हस्ताक्षर प्रमाण पत्र के ऑफलाइन सत्यापन के माध्यम से स्थापित होने के बाद।

4. उपर्युक्त किसी भी बात के होते हुए भी, -

(क) उक्त योजना के तहत किसी बच्चे को लाभ से वंचित नहीं किया जाएगा -

(i) प्रमाणीकरण के माध्यम से अपनी पहचान स्थापित करने या आधार संख्या रखने का प्रमाण प्रस्तुत करने में विफल रहने की स्थिति में या

(ii) नामांकन के लिए आवेदन प्रस्तुत करने की स्थिति में जहां उसे आधार संख्या नहीं

दी गई है और

(ख) उक्त योजना के तहत लाभ ऐसे बच्चे को उसकी पहचान सत्यापित करके और उसके माता-पिता या कानूनी अभिभावक के साथ उसके संबंध को पैराग्राफ 1 के खंड (3) के परंतुक में निर्दिष्ट तरीके से स्थापित करके दिया जाएगा

(ग) जहां खंड (ख) के तहत लाभ दिया जाता है, उसके संबंध में एक अभिलेख रखा जाएगा, जिसकी श्रम संसाधन विभाग द्वारा समय-समय पर समीक्षा और लेखापरीक्षा की जाएगी। 5. यह सुनिश्चित करने के लिए कि 18 वर्ष या उससे अधिक आयु के वास्तविक लाभार्थी उक्त योजना के तहत मिलने वाले लाभ से वंचित न रहें, श्रम संसाधन विभाग प्रत्यक्ष लाभ अंतरण मिशन, कैबिनेट सचिवालय, भारत सरकार के कार्यालय ज्ञापन संख्या D-²⁶⁰¹¹/⁰⁴/²⁰¹⁷-DBT, दिनांक 19 दिसंबर,6 (cid:464)बहार गजट (असाधारण), 7 नव(cid:224)बर 2025 2017 https://dbtbharat-gov-in पर उपलब्ध) में निर्दिष्ट अपवाद हैंडलिंग तंत्र का पालन करेगा।

No: 2/BSDM/CM PRATIGYA Portal-171/2025-2409 S.O.(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, it obviates the need for multiple documents to establish identity, simplifies processes and promotes transparency and efficiency:

And whereas the Labour Resource Department (hereinafter referred to as "the said Department"), of the Government of Bihar (hereinafter referred to as "the said Government"), is the implementing and executing body under the CM – PRATIGYA YOJANA ¹(hereinafter referred to as "the said scheme"):

And whereas there is a provision for granting a monetary benefit ranging from Rs. 4,000 to Rs. 6,000 per month, as mentioned below:

(hereinafter referred to as "the said benefit") is given to the students who have enrolled under the CM – Pratigya Yojana (hereinafter referred to as "the beneficiaries"), in accordance with the provisions of the said Scheme and the instructions and guidelines issued in respect thereof:

And whereas the expenditure for the said scheme is incurred from the Consolidated Fund of the State: And whereas the said Labour Resource Department is desirous that the said Government, for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit, require that such beneficiary undergo authentication, or to furnish proof of possession of Aadhaar number or in the7 (cid:464)बहार गजट (असाधारण), 7 नव(cid:224)बर 2025 case of an individual to whom no Aadhaar number has been assigned, to make an application for enrolment:

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Government of Bihar hereby notifies the following, namely: — 1.

A. An individual desirous of availing of the said benefit under the said scheme shall be required to undergo authentication or furnish proof of possession of an Aadhaar number.

B. In case such an individual has not been assigned an Aadhaar number, he shall be required to make an application for enrolment: Provided that if that individual is a child, such application shall be made only with the consent of his or her parent or legal guardian.

C. In accordance with the provisions of the the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the said Labour Resource Department shall ensure enrolment of such beneficiaries who are yet to be enrolled, or updating of their Aadhaar details through appropriate measures, including coordination with Registrars and setting up enrolment centres at convenient locations or providing enrolment facilities by becoming a Registrar itself: Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his identity to avail of the said benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provided or authorised by the said Labour Resource Department for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:- For a child below 18 years of age to whom an Aadhaar number has not been assigned: a) The acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the Enrolment ID (EID); and

b) Anyone of the following documents to evidence that the beneficiary is a child below 18 years of age namely: - i. Certificate of birth given under the Registration of Births and Deaths Act, 1969, as extracted from the entry made in the register of births regarding the birth of the beneficiary.

ii. Indian Passport iii. Certificate or statement of marks of matriculation or 10th class, or higher secondary or 12th class, issued by a recognized board of school education.

iv. In respect of a child in need of care and protection of a child in conflict with law, who is housed in a Child Care Institution registered with the State Government under the rules framed there under pursuant to the Juvenile Justice (Care and Protection of Children) Act, 2015, certificate specifying the child's date of birth, issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or8 (cid:464)बहार गजट (असाधारण), 7 नव(cid:224)बर 2025 v. In respect of a foreign national –

a. if he is an Overseas Citizen of India Cardholder, b. if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office.

c. if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan; d. if he is other than Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long-Term Visa to India along with currently valid or expired foreign passport; or

c) Anyone of the following documents, having the photograph of the beneficiary, to evidence his relationship with the parent or legal guardian, namely: -

a. Ration card b. Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;

c. Medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member; d. Indian Passport e. Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class issued by a recognized board of school education;

f. In respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015, certificate specifying his date of birth issued by the person-in- charge, superintendent, child welfare officer or probation officer of such institution; or

g. In respect of a foreign national –

i. if he is an Overseas Citizen of India Cardholder ii. if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office.

iii. if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;

iv. if he is other than Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long-Term Visa to India along with currently valid or expired foreign passport; or a. In respect of beneficiaries who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890,the Juvenile Justice (Care and Protection of Children) Act, 2015, the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 or the Rights of Persons with Disabilities Act, 2016 and the applicable rules and regulations made under9 (cid:464)बहार गजट (असाधारण), 7 नव(cid:224)बर 2025 the said Acts; or

b. Any other documents as the said Labour Resource

Department, may specify.

For beneficiaries aged 18 years or more to whom an Aadhaar number has not been assigned: a) The acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the EID; and

b) Any one of the following documents, having the beneficiary's photograph, namely: - i. Elector's photo identity card issued by the Election Commission of India; ii. Ration card; iii. Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;

iv. Medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member;

v. Indian passport; vi. Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognized board of school education;

vii. Identity card or other identity document issued to serving or retired public servant by a government entity or a public sector entreprise;

viii. Disability certificate issued by notified medical authority under Rights of Person with Disabilities Rules, 2017, or Unique Disability Identification (UDID) card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Government of India;

ix. Driving license issued in India; x. In respect of a child in need of care and protection or child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 certificate specifying his date of birth issued by the person in charge, superintendent, child welfare officer or probation officer of such institution; or

xi. In respect of foreign national, -

a. if he is an Overseas Citizen of India Cardholder b. if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office.

c. if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan; d. if he is other than Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long-Term Visa to India along with currently valid or expired foreign passport; or

xii. In respect of a beneficiary who has a legal guardian adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890, the Juvenile Justice (Care and Protection of Children) Act, 2015, the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 or the Rights of Persons with Disabilities Act, 2016 and the applicable rules and regulations made under the said Acts; or xiii. Any other document as the said Labour Resources Department, may specify:

2. An officer designated by the said Labour Resources Department in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under clause (3) –

a) the status the status of the enrolment request by submitting the EID on my Aadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the EID is valid and that the enrolment request does not stand rejected; and

b) the other documents, and for this purpose, may take the assistance of and share the information presented with any government entity or an authority that deals with the preparation or maintenance of the information contained in such documents.

3. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the said scheme.

4. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric- based modes of authentication (namely, facial image, fingerprints or iris scan-based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted namely: -

a) In case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered;

b) In cases where biometric-based or OTP-based modes of authentication are not possible, benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of UIDAI on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be given on the basis of any of the following:

i. An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number)or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps.

ii. Aadhaar Paperless Offline e-KYC document (downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification of the digital signature certificate of UIDAI on the document through the application developed by the Ministry or Department or scheme implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of UIDAI.

5. Notwithstanding anything contained hereinabove-

a) benefit under the said scheme shall not be denied to a child-

i. In case in case of failure to establish his identity by undergoing authentication or to furnish proof of possession of Aadhaar number; or ii. in case of production of an application for enrolment where he has not been assigned an Aadhaar number; and

b) benefits under the said scheme shall be given to such a child by verifying his identity and establishing his relationship with his parent or legal guardian in the manner specified in the provision to clause (3) of paragraph 1; and

c) where benefit is given under clause (b), a record shall be maintained in respect of the same, which shall be reviewed and

6. In order to ensure that bonafide beneficiaries who are aged 18 years or more are not deprived of the benefit due to them under the said scheme, the Labour Resources Department shall follow the exception handling mechanism specified in the Office Memorandum no D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in).

7. This notification shall be effective from the date of its publication in the official Gazette.
