शक्तियों का प्रयोग करते हुए बिहार राज्यपाल " " में संशोधन करने हेतु निम्नलिखित नियमावली बनाते हैंः-
(1) यह नियमावली " " कही जा सकेगी। (2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (3) यह राजपत्र में प्रकाशन की तिथि से प्रवृत होगी।
उक्त नियमावली के नियम 4 को निम्नवत प्रतिस्थापित किया जाएगा- "4. संवर्ग का पदसोपान। इस सवंर्ग की विभिन्न कोटियों एवं पदों के सोपान परिशिष्ट-1 के अनुसार होंगे। संवर्ग के पदों पर इस नियमावली के प्रवृत होने के पूर्व से नियमित रूप से नियुक्त एवं कार्यरत कर्मी इस संवर्ग में स्वतः शामिल समझे जायेंगे।"

उक्त नियमावली के नियम 6 को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगाः- "6. अर्हताएँ ।- इस संवर्ग में नियुक्ति के लिए अर्हताएँ स्वास्थ्य विभाग के "बिहार प्रयोगशाला प्रावैधिक संवर्ग नियमावली 2014 (समय-समय पर यथासंशोधित)" में प्रयोगशाला प्रावैधिक के पद पर नियुक्ति हेतु निर्धारित अर्हताएँ के समरूप होंगी।"
उक्त नियमावली के नियम-7 को निम्नलिखित द्वारा प्रतिस्थापित किया जायेगाः-(cid:464)बहार गजट (असाधारण) 20 जनवरी 2026 2 "7. र्भाी की प्रक्रिया। इस संवर्ग में भर्ती की प्रक्रिया स्वास्थ्य विभाग के "बिहार प्रयोगशाला प्रावैधिक संवर्ग नियमावली 2014 (समय-समय पर यथासंशोधित)" में प्रयोगशाला प्रावैधिक के पद पर नियुक्ति हेतु निर्धारित प्रक्रिया के समरूप होगी।"
उक्त नियमावली के नियम-8 को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगा- "8. परिवीक्षा अवधि। नियुक्ति के उपरान्त अभ्यर्थी परिवीक्षाधीन रहेंगे। परिवीक्षा अवधि एक वर्ष की होगी। परिवीक्षा अवधि में सेवा संतोषजनक नहीं पाये जाने पर अभिलिखित किये जाने वाले कारणों से इसे एक और वर्ष के लिए विस्तारित किया जा सकेगा। यदि विस्तारित अवधि में भी सेवा संतोषजनक नहीं पायी जाय तो नियुक्ति प्राधिकार ऐसे प्रयोगशाला शिल्पिक को सेवामुक्त कर सकेगा।"
उक्त नियमावली के परिशिष्ट-1 को निम्नलिखित द्वारा प्रतिस्थापित किया जायेगाः- [ vi ]

इस संवर्ग के सभी कोटियों का कुल स्वीकृत बल तथा वेतनमान/वेतन स्तर वही होगा, जैसा सरकार द्वारा समय-समय पर अवधारित किया जायेगा। 15 tuojh 2026

का अंग्रेजी भाषा में निम्नलिखित अनुवाद बिहार राज्यपाल के प्राधिकार से इसके द्वारा प्रकाशित किया जाता है, जो भारतीय संविधान के अनुच्छेद 348 के (खण्ड) 3 के अधीन अंग्रेजी भाषा में उसका प्राधिकृत पाठ समझा जाएगा।(cid:464)बहार गजट (असाधारण) 20 जनवरी 2026 3
The 15th January 2026
No- ESIS-01/NI-26/2014/ 57—In excercise of the power conferred by proviso to Article 309 of the Constitution of India, the Governor of Bihar is pleased to make the following Rules to amend the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016.
1. Short title, extent and commencement:-
(1) These 'Rules' may be called the "Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre (Second Amendment) Rules, 2026"
(2) It shall extend to the whole of the state of Bihar. (3) It shall come into force from the date of Publication in the official gazette.
2. Substitution of Rule-4 of the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016:- Rule 4 of the said Rules shall be substituted by the following:-
"4. Hierarchy of posts of Cadre- Difference categories and chain of posts of this cadre shall be according to Appendix-1. The Personnels regularly already appointed and working to the posts of this cadre prior to coming into force of these Rules, shall be deemed to be automatically included in this cadre."
3. Substitution of Rule-6 of the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016:- Rule- 6 the said Rules shall be substituted by the following:-
"6. Qualifications- The qualifications for appointment to this cadre shall be the same as those prescribed for appointment to the post of Laboratory Technician in the Health Department's "Bihar Laboratory Technician Cadre Rules, 2014 (as amended from time to time)."
4. Substitution of Rule-7 of the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016:- Rule- 7 the said Rules shall be substituted by the following:-
"7. Recruitment- The recruitment process in this category will be similar to the procedure prescribed for appointment to the post of Laboratory Technician in the Health Department's "Bihar Laboratory Technician Cadre Rules 2014 (as amended from time to time)."
5. Substitution of Rule-8 of the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016:- Rule- 8 of the said rules shall be substituted by the following:-
"8. Probation Period- After appointment, the candidates shall be on probation. The probationary period will be one year. If the service during the probationary period is found unsatisfactory, it may be extended for another year for reasons to be recorded. If the service is not found unsatisfactory even during the extended period also, then the appointing Authority may terminate the service of such lab technician."
6. Substitution of Appendix-1 of the Bihar Employees State Insurance Scheme Lab Technician (Recruitment, Promotion and Service Condition) Cadre Rules, 2016:- Appendix-1 of the said rules shall be substituted by the following:-
