सं॰ एसीस-01/नि०-29/2014-61--भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार राज्यपाल में संशोधन करने हेतु निम्नलिखित नियमावली बनाते हैंः-
(1) यह नियमावली कही जा सकेगी। (2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (3) यह राजपत्र में प्रकाषन की तिथि से प्रवृत्त होगा।
उक्त नियमावली के नियम-4 को निम्नलिखित द्वारा प्रतिस्थापित किया जायेगा- "4. संवर्ग का पदसोपान। इस सवंर्ग की विभिन्न कोटियों एवं पदों के सोपान परिशिष्ट-1 के अनुसार होंगे। संवर्ग के पदों पर इस नियमावली के प्रवृत होने के पूर्व से नियमित रूप से नियुक्त एवं कार्यरत कर्मी इस संवर्ग में स्वतः शामिल समझे जायेंगे।"
उक्त नियमावली के नियम-6 को निम्नलिखित द्वारा प्रतिस्थापित किया जायेगा-
" इस संवर्ग में नियुक्ति के लिए अर्हताएँ स्वास्थ्य विभाग के बिहार महिला स्वास्थ्य कार्यकर्त्ता (ऑक्जीलियरी नर्स मिडवाईफ) संवर्ग नियमावली 2023 (समय-समय पर यथासंषोधित)"2 (cid:464)बहार गजट (असाधारण), 20 जनवर(cid:547) 2026 में महिला स्वास्थ्य कार्यकर्त्ता के पद पर नियुक्ति हेतु निर्धारित अहर्ताएँ एवं उम्र सीमा के समरूप होंगी। उक्त नियमावली के नियम-7 को निम्नलिखित द्वारा प्रतिस्थापित किया जायेगा- " इस संवर्ग में भर्ती की प्रक्रिया स्वास्थ्य विभाग के बिहार महिला स्वास्थ्य कार्यकर्त्ता (ऑक्जीलियरी नर्स मिडवाईफ) संवर्ग नियमावली 2023 (समय-समय पर यथासंषोधित)" में महिला स्वास्थ्य कार्यकर्त्ता के पद पर नियुक्ति हेतु निर्धारित प्रक्रिया के समरूप होंगी।
उक्त नियमावली के परिषिष्ट-1 निम्नलिखित द्वारा प्रतिस्थापित किया जायेगा- [ vii ]

निम्नलिखित अनुवाद बिहार राज्यपाल के प्राधिकार से इसके द्वारा प्रकाशित किया जाता है, जो भारतीय संविधान के अनुच्छेद 348 के (खण्ड) 3 के अधीन अंग्रेजी भाषा में उसका प्राधिकृत पाठ समझा जाएगा। The 15th January 2026
No. ESIS-01/NI-29/2014-61--In excercise of the power conferred by proviso to Article 309 of the Constitution of India, the Governor of Bihar is Pleased to make the following Rules to amend the Bihar Employees State Insurance Scheme Women Health Worker (Auxiliary Nurse Midwife) (Recruitment, Promotion and Service Condition) Cadre Rules, 2016.
1. Short title, extent and commencement:-
(1) These 'Rules' may be called the "Bihar Employees State Insurance Scheme Women Health Worker (Auxiliary Nurse Midwife) (Recruitment, Promotion and Service Condition) Cadre (Amendment) Rules, 2026"
(2) It shall extend to the whole of the State of Bihar. (3) It shall come into force from the date of publication in the official gazette.

Substitution of rule-4 of the "Bihar Employees State Insurance Scheme Bihar Employees State Insurance Scheme Women Health Worker (Auxiliary Nurse Midwife) (Recruitment, Promotion and Service Condition) Cadre Rules, 2016":- Rule 2 of the said Rules shall be substituted by the following:-
"4. Hierarchy of posts of Cadre- Difference categories and chain of posts of this cadre shall be according to Appendix-1. The Personnels regularly already appointed and working to the posts of this cadre prior to coming into force of these Rules, shall be deemed to be automatically included in this cadre."
3. Substitution of rule-6 of the "Bihar Employees State Insurance Scheme Women Health Worker (Auxiliary Nurse Midwife) (Recruitment, Promotion and Service Condition) Cadre Rules, 2016":- Rule-6 the said rules shall be substituted by the following:-
"6. Qualifications- The qualifications for appointment in this cadre shall be similar to the qualifications and age limit prescribed for appointment to the post of Female Health Worker in the Bihar Women Health Worker (Auxiliary Nurse Midwife) Cadre Rules, 2023 (as amended from time to time) of the Health Department."
4. Substitution subrule (2) of rule-7 of the "Bihar Employees State Insurance Scheme Women Health Worker (Auxiliary Nurse Midwife) (Recruitment, Promotion and Service Condition) Cadre Rules, 2016":- Subrule (7) of rule-6 the said Rules shall be substituted by the following:-
"7. Procedure of Recruitment– The recruitment process in this cadre will be similar to the procedure prescribed for appointment to the post of Female Health Worker in the Bihar Women Health Worker (Auxiliary Nurse Midwife) Cadre Rules, 2023 (as amended from time to time)."
5. Substitution of Appendix-1 of the "Bihar Employees State Insurance Scheme Women Health Worker (Auxiliary Nurse Midwife) (Recruitment, Promotion and Service Condition) Cadre Rules, 2016":- Appendix-1 of the said Rules shall be substituted by the following:-
