एस॰ ओ॰ 79, दिनांक-17 फरवरी, 2026--बंधुआ मजदूरी प्रथा उन्मूलन अधिनियम, 1976 (अधिनियम 19/76) की धारा 13 की उप धारा (3) के साथ पठित उप धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा इसके संबंध में पूर्व में निर्गत सभी आदेशों का अवक्रमण करते हुए, बिहार राज्यपाल राज्य के सभी अनुमण्डलों के लिए अनुमंडल स्तरीय निगरानी समितियाँ निम्नलिखित रूप में गठित करते हैं :-
1. अनुमंडल दंडाधिकारी 2. ग्रामीण विकास से सम्बद्ध अनुमंडल के सरकारी या गैर सरकारी ऐजेंसियों का प्रतिनिधित्व करने वाले सदस्य जिनकी संख्या - 3 से अधिक होगी जिनका मनोनयन जिला दंडाधिकारी करेंगें। 3. केन्द्रीय सहकारिता बैंक या ग्रामीण बैंक या वाणिज्यक बैंक का एक प्रतिनिधि जिसका मनोनयन अनुमंडल दंडाधिकारी करेंगे।
4. अनुमंडल में भूमि सुधार के प्रभारी उप समाहर्त्ता (संबंधित अनुमंडलीय मुख्यालय में पदस्थापित)
5. अनुमंडल के श्रम प्रवर्त्तन पदाधिकारी (संबंधित अनुमंडलीय मुख्यालय में पदस्थापित) 6. अनुमंडल में रहने वाले अनुसूचित जाति और/या अनुसूचित जनजाति के तीन व्यक्ति, जिनका मनोनयन अनुमंडल दंडाधिकारी करेंगे।
7. अनुमंडल में रहने वाले -2 सामाजिक कार्यकर्त्ता, जिनका मनोनयन अनुमंडल दंडाधिकारी करेंगे।
(2) निगरानी समिति अपनी प्रक्रिया का नियमन स्वयं करेंगी और आवश्यकतानुसार अनुमंडल मजिस्टे्रट सुलभ करायेंगे।2 (cid:464)बहार गजट (असाधारण), 17 फरवर(cid:547) 2026 (3) निगरानी समितियों के निम्नलिखित कर्त्तव्य होंगे :-
(क) उपर्युक्त अधिनियम के उपबन्धों को ठीक से लागू करना सुनिश्चित करने के लिए किये जाने वाले प्रयासों तथा की जानेवाली कार्रवाईयों के संबंध में अनुमंडल दंडाधिकारी को परामर्श देना, (ख) मुक्त बंधुआ मजदूरों के आर्थिक और सामाजिक पुनर्वास के लिए उपबंध करना, (ग) मुक्त बंधुआ मजदूरों को पर्याप्त उधार की सुविधा का संयोजन करने के उद्देश्य से आवश्यकतानुसार ग्रामीण बैंक, सहकारिता बैंको और वाणिज्यक बैंको के कार्यों का समन्वय करना, (घ) इस अधिनियम के अधिन अपराधों के संबंध में दायर होने वाले तथा निपटाये गये मामलों के संख्या पर नजर रखना,
(ड़) इस अधिनियम के अधिन ऐसा कोई अपराध हुआ है या नहीं, जिसका संज्ञान दिया जाना चाहिए, इसका सर्वेक्षण करना,
(च) मुक्त बंधक मजदूर या उसके परिवार के किसी सदस्य या उसके उपर निर्भर किसी अन्य व्यक्ति के विरूद्ध किसी बंधक ऋण या उस व्यक्ति द्वारा बंधक ऋण के रूप में दावा किए जाने वाले किसी अन्य ऋण को सम्पूर्ण या आंशिक वसूली के लिए दायर किए गये किसी मुकदमें का बचाव करना।
(4) निगरानी समिति की बैठकें अपने कार्यों के सम्पादन के लिए उतनी बार हुआ करेंगी, जितनी आवश्यक हो, किन्तु हर दो माह में कम से कम एक बार अवश्य हुआ करेगी। सहायक निदेशक, सामाजिक सुरक्षा (जिला मुख्यालय) निगरानी समिति के सदस्य सचिव होंगे।

एस॰ ओ॰ 80-एस॰ ओ॰ 79, दिनांक 17 Qjojh 2026 का अंग्रेजी भाषा में निम्नलिखित अनुवाद बिहार राज्यपाल के प्राधिकार से इसके द्वारा प्रकाशित किया जाता है, जो भारतीय संविधान के अनुच्छेद 348 के (खण्ड) 3 के अधीन अंग्रेजी भाषा में उसका प्राधिकृृत पाठ समझा जाएगा।

S. O. 79, Date 17th February 2026--In exercise of powers conferred by sub-section (1) of Section 13 of the Bonded Labour System Abolition Act, 1976 (Act 19/1976) read with sub-section (3) thereof, and suppression of All previous orders issued in this regard, the Governor of Bihar is pleased to constitute Sub-divisional level vigilance Committees for all Sub-divisional of the State following manner:-
1. Sub-divisional Magistrate Chairman 2. Not more than three persons to represent the official Member or Non-official agencies in the Sub-divisional connected with rural development to be nominated by the District Magistrate 3. One representative of Central Co-operative Bank Member or Rural Bank or Commercial Bank to be nominated by Sub-divisional Magistrate 4. Deputy Collector in charge Land Reforms in the Member in the sub-division. 5. Labour Enforcement officer in the sub-division Member Secretary 6. Three persons belonging to the Scheduled Member Castes and/or Scheduled Tribes and residing In the Sub-divisional to be nominated by the Sub-divisional Magistrate;
3 (cid:464)बहार गजट (असाधारण), 17 फरवर(cid:547) 20267. Two Social Workers, resident of the Sub-divisional, Member to be nominated by the Sub-divisional Magistrate.
2. The vigilance committee shall regulate its own procedure and secretarial assistance, as may be necessary, shall be provided by the Sub-divisional Magistrate;
3. The Functions of the vigilance Committee shall be:-
(a) to advise the Sub-divisional Magistrate as to the efforts, made and action taken, to ensure that the provision of the aforesaid Act are properly implemented:
(b) to provide for the economic and social rehabilitation of the freed bonded labourers;
(c) to co-ordinate the functions of rural Banks, Co-operative Banks and Commercial Banks, as may be necessary, with a view to canalising adequate credit facilities to the freed bonded labourers;
(d) to keep an eye on the number of cases filed and disposed of in regard to the offences under this Act,
(e) to make a Survey as to whether there is any offence of which cognisance ought to be taken under this Act,
(f) to defend any suit instituted against a freed bonded labourer or a member of his family or any other person dependent on him or the recovery of the whole or part of bonded debt or any other debt which is claimed by such person to be bonded debt;
4. The vigilance committee shall meet as often as necessary but at least once in two months for the discharge of its functions.
