/6307—भारत-संविधान के अनुच्छेद-309 के परन्तुक के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए बिहार के राज्यपाल, "बिहार सरकारी सेवक आचार नियमावली, 1976" (समय-समय पर यथासंशोधित) का संशोधन करने के लिए निम्नलिखित नियमावली बनाते हैंः- - (1) यह नियमावली
कही जा सकेगी।
(2) इसका विस्तार सम्पूर्ण बिहार राज्य में होगा। (3) यह राजपत्र में प्रकाशन की तिथि से प्रवृत्त होगी।
उक्त नियमावली के नियम-9 में उपनियम-(2)
के बाद उपनियम-(3) निम्नवत् अन्तःस्थापित किया जाता है-
" Social Media Platforms Instant Messaging Applications सरकारी सेवक, स्वयं या छद्मनाम से, विहित प्राधिकारी की पूर्वानुमति के बिना,
(i) उन्हें उपलब्ध कराये गये सरकारी ई-मेल या मोबाइल नंबर का उपयोग व्यक्तिगत सोशल मीडिया पर खाता बनाने या संचालित करने हेतु नहीं करेंगे।
(ii) सोशल मीडिया का ऐसा उपयोग नहीं करेंगे जिससे उनके पद की गरिमा कम हो अथवा सरकार की प्रतिष्ठा को क्षति पहुँचे। इसमें सम्मानजनक भाषा बनाये रखने, अश्लीलता या भड़काऊ भाषा का प्रयोग करने से बचने और साझा की गयी किसी भी सामग्री में सत्यता व तथ्यात्मकता सुनिश्चित करना शामिल है।
(iii) ऐसी सामग्री पोस्ट करने से बचेंगे जिससे व्यक्तिगत दृष्टिकोण एवं पेशेवर जिम्मेदारियों के बीच मतभेद हो। सरकार की उपलब्धियों को किसी के व्यक्तिगत प्रयास अथवा व्यक्तिगत उपलब्धि के रूप में प्रस्तुत नहीं किया जाएगा।
(iv) गुमनाम या छद्मनाम वाले सोशल मीडिया खातों का संचालन नहीं करेंगे। (v) सोशल मीडिया पर विशिष्ट व्यक्तियों, कानूनी पेशेवरों, मीडिया संस्थानों या राजनीतिक संस्थाओं का समर्थन अथवा आलोचना नहीं करेंगे।(cid:464)बहार गजट (असाधारण) 10 अ(cid:292)ील 2026 2 (vi) सरकारी नीतियोें/योजनाओं और सर्वोच्च न्यायालय, उच्च न्यायालयों आदि के आदेशों/निर्णयों पर सोशल मीडिया पर व्यक्तिगत राय व्यक्त नहीं करेंगे।
(vii) सोशल मीडिया प्लेटफॉर्म पर कोई वर्गीकृत/संवेदनशील जानकारी पोस्ट नहीं करेंगे। (viii) अपने सोशल मीडिया अकाउंट का उपयोग किसी उत्पाद, सेवा या उद्यम के समर्थन के लिए या स्वयं, मित्रों, रिश्तेदारों या अन्य परिचितों के निजी लाभ के लिए नहीं करेंगे।
(ix) उनके द्वारा पारित आदेश के संबंध में सोशल मीडिया प्लेटफॉर्म पर पेपर प्रकाशन या अन्य जानकारी पोस्ट नहीं करेंगे।
(x) कार्यस्थल अथवा कार्यस्थल पर आयोजित किसी बैठक का वीडियो/रील्स आदि नहीं बनायेंगे अथवा Social Media Platform पर कार्यस्थल का Live Telecast नहीं करेंगे। कार्यस्थल से संबंधित किसी शिकायतकर्त्ता से संवाद का Live Telecast अथवा Video Upload नहीं करेंगे। (xi) किसी प्रकार की कोचिंग, लेक्चर, लाईव प्रसारण, चैट, वेबीनार इत्यादि में आमंत्रित किये जाने पर भाग नहीं लेंगे एवं सरकारी/व्यक्तिगत सोशल मिडिया प्लेटफॉर्म पर किसी भी प्रकार से धनार्जन/आय प्राप्त नहीं करेंगे।
(xii) गोपनीय सरकारी दस्तावेज/हस्ताक्षरित रिपोर्ट अथवा प्रार्थना पत्र को व्यक्तिगत सोशल मिडिया प्लेटफॉर्म पर नहीं डालेंगे।
(xiii) किसी यौन शोषित पीड़िता या जुबेनाईल ऑफेन्डर्स की पहचान अथवा नाम या अन्य विवरण सरकारी/व्यक्तिगत सोशल मिडिया प्लेटफार्म पर उजागर नहीं करेंगे और जाति/धर्म के आधार पर किसी की गरिमा को प्रभावित करने वाला या उसकी गरिमा के विपरित कोई टिप्पणी नहीं करेंगे। (xiv) सरकारी/व्यक्तिगत सोशल मिडिया प्लेटफार्म पर अपने वरिष्ठ अधिकारी/सहकर्मी/कनीय सहयोगी के विरुद्ध विभागीय गरिमा को प्रभावित करने वाला आपत्तिजनक टिप्पणी नहीं करेंगे।
(xv) किसी भी प्रकार के सांकेतिक विरोध के प्रतीक को सरकारी/व्यक्तिगत सोशल मिडिया प्लेटफार्म पर अपना डीपी/प्रोफाईल पिक्चर नहीं बनायेंगे एवं सरकारी/व्यक्तिगत सोशल मिडिया प्लेटफार्म पर अपने एकाउंट के डीपी/पिक्चर पर किसी संगठन या राजनीतिक दल से संबंधित प्रतीक नहीं लगायेंगे। सोशल मिडिया प्लेटफार्म पर किसी व्यक्ति को ट्रोल अथवा बुली (Bullying) नहीं करेंगे। परन्तु, यदि किसी सरकारी सेवक को सरकार अथवा विहित प्राधिकारी द्वारा उक्त प्रयोजनों के लिए विशिष्ट रूप से प्राधिकृत किया हो, तब ऐसा किया जाना उक्त प्रावधान का उल्लंघन नहीं माना जाएगा।"

6308 का निम्नलिखित अँग्रेजी अनुवाद बिहार राज्यपाल के प्राधिकार से एतद् द्वारा प्रकाशित किया जाता है, जो भारत-संविधान के अनुच्छेद 348 के खंड(3) के अधीन अँगरेजी भाषा में उक्त अधिसूचना का प्राधिकृत पाठ समझा जायेगा।
बिहार-राज्यपाल के आदेश से, रजनीश कुमार, सरकार के अपर सचिव।(cid:464)बहार गजट (असाधारण) 10 अ(cid:292)ील 2026 3 The 8th April 2026 No.-3/M-04/2026-GAD/6307—In exercise of the powers conferred under proviso to Article 309 of the Constitution of India, the Governor of Bihar makes the following Rules to amend the "Bihar Government Servant Conduct Rules, 1976" (as amended from time to time)—
1. Short title, extent and commencement.— (1) These Rules may be called as the "Bihar Government Servant Conduct (Amendment) Rules, 2026." (2) It shall extend to the whole State of Bihar. (3) It shall come into force from the date of its publication in official Gazette. 2. Insertion of Sub-rule-(3) after Sub-rule-(2) of Rule-9 in Bihar Government Servant Conduct Rules, 1976 (as amended from time to time).- In the said rules, Sub-rule- (3) after Sub-rule-(2) of Rule-9 shall be inserted as follows-
" (3) Use of Social Media Platforms and Instant Messaging Applications- Government employee, himself or pseudonymously, without the prior permission of the designated authority-
(i) Shall not use the official e-mail or mobile number provided to them to create or operate a personal social media account.
(ii) Shall refrain from using social media in a way that reduces the dignity of their office or damages the reputation of the government. This includes maintaining respectful tone, avoid using vulgarity or inflammatory language, and ensuring truthfulness and factuality in any content shared.
(iii) Shall avoid posting such material which may create conflict between personal viewpoint and professional responsibilities. The achievements of the Government shall not be presented as anyone's personal effort or personal achievement.
(iv) Shall not operate anonymous or pseudonymous social media accounts. (v) Shall not endorse or criticize specific individuals, legal professionals, media organizations or political entities on social media.
(vi) Shall not express personal opinion on social media on government policies/schemes and orders/decisions of the Supreme Court, High Courts etc.
(vii) Shall not post any classified/sensitive information on social media platforms .
(viii) Shall not use their social media account to endorse any product, service or enterprise or for personal gain for himself, friends, relatives or other acquaintances .
(ix) Shall not post any paper or other information on social media platforms regarding the order passed by themselves.
(x) Shall not make video/reels etc. of workplace or any meeting held at the workplace or shall not livecast workplace on social media platforms. Shall not livecast or upload viedo of any conversation with a complainant at workplace.
(cid:464)बहार गजट (असाधारण) 10 अ(cid:292)ील 2026 4(xi) Shall not participate in any kind of coaching, lecture, live broadcast, chat, webinar etc., when invited, and shall not earn any kind of money/income on government/private social media platforms.
(xii) Confidential government documents/signed reports or applications shall not be posted on personal social media platforms.
(xiii) Shall not disclose the identity or name or other details of any sexually exploited victim or juvenile offender on government/personal social media platforms and shall not make any comment that affects someone's dignity or is against his dignity, on the basis of caste/religion.
(xiv) Shall not make objectionable remarks against his senior officers/ colleagues/junior colleagues on government/personal social media platforms which affects the departmental dignity.
(xv) Shall not make any kind of symbolic protest as DP/profile picture on government/personal social media platforms and shall not put symbols related to any organization or political party as DP/picture of account on government/ personal social media platforms. Shall not troll or bully any person on social media platforms.
Provided that, where any Government servant has been specifically authorized by the Government or designated authority, for the said purposes, then such conduct shall not be treated as a violation of the said provisions."
