/ —अनुपालन न्यूनीकरण और विनियमन मुक्ति के पहल के चरण-II के अनुसरण में बिहार में निजी तौर पर प्रबंधित विद्यालयों के लिए नई संबद्धता जारी करने तथा संबद्धता के नवीनीकरण हेतु दिशानिर्देशों, जैसा कि बिहार विद्यालय परीक्षा समिति (उच्च माध्यमिक) संबद्धता विनियमावली, 2011 (समय-समय पर यथासंशोधित) द्वारा अधिसूचित है, में आंशिक संशोधन तथा पूर्व में निर्गत बिहार सरकार के अधिसूचना संख्या-BSEB(SS)/Coll-Estab/688/D/2026 दिनांक 07.06.2026 को निरस्त करते हुए ऐतद् द्वारा निम्नलिखित संशोधन किए जाते हैं : अनुशंसा-1 शिक्षा का अधिकार अधिनियम, 2009 के प्रावधानों के अनुसार निजी तौर पर प्रबंधित विद्यालयों की मान्यता, मान्यता के उन्नयन या मान्यता के नवीनीकरण हेतु आवेदन प्रस्तुत करते समय की कोई आवश्यकता नहीं है। तदनुसार विभाग
(cid:464)बहार गजट (असाधारण) 3 जुलाई 2026 2 The 1st July 2026 Subject: Partial modification of guidelines for affiliation for Privately Managed Schools in BiharNo. 09/B.S.E.B.-22/2024/986—In pursuance of the Compliance Reduction and Deregulation Phase-II initiative, and in partial modification of the guidelines for issuance of fresh affiliation and renewal of affiliation for Privately Managed Schools in Bihar, as notified Bihar School Examination Board (High Secondary) Affiliation Regulations, 2011 (as amended from time-to-time) and in supersession of the earlier Bihar Government Notification No. BSEB (SS)/CoII-Estab/688/D/2026 dated 07-06-2026, The following amendments are hereby made: Recom-1 "As per the provisions of the Right to Education Act, 2009, there is no requirement for an Essentiality Certificate while submitting applications for recognition, up-gradation of recognition, or renewal of recognition of Privately Managed Schools. Accordingly, the Department hereby dispenses with the requirement of the Essentiality Certificate and it is replaced with Self Certification by the concerned Schools. Recom-2 For Affiliation of a private school, the concerned Society/Trust earlier had to submit 9 (Nine) documents, namely, Recommendation from Three Men committee headed by District Education Officer, Land Document/Lease Deed, Society/Trust Deed, Teachers and Non teaching staff List, Fire safety, Computer Bill, Library Books list, Laboratory equipments details, 25 Minutes videography of entire premises including computer rooms, Laboratory & Playground. Now, for affiliation of a private school, only 2 (two) mandatory documents namely, Society/Trust registration certificate and Teachers and Non teaching staff List shall be submitted by the concerned Society/Trust." This Notification is issued with the approval of the competent authority and shall come into force with immediate effect.
