का.आ. 379 ( अ ) .- उपभोक्ता मामले मंत्रालय की अधिसूचना सं. का. आ. 186 ( ङ) दिनांक 1 मार्च, 2001 द्वारा केन्द्र सरकार ने अग्रिम संविदा (विनियमन) , अधिनियम 1952 ( 1952 का 74 ) की धारा 6 के अंतर्गत प्रदत्त शक्तियों के प्रयोग में केशव कमोडिटी एक्सचेंज लि. , दिल्ली को 1 मार्च, 2001 से 28 मार्च, 2003 तक दो वर्षों के लिए आलू में अग्रिम संविदा के संबंध में वायदा व्यापार आयोजित करने के लिए मंजूरी प्रदान की थी । अग्रिम व्यापार न करने केलिए उक्त एक्सचेंज को ( पत्र सं. 16/2/ आई.टी./2002 दिनांक 19-2-2002 ) द्वारा कारण बताओ नोटिस दी गई थी कि एक्सचेंज की मान्यता को वापस क्यों न ले लिया जाए । एक्सचेंज इस नोटिस का जवाब देने में विफल रहा । अतएव केन्द्र सरकार अधिसूचना सं. का. आ. 186( ङ) के अतिक्रमण में उक्त अधिनियम की धारा 7 में दी गई शक्तियों के प्रयोग में जनहित तथा व्यापार के हित में तत्काल प्रभाव से केशव कमोडिटी एक्सचेंज लि. , दिल्ली की मान्यता वापस लेता है ।

S.O. 379 ( E) . The Central Government , in exercise ofpowers under Section 6 of the Forward Contract (Regula- tion) Act . 1952 (74 of 1952 ) , had granted recognition to Keshav Commodity Exchange Ltd.. Delhi to organize futures trading in respect of forward contracts in Potatoes for a period of two years from 1st March, 2001 to 28th February . 2003 vide Ministry of Consumer Affairs Notification No. S.O. 186 ( E ) , dated the 1st March, 2001. The said Exchange having not organized the forward trade was given a show cause notice ( vide letter No 16/ 2 / IT/ 2002 dated 19-2-2002 ) as to why the recognition of the Exchange should not be withdrawn. The Exchange failed to respond to this notice . The Central Govern- ment , therefore, in supersession of the Notification No. S.O. 186( E) and in exercise of the power under Section 7 of the said Act in the interest of the trade and in public interest withdraws the recognition of Keshav Commodity Exchange Ltd. ,Delhi with immediate effect.
