सा. का. नि. 95( अ ) - भारत के प्रधान मंत्री ने अपने दिनांक 15 अगस्त, 2002 को स्वतंत्रता दिवस के अवसर पर अपने भाषण में घोषणा की थी कि " संस्कृति विभाग विभिन्न प्रकार की सामग्रियों में विहित विभिन्न भारतीय भाषाओं में उपलब्ध वैज्ञानिक, बौद्धिक, साहित्यिक तथा आध्यात्मिक ज्ञान के अमूल्य खजाने का परिरक्षण तथा प्रदर्शन करने के लिए एक राष्ट्रीय पांडुलिपि मिशन की स्थापना करेगा । अन्य कार्यों के साथ, राष्ट्रीय पांडुलिपि मिशन एक राष्ट्रीय पांडुलिपि पुस्तकालय की स्थापना करेगा तथा इन पांडुलिपियों के पुस्तक के रूप में प्रकाशन तथा साथ ही मशीन से पठनीय रूप के माध्यम से प्रकाशित करके इन पांडुलिपियों की तत्काल सुलभता बढ़ाएगा । "
2. उपर्युक्त कार्य की अनुवर्ती कार्रवाई के रूप में आम सूचना के लिए यह अधिसूचित किया जाता है कि भारत सरकार ने पर्यटन और संस्कृति मंत्रालय , संस्कृति विभाग में राष्ट्रीय पांडुलिपि मिशन की स्थापना कर दी है:-
भारतीय पांडुलिपियों का प्रलेखन करना और उनका कैटलॉग बनाना , उनके विषय में तथा उन परिस्थितियों के विषय में , जिनमें उनसे परामर्श लिया जाना चाहिए , सही तथा नवीनतम जानकारी i) रखना ।
ii) प्रकाशनों , पुस्तकों के तथा मशीन से पठनीय दोनों रूपों में इन पांडुलिपियों तक शीघ्र पहुंच को बढ़ावा देना ।
प्रशिक्षण , जागरूकता तथा वित्तीय सहायता के माध्यम से पांडुलिपियों के संरक्षण तथा परिरक्षण को बढ़ावा देना ।
iv) भारतीय भाषाओं तथा पांडुलिपि विज्ञान के अध्ययन में छात्रवृत्ति और अनुसंधान को बढ़ावा देना । v) आई जी एन सी ए में एक राष्ट्रीय पांडुलिपि पुस्तकालय का निर्माण करना ।
3. दसवीं पंचवर्षीय योजना अवधि के दौरान यह मिशन कैटेलॉग बनाने , संरक्षण और प्रयोक्ताओं तक बेहतर पहुंच के संबंध में कार्रवाई आरंभ करेगा । इसके विशिष्ट कार्यकलापों में भवनों , संरक्षण तथा भंडारण सुविधाओं, उपस्कर आवश्यकताओं , कैटेलॉग बनाने और प्रकाशन करने के संदर्भ में मौजूदा संस्थाओं का 328 GI/2003

[PART II-SEC. 3 (i)] सुदृढ़ बनाने के लिए उनको आवश्यकता पर आधारित वित्तपोषण , प्रशिक्षण , निजी स्वामित्व में मौजूद वस्तुओं तथा उनकी संरक्षण संबंधी आवश्यकताओं का सर्वेक्षण ; कैटेलॉगस कैटेलॉगोरम परियोजना को पूरा करना; औषधि के संबंध में पांडुलिपियों, खगोल विज्ञान गणित तथा आधारभूत विज्ञानों और संस्थानों के डाटाबेस के मानदण्डों और प्रतिमानकों के विकास , कैटेलॉग बनाने , संरक्षण और पांडुलिपियों के भंडारण पर विशेष बल देते हुए आई जी एन सी ए में एक राष्ट्रीय पांडुलिपि पुस्तकालय की स्थापना करना शामिल है । इसके अतिरिक्त यह मिशन पांडुलिपियों की खरीद के लिए धनराशि भी निर्धारित करेगा ।
4. इस मिशन का निदेशक दिल्ली में होगा । मिशन को कार्यान्वित करने के लिए इंदिरा गांधी राष्ट्रीय कला केन्द्र (आईजीएनसीए) राष्ट्रीय नोडल प्राधिकारी होगा और वह संस्कृति विभाग के समग्र पर्यवेक्षण के अधीन सभी कार्यों का निरीक्षण करने के लिए उत्तरदायी होगा ।
5. मिशन को कार्यान्वित करने के लिए , एक राष्ट्रीय उच्चाधिकार प्राप्त समिति तथा एक कार्यकारिणी समिति की स्थापना की जाएगी ।

NOTIFICATION
New Delhi, the 5th February, 2003
G.S.R. 95 (E ) .- In his Independence Day Speech on August 15th, 2002, the Prime Minister of India announced that "The Ministry of Culture will launch a National Mission for Manuscripts to preserve and unlock the precious treasure house of scientific, intellectual , literary and spiritual knowledge in different Indian languages , contained in different kinds of material . Among other things , the Mission will set up a National Manuscripts Library and promote ready access to these manuscripts through publication in book form as well as in machine readable form . "
2. As a follow up to the above it is notified for general information that the Government of India in the Ministry of Tourism & Culture , Department of Culture have launched National Mission for Manuscripts -
i) to document and catalogue Indian manuscripts , wherever they may be , maintain accurate and up - to-date information about them and the conditions under which they may be consulted;
ii) to promote ready access to these manuscripts through publications , both in book form as well as machine readable form.
to facilitate conservation and preservation of manuscripts through training , awareness and financial support.
iv) to boost scholarship and research in the study of Indian languages and manuscriptology .
v) to build up a National Manuscripts Library at IGNCA.
3. During the tenth Five Year Plan period the Mission will initiate action on cataloguing, conservation , preservation and improved access to the users . Specific भारत का राजपत्र असाधारण

activities would include need based funding for strengthening of existing institutions in terms of buildings , conservation and storage facilities , equipment requirements, cataloguing and publications , training , survey of private holding and their preservation needs; completion of Catalogus Catalogorum Project; setting up of a National Manuscripts Library at IGNCA with a focus on manuscripts on medicine, astronomy mathematics and fundamental sciences ; and development of standards and norms for national database of Institutions , Cataloguing , Preservation, and Storage of manuscripts. Besides this the Mission will also earmark funds for purchase of manuscripts.
4. The Mission Director to be located in Delhi . The Indira Gandhi National Centre for Arts (IGNCA) will be the national nodal authority for executing the Mission and shall be responsible for overseeing all works under the overall supervision of the Department of Culture ..
5. To implement the Mission, a National Empowered Committee and an Executive Committee will be set up .
