सं. एवी-18030/3/97- एसीआईए ( खण्ड- IV ).- भारत सरकार ने दिनांक 25-5-1993 से वायुदूत लिमिटेड का इंडियन एयरलाइंस लिमिटेड में, वायुदूत द्वारा सार्वजनिक क्षेत्र के अपने ऋणदाताओं जैसे बैंक, अन्य सार्वजनिक उपक्रम तथा केन्द्र सरकार को देय पुनर्भुगतान तथा सेवा संबंधी बकायों पर पांच वर्ष के विलम्ब काल सहित, विलय करने का निर्णय लिया था । विलम्ब काल की अवधि को केन्द्र सरकार द्वारा दिनांक 3-6-99 की अधिसूचना सं. एबी-18030/3 /97 - एसीआईए द्वारा और आगे बढ़ाया गया था । इसके पश्चात् केन्द्र सरकार के दिनांक 25 मई, 1993 के आदेश सं. एवी-18030/44/ 92 एसीवीएल के अनुसार इंडियन एयरलाइंस द्वारा इन देनदारियों को 10 ( दस ) वार्षिक किस्तों में चुकाया जाना था । सरकार द्वारा इस मामले की समीक्षा की गई है और निम्नलिखित निर्णय लिया गया है :-
( i ) निम्नलिखित देनदारों के बकायों की अदायगी करके उनके दावों को पूर्णतया तथा अंतिम रूप से समाप्त किए जाने के लिए इंडियन एयरलाइंस को केवल एक बार दी जाने वाली 1,38,30,75,560.00 रुपए की गैर - योजना बजटीय सहायता के लिए सैद्धान्तिक अनुमोदन प्रदान किया जाना:-

(क) हिन्दुस्तान एरोनॉटिक्स लिमिटेड
7,88,28,767.00 रु.
(ख) तेल एवं प्राकृतिक गैस आयोग
8,99,92,000.00 रु.
(ग ) तेल कम्पनियां
4,37,54,793.00 रु.
(घ) बैंक
2,35,00,000.00 रु.
(ङ) अन्य
( ii ) नागर विमानन मंत्रालय ( ऋण तथा उस पर ब्याज ) से संबंधित 15,96,68,187 रुपए की बकाया राशि को माफ करना । (iii) विलम्ब काल की अवधि को 25-5-2001 से आगे चार वर्ष, दस महीने के लिए अर्थात्, 31-3-2005 तक के लिए और बढ़ाया जाना ।

( iv ) यह भी निर्णय लिया गया कि वित्त मंत्रालय ( आईएटीटी तथा उस पर ब्याज ) से संबंधित 3,10,43,247 रुपए की बकाया राशि को माफ कर दिया जाए तथा उक्त देयताओं के संबंध में बिलम्ब काल की अवधि के दौरान राजस्व विभाग द्वारा इंडियन एयरलाइंस से की गई कटौती से संबंधित 7,05,02,669 रु. की राशि की वसूली की अनुमति दे दी जाए । इस संबंध में आवश्यक कार्रवाई वित्त मंत्रालय ( राजस्वविभाग ) द्वारा की जाएगी ।

NOTIFICATION
New Delhi , the 17th January, 2005
No. AV-18030 /3/97 - ACIA (Vol. IV) .-The Government of India had decided to merge Vayudoot Ltd. with Indian Airlines Ltd. w.e.f. 25-5-1993 with a moratorium of five years on repayment and servicing of dues owed by Vayudoot to its creditors in public sectors such as banks , other public enterprises and Central Government . The period of moratorium was further extendedby the Central Government vide Notification No. AV - 18030/3 /97 - ACIA dated 3-6-99 . Thereafter, liabilities were tobedischarged by Indian Airlines in 10 ( Ten) annual instalments as per Government of India Order No. AV - 18030 /44/ 92-ACVL dated 25thMay, 1993 .
The matter has since been reviewed and the Government has taken following decision :---
(i ) To approve in principle one time non - plan budgetary assistance of Rs . 1,38,30,75,560.00 to Indian Airlines to clear the dues to the following creditors in full and final settlement of their claims :-
(a) Hindustan Aeronautics Limited
Rs . 114,70,00,000.00 (b) Oil & Natural Gas Commission
Rs . 7,88,28,767.00 (c) Oil Companies
Rs. 8,99.92,000.00 (d) Banks
Rs. 4,37,54,793.00 (e) Others
Rs. 2.35,00,000.00 (ii) to write off the dues amounting to Rs. 15,96,68,187 pertaining to Ministry of Civil Aviation ( Loan and Interest thereon) .
( iii) To extend the period of moratorium for a further period of four years and ten months beyond 25-5-2001 i.e. upto31-3-2005.
(iv) It has also been decided to write off dues amounting to Rs . 3,10,43,247 pertaining to Ministry of Finance ( IATT and Interest thereon ) and also a recovery of Rs . 7,05,02,669 has been allowed on account of the amount deductedby Deptt . of Revenue from Indian Airlines during the period of moratorium towards the said dues. Necessary action in this regard will be taken by Ministry of Finance ( Deptt . of Revenue) .
