निजी नियोजन के आधार पर भारतीय रिजर्व बैंक को भारत सरकार अस्थाई दर बांड , 2035 की बिक्री
सं. 4( 22 ) -डब्ल्यू. एण्ड एम./2004.- भारत सरकार एतद्वारा 350 करोड़ रुपए की कुल राशि के 30 वर्ष की अवधि वाले अस्थायी दर बान्डों ( जिसे इसके बाद " बान्ड " कहा गया है ) की बिक्री को अधिसूचना करती है । यह बिक्री इस अधिसूचना ( विशिष्ट अधिसूचना ) में उल्लिखित शर्तों तथा समय - समय पर यथा संशोधित भारत सरकार द्वारा जारी की गई सामान्य अधिसूचना एफ. संख्या 4 ( 9 ) -डब्ल्यू. एण्ड एम./2000 , दिनांक 6 मई, 2002 में उल्लिखित शर्तों के अधीन होगी।
निवेश के लिए पात्रता
2. केवल भारतीय रिजर्व बैंक ( जिसे इसके पश्चात् " बैंक " के रूप में उल्लिखित किया गया है ) ही बॉन्ड का अभिदान करने के लिए पात्र होगा । निर्गम की विधि
3. बॉन्ड निजी नियोजन के आधार पर केवल भारतीय रिजर्व बैंक को जारी किया जाएगा ।
निर्गम मूल्य
4. बॉन्ड सम मूल्य पर जारी किए जाएंगे ।
आवेदन-पत्र
5. आवेदन - पत्र भारतीय रिजर्व बैंक द्वारा 25 जनवरी , 2005 को उसके मुम्बई कार्यालय में प्रस्तुत किया जाएगा ।
निर्गम की तारीख
6. बॉन्ड के निर्गम की तारीख , 25 जनवरी , 2005 होगी ।
अवधि
7. बॉन्ड तीस वर्ष की अवधि का होगा जिसकी अवधि 25 जनवरी, 2005 से प्रारम्भ होगी । यह बॉन्ड 25 जनवरी , 2035 को सममूल्य पर वापस अदा किया जाएगा ।
बॉन्ड की अदायगी
8. बॉन्ड की अदायगी बैंक द्वारा भारत सरकार को दिनांक 25 जनवरी, 2005 अर्थात् निर्गम की तारीख को बैंक द्वारा धारित 350 करोड़ रुपए के अंकित मूल्य के आई डी एफ सी के गौण ऋण को भारत सरकार को अंतरित करते हुए की जाएगी ।
ब्याज
9. (1 ) ब्याज 25 जनवरी, 2005 ( निर्गम की तारीख ) से उपचित होगा तथा अर्द्धवार्षिक आधार पर 25 जुलाई और 25 जनवरी को देय होगा । (ii ) 25 जनवरी , 2005 से 24 जनवरी, 2010 तक की प्रथम पांच वर्ष के लिए बॉन्ड पर अर्ध वार्षिक तौर पर देय ब्याज की दर प्रतिवर्ष 6.49 प्रतिशत होगी ।

( iii) बॉन्ड पर देय ब्याज की वार्षिक दर प्रत्येक पांच वर्षों में एक बार संबंधित वर्ष के पहले दिन में पुनर्निधारित की जाएगी, जो 25 जनवरी, 2010 से शुरू होगी ।
(iv ) व्याज की दर बैंक द्वारा प्रत्येक पांच वर्षों की अवधि की शुरुआत से पहले मौजूदा 5 वर्षों के अंतिम कार्य दिवस को भारत सरकार की प्रतिभूतियों से प्राप्ति पर पुनर्निर्धारित की जाएगी और घोषित की जाएगी ।
सरकारी स्टाक की हस्तांतरणीयता
10. उपरोक्त पैरा 2 में दिए गए विवरण के बावजूद भारतीय रिजर्व बैंक द्वारा बॉन्ड का बैंक, निगम अथवा किसी अन्य निकाय सहित किसी अन्य व्यक्ति के पक्ष में हस्तांतरण किए जाने पर कोई प्रतिबंध नहीं होगा और ऐसी प्रतिभूति का हस्तांतरिती भी इसका इसी तरीके से धारण और हस्तांतरण करने का पात्र होगा ।

NOTIFICATION
New Delhi , the 25th January. 2005
Sale of Government of India Floating Rate Bonds , 2035 to Reserve Bank of India on Private Placement Basis F. No. 4(22)-W & M/2004 .--Government of India hereby notifies sale of Floating Rate Bonds (hereinafter called 'the Bonds') of 30 -year tenure for an aggregate amount of Rs. 350 crore . The sale shall be subject to the terms and conditions spelt out in this notification ( ' Specific Notification ' ) as also the terms and conditions specified in the General Notification F.No. 4 (9 ) -W & M/2000 dated the May 6 , 2002 ( General Notification ) issued by Government of India as amended from time to time .
Eligibility for Investment
2. Only the Reserve Bank of India (hereinafter referred to as ' the Bank ) shall be eligible to subscribe to the Bonds . Method of Issue
3. The Bonds shall be issued on private placement basis only to the Bank .
Issue Price
4. The bonds shall be issued at par.
Application
5. The application shall be submitted by the Bank at its Mumbai office on January 25 , 2005 .
Date of Issue
6. The date of issue of the Bonds shall be January 25, 2005 .
Tenure
7. The Bonds shall be of thirty-year tenure comniencing from January 25 , 2005. The Bonds shall be repaid at par on January 25,2035.
Payment for the Bonds
8. The payment for the Bonds shall be made by the Bank to the Government of India by transferring to Government of India on January 25. 2005 i.c. , the date of issue , the subordinated debt of IDFC, of the face value of Rs . 350 crore held by the Bank . Interest
9 ( i) Interest shall accrue from January 25 , 2005 ( date of issue ) and shall be payable every half-year on July 25 and January 25.
(ii ) The rate of interest payable half yearly on the Bonds for the first five -year period from January 25, 2005to January 24 , 2010 shall be 6.49 per cent per annum.
(iii) The annual rate of interest on the Bonds shall be reset once in every 5 years on the first day of the year concerned, starting from January 25 , 2010 .
(iv) The rate of interest shall be reset by the Bank at prevailing 5 -year yield on Government of India Securities as on the last working day prior to the commencement of each period of five years and shall be announced .

10 Notwithstanding what is stated in Paragraph 2 hereinabove , there shall be no restriction on the tranfer of the Bondsby the Bank in favour of any other person including banks , corporations or any other body and the transferee of such security would also be entitled to hold and transfer the same in such manner.
