सा.का.नि. 89( अ ). दिल्ली विकास ( विविध ) नियम , 1959 के उप नियम-4 के साथ पठित दिल्ली विकास अधिनियम, 1957 (1957 का 61 ) की धारा 57 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार के पूर्व अनुमोदन से दिल्ली विकास प्राधिकरण एतद्वारा अनुबंध- बी-1 के अनुसार सहायक अधिशासी अभियंता ( सिविल और विद्युत ) के पदों के भर्ती विनियम बनाता है ।
अनुबंध-' बी-1 ' सहायक अधिशासी अभियंता ( सिविल ) के पद हेतु भर्ती विनियम

जो संघ लोक सेवा आयोग द्वारा संयुक्त अभियंता सेवा परीक्षा के लिए अपनाई गई है ।

ख. क्या सी.सी.एस. ( पेंशन ) नियम , 1972 के नियम 30के अंतर्गत सेवा में किसी वर्ष को जोड़ने का लाभ अनुमेय है ?

10. भर्ती की पद्धति-
: संघ लोक सेवा आयोग के माध्यम से सीधी भर्ती द्वारा अथवा किसी अन्य एजेंसी द्वारा , जिसे प्राधिकरण द्वारा उपयुक्त समझा जाए ।
सीधी भर्ती द्वारा अथवा पदोन्नति द्वारा अथवा स्थानांतरण. द्वारा अथवा प्रतिनियुक्ति द्वारा और विभिन्न पद्धतियों द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता ।

11. यदि भर्ती पदोन्नति/स्थानांतरण / प्रतिनियुक्ति द्वारा की जानी है तो वह ग्रेड, जिससे पदोन्नति/स्थानांतरण/ प्रतिनियुक्तिकी जानी है ।

12. यदि विभागीय पदोन्नति समिति है तो इसका क्या गठन है ?

13. बचाव
इन विनियमों में ऐसा कुछ नहीं है, जिससे केन्द्रीय सरकार/ दिल्ली विकास प्राधिकरण द्वारा समय- समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, भूतपूर्व सैनिक और अन्य विशेष वर्गों के व्यक्तियों को मिलने वाले आरक्षण , छूट या आयु सीमा और अन्य रियायतों पर प्रतिकूल प्रभाव पड़े ।

14. निरहंता
कोई भी ऐसा व्यक्ति उक्त पद पर नियुक्ति का पात्र नहीं होगा (क) जिसने किसी ऐसे व्यक्ति से विवाह कर लिया हो या विवाह करने का अनुबंध किया हो , जिसका पति/पत्नी जीवित हो, अथवा
(ख) जिसने पति/पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह कर लिया हो अथवा विवाह करने का अनुबंध किया हो बशर्ते केन्द्रीय सरकार यदि इस बात से संतुष्ट हो जाए कि वह विवाह उस व्यक्ति और विवाह के दूसरे पक्ष पर लागू स्वीय विधि ( पर्सनल लॉ ) के अंतर्गत अनुमेय है और ऐसा करने के अन्य कारण हैं, तो वह उस व्यक्ति को इस विनियम के प्रवर्तन से छूट दे सकतीहै ।
15. शिथिल करने की शक्ति
: जब सरकार/दि.वि.प्रा. की यह राय हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह लिखित रूप में कारण रिकार्ड करके किसी श्रेणी अथवा वर्ग अथवा व्यक्तियों और पदों के संबंध में इन विनियमों के किसी उपबंध को आदेश द्वारा शिथिल कर सकती/सकता है।
सहायक अधिशासी अभियंता ( विद्युत ) के पद हेतु भर्ती विनियम
: सहायक अधिशासी अभियंता (विद्युत)

G.S.R. 89 (E). In exercise of the powers conferred by Section 57 ofthe Delhi Development Act, 1957 (61 of 1957) read with the Sub -rule 4 of the Delhi Development (Miscellaneous) Rules 1959 , The Delhi Development Authority hereby makes the Recruitment Regulations with the previous approval of the Central Government for the post of Assistant Executive Engineer (Civil ) and Electrical as per the AnnexureB- 1 .

14. Disqualification
(a) who has entered into or contracted a marriage with a person having a spouse living or
(b) Who having a spouse living has entered into or contracted a marriage with any person shall be eligible for appointment to the said post provided that Central Government may if satisfied that such marriage is permissible under Personal Law applicable to such person and other party to the marriage and that there are other grounds for so doing exempts any person from the operation of this regulation.
15. Power to relax
Where the Government/Delhi Development Authority is of the opinion that it is necessary or expedient so to do , it may , by order, for reasons to be recorded in writing, and in consultation with the Commission, relax any of the provisions of these rules with respect to any class or category of persons .
