सा.का.नि. 685 (अ).-दिल्ली विकास प्राधिकरण , दिल्ली विकास (विविध) नियम, 1959 के नियम (4) के साथ पठित दिल्ली विकास अधिनियम, 1957 (1957 का 61 ) की धारा 57 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए एतद्वारा केन्द्र सरकार के पूर्व अनुमोदन से दि.वि.प्रा. में उप मुख्य लेखाधिकारी / उप वित्त सलाहकार (आवास ) के पद की भर्ती की पद्धति को नियमित करने के लिए निम्नलिखित विनियम बनाता है:-
1. संक्षिप्त नाम एवं प्रारंभन:-
(i) निम्नलिखित अनुसूची में दिये गये इन विनियमों को दिल्ली विकास प्राधिकरण में उप मुख्य लेखाधिकारी / उप वित्त सलाहकार (आवास) के भर्ती विनियम-2006 (संशोधित) कहा जाएगा ।
( ii) ये विनियम , दिल्ली विकास प्राधिकरण द्वारा उनके अनुमोदन की तिथि से लागू होंगे ।
2. निरर्हता- कोई भी ऐसा व्यक्ति
(क) जिसने किसी ऐसे व्यक्ति से विवाह किया हो अथवा विवाह करने का अनुबंध किया हो, जिसकी पत्नी / पति जीवित हो अथवा
(ख) जिसने अपनी पत्नी / पति के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह कर लिया हो अथवा विवाह करने का अनुबंध किया हो ।
वह उक्त किसी पद पर नियुक्ति का पात्र नहीं होगा ।
बशर्ते कि केन्द्रीय सरकार यदि इस बात से संतुष्ट हो कि वह विवाह उस व्यक्ति और विवाह के दूसरे पक्ष पर लागू स्वीय विधि (पर्सनल लॉ) के अंतर्गत अनुमेय है और ऐसा करने के अन्य आधार हैं, तो वह उस व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकती है ।

शिथिल करने की शक्ति:

जब अध्यक्ष, दिल्ली विकास प्राधिकरण कीं यह राय हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वे लिखित रूप में कारण रिकार्ड करके किसी श्रेणी अथवा व्यक्तियों के वर्ग अथवा पदों के संबंध में इन नियमों के किसी उपबंध को आदेश द्वारा शिथिल कर सकते हैं ।
4.
बचाव:
इन नियमों में ऐसा कुछ नहीं है , जिससे इस संबंध में केन्द्रीय सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष वर्गों के व्यक्तियों को मिलने वाले आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रतिकूल प्रभाव पड़े ।

7. सीधी भर्ती के लिए अपेक्षित शैक्षिक और अन्य अर्हताएँ
सी.ए. अथवा आई.सी. डब्ल्यू.ए.
अनुभव:
लेखाकारिता/वित्तं / लागत निर्धारण के क्षेत्र में न्यूनतम 5 वर्ष कार्य करने का अनुभव ।
आयु- नहीं
8. क्या सीधी भर्ती के लिए निर्धारित आयु और शैक्षिक अर्हताएँ पदोन्नत और प्रति नियुक्त व्यक्तियों के मामले में लागू होंगी ?
शैक्षिक / व्यावसायिक योग्यता केवल नीचे मद 10 के पैरा (ख) में निर्दिष्ट 30 प्रतिशत पदों कीपदोन्नति/ प्रतिनियुक्ति द्वारा भर्ती करने के संबंध में लागू होगी ।

10. भर्ती की पद्धति- सीधी भर्ती द्वारा अथवा पदोन्नति द्वारा अथवा प्रतिनियुक्ति पर स्थानांतरण द्वारा और विभिन्न पद्धतियों द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता
(क) पदोन्नति द्वारा 70 प्रतिशत पद (ख) सी.ए. अथवा आई.सी.डब्ल्यू.ए . शैक्षिक योग्यता वाले विभागीय उम्मीदवारों से पदोन्नति द्वारा 30 प्रतिशत पद जिनके न मिलने पर प्रतिनियुक्ति द्वारा और दोनों द्वारा न भरेजाने पर सीधी भर्ती द्वारा ।

पदोन्नति:
(क) 70 प्रतिशत पदों पर पदोन्नति हेतु:
11. पदोन्नति / स्थानांतरण/ प्रतिनियुक्ति द्वारा भर्ती के मामले में वे ग्रेड, जिनसे पदोन्नति/ स्थानांतरण / प्रतिनियुक्तिकी जानी है ।
उन वरिष्ठ लेखाधिकारियों से जिनकी वरिष्ठ लेखाधिकारी एवं लेखाधिकारी के रूप में पांच वर्ष की संयुक्त नियमित सेवा हो ।
(ख) व्यावसायिक रूप से योग्यता प्राप्त उम्मीदवारों के लिए आरक्षित 30 प्रतिशत पदों पर पदोन्नति हेतु :
सी.ए. अथवा आई.सी.डब्ल्यू.ए. योग्यता वाले उन वरिष्ठ लेखाधिकारियों से जिनकी वरिष्ठ लेखाधिकारी एवं लेखाधिकारी के रूप में पांच वर्ष की नियमित सेवा हो, उनके नहीं मिलने पर सी.ए. अथवा आई.सी.डब्ल्यू.ए. योग्यता वाले उन लेखाधिकारियों से, जिनकी ग्रेड
में 5 वर्ष की सेवा हो तथा दोनों के नहीं मिलने पर सी.ए. अथवा आई.सी.डब्ल्यू.ए. योग्यता वाले सहायक लेखाधिकारियों से, जिनकी ग्रेड में आठ वर्ष की सेवा हो ।
प्रतिनियुक्ति:
12. यदि कोई विभागीय पदोन्नति समिति है तो उसका गठन क्या है ?
ऐसे अधिकारियों में से, जो मूल संवर्ग / विभाग में केन्द्रीय / राज्य सरकारों/ स्वायत्त निकायों के अधीन सदृश पदधारी हों अथवा जिनकी 8000-13500/-रुपए के वेतनमान में कम से कम पांच वर्ष की सेवा हो तथा जिनके पास सी.ए. अथवा आई.सी.डब्ल्यू.ए. योग्यता हो । वरिष्ठ स्तरीय विभागीय पदोन्नति समिति, जिसमें निम्नलिखित

New Delhi , the 1st November, 2006
G.S.R. 685(E) . In exercise of the powers conferredby Section 57 of the Delhi Development Act, 1957 (61 of 1957) read with Rule (4) of Delhi Development (Misc.) Rules , 1959 , the Delhi Development Authority, with the previous approval of Central Government, hereby makes the following Regulations regulating the method of recruitment to the post of Dy. ChiefAccounts Officer/Dy.FA( H) in DDA.
1. Short title and commencement: -
(i ) TheseRegulations as given in the schedule placed below may be called the "Recruitment Regulations of Dy. Chief Accounts Officer/ Dy.FA( H ) In Delhi Development Authority-2006( Revised) .
(ii) These Regulations shall come into force with effect from the date of its approval by the Delhi Development Authority.
2. Disqualifications - No person
i (a) who has entered into or contracted a marriage with a person having a spouse living or
(b) who having a spouse living has entered into or contracted a marriage with any person
shall be eligible for appointment to any of the said post
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule .
3. Power to relax :
Where the Chairman , Delhi Development Authority, is of the opinion that it is necessary or expedient so to do , it mayby order for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons or posts .
4. Saving :
Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the Scheduled Casts , the Scheduled Tribes , the other Backward classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

. b) For promotion against 30% posts reserved for professionally qualified professionals.
From Senior Accounts Officers with five years of combined service as Sr.AO and AO possessing CA or ICWA qualification , failing which from Accounts Officers with 5 years of service in the grade possessing CA or ICWA qualification and failing both from Asstt. Accounts Officers with eight years of service in the grade possessing CA or ICWA qualification .
Deputation:
From such of the officers holding analogous posts under Central/State Governments/ Autonomous Bodies in the parent cadre/department or with minimum five years service in the pay scale of Rs.8000-13500/- having qualification of CA or ICWA .
