फा, 49-4/2006- राअशिप ( मानदंड तथा मानक ) राष्ट्रीय अध्यापक शिक्षा परिषद् ( राअशिप ) द्वारा समय -समय पर विभिन्न अध्यापक शिक्षा कार्यक्रमों के लिए मानदंड और मानक तैयार किए गए हैं और उन्हें अद्यतन बनाया गया है । बी.एड. ( आमने - सामने ) के लिए संशोधित मानदंड और मानक भारत के असाधारण राजपत्र में 21 जुलाई, 2006 को प्रकाशित दिनांक 20 जुलाई , 2006 की अधिसूचना संख्या 49-4/2006 राअशिप ( मा. तथा म. ) द्वारा प्रख्यापित किए गए थे ।
2. उपर्युक्त अधिसूचना के क्रम में और राष्ट्रीय अध्यापक शिक्षा परिषद अधिनियम 1993 (1993 का 73) के खंड 32 के उपखंड 2 के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय अध्यापक शिक्षा परिषद एतद्वारा मास्टर आफ एजूकेशन (एम.एड. आमने- सामने) तथा मास्टर आफ एजूकेशन (एम.एड. अंशकालिक) के अध्यापक शिक्षा पाठ्यक्रमों के मानदंड और मानक संशोधित करती है और निम्न विनियम बनाती है, अर्थात-
1. लघु शीर्ष और प्रवर्तनः
:(1) ये विनियम राष्ट्रीय अध्यापक शिक्षा परिषद् (मान्यता मानदंड और क्रियाविधि) (दूसरा संशोधन) विनियम, 2006 कहलाएंगे ।
2. प्रयोज्यता
(1) ये विनियम स्थितिनुसार एम.एड. (आमने- सामने) तथा एम.एड. (अंशकालिक) अथवा समतुल्य अध्यापक शिक्षा कार्यक्रमों को मान्यता प्रदान करने/आयोजित करने के लिए अनुमति प्रदान से संबंधित सभी मामलों में लागू होंगे।
(2) ये विनियम सरकारी राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे ।

3. संशोधन की सीमा
मानदंडों और मानकों के परिशिष्ट 8 और 9 जिन्हें राअशिप विनियम, 2002 द्वारा अधिसूचित किया गया था और जिन्हें राअशिप विनियम, 2005 में बनाए रखा गया था उन्हें इस संशोधन के परिशिष्ट - 1 और 2 द्वारा प्रतिस्थापित किया जाएगा और उनके एक अंग के रूप में पढ़ा जाएगा।

टिप्पणी : राष्ट्रीय अध्यापक शिक्षा परिषद (मान्यता मानदंड और क्रियाविधि) विनियम, 2005 , 13 जनवरी, 2006 की अधिसूचना संख्या 49-42/2005/राअशिप (मानक तथा मानदंड) के अधीन प्रकाशित किए गए थे। ये विनियम दिनांक 21.7.2006 की अधिसूचना संख्या 49-4/2006/ राअशिप (मानक तथा मानदंड) द्वारा बाद में संशोधित किए गए हैं ।
परिशिष्ट - 1
एम.एड. (मास्टर ऑफ एजूकेशन) कार्यक्रम के लिए मानदंड और मानक
1.0 प्रस्तावना
1. शिक्षा में मास्टर (एम.एड. ) कार्यक्रम जोकि सामान्य अथवा विशेषज्ञतापूर्ण हो सकता है, ऐसे छात्रों के लिए है जो किं पूर्णकालिक आधार पर शिक्षा में किसी स्नातकोत्तर कार्यक्रम में भाग लेने की इच्छुक हैं तथा यह कार्यक्रम अध्यापक प्रशिक्षकों, शैक्षिक अनुसंधानकर्ताओं, पाठ्यचर्या निर्माताओं, पाठ्यपुस्तक लेखकों, मूल्यांकन विशेषज्ञों, मार्गदर्शन और परामर्श विशेषज्ञों आदि का एक व्यावसायिक संवर्ग तैयार करने के लिए भी है।
2. एम.एड. कार्यक्रम में शिक्षा के विषय क्षेत्र में विशेषज्ञतापूर्ण पाठ्यक्रमों तथा संबंधित व्यावहारिक/क्षेत्रीय कार्य सहित सैद्धांतिक पाठ्यक्रम और साथ ही अध्यापक शिक्षा संस्थान से परिचय और उसमें प्रशिक्षण शामिल होगा । इसके अतिरिक्त शोध प्रबंध के रूप में अनुसंधान कार्य इस कार्यक्रम का एक अनिवार्य अंग होगा । वास्तविक डिजाइन और घोषित लक्ष्यों के आधार पर यह कार्यक्रम छात्रों को शिक्षा के अपने ज्ञान और बोध का विस्तार करने और उसमें गहराई लाने, अध्यापक शिक्षा सहित चुनिंदा क्षेत्रों में विशेषज्ञता प्राप्त करने और अनुसंधान संबंधी कौशल प्राप्त करने के अवसर भी प्रदान करता है ।
3. ऐसे विश्वविद्यालय विभागों को छोड़कर जोकि सीधे ही बी.एड. पाठ्यक्रम न चला रहे हों, केवल वही संस्थान एम.एड. पाठ्यक्रम चलाने के पात्र हैं जोकि बी.एड. कार्यक्रम चला रहे हों ।
2.0 अवधि और कार्यकारी दिवस
2.1 अवधि
एम.एड. कार्यक्रम एक शैक्षणिक वर्ष की अवधि का होगा ।

परीक्षा और दाखिले की अवधियों को छोड़कर नितांततः अनुदेशन, शोध प्रबंध के निमित्त क्षेत्रीय कार्य और अध्यापक शिक्षा संस्थान में स्थानबद्ध प्रशिक्षण के लिए कम-से-कम 200 कार्यदिवस होंगे ।
2.3 छह दिन के सप्ताह में एक कार्यकारी दिवस कम- से- कम छह घंटे का होगा जिसके दौरान वैयक्तिक ध्यान, मार्गदर्शन, सलाह और परामर्श सुनिश्चित करने के लिए सभी अध्यापकों और छात्रों की वास्तविक उपस्थिति सुनिश्चित की जाएगी ।
3.0 दाखिल किए जाने वाले छात्रों की संख्या, पात्रता और प्रवेश क्रियाविधि
3.1 दाखिल किए जाने वाले छात्रों की संख्या
(क) मूल इकाई 25 छात्रों की होगी ।
(ख) ऐसे प्रमाणित संस्थानों में, जहां भौतिक और मानवीय- दोनों प्रकार के आधारिक तंत्र का स्तर उन्नत कोटि का है और जिसका सत्यापन किया जा सकता है कुल मिलाकर 50 छात्रों तक का दाखिला मंजूर किया जा सकता है ।
3.2 पात्रता
(क) बी.एड. में कम- से- कम 55 प्रतिशत अंक पाने वाले अभ्यर्थी दाखिले के लिए पात्र हैं ।
(ख) अनुसूचित जातियों/अनुसूचित जनजातियों/ अन्य पिछड़े वर्गों और अन्य श्रेणियों को केंद्रीय सरकार/ संबंधित राज्य सरकार/ संघशासित क्षेत्र प्रशासन के नियमों के अनुसार अंकों में ढील/ सीटों में आरक्षण दिया जाएगा ।
3.3 दाखिले की क्रियाविधि
अर्हक परीक्षा तथा/ अथवा प्रवेश परीक्षा अथवा राज्य सरकार/ संघशासित क्षेत्र प्रशासन तथा विश्वविद्यालय की नीति के अनुसार किसी अन्य चयन प्रक्रिया में प्राप्त अंकों के आधार पर योग्यता- क्रम के अनुसार दाखिले किए जाएंगे ।
4.0 स्टाफ

4.1 ख

(i) एम.एड. अथवा बी.एड. सहित एम.ए. (शिक्षा)
(ii)
शिक्षा में पीएच.डी. अथवा समतुल्य प्रकाशित अनुसंधान कार्य
(iii) किसी अध्यापक शिक्षा संस्थान में स्नातकोत्तर स्तर पर पढ़ाने का कम- से-कम 10 वर्ष का अनुभव।
अथवा
प्रमाणित ख्याति वाला एक असाधारण विद्वान जिसने शिक्षा/अध्यापक शिक्षा के क्षेत्र में ज्ञान में महत्त्वपूर्ण योगदान दिया हो ।
रीडर
(i) एम.एड. अथवा बी.एड. सहित एम.ए. (शिक्षा)
(ii) शिक्षा में पीएच. डी. अथवा समतुल्य प्रकाशित अनुसंधान कार्य
(iii) किसी अध्यापक शिक्षा संस्थान में स्नातकोत्तर स्तर पर पंढ़ाने का कम- से- कम 5 वर्ष का अनुभव।
लैक्चरर
(i) 55 प्रतिशत अंकों के साथ एम.एड./एम.ए. (शिक्षा) तथा बी.एड. और कम-से-कम 50 प्रतिशत अंकों सहित किसी स्कूल विषय में मास्टर की डिग्री
(ii) शिक्षा में पीएच. डी. अथवा शिक्षा में नैट
टिप्पणीः-
(i) अनुसूचित जातियों/अनुसूचित जनजातियों/अन्य पिछड़े वर्गों/अन्य श्रेणियों के लिए केंद्रीय/संबंधित राज्य सरकार/ संघशासित क्षेत्र प्रशासन के नियमों के अनुसार मास्टर स्तर पर 5 प्रतिशत अंकों की छूट की व्यवस्था होगी ।
(ii) पात्रता के उपर्युक्त मानदंडों के अनुसार प्रोफेसर/ रीडर की नियुक्ति के लिए पात्र और उपयुक्त उम्मीदवारों के उपलब्ध न होने की स्थिति में, शिक्षा में सेवानिवृत्त प्रोफेसर/रीडर की सेवानिवृत्ति के पश्चात् की सेवा में 65 वर्ष आयु पूरी कर लेने तक, एक समय में अधिक-से -अधिक एक वर्ष के लिए संविदा के आधार पर नियुक्ति की जा सकेगी।
4.2. तकनीकी सहयोगी स्टाफ
संख्या

4.4 सेवा की शर्तें और उपबंध
(क) नियुक्ति, केंद्रीय / संबंधित राज्य सरकार/ संबंधन प्रदान करने. वाले विश्वविद्यालय, इनमें से जो भी लागू हो , की नीति के अनुसार गठित चयन समिति की सिफारिशों के आधार पर की जाएगी ।
(ख) सभी नियुक्तियां पूर्णकालिक तथा नियमित आधार पर की जाएंगी ।
)عل( तकनीकी तथा प्रशासनिक स्टाफ की नियुक्ति संबंधित सरकार/विश्वविद्यालय/ यूजीसी के मानदंडों के अनुसार की जाएगी।
(घ) संस्थानों के शैक्षणिक तथा अन्य स्टाफ (अंशकालिक स्टाफ सहित) को संबंधित सरकार/विश्वविद्यालय द्वारा समय - समय पर यथा-निर्धारित वेतन का भुगतान आदाता को देय चैक के द्वारा अथवा इस प्रयोजन के लिए कर्मचारी के विशेष रूप से खोले गए बैंक खाते में सूचना के अनुसार किया जाएगा ।
(ङ) अपने कर्मचारियों के लिए पेंशन, उपदान, भविष्य निधि आदि से संबंधित सांविधिक दायित्वों का निर्वाह संस्थान के प्रबंधक वर्ग द्वारा किया जाएगा ।
(च) स्टाफ की अधिवार्षिकी की आयु, संबंधित सरकार/ विश्वविद्यालय की नीति द्वारा निर्धारित की जाएगी ।
5.0 सुविधाएं
5.1 आधारिक तंत्र
5.1.1 संस्थान के पास कम- से- कम 2500 वर्ग मीटर भूमि होनी चाहिए जिसमें से क्लास-रूमों आदि सहित निर्मित क्षेत्र कम-से- कम 2000 वर्ग मीटर होना चाहिए जिसमें बी.एड. कक्षाओं के लिए स्थान शामिल होगा । प्रत्येक शिक्षण कक्ष में प्रत्येक छात्र के लिए 10 वर्ग फुट स्थान होना चाहिए।
5.1.2 दाखिल किए जाने वाले 25 छात्रों के लिए अनुदेशात्मक क्रियाकलाप आयोजित करने के लिए कम - से- कम एक क्लासरूम , एक हॉल/संगोष्ठी कक्ष, प्रयोगशालाओं की व्यवस्था होगी, प्रोफेसर/ अध्यक्ष, संकाय सदस्यों के लिए अलग -अलग कक्ष होंगे जिनमें सात से आठ छात्रों के बैठने की व्यवस्था हो, प्रशासनिक स्टाफ के लिए एक कार्यालय और एक स्टोर की व्यवस्था होगी ।
5.1.3 भवन के सभी भागों में आग के जोखिम से बचाव के लिए सुरक्षोपाय होने चाहिए।
5.1.4 संस्थान का परिसर, भवन , फर्नीचर आदि बाधामुक्त होने चाहिए ।
5.2 शिक्षणात्मक
(क) कम-से- कम 10 छात्रों के बैठने की सुविधा सहित एक ऐसा पुस्तकालय- एवं- वाचनालय होगा जिसमें अध्ययन के पाठ्यक्रम के लिए संगत पाठ्य तथा संदर्भ पुस्तकों, शैक्षिक विश्वकोशों, इलैक्ट्रोनिक प्रकाशनों (सीडी रोम) सहित कम - से-कम

2000 पुस्तकें और कम-से- कम पांच व्यावसायिक अनुसंधान पत्रिकाएं तथा इंटरनेट संयोज्यता की व्यवस्था होगी। पुस्तकालय के संग्रह में प्रतिवर्ष कम- से- कम 100 उत्कृष्ट पुस्तकें शामिल की जाएंगी। पुस्तकालय में संकाय और छात्र-अध्यापकों के प्रयोग के लिए फोटोकॉपी सुविधा और इंटरनेट सुविधा सहित कंप्यूटर उपलब्ध कराए जाएंगे ।
(ख ) प्रक्षेपण और अनुलिपिकरण तथा साफ्टवेयर के लिए हार्डवेयर तथा टी.वी. , कैमरा सहित एक सुसज्जित शैक्षिक प्रौद्योगिकी तथा मीडिया प्रयोगशाला होगी।
(ग) सूचना प्रौद्यागिकी (आईटी) का प्रारंभिक ज्ञान प्रदान करने के लिए और अध्यापक शिक्षा में डिजिटल संसाधनों का प्रयोग करने के वास्ते, रौट (रिसीव्ड ओनली टर्मिनल) सिट (सैटेलाइट इंटरलिंकिंग टर्मिनल) आदि जैसे आईसीटी उपकरण वांछनीय होंगे।
(घ) एक मनोविज्ञान प्रयोगशाला होगी जिसमें पाठ्यचर्या में सूचीबद्ध प्रयोग करने के लिए उपकरण होंगे ।
5.3 साधन
5.3.1 शिक्षणात्मक तथा अन्य प्रयोजनों के लिए अपेक्षित संख्या में कार्यात्मक और उपयुक्त फर्नीचर की व्यवस्था की जाएगी जिसमें छात्रों और अध्यापकों के लिए क्लासरूमों , हालों, प्रयोगशालाओं में डैस्क, कुर्सियां और मेजें, बुक शैल्फ शामिल होंगे ।
5.3.2 संस्थान छात्रों के लिए कॉमन रूम उपलब्ध कराएगा ।
5.3.3 स्टाफ और छात्रों के लिए समुचित संख्या में पुरुष और महिला शौचालय उपलब्ध कराए जाएंगे ।
5.3.4 संस्थान में सुरक्षित पेय जल उपलब्ध कराया जाएगा ।
5.3.5 कैन्टीन, टेलीफोन सुविधा, वाहन खड़े करने के लिए व्यवस्था की जाएगी ।
5.3.6 परिसर, पानी और शौचालय सुविधाओं की नियमित सफाई के कारगर इंतजाम किए जाएंगे । फर्नीचर तथा अन्य उपकरणों की आवश्यक मरम्मत और भरपाई की जाएगी ।
परिशिष्ट - 2
एम.एड. ( मास्टर ऑफ एजूकेशन) (अंशकालिक) कार्यक्रम के लिए भानदंड और मानक
1.0 प्रस्तावना
क) शिक्षा में मास्टर कार्यक्रम (एम.एड. ) (अंशकालिक) एक ऐसा सेवाकालीन व्यावसायिक कार्यक्रम है जोकि प्रशासन, अनुसंधान, पाठ्यचर्या सामग्री विकास, नीति निर्माण, अध्यापक शिक्षा आदि से जुड़े हुए सेवारत अध्यापकों और शैक्षिक अधिकारियों के लिए उपलब्ध है ।

(ख) केवल विश्वविद्यालयों के शिक्षा विभाग और शिक्षा में उन्नत अध्ययन संस्थान (आईएएसई) तथा सीटीई जोकि एम.एड. आमने- सामने कार्यक्रम चलाते हैं, एम.एड. (अंशकालिक) कार्यक्रम चलाने के पात्र हैं ।
2.0 अवधि और कार्यकारी दिवस
(क) एम.एड. (अंशकालिक) कार्यक्रम की अवधि दो शैक्षणिक वर्ष होगी और प्रत्येक वर्ष में छह दिन के सप्ताह में प्रतिदिन तीन घंटे के कार्यदिवस सहित 180 दिन होंगे ।
3.0 दाखिल किए जाने वाले छात्रों की संख्या और पात्रता
3.1 दाखिल किए जाने वाले छात्रों की संख्या
एक वर्ष में दाखिल किए जाने वाले छात्रों की संख्या 50 से अधिक नहीं होगी । बुनियादी यूनिट 25 छात्रों का होगा।
3.2 पात्रता
बी.एड. में कम- से-कम 55 प्रतिशत अंकों सहित 1.0 (क) में उल्लिखित सेवारत अध्यापक और शैक्षिक प्रशासक तथा अन्य शैक्षिक अधिकारी दाखिले के लिए पात्र हैं।

F. 49-4 /2006 - NCTE (N & S) .-Norms and Standards for various teacher education programmes have been prescribed and updated by the National Council for Teacher Education (NCTE) from time to time. The revised norms and standards for B.Ed. (face to face ) were promulgated vide Notification No. F. 49-4/2006 - NCTE (N & S ) dated 20th July, 2006 published in the Gazette of India Extraordinary on 21st July, 2006.

2 . In continuation of the above notification and in exercise of the powers conferred under sub - section 2 of Section 32 of the NCTE Act, 1993 (73 of 1993 ) , the NCTE hereby revise the Norms and Standards for teacher education courses leading to Master of Education (M.Ed - face to face ) and Master of Education( M.Ed and makes the following regulations , namely: - Part time)
1. Short Title and Commencement :
(1) These regulations may be called the " National Council for Teacher Education (Recognition Norms & Procedure ) ( Second Amendment) Regulations , 2006. "
2. Applicability
(1) These regulations shall be applicable to all matters pertaining to grant of recognition/permission to conduct a teacher education programme leading to M.Ed. (face - to- face ) and M.Ed (part time ) , as the case may be , or equivalent..
(2) They shall come into force from the date of their publication in the Official Gazette .
3. Extent of Amendment
(i) The appendix - 8 & 9 of the norms and standards which were notified by NCTE Regulations , 2002 and retained in the NCTE Regulations , 2005 shall be replaced by the appendix - 1 and 2 to this amendment and be read as part thereof.

Appendix- 1
Norms and Standards for Master of Education Programme (M.EL)
1.0 Preamble
1. The Master of Education ( M.Ed. ) programme , which may be general or specialized , is meant for candidates desirous of pursuing post- graduate programme in education , on full- time basis , and for preparing a professional cadre of teacher educators , educational researchers , curriculum developers , textbook writers , evaluation experts , guidance and counseling specialists etc.
2. The M.Ed. programme would comprise theoretical courses including specialized courses in the discipline of education and related practical/field work including exposure to and training in a teacher education institution . In addition , research work in the form of a dissertation would form an essential part of the programme. Depending on the actual design and declared objectives , the programme provides opportunities for students to extend as well as deepen their knowledge and understanding of Education , specialize in selected areas including Teacher Education and also acquire related research skills .
3 . Only institutions running B.Ed. programme are eligible to offer M.Ed. course except University Departments which may not be directly running a B.Ed. programme.
2.0 Duration and working days

The M.Ed. programme shall be of a duration of one academic year .

2.2 Working Days
There shall be at least 200 working days exclusive of periods of examination and admission etc. , for instruction , field work for dissertation and internship in a teacher education institution .
2.3 A Working Day shall be of a minimum of 6 hours in a six-day week, during which physical presence of all teachers and student shall be ensured to facilitate individual attention , guidance , advice and counseling .
3.0 Intake, Eligibility and Admission Procedure
3.1 Intake
(a) The basic unit shall be of 25 students .
(b ) Intake upto total 50 students shall be sanctioned to such proven institutions where the quality of infrastructure , both physical and human, are of high degree which can be vouched .
3.2 Eligibility
(a) Candidates who have obtained at least 55% Marks in the B.Ed. degree are eligible for admission .
(b) There shall be relaxation of marks/ reservation of seats for SC/ ST / OBC and other categories as per the Rules of the Central Government/State Government/ UT Administration concerned .
3.3 Admission Procedure
Admission shall be made on merit on the basis of marks obtained in the qualifying examination and /or in the entrance examination or any other selection process as per the policy of the State Government/U.T . Administration and the University .

4.4. Terms and conditions of service
(a) The appointment shall be made on the basis of recommendations of the Selection Committee constituted as per the policy of the Central / State Government/Affiliating University cancerned whichever isapplicable .
(b) All appointments are to be made on full - time and regular basis .
(c) Appointment of technical and administrative staff can be made as per norms of the concerned Government/University/UGC.

(e) The management of the institution shall discharge the statutory duties relating to pension , gratuity , provident fund , etc. for its employees .
(f) The age of superannuation of staff shall be determined by the policy of concerned Government/University.
5.0 Facilities
5.1 Infrastructure
5.1.1 The institution must have at least 2500 sq. mts . land whereupon built- in area consisting of classrooms etc. shall not be less than 2000 sq . mts inclusive of the space meant for B.Ed Classes . Space in each instructional room shall be 10 sq.ft. per student .
5.1.2 For an intake of 25 students , there shallbe provision for at least one classroom, one hall/seminar room , laboratories for conducting instructional activities , separate rooms for the Professor/Head , for faculty members to accommodate seven to eight students , office for the administrative staff and a store .
5.1.3 . Safeguard against fire hazard be provided in all parts of the building .
5.1.4 The institutional campus , buildings , furniture etc. should be barrier free.
5.2. Instructional
( a) There shall be a library reading room facility for at least 10 students and equipped with minimum 2000 titles including text and reference books related to all courses of study , educational encyclopedias , electronic publications (CD Roms ) and minimum five professional research journals , internet connectivity . At least 100 quality books will be added in the library every year. The . library shall have photocopying facility and computer with internet facility for the use of faculty and student teachers .

(b) There shall be a well- equipped educational technology and media laboratory , with hardware for projection and for duplication and software including TV, Camera .

(c) The ICT equipments like ROT ( Received Only Terminal ) , SIT (Satellite Interlinking Terminal ) required for imparting Information Technology ( IT) literacy and for using digital resources in teacher education shall be desirable .
( d ) There shall be a psychology laboratory with equipment for performing experiments as listed in the curriculum.
5.3 Amenities
5.3.1 Functional and appropriate furniture in required number shall be provided for instructional and other purposes , including desks , chairs and tables , bookshelves , for students and teachers , in classrooms , halls, laboratories .
5.3.2 . The institution shall provide common rooms for students .
5.3.3 Sufficient number of toilets , separate for men and women , shall be provided for staff and students.
5.3.4 Safe drinking water be provided in the institution .
5.3.5 Arrangement shall be made for a canteen , telephone facility and parking of vehicles.
5.3.6 Effective arrangements shall be made for regular cleaning of the campus , water and toilet facilities , necessary repairs and replenishment of furniture and other equipments .

Norms and Standards for Master of Education Programme
(M.Ed.) ( Part Time)
1.0 Preamble
a) Master of Education (M.Ed. ) ( Part Time) is an in -service professional programme open to in-service teachers and educational functionaries , connected with administration , research , curriculum material development , policy making , teacher education etc.

b) Only University Departments of Education and Institutes of Advanced Studies in Education ( IASES ) and CTES, which run face to face M.Ed. programme, are eligible to offer M.Ed. ( Part Time) programme.
2.0 Duration and Working Days
a ) The M.Ed. ( Part Time) Programme shall be of a duration of two academic years, each year being of 180 days with 3 hours per day in a six - day week .

3.1 Intake
The intake of students in one year shall not exceed 50. The basic unit shallbe of25 students.

Teachers and educational administrators and other functionaries in service, mentioned in 1.0 ( a ), with at least 55% marks in B.Ed. Degree , are eligible for admission .
