सा.का.नि. 82( अ ).- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , विशेष सेवा ब्यूरो , योधक लिपिक काडर नियम 1999 को, जहां तक उनका सम्बन्ध उपनिरीक्षक ( अनुसचिवीय ) , सहायक उपनिरीक्षक ( अनुसचिवीय ), मुख्य आरक्षक ( अनुसचिवीय ) , उप निरीक्षक ( आशुलिपिक ) , सहायक उपनिरीक्षक ( आशुलिपिक ) से है, उन बातों के सिवाय अधिक्रांत करते हुये जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय , सशस्त्र सीमा बल में समूह ' ख' और ' ग' योधक लिपिकीय और आशुलिपिक ( अराजपत्रित ) अनुसचिवीय काडर पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. - ( 1 ) इन नियमों का संक्षिप्त नाम गृह मंत्रालय , सशस्त्र सीमा बल , योधक लिपिकीय और आशुलिपिक (अराजपत्रित ) अनुसचिवीय काडर समूह ' ख ' और समूह ' ग ' पद भर्ती नियम, 2007 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होना. - ये नियम इससे उपाबद्ध अनुसूची के स्तम्भ । में विनिर्दिष्ट पदों को लागू होंगे ।
3. पद-संख्या, वर्गीकरण और वेतनमान, उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से पूर्व उल्लिखित अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।
4. भर्ती की पद्धति, आयु सीमा , अर्हताएं आदि. - उक्त पदों पर भर्ती की पद्धति, आयु- सीमा और अन्य अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।
5. आरंभिक गठन, -1 . इन नियमों के प्रारम्भ से ठीक पूर्व नियमित आधार पर उपाबद्ध अनुसूची पदों को धारण करने वाले व्यक्तियों के विषय में यह समझा जाएगा कि वे इन नियमों के उपबंधों के अनुसार नियुक्त किए गए हैं ।
2. इन नियमों के प्रारंभ से ठीक पूर्व सम्बंधित पदों में उपनियम ( 1 ) में निर्दिष्ट व्यक्तियों की नियमित निरंतर सेवा , परिवीक्षा , प्रोन्नति के लिए अर्हक सेवा की प्रोन्नति , पुष्टिकरण और पेंशन के प्रयोजन के लिए संगणित की जाएगी ।
6. निरर्हता.- वह व्यक्ति,-
(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
7. अधिवर्षिता.-इन नियमों के अधीन नियुक्त कार्मिक उस मास के अन्तिम दिन के अपराह्न को सेवानिवृत्त होगा जिस मास में वह 57 वर्ष की आयु का हो जाए ।
परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख मास की पहली तारीख है , सत्तावन वर्ष की आयु पूरी करने पर पूर्ववर्ती मास की अन्तिम तारीख के अपराह्न को सेवानिवृत्त हो जाएगा ।
8. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।
9. व्यावृत्ति.-इन नियमों की कोई बात , ऐसे आरक्षणों, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति द्वारा :
(1)75 % प्रोन्नति द्वारा जिसके न हो सकने पर केन्द्रीय अर्द्ध- सैनिक बल और राज्य/ केन्द्रीय शासित प्रदेश के पुलिस बल से प्रतिनियुक्तिद्वारा; और
(2) 25% सीमित विभागीय प्रतियोगिता परीक्षा के माध्यम से चयन द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा ।
प्रोन्नति जिन्होंने सहायक उपनिरीक्षक ( अनुसचिवीय ) जो सशस्त्र सीमा बल में नियमित सेवा 5 वर्ष से कम न की गई हो और कार्यालय प्रक्रिया तथा रोकड़ तथा लेखा पाठ्यक्रम में अर्हता प्राप्त की है। उसे चिकित्सीय प्रवर्ग शेप -1 में होना आवश्यक है जिसमें मनोवैज्ञानिक , श्रवण शक्ति, संलग्नक , शारीरिक क्षमता और दृष्टि की क्षमता एक होगी ।
सीमित विभागीय प्रतियोगिता परीक्षा के माध्यम से चयन द्वारा :
सशस्त्रसीमा बल के ऐसे सहायक उपनिरीक्षकों ( अनुसचिवीय ) जो चिकित्सीय प्रवर्ग शेप -1 जिसमें मनोवैज्ञानिक , श्रवण शक्ति, संलग्नक , शारीरिक क्षमता और दृष्टि की क्षमता एक होगी तथा जिन्होंने उस श्रेणी में पांच वर्ष से अन्यून की नियमित सेवा की है और सीमित विभागीय प्रतियोगिता परीक्षा में अर्हता प्राप्त करने के पश्चात् पैनल में है , उसके लिए पाठ्यक्रम निम्नानुसार होगा: -
( 1) नियम और विनियम;
( 2 ) टिप्पण , पारूपण और सार लेखन।
प्रतिनियुक्ति: केन्द्रीय अर्द्ध सैनिक बलों तथा राज्य/केन्द्रीय शासित प्रदेश के पुलिस बल के अधिकारी:-
( i ) जो सदृश पदों पर नियमित कार्य कर रहे हों ; या
( ii ) वे सहायक उपनिरीक्षक ( अनुसचिवीय ) जिन्होंने 5 वर्ष तक रु. 4000-100-6000 के वेतनमान पर नियमित कार्य किया हो; तथा
जो चिकित्सीय प्रवर्ग शेप-1 हो जिसमें मनोवैज्ञानिक , श्रवण शक्ति , संलग्नक , शारीरिक क्षमता और दृष्टि की क्षमता एक होगी ।
(पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में है , प्रतिनियुक्तिपर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्ति व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे।
प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्तिकी अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी ।
प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 52 वर्ष से अधिक नहीं होगी ) ।

प्रोन्नति द्वाराः सशस्त्र सीमा बल के ऐसे मुख्य आरक्षकों ( अनुसचिवीय ) में से प्रोन्नत्ति, जिन्होंने उस श्रेणी में 5 वर्ष की नियमित सेवा की है और बुनियादी कार्यालय प्रक्रिया तथा कम्प्यूटर अनुप्रयोजन पाठ्यक्रम में अर्हता प्राप्त की है , उसके लिए पाठ्यक्रम निम्नानुसार होगा :
1. कार्यालय प्रक्रिया ;
2. सूचना प्रौद्योगिकी ( अक्षर)
उसे चिकित्सीय प्रवर्ग शेप-1 में होना आवश्यक है जिसमें मनोवैज्ञानिक, श्रवण शक्ति, संलग्नक, शारीरिक क्षमता और दृष्टि की क्षमता एक होगी ।
प्रतिनियुक्ति : केन्द्रीय पुलिस बल , अर्द्ध सैनिक बल और राज्य/ केन्द्रीय शासित प्रदेश के पुलिस बल के ऐसे अधिकारी:-
(i ) जो नियमित सम्मानकः या सदृश पदों पर कार्य कर रहे हों , आधार पर सदृश पद धारण किए हुए है;
अथवा
(ii ) जिन्होंने 3200-85-4900 या समान वेतनमान में मुख्य आरक्षक (अनुसचिवीय ) की श्रेणी में पांच वर्ष नियमित सेवा की हो चिकित्सीय श्रेणी जिसमें मनोवैज्ञानिक, श्रवण शक्ति , संलग्नक , शारीरिक क्षमता और दृष्टि की क्षमता एक हो।
(पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्ति व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे।

1. मान्यताप्राप्त बोर्ड/ विश्वविद्यालय सीनियर सैकन्डरी स्कूल सर्टिफिकेट ( 10+ 2 ) परीक्षा या समतुल्य परीक्षा पास की हो ।
18 से 25 वर्ष के बीच ( केन्द्रीय सरकार द्वारा समय समय पर जारी किए गए अनुदेशों या आदेशों के अनुसार अनुसूचित जाति या अनुसूचित जनजाति के लिए 5 वर्ष व अन्य पिछड़े वर्गों के लिए 3 वर्ष की छूट दी जा सकती है व सरकारी सेवकों तथा भूतपूर्व सैनिकों के लिए केन्द्रीय सरकार द्वारा समय- समय पर जारी किए गए अनुदेशों या आदेशों के अनुसार ।
2. मैट्रिकुलेशन के साथ मान्यताप्राप्त तकनीकी शिक्षा बोर्ड से सचिवालीय कार्य या आधुनिक कार्यालय कार्य या वाणिज्यिक कार्य में तीन वर्ष का डिप्लोमा ।
टिप्पणः आयु सीमा अवधारित करने के लिए निर्णायक तारीख जो असम , मेघालय , अरुणाचल प्रदेश , मिजोरम , मणिपुर , नागालैंड , त्रिपुरा , सिक्किम, जम्मू- कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उपखण्ड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है ।
3. सामान्य श्रेणी या अन्य पिछड़े वर्ग के लिए अंग्रेजी टंकण में न्यूनतम 30 शब्द प्रति मिनट और हिन्दी टंकण में कम से कम 25 शब्द प्रति मिनट की गति होनी चाहिए । 4. अनुसूचित जाति या अनुसूचित जनजाति के लिए अंग्रेजी टंकण में न्यूनतम 25 शब्द प्रति मिनट और हिन्दी टंकण में कम से कम 20 शब्द प्रति मिनट की गति होनी चाहिए ।
( ग ) कम्प्यूटर उपयोजन का आधारिक ज्ञान होना चाहिए ।
पुरुष के लिए शारीरिक मानक :
( i ) ऊंचाई : 167.5 सें. मी. ( ii ) सीना : 81 सें. मी.
( फुलाने के पश्चात् 86 सें. मी. )
( iii ) वजन : ऊंचाई के तत्समान
टिप्पण 1. ऊंचाई से सम्बन्धित न्यूनतम मानक मूलवंशियों अर्थात् गढ़वाल , कुमांयू, गोरखा , डोगरा , मराठा , सिक्किम , लेह और लद्दाख , कश्मीर घाटी , उत्तर पूर्वी राज्योंऔर हिमाचल प्रदेश राज्य में रहने वाले व्यक्तियों की बाबत 165 सें. मी. तक शिथिल किया जा सकता है ।
2. आदिवासी/जनजातियों जिसमें मिजो और नागा भी हैं , की बाबत , ऊंचाई से सम्बन्धित न्यूतम मानक 162.5 सें. मी. तक शिथिल किया जा सकता है ।

3. सीने की माप से सम्बन्धित म्यूनतम मानक अनुसूचित जनजातियों के लिए क्रमशः 81 सें. मी. बिना फुलाव केऔर फुलाव के साथ 86 सें. मी. , 78 सें. मी. बिना फुलाव के व फुलाव के साथ 83 सेंमी. शिथिल किया जा सकता है ।
स्त्री के लिए शारीरिक मानक:
(i ) ऊंचाई : 157 सें. मी.
(ii ) सीना: सीने का कोई न्यूनतम माप
नहींहोगा
(iii ) वजन : ऊंचाई के अनुसार
टिप्पण ऊंचाई से सम्बन्धित न्यूनतम मानक मूलवशियों अर्थात् गढ़वाल , कुमांयू गोरखा , डोगरा , मराठा, सिक्किम , लेह और लद्दाख, कश्मीर घाटी, उत्तर पूर्वी राज्योंऔर हिमाचल प्रदेश to वाले व्यक्तियों की बाबत 155 में ही क शिथिल किया जा सकता है ।
2. अनुसूचित जनजातियों जिसमें मिजो और नागा भी हैं, की बाबत , ऊंचाई से सम्बन्धितन्यूनतम मानक 152.5 सें. मी. तक शिथिल किया जा सकता है ।
( च ) पूर्णतया चिकित्सक दृष्ट्या योग्य होना चाहिए । ( दोनों आंखों की नेत्रदृष्टि 6/6 और 6/9बिना शुद्धि के अर्थात् बिना चश्मा/ लैंस पहने)।

( i ) जो सदृश पदों पर नियमित कार्य कर रहे हों; या
( ii ) वे सहायक उपनिरीक्षक ( अनुसचिवीय ) जिन्होंने 5 वर्ष तक रु.4000-100-6000 के वेतनमान पर नियमित कार्य किया हो तथा जो चिकित्सीय प्रवर्ग शेप-1 हो ।
जिसमें मनोवैज्ञानिक , श्रवण शक्ति, संलग्नक , शारीरिक क्षमता और दृष्टि की क्षमता एक होंगी ।
(पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोत्रति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोत्रति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं
होंगे।

( क) मान्यताप्राप्त बोर्ड/विश्वविद्यालय सीनियर सैकन्डरी स्कूल सर्टिफिकेट ( 10+2 ) परीक्षा या इंटरमीडिएट या समतुल्य परीक्षा;
मैट्रिकुलेशन के साथ मान्यताप्राप्त तकनीकी शिक्षा बोर्ड से सचिवालय कार्य या आधुनिक कार्यालय कार्य या वाणिज्यिक कार्य में तीन वर्ष का डिप्लोमा ।
18 से 25 वर्ष के बीच केन्द्रीय सरकार द्वारा समय समय पर जारी किए गए अनुदेशों या आदेशों के अनुसार अनुसूचित जाति या अनुसूचित जनजाति के लिए 5 वर्ष व अन्य पिछडे वर्गों के लिए 3 वर्ष की या छूट की जा सकती है व सरकारी सेवकों तथा भूतपूर्व सैनिकों के लिए केन्द्रीय सरकार द्वारा समय - समय पर जारी किए गए अनुदेशों या आदेशों के अनुसार ।
(ख ) निम्नलिखित अर्हताएं होनी चाहिए :- ( i ) उसे लिखित प्रतियोगिता परीक्षा । ( ii ) सामान्य श्रेणी या अन्य पिछड़े वर्ग के लिए अंग्रेजी टंकण में 40 शब्द प्रति मिनट या हिन्दी टंकण में 30 शब्द प्रति मिनट न्यूनतम गति ।
टिप्पणः आयु सीमा अवधारित करने के लिए निर्णायक तारीख जो असम , मेघालय अरुणाचल प्रदेश , मिजोरम , मणिपुर , नागालैंड , त्रिपुरा , सिक्किम, जम्मू- कश्मीर राज्य के लद्दाख खण्ड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उपखण्ड , अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है ।
( iii ) अनुसूचित जाति या अनुसूचित जनजाति के लिए अंग्रेजी टंकण में न्यूनतम 30 शब्द प्रति मिनट और हिन्दी टंकण में कम से कम 20 शब्द प्रति मिनट की गति होनी चाहिए ।
( iv ) सामान्य श्रेणी या अन्य पिछड़े वर्ग के लिए अंग्रेजी आशुलिपि में न्यूनतम 80 शब्द प्रति मिनट और हिन्दी आशुलिपि में कम से कम 60 शब्द प्रति मिनट की गति होनी चाहिए ।
(v) अनुसूचित जाति या अनुसूचित जनजाति के लिए अंग्रेजी आशुलिपि में न्यूनतम 70 शब्द प्रति मिनट और हिन्दी आशुलिपि में कम से कम 50 शब्द प्रति मिनट की गति होनी चाहिए ।
(ग ) कम्प्यूटर उपयोजन का आधारिक
ज्ञान होना चाहिए।
( घ ) पुरुष के लिए शारीरिक मानक: (i ) ऊंचाई : 167.5 सें. मी.
( ii ) सीना : 81 सें. मी.
(फुलाने के पश्चात् 86 सें. मी )
( iii ) वजन : ऊंचाई के तत्समान
टिप्पण : 1. ऊंचाई से सम्बन्धित न्यूनतम मानक मूलवंशियों अर्थात् गढ़वाल , कुमायुं , गोरखा , डोगरा , मराठा , सिक्किम , लेह और लद्दाख , कश्मीर घाटी , उत्तर पूर्वी राज्यों और हिमाचल प्रदेश राज्य में रहने वाले व्यक्तियों की बाबत 165 सें. मी. तक शिथिल किया जा सकता है ।

G.S.R. 82 ( E) . In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of Special Service Bureau, Combatised Clerical Cadre Rules , 1999, so far as they relate to the post of Sub- Inspector (Ministerial ) , Assistant Sub - Inspector ( Ministerial) , Head Constable ( Ministerial ) , Sub- Inspector ( Stenographer) and Assistant Sub - Inspector ( Stenographer ), except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules to regulate the method of recruitment to the Group ' B ' and Group ' C' posts in the Ministry of Home Affairs , Sashastra Seema Bal , Combatised Clerical and Stenographers (Non -Gazetted) Ministerial Service namely:----
1. Short title and commencement. ( 1 ) These rules may be called the Sashastra Seema Bal , Combatised Ministerial and Stenographers (Non -Gazetted) Group ' B ' and ' C ' Posts Recruitment Rules , 2007.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Application . These rules shall apply to the posts specified in column (1 ) of the Schedule annexed to these rules.
3. Number of posts, classification and scale of pay. The number of the posts , their classification and the scales of pay attached thereto shall be as specified in column (2) to (4) of the said Schedule .
4. Method of recruitment, age - limit , qualification , etc .-- The method of recruitment of the said posts , age - limit , qualifications and other matters relating thereto shall be as specified in columns ( 5) to ( 14 ) of the aforesaid Schedule.
5. Initial constitution. The incumbents of the posts specified in the Schedule holding the said posts on regular basis in accordance with the provision of the Special Service Bureau , Combatised Clerical Cadre Rules , 1999 , made by Cabinet Secretariat vide No.A- 12018 /3/99 -DO.I/ 1169 dated 18-11-99 shall be deemed to have been appointed in accordance with the provisions of these rules and their regular and continuous service in their respective posts immediately before the commencement of these rules shall be accounted for the purpose of probation, qualifying service for promotion, confirmation and pension .
6. Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to any of the said posts:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and to other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .
7. Superannuation . The personnel appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of fifty seven years :
Provided that the person whose date of birth is the first of the month shall retire from service on the afternoon of the last date of the preceding month on attaining the age of fifty seven years .
8. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .
9. Savings. Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
10. Liability of service. Any person appointed under the provision of these rules shall be liable to serve anywhere in India.
