सं. 2- प्रेज/2009/ सीए( 11 ).-राष्ट्रपति निम्नलिखित व्यक्तियों को उनकी उत्कृष्ट बहादुरी के लिए " अशोक चक्र " से सम्मानित करने की स्वीकृति प्रदान करती हैं:-
1. आई सी-45618 कर्नल जोजन थॉमस , जाट रेजिमेंट/45 राष्ट्रीय राइफल ( मरणोपरांत )
(पुरस्कार की प्रभावी तारीख : 22 अगस्त, 2008)
जम्मू कश्मीर में तैनात 45 राष्ट्रीय राइफल बटालियन के कमान अफसर कर्नल जोजन थॉमस ने 22 अगस्त, 2008 को प्रातः 0330 बजे एक आंतकवादी समूह का पता लगाया । वे उपलब्ध सैनिकों के साथ घने जंगलों में आतंकवादियों का पीछा करते हुए तुरंत उस क्षेत्र की ओर गए ।
श्री मोहन चन्द शर्मा , इन्सपेक्टर दिल्ली पुलिस को 19 सितम्बर, 2008 को एकखास सूचना मिली की दिल्ली में श्रृंखला बम धमाकों के संबंध में वांछित एक संदिग्ध व्यक्तिः जामिया नगर , दिल्ली में स्थित बाटला हाऊस क्षेत्र के एक फ्लैट में छिपा हुआ है । श्री शर्मा ने घर के अन्दर स्थित व्यक्तियों की स्वयं जाँच करने का निर्णय लिया। सात सदस्यीय दल को लेकर वह आगे बढ़े तथा उस फ्लैट पर पहुँचे जहां पर संदिग्ध छिपा हुआ था। उन्होंने दरवाजे पर दस्तक दी परंतु किसी ने दरवाजा नहीं खोला। उन्होंने फ्लैट में दूसरे दरवाजे से प्रवेश किया। आतंकवादियों ने उन पर अकारण गोलीबारी शुरू कर दी । श्री शर्मा को बंदूक की गोलीबारी की प्रथम बौछार लगी। निर्भीकता के साथ उन्होंने गोलीबारी का जवाब दिया। इस प्रकार शुरू हुई गोलीबारी के आदान-प्रदान में दो आतंकवादी मारे गए तथा एक पकड़ा गया तथा दो मौके से भागने में सफल रहे। तथापि, श्री शर्मा बाद में घावों के कारण वीरगति को प्राप्त हो गए।
श्री मोहन चन्दशर्मा ने आतंकवादियों से लड़ते हुए अनुकरणीय साहस, कर्त्तव्यपरायणता तथा व्यावसायिक कौशल का प्रदर्शन किया तथा राष्ट्र के लिए सर्वोच्च बलिदान दिया ।
3. 13621503 हवलदार बहादुर सिंह बोहरा , 10वीं बटालियन पैराशूट रेजिमेंट ( विशेष बल ( मरणोपरांत )
(पुरस्कारकी प्रभावी तारीख : 25 सितम्बर, 2008 ) शीघ्र की आतंकवादियों तथा उनका पीछा कर रहे सैन्य दलों के बीच भयंकर लड़ाई शुरू हो गई । मोर्चे पर अगुवाई करते हुए कर्नल थॉमस ने बिल्कुल नजदीक से दो आतंकवादियों का सफाया कर दिया। इस कार्रवाई के दौरान उन्हें गोलियों के गंभीर घाव लगे। इसके बावजूद , उन्होंने सुरक्षित स्थान पर ले जाने से इन्कार कर दिया तथा वह बहादुरीपूर्ण कार्रवाई करते हुए खड़ी चट्टान से लुढ़क कर नीचे आए जिससे वह आतंकवादी जो छिपा बैठा था और कारगर गोलीबारी कर रहा था स्तब्ध रह गया। उन्होंने गुत्थम- गुत्था की भंयकर लड़ाई में तीसरे दुर्दात आतंकवादी का सफाया कर दिया। हालांकि बाद में वे अपने घावों के कारण वीरगति को प्राप्त हो गए।
हवलदार बहादुर सिंह बोहरा लगभग 14000 फुट की ऊंचाई पर जम्मू- कश्मीर के सामान्य क्षेत्र लवांज में तलाश ऑपरेशन करने वाले आक्रमण दल के स्क्वाड कमांडर थे।
कर्नल जोजन थॉमस ने तीन कट्टर आतंकवादियों का सफाया करने में अनुकरणीय नेतृत्व तथा असाधारण बहादुरी का प्रदर्शन किया तथा राष्ट्र के लिए सर्वोच्च बलिदान दिया।

एक साथ आक्रमण कर दिया। श्री अशोक मारुतराव काम्टे , अपर पुलिस आयुक्त शीघ्र छत्रपति शिवाजी टर्मिनल रेलवे स्टेशन पर पहुंचे। आतंकवादी लोगों पर अंधाधुंध गोलीबारी कर रहे थे और हथगोले फेंक रहे थे ।
उन्होंने 25 सितम्बर, 2008 को 1815 बजे एक आतंकवादी दल को देखा तथा उन्हें बीच में ही रोकने के लिए शीघ्रता से आगे बढ़े । इस कार्रवाई के दौरान , हवलदार बहादुर सिंह बोहरा शत्रु की भारी गोलीबारी की चपेट में आ गए। निर्भीक रहते हुए वे आतंकवादियों पर टूट पड़े तथा उनमें से एक को मार गिराया । तथापि , भारी गोलाबारी के बीच उन्हें बाएं कंधे पर बन्दूक की गोलियों के घाव लगे । सुरक्षित स्थान पर ले जाए जाने से इन्कार करते हुए तथा अपने घावों की परवाह न करते हुए उन्होंने आक्रमण जारी रखा तथा बिल्कुल नजदीक से दूसरे आतंवादी को मार गिराया जबकि उन्होंने अपने घावों के कारण वीरगति को प्राप्त होने से पूर्व गुत्थमगुत्था की भंयकर लड़ाई में एक तीसरे आतंवादी का भी सफाया कर दिया।
इस प्रकार , हवलदार बहादुर सिंह बोहरा ने आतंकवादियों के विरुद्ध लड़ाई में अत्यधिक असाधारण वीरता का प्रदर्शन किया तथा राष्ट्र के लिए सर्वोच्च बलिदान दिया ।
4. श्री हेमन्तकमलाकर करकरे , संयुक्त पुलिस आयुक्त , महाराष्ट्र (मरणोपरांत)

आतंकवादियों के कामा अस्पताल में घुसने का संदेश प्राप्त होने पर श्री काम्टे अन्य पुलिस अफसरों तथा अपने स्टाफ के साथ कामा अस्पताल के पीछे पहुंचे । जब वे घटनास्थल पर पहुंचे तो दो आतंकवादियों ने अस्पताल के छज्जे से पुलिस दल पर गोलियां बरसा दी। श्री काम्टे ने गोलीबारी का जवाब दिया । स्तब्धता छा गई, तत्पश्चात् महापालिका मार्ग से गोलियों की आवाज सुनाई दी । क्षेत्र को सुरक्षित करने के लिए कामा अस्पताल के पिछले दरवाजे पर एक बाहरी घेरा डाला गया । श्री काम्टे स्थिति से निपटने के लिए अन्य सदस्यों के साथ महापालिका मार्ग की ओर पुलिस जीप में रवाना हो गए । इसी बीच आतंकवादी रंग भवन गली की ओर चले गए थे। उनकी तरफ आ रही पुलिस जीप को देखकर वे अंधेरे में एक पेड़ के पीछे छुप गए तथा पुलिस की जीप पर घात लगाकर हमला कर दिया । श्री काम्टे तथा उनके दल के गंभीर रूप से घायल होने के बावजूद उन्होंने गोलीबारी का जवाब दिया तथा एक आंतकवादी को घायल कर दिया जो बाद में पकड़ा गया। श्री काम्टे गंभीर रूप से घायल हो गए थे तथा अपने घावों के कारण वीरगति को प्राप्त हो गए।
श्री अशोक मारुतराव काम्टे ने आतंकवादियों के विरुद्ध लड़ाई में उच्च कोटि के साहस तथा नेतृत्व का प्रदर्शन किया तथा अग्रणी नेतृत्व का उदाहरण प्रस्तुत किया और राष्ट्र के लिए सर्वोच्च बलिदान दिया।
6. श्री विजय सहदेव सालस्कर , इन्सपेक्टर , अपकर्षण विरोध प्रकोष्ठ ( एंटी एक्स्टोर्शन सेल ) अपराध शाखा , महाराष्ट्र (मरणोपरांत )
26 नवम्बर , 2008 को भारी मात्रा में हथियारों से लैस 10 आतंकवादियों ने मुम्बई के विभिन्न महत्वपूर्ण स्थानों पर एक साथ धावा बोला। इन्सपेक्टर विजय सहदेव सालस्कर मुम्बई के अपराध शाखा में अपकर्षण विरोधी प्रकोष्ठ में तैनात थे । आतंकवादी हमले की सूचना पाते ही, वह हरकत में आए और हमला वाले स्थान पर पहुंच गए। तब तक आतंवादी छत्रपति शिवाजी टर्मिनस रेलवे स्टेशन पर आतंक मचाने के बाद कामा अस्पताल की ओर निकल पड़े थे।
26 नवम्बर , 2008 को रात्रि 2140 बजे श्री हेमन्त कमलाकर करकरे, संयुक्त पुलिस आयुक्त तथा आतंवादी निरोधक दस्ते के प्रमुख को छत्रपति शिवाजी टर्मिनल रेलवे स्टेशन मुम्बई पर आतंकवादियों के हमले के बारे में सूचना मिली । आतंवादी अंधाधुंध गोलीबारी कर रहे थे और लोगों पर हथगोले फेंक रहे थे। आक्रमण की गंभीरता को देखते हुए श्री करकरे ने बड़ी सतर्कता से आगे की योजना बनाई तथा अलग- अलग दल अलग- अलग स्थानों पर भेजे तथा स्वयं छत्रपति शिवाजी टर्मिनस रेलवे स्टेशन के निकट दादा भाई नौरोजी रोड की ओर बढ़े। तब तक आतंकवादी बदरुद्दीन तैयब्बजी मार्ग से होते हुए कामा अस्पताल की ओर बढ गए थे जहां उन्होंने तीन व्यक्तियों को मार दिया । अस्पताल के छज्जे से दो आतंकवादियों ने दल पर आक्रमण कर दिया। श्री करकरे ने गोलीबारी का जवाब दिया । कुछ देर की शांति के बाद महापालिका मार्ग से गोलीबारी की आवाज सुनी गई । श्री करकरे ने क्षेत्र को सुरक्षित करने के लिए कामा अस्पताल के पिछले दरवाजे पर बाहरी घेरा डाला। तब वे स्थिति से निपटने के लिए अपने दल के साथ जीप में महापलिका मार्ग की ओर रवाना हो गए। इस बीच आतंकवादी रंग भवन गली की ओर चले गए। पुलिस जीप को आती देख , वे अंधरे में एक वृक्ष के पीछे छुप गए तथा जीप पर घात लगाकर हमला किया । श्री करकरे और उनके दल ने गंभीर रूप से घायल होने के बावजूद गोलीबारी का जवाब दिया तथा एक आतंकवादी को घायल कर दिया जो बाद में पकड़ा गया।
श्री हेमन्त कमलाकर करकरे ने उच्चकोटि के साहस तथा नेतृत्व का प्रदर्शन किया तथा अति विषम परिस्थितियों में मोर्चे पर आगे रहकर नेतृत्व करके एक उदाहरण प्रस्तुत किया तथा राष्ट्र के लिए सर्वोच्च बलिदान दिया।
5. श्री अशोक मारुतराव काम्टे, अपर पुलिस आयुक्त, महाराष्ट्र (मरणोपरांत)
(पुरस्कार की प्रभावी तारीख : 26 नवम्बर 2008)
जब पुलिस दल अपनी रणनीति पर काम कर रहा था , दोनों आतंकियों ने अस्पताल के छज्जे से उन पर गोलियां बरसानी शुरू कर दीं। श्री सालस्कर ने जवाबी गोलीबारी की। थोड़ी देर की शांति के बाद महापालिका मार्ग से गोलियों के दागे जाने की आवाज सुनाई पड़ी। कामा अस्पताल के पिछले दरवाजे पर घेरा डाला गया। इन्सपेक्टर सालस्कर अन्य साथियों के साथ पुलिस की जीप में बैठ कर महापालिका मार्ग की ओर बढ़े । इसी बीच आतंकवादी रंग भवन गली की ओर बढ़े । पुलिस जीप आने की भनक लगते ही आतंकवादी अंधेरे में एक पेड़ की आड़ में छिप गए और घात लगाकर पुलिस की जीप पर हमला कर दिया । गंभीर रूप से घायल होने के बावजूद भी इन्पेक्टर सालस्कर और उनकी टुकड़ी ने जवाबी गोलीबारी की और एक आतंकवादी को घायल कर दिया जिसे बाद में पकड़ लिया गया । श्री सालस्कर गंभीर रूप से घायल हो गए तथा अपने घावों के कारण वीरगति को प्राप्त हो गए।
26 नवम्बर , 2008 को भारी मात्रा में हथियारों से लैस दस आतंकवादियों ने मुम्बई के विभिन्न प्रतीकात्मक महत्व के स्थानों पर 3

श्री विजय सहदेव सालस्कर ने विकट परिस्थितियों में अदभ्य एवं असाधारण साहस का प्रदर्शन किया और राष्ट्र के लिए सर्वोच्च बलिदान दिया ।
7. श्री तुकाराम गोपाल ओम्बले , सहायक पुलिस उप-निरीक्षक , महाराष्ट्र ( मरणोपरांत )
रोका तथा आतंकवादियों में से एक को घायल कर दिया। दोनों ओर से हो रही इस गोलीबारी में उन्हें फिर से गोलियों की बौछार लगी और बाद में अपने घावों के कारण वीरगति को प्राप्त हो गए। अफसर की इस तुरंत कार्रवाई से मजबूर होकर आतंकवादियों को वसाबी रेस्तरां में पनाह लेनी पड़ी। इस प्रकार वसाबी रेस्तरां से आतंकवादियों का सफलता से सफाया करने में शेष कार्यबल को प्राथमिक ताकत मिली।

मेजर संदीप उन्नीकृष्णन ने सखाभाव तथा ऊंचे दर्जे के नेतृत्व के साथ- साथ उत्कृष्ट वीरता का प्रदर्शन किया और राष्ट्र के लिए अपना सर्वोच्च बलिदान दिया ।
26 नवम्बर , 2008 को जब मुंबई पर आतंकवादी हमला हुआ तब श्री तुकाराम गोपाल ओम्बले , सहायक पुलिस उप- निरीक्षक उस समय डी बी मार्ग पुलिस स्टेशन पर रात्रि ड्यूटी पर थे ।
9. 4073611 हवलदार गजेन्द्र सिंह , पैराशूट रेजिमेंट/51 विशेष कार्य ग्रुप ( मरणोपरांत )
(पुरस्कार की प्रभावी तारीख : 27 नवम्बर, 2008 ) आक्रमण की सूचना मिलने पर उन्होंने लगभग 2200 बजे गिरगांम चौपाटी पर नाकाबंदी की। आधी रात के करीब वायरलेस पर यह संदेश दिया गया कि दो आतंकवादी एक कार में विधान भवन गेट से मेरिन ड्राइव की ओर भाग रहे हैं । श्री ओम्बले ने अपनी तरफ आ रही कार को देख लिया । कार बेरीकेड से 50 फुट की दूरी पर रुकी जिसकी हेडलाइट तेज रोशनी बिखेर रही थी। ड्राइवर की सीट पर बैठा आतंकवादी कार के विंड स्क्रीन पर पानी छिड़क रहा था जिससे पुलिस बल को कुछ दिखाई न दे तथा वह यू टर्न लेने की कोशिश कर रहा था परंतु कार सड़क विभाजक से टकरा गई। इस मौके पर दोनों आतंकवादियों ने आत्मसमर्पण करने का बहाना किया और उनमें से एक ने अचानक गोलीबारी शुरू कर दी। पुलिस दल ने जवाबी गोलीबारी की तथा उन्हें घायल कर दिया। श्री ओम्बले कार के बायें दरवाजे की तरफ लपके तथा उस पर झपटे और ए के 47 की बैरल कोपकड़ कर उससे राइफल छीनने की कोशिश की। इस कार्रवाई के दौरान वह गंभीर रूप से घायल हो गए तथा घावों के कारण वीरगति को प्राप्त हो गए ।
श्री तुकाराम गोपाल ओम्बले ने आतंकवादियों के विरुद्ध लड़ाई में अदम्य तथा अतुल्य साहस का प्रदर्शन करते हुए सर्वोच्च बलिदान दिया ।
27/28 नवम्बर , 2008 को हवलदार गजेन्द्र सिंह नरीमन हाउस , मुंबई में आतंकवादियों द्वारा बंधक बनाए गए लोगों को बचाने के लिए किए जा रहे ऑपरेशन में अपनी टुकड़ी का नेतृत्व कर रहे थे । अंतिम मंजिल से आतंकवादियों का सफाया करने के बाद व भवन की चौथी मंजिल पर पहुंच गए जहां पर आतंकवादी मोर्चा लिए हुए थे। ज्योंही वे निकट आए , आतंकवादियों ने ग्रेनेड से उन्हें घायल कर दिया। निर्भीक रहते हुए , उन्होंने गोलीबारी जारी रखी तथा अत्यधिक बहादुरी का प्रदर्शन करते हुए वे आंतकवादियों की ओर बढ़ते रहे। अपने घावों तथा व्यक्तिगत सुरक्षा की परवाह न करके हवलदार गजेन्द्र सिंह रेंगकर दरवाजे तक आए तथा अंदर की तरफ गोलीबारी की और इस तरह से गोलीबारी के समक्ष आ गए । इस कार्रवाई में उन्होंने एक आतंवादी को घायल कर दिया तथा बाकियों को वापस कमरे में जाने के लिए मजबूर कर दिया और इस प्रकार उनकी स्थिति स्थिर हो गई। अदम्य साहस का प्रदर्शन करते हुए घायल होने के बावजूद उन्होंने अपने घावों के कारण वीरगति को प्राप्त होने तक आतंकवादियों पर गोलीबारी जारी रखी । कमांडो कार्रवाई के इस बहादुरी भरे कारनामे से आतंकवादियों को शुरू में ही बेअसर करने में उनके दल को महत्वपूर्ण कामयाबी मिली।
8. आई सी-58660 मेजर संदीप उन्नीकृष्णन , बिहार रेजिमेंट /51 विशेष कार्रवाई ग्रुप ( मरणोपरांत )

हवलदार गजेन्द्र सिंह ने अत्यंत प्रतिकूल परिस्थियों में उत्कृष्ट वीरता का प्रदर्शन किया और आतंकवादियों के विरुद्ध लड़ते हुए राष्ट्र के लिए सर्वोच्च बलिदान दिया ।

26 नवम्बर, 2008 को जब मुंबई पर आतंकवादी हमला हुआ था, तब मेजर संदीप उन्नीकृष्णन ने होटल ताजमहल से आतंकवादियों को मार भगाने के लिए अपनी टुकड़ी के साथ ऑपरेशन का नेतृत्व किया जिसमें उन्होंने छठी तथा पांचवी मंजिल से 14 बंधकों को छुड़ाकर भूतल पर लाकर सुरक्षित बचाया ।

1. IC-45618 COLONEL JOJAN THOMAS , JAT REGIMENT / 45 RASHTRIYA RIFLES (POSTHUMOUS)

On22 August, 2008 , at about 0330 hours , Colonel JojanThomas , Commanding Officer of45 Rashtriya Rifles होटल के मुख्य सीढ़ी मार्ग से होकर गुजरते समय उनकी टुकड़ी पर प्रथम तल से भारी गोलीबारी होने लगी जिसमें उनकी टुकड़ी का एक सदस्य गंभीर रूप से घायल हो गया । अपनी सुरक्षा की बिल्कुल भी परवाह न करते हुए मेजर संदीप ने अचूक गोलीबारी करके आतंकवादियों को घेर लिया और घायल कमांडो को सुरक्षित जगह ले जाकर बचा लिया । इस प्रकार शुरू हुई गोलीबारी की लड़ाई के दौरान उनके दाएं हाथ में गोली लग गई। यह देखते हुए कि आतंकवादी अंधेरे की आड़ में कमरे से भाग निकलने की कोशिश कर रहे हैं, घायल होने के बावजूद यह अफसर तुरंत प्रवेश द्वार की ओर दौड़े, कारगर गोलीबारी की , इस तरह बच निकलने के रास्तों को 4

On26th November, 2008 when the terrorist attack in Mumbai took place , Major Sandeep Unnikrishnan along with his team led the operation to flush out terrorists from Hotel Taj Mahal, Mumbai in which he rescued 14hostages, from sixth and fifth floor and escorted them to the ground floor.
On 26thNovember, 2008 , ten heavily armed terrorists launched simultaneous attacks on various iconic places in Mumbai . Shri Vijay Shahadev Salaskar , Inspector , was posted at Anti Extortion Cell ofCrime Branch, Mumbai . On receiving information of terrorist attack, he swung into action and rushed to the spot . The terrorists after creating mayhem at Chhatrapati Shivaji Terminus Railway Station had moved to Cama Hospital .
While moving through the central staircase his team came under intense fire from first floor , in which one ofhis teammembers got grievously injured. Showing utter disregard to personal safety, Maj Sandeep pinned down the terrorists withaccurate fire and rescued the injured commando to safety. Intheensuing fire fight, he got injured on his right arm. Seeing the terrorists trying to escape from the room under cover of darkness, the officer despite his injuries immediately rushed towards the entrance , brought down effective fire , thus blocking the escape routes and injuring one of them. In this exchange of fire , he was again hit by volley of bullets and subsequently succumbed to his injuries . This spontaneous action of the officer forced the terrorists to take refuge in Wasabi Restaurant, thus giving the initial impetus to remaining Task Force to successfully eliminate terrorists at Wasabi Restaurant.

On26 November , 2008, Shri Tukaram Gopal Ombale, Asstt. Sub-Inspector of Police was on night duty at D.B. Marg Police Station when the terrorist attack in Mumbai tookplace.
On 27/28 November 2008 , Havildar Gajender Singh was leading his Squad for hostage rescue at Nariman House, Mumbai . After clearing top floor from the terrorists, he reached fourth floor of the building , where the terrorists had taken position . As he closed in the terrorists , they hurled a grenade injuring him. Undeterred , he kept firing and closing in with the terrorists displaying utmost valour . Unmindful ofhis injury, Haildar Gajender Singh with utmost disregard to personal safety, crawled up to the door and charged inside firing , thus exposing himself to fire . In the act, he injured one of the terrorist and forced them to retreat inside the room, thus fixing their position. Displaying indomitable spirit , he kept on firing at the terrorists in spite ofbeing wounded till he succumbed to his injuries . This gallant act of the Commando provided the crucial breakthrough to his team for early neutralization of terrorists.
Havildar Gajender Singh displayed conspicuous courage againstgrave odds and made the supreme sacrifice forthe nation in combating the terrorists .
On receipt of information of attack, he organized Nakebandi at Girgaum Chowpaty at about 2200 hours. Around midnight a wireless message was flashed that two terrorists were moving from Vidhan Bhawan Gate towards Marine Drive in a car . Shri Ombale noticed the car approaching towards him . The car stopped 50 feet from the barricade with its headlights on high beam . The terrorist onthe driver seat started spraying water on the wind screen ofthe car blocking the vision of the police party and tried to U-turn but ended in dashing the road divider . At this juncture, both the terrorists pretended to surrender but one ofthem opened abrupt firing . The police returned fire and injured them . Shri Ombale rushed to the left gate of the
