सा.का.नि. 4(अ) केन्द्रीय सरकार , सीमा सुरक्षा बल अधिनियंस , 1968 ( 1968 का 47-) की धारा 141 की उप- धारा ( 2 ) के खण्ड (ख) और ( ग ) के साथ पठित उप - धारा ( 1 ) द्वारा प्रदत्त शक्तियो का प्रयोग करते हुए , औससीमा सुरक्षा बल [ एअर विंग अराजपत्रित ( योधक ) समूह ' ग ' पद ] भर्ती नियम , 1997 को , उन बातो के सिवाय अधिक्रात करते हुए , जिन्हे ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , सीमा सुरक्षा बल महानिदेशालय , एअर विंग नियत् विंग , रोटरी विंय तथा एल्युमिनियम लाईट हेलिकॉप्टर/ध्रुव कॉडर मे समूह ' ख ' व समूह ' ग ' के कतिपय पदो पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्

1. संक्षिप्त नाम और प्रारभ ( 1 ) इन नियमो का सक्षिप्त नामे सीमा सुरक्षा बल , एअर विंग , अराजपत्रित ( योधक ) , समूह 'ख' व समूह ' ग ' पद भर्ती नियम , 2012 है ।

( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होगे ।

2 लागू होना. ये नियम इससे उपाल्लद्ध अनुसूची के स्तम्भ (1 ) मे विनिर्दिष्ट प्रवा'पुर लागू होगे ।,

3. पद सख्या , वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान उर्वते पदो की सख्या, उनका वर्गीकरण और वैर्तन बैंड तथा ग्रेड वेतन या वेतनमान वे होगे , जो इन नियमो से उपाबद्ध अनुसूची के स्तभ ( 2 ) से स्तभ ( 4 ) मे विनिर्दिष्ट है ।

4 भर्ती की पद्धति , आयु-सीमा , अर्हताएं आदि.-उक्त पदो पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उनमे सबंधित अन्य बाते वे होगी जो उक्त अनुसूची के स्तभ ( 5 ) से स्तभ ( 13 ) मे विनिर्दिष्ट है ।

5 निरर्हताएं -वह व्यक्ति,-

(क ) जिसने ऐसे व्यक्ति जिसका पति या जिसकी पत्नी जीवित है , से विवाह किया है या विवाह की संविदा की है, या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की सुविदा की है ,

उक्त पदो पर नियुक्ति का पात्र नही होगा

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू म्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी ।

6 चिकित्सक दृष्ट्या योग्यता: इन नियमो मे अन्तर्विष्ट किसी बात के होते हुए भी, केवल ऐसे व्यक्ति , जो चिकित्सा प्रवर्ग शेप -1 , में है, इन नियमों के उपबंधो के अधीन नियुक्ति के लिए पात्र होगे ।

शेप-1 का तात्पर्ये निम्नलिखित चिकित्सा प्रवर्ग से है -

: ( i ) चिकित्सा अधिकारी द्वारा अधिकारी का यथानिर्धारित मानकों के तहत किया गया और कूट अक्षरों SHAPE द्वारा इगित चिकित्सा श्रेणीकरण निम्नलिखित को दर्शाता हैः-

S- मनोवैज्ञानिक (Psychological)

H-श्रवण क्षमता (Hearing)

A - एपेडेजेज (Appendages)

P-शारीरिक क्षमता (Physical Capacity)

E- दृष्टि क्षमता (Eye - Sight)

( ii ) अधिकारी की कार्य क्षमता को प्रत्येक कूट अक्षर के सामने 1 से 5 तक के अंकों से दर्शाया जायेगा जो क्रमशः घटती हुई कार्यक्षमता को दर्शाएंगे और अंकों को कूट अक्षर के सामने लिखा जाएगा , सिवाय उस स्थिति के जहां कोई अधिकारी सभी मानकों में ग्रेड 1 में है तो उसकी श्रेणी को SIHIAIPIE1 लिखने की बजाय SHAPE - 1 लिखकर दर्शाया जा सकता है और इन अंकों का सामान्य मूल्यांकन निम्नलिखित है

(1) कहीं भी हर प्रकार की ड्यूटी के लिए स्वस्थ ।

(2) हर प्रकार की ड्यूटी के लिए स्वस्थ लेकिन कार्यों के प्रकार और कार्य क्षेत्रों के अनुसार सीमित जो इस बात पर निर्भर है कि इन कार्यों में अत्यधिक मानसिक दवाब या श्रवण अथवा दृष्टि क्षमता अथवा आंख और कान दोनों की तीक्ष्णता अपेक्षित है अथवा नहीं ।

(3) " एस" मानक को छोड़कर दैनन्दिन अथवा बैठकर की जाने वाली ड्यूटी के लिए स्वस्थ लेकिन अधिक ऊंचाई (2,700 मीटर से अधिक) अत्यधिक ठंडे या पहाड़ी क्षेत्रों में और लंबे कार्य के लिए असमर्थता हो सकती है ।

(4) अस्पताल में भर्ती होने या बीमारी के कारण अवकाश के कारण अस्थायी रूप से अस्वस्थ ।

(5) ड्यूटी के लिए स्थायी रूप से अनुपयुक्त ।

अधिवर्षिता:- (1 ) ऐसा व्यक्ति जो इन नियमों के अधीन नियुक्त किया गया है, उस मास की अंतिम तारीख के अपरान्ह मे, जिसको वह सत्तावन वर्ष की आयु प्राप्त कर लेता है सेवा से सेवा निवृत्त होगाः

परन्तु यह कि ऐसा व्यक्ति, जिसकी जन्म की तारीख मास की पहली तारीख है, उस मास से पूर्व मास की अन्तिम तारीख को सत्तावन वर्ष की आयु प्राप्त करने पर सेवानिवृत्त होगा ।

(2) किसी भी व्यक्ति को उप नियम (1 ) मे यथा विनिर्दिष्ट अधिवर्षिता की आयु के पश्चात् सेवा विस्तारण प्रदान नहीं किया जाएगा ।

शिथिल करने की शक्ति : जहाँ केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बावत्, आदेश द्वारा शिथिल कर सकेगी ।

9 ज्येष्ठता - केदीय सरकार द्वारा समय- समय पर इस विषय पर जारी सामान्य आदेशो के अनुसार इस कॉडर की विभिन्न श्रेणियो या ग्रेडो मे पदो पर नियुक्त अधिकारियो की परस्पर ज्येष्ठता निर्धारित की जाएगी ।

10. नियुक्ति - ऐसे अधिकारियो के सबंध में, जिल्होने इन भर्ती नियमो की अनुसूची में यथा अन्तर्विष्ट अपनी अर्हक और पात्रता सेवा पूरी कर ली है, अपनी-अपनी श्रेणी (श्रेणियो) में नियुक्ति के लिए विचार किया जाएगा ।

11. व्यावृत्ति: इन नियमो की कोई बात, ऐसे आरक्षणो और अन्य रियायतो पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस सबंध में समय- समय पर जारी किए गए आदेशो के अनुसार अनुसूचित जातियो, अनुसूचित जनजातियो, अन्य पिछडे वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

(1) (क) नागर विमानन महानिदेशालय द्वारा मान्यताप्राप्त सुसगत व्यवसाय में तीन वर्ष का डिप्लोमा, अथवा

(केन्द्रीय सरकार द्वारा समय- समय पर जारी किए गए अनुदेशो के अनुसार सरकारी सेवको के लिए पाच वर्ष तक शिथिलनीय) (ख) भारतीय वायु सेना द्वारा सुसंगत व्यवसाय मे जारी किया गया ग्रुप " एक्स" डिप्लोमा ।

(ii ) वायुयान अथवा हेलिकॉप्टर अनुरक्षण मे न्यूनतम आठ वर्ष के अनुभव के साथ सीमा सुरक्षा बल के प्रकार के वायुयान अथवा हेलीकॉप्टर अनुरक्षण में तीन वर्ष का अनुभव हो (समय- समय पर विहित) ।

टिप्पण आयु सीमा निर्धारित करने के लिए निर्णायक तारीख भारत मे अभ्यर्थियो से आवेदन प्राप्त करने के लिए नियत की गई अतिम तारीख होगी , न कि वह अतिम तारीख जो असम, मेघालय, अरूणाचल प्रदेश, मिजोरम , मणिपुर, नागालैण्ड, त्रिपुरा , सिक्किम, जम्मू कश्मीर राज्य के लद्दाख खड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले का पागी उपखड, अदमान और निकोबार द्वीप या लक्षद्वीप सघ राज्य क्षेत्र के अभ्यर्थियो के लिए विहित की गई है ।

(ii) शारीरिक मानदड

(पुरुषो के लिए)

(क) ऊचाई 165 से ०मी० ( पहाडी जनजातियो और आदिवासियो के लिए 5 'सेमी० तक शिथिलनीय)

(ख) सीना 76-80 से० मी० (20 वर्ष से कम उम्र के अभ्यर्थियो के लिए 2 से० मी० तक शिथिलनीय)

(ग) भार ऊंचाई के समरूप ।

(घ) शारीरिक क्षमता जाच और लिखित परीक्षा में उत्तीर्ण होना चाहिए ।

(महिला के लिए)

(क) ऊचाई 150 से०मी० से कम नही होनी चाहिए ।

(ख) सीने के माप की कोई अपेक्षा नही होगी ।

3 चिकित्सा मानक (पुरूषों और महिलाओ के लिए)

(क) दृष्टि दोनो आखो की दूर की दृष्टि बिना सुधार किए हुए (अर्थात बिना चश्मा पहने) न्यूनतम 6/6 और 6/9 होनी चाहिए ।

(ख) अभ्यर्थियों के मिले हुए घुटने, सपाट तलवे, वेरिकोस वेन या आखो मे भेगापन नहीं होना चाहिए और ऊँचे दर्जे की रग दृष्टि होनी चाहिए । उन्हे अच्छी शारीरिक व मानसिक स्थिति में होना चाहिए और कोई भी ऐसी शारीरिक व्याधि नही होनी चाहिए जिससे सक्षमतापूर्वक कार्य निष्पादन मे बार्धा पडने की संभावना हो ।

परिवीक्षा की अवधि, यदि कोई हो ....

भर्ती की पद्धतिः- भर्ती सीधे होगी या प्रोन्नति द्वारा -या प्रतिनियुक्ति / आमेलन द्वारा तथा विभिन्न पद्धतियो द्वारा भरी जाने वाली रिक्तियो की प्रतिशतना

सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियो की दशा में लागू होंगी या नहीं

सीधी भर्ती के लिए दो वर्ष

प्रोन्नति द्वारा जिसके न ही 'सकने पर ' प्रतिनियुक्ति (अल्पकालीन सविदा, सहित) आसेल्लनु द्वारा और दोनों के न हो सकने पर सीधी भर्ती द्वारा

भूतपूर्व सैनिको के लिए

प्रतिनियुक्ति/ पुनर्नियोजन

टिप्पण 1 आमेलन केवल केदीय सरकार अथवा राज्य सरकारो के अधिकारियो के साम्रले मे ही प्रभावी, हो सकता है ।

टिप्पण 2 महानिदेशक सीमा सुरक्षा बल द्वारा ज्येष्ठ वायुयान मैकेनिक ( निरीक्षक) / ( सीधी भर्ती) पदो पर महिला अभ्यार्थियो के लिए भरी जाने वाली, रिक्तियो की गणना वर्ष दर वर्ष एव कार्यात्मक आवश्यकता के आधार पर की जाएगी ।

प्रोन्नति या प्रतिनुियक्ति / आमेलन द्वारा भर्ती की दशा मे वे श्रेणियाँ जिनसे प्रोन्नति या प्रतिनियुक्ति / आमेलन किया जाएगा

। प्रोन्नति द्वारा:- ऐसे कनिष्ठ वायुयान मैकेनिक (उपनिरीक्षक) जो वेतन बैड-2 (9300-34800 रू० और ग्रेड वेतन 4,200 रू० ) मे पाच वर्ष की नियमित सेवा कर चुके हो और निम्नलिखित अर्हताए रखते हो

वायुयान अथवा हेलिकॉप्टर अनुरक्षण मे न्यूनतम बारह वर्ष के अनुभव के साथ सीमा सुरक्षा बल के प्रकार के वायुयान अथवा हेलीकॉप्टर अनुरक्षण में पाच वर्ष का' अनुभर्व हो (समय- समय पर विहित ) ।

टिप्पण 1 जहाँ ऐसे कनिष्ठ व्यक्तियो के सबंध मे, जिन्होने अपनी अर्हता या पात्रता, सेवा, पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहा उनसे ज्येष्ठ व्यक्तियो के सबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमे से जो भी कम हो कम न हो और उन्होने अपने ऐसे कनिष्ठ व्यक्तियो सहित जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 -प्रोन्नति के लिए न्यूनतम अर्हक सेवा की सगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशो पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, सिवाय उस दशा के जहाँ एक से अधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहाँ यह फायदा केवल उस पद (उन पदो) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

।।. प्रतिनियुक्ति (अल्पकालीन संविदा सहित) / आमेलन:

1 केंद्रीय सरकार या राज्य सरकार या सार्वजनिक क्षेत्र के उपक्रमों के अधीन ऐसे पदधारी जो सदृश पद धारण किए हुए हों या वेतन बैंड-2 (9300-34800 रू० और ग्रेड वेतन 4200 रू0 ) में पांच वर्ष की नियमित सेवा कर चुके हों और जिनके पास सीधी भर्ती के लिए स्तंभ (7 ) के अधीन विहित अर्हताएं हैं ।

भूतपूर्व सैनिकों के लिए

प्रतिनियुक्ति: - सशस्त्र बल के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानान्तरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और अर्हताए हैं । ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति की शर्तों पर रख जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है, तत्पश्चात उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है ।

पुनर्नियोजन:-सशस्त्र बल के ऐसे सेवानिवृत्त कार्मिक जो स्तंभ (7) के अधीन विहित निर्धारित अर्हताएं और अनुभव रखते हो और केन्द्रीय सशस्त्र बलों में सदृश अथवा समतुल्य पद धारण किए हों । सेवा में व्यवधान दो वर्ष से अधिक नहीं होना चाहिए । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को बावन वर्ष से अधिक नहीं होगी ।

टिप्पण 1 - ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होगे । प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग मे इस नियुक्ति से ठीक पहले आधारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को बावन वर्ष से अधिक नहीं होगी ।

टिप्पण 2 प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी 2006 से पहले, उस तारीख से पहले जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, सिवाय उस दशा के जहाँ एक से अधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहाँ यह फायदा केवल उस पद (उन पदों) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

(क) दृष्टि दोनो आखो की दूर की दृष्टि,बिना सुधार किए हुए (अर्थात बिना चश्मा पहन) न्यूनतम 6/6 और 6/9 होनी चाहिए ।

(ख) अभ्यर्थियो के मिले हुए घुटन सपाट तलव वेरिकोस वेन या आखो मे भेगापन नही होना चाहिए आर ऊँच दर्जे की रंग दृष्टि हानी चाहिए । उन्ह ' अच्छी शारीरिक व मानसिक स्थिति मे होना चाहिए और कोई भी ऐसी शारीरिक व्याधि नही होनी चाहिए जिससे सक्षमतापूर्वक कार्य निष्पादन म बाँधा पड़ने की रोभावना हो ।

टिप्पण 2 महानिदेशक सीमा सुरक्षा बल द्वारा कनिष्ठ वायुयान मैकेनिक (उप निरीक्षक) / ( सीधी भर्ती ) पदो पर महिला अभ्यार्थियो के लिए भरी जाने वाली रिक्तिया की गणना वर्ष दर वर्ष एव कार्यात्मक आवश्यकता के आधार पर की जाएगी ।

1. प्रोन्नति

ऐसे सहायक वायुयान मैकेनिक (सहायक उप निरीक्षक) जो वेतन बैड -1 (5200-20200 रू० और ग्रेड वेतन 2800 रु०) मे छ वर्ष की नियमित सेवा कर चुके हो और निम्नलिखित अर्हताए रखते हो

वायुयान अथवा हेलिकॉप्टर अनुरक्षण मे न्यूनतम आठ वर्ष क अनुभव के साथ सीमा सुरक्षा बल के प्रकार के वायुयान अथवा हेलीकॉप्टर अनुरक्षण मे तीन वर्ष का अनुभव हो (समय- समय पर विहित) ।

टिप्पण 1: - जहाँ ऐसे कनिष्ठ व्यक्तियो के सबध मे, जिन्होने अपनी अर्हता या पात्रता सेवा पूरी कर ली ह प्रोन्नति के लिए विचार किया जा रहा हो वहा उनसे ज्येष्ठ व्यक्तियो के सबध मे भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आध से अधिक से या दो वर्ष से, इनमे से जो भी कम हो कम न हो और उन्होने अपने ऐसे कनिष्ठ व्यक्तियो सहित जिन्होने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 :- प्रोन्नति के लिए न्यूनतम अर्हक सेवा की सगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशो पर आधारित पुनरीक्षित वेतन सरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, सिवाय उस दशा के जहाँ एक से अधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहाँ यह फायदा केवल उस पद (उन पदो) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, आयोग की सिफारिशो के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

।।. प्रतिनियुक्ति (अल्पकालीन संविदा सहित)/ आमेलन:

केंद्रीय सरकार या राज्य सरकार था सार्वजनिक क्षेत्र के उपक्रमो के अधीन ऐसे कार्मिक जो सदृश पद धारण किए हुए हो या वेतन बैंड-1 ( 5200-20200 रू० और ग्रेड वेतन 2800 रू० ) में छः वर्ष की नियमित सेवा कर चुके हो और जिनके पास सीधी भर्ती के लिए स्तभ (7 ) के अधीन विहित अर्हताएं है ।

भूतपूर्व सैनिको के लिए

प्रतिनियुक्ति सशस्त्र बल के ऐसे कार्मिको के सबध मे भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व मे स्थानान्तरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और अर्हताए है । ऐसे व्यक्तियो को उस तारीख तक प्रतिनियुक्ति की शर्तों पर रख जाएगा जिस तारीख से उन्हे सशस्त्र बल से निर्मुक्त किया जाना है तत्पश्चात उन्हे पुनर्नियोजन पर बने रहने दिया जा सकता है ।

पुनर्नियोजन - सशस्त्र बल के ऐसे सेवानिवृत्त कार्मिक जो स्तभ (7) के अधीन यथा विहित अर्हताए और अनुभव रखते हो और केन्द्रीय सशस्त्र बलो मे सदृश अथवा समतुल्य पद धारण किए हों । सेवा मे व्यवधान दो वर्ष से अधिक नही होना चाहिए । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अतिम तारीख को बावन वर्ष से अधिक नही होगी ।

टिप्पण - 'ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पक्ति मे है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होगे । प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य सगठन या विभाग मे इस नियुक्ति से ठीक पहले आधारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नही होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अतिम तारीख को बावन वर्ष से अधिक नही होगी ।

टिप्पण 1 आमन्नन केवन्न कंद्रीय सरकार अथवा राज्य सरकारा के अधिकारियो के मामले में ही प्रभावी हा सकता है ।

टिप्पण 2 महानिदेशक सीमा सुरक्षा बल द्वारा ज्येष्ठ रडियो मैकनिक ( निरीक्षक ) / ( सीधी भर्ती) पदा पर महिला अभ्यार्थियो क लिए भरी जान वाली रिक्तिया की गणना वर्ष दर वर्ष एव कार्यात्मक आवश्यकता के आधार पर की जाएगी ।

। प्रोन्नति

ऐसे कनिष्ठ रेडियो मैकेनिक ( उपनिरीक्षक) जो वेतन बैड-2 ( 9300-34800 रु ० आर ग्रेड वेतन 4,200 रू ० ) मे पाच वर्ष की नियमित सेवा कर चुके हो और निम्नलिखित अर्हताए रखते हो

(1) वायुयान अथवा हेलिकॉप्टर क रडियो उपकर अनुरक्षण मे बारह वर्ष का अनुभव । सीमा सुरक्षा बल के प्रकार के वायुयान अथवा हेलीकॉप्टर अनुरक्षण मे अनुभव रखन वाल व्यक्तियो को वरीयता दी जाएगी (समय - समय पर विहित) ।

टिप्पण 1: - जहाँ ऐसे कनिष्ठ व्यक्तियो के सबध मे, जिन्होने अपनी अर्हता या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहा उनसे ज्येष्ठ व्यक्तियो के सबध मे भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमे से जो भी कम हो, कम न हो और उन्होने अपने ऐसे कनिष्ट व्यक्तियो सहित जिन्होने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 - प्रोन्नति के लिए न्यूनतम अर्हक सेवा की सगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशो पर आधारित पुनरीक्षित वेतन सरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को , सिवाय उस दशा के जहाँ एक से अधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहाँ यह फायदा केवल उस पद (उन पदों) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

केंद्रीय सरकार या राज्य सरकारो या सार्वजनिक क्षेत्र के उपक्रमों के अधीन ऐसे कार्मिक जो सदृश पद धारण किए हुए हो या वेतन बैंड-2 ( 9300-34800 रु० और ग्रेड वेतन 4200 रू०) मे पाच वर्ष की नियमित सेवा कर चुके हो और जिनके पास सीधी भर्ती के लिए स्तंभ (7 ) के अधीन विहित अर्हताए हैं ।

भूतपूर्वसैनिको के लिए

प्रतिनियुक्ति सशस्त्र बल के ऐसे कार्मिको के सबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले है या रिजर्व मे स्थानान्तरित किए जाने वाल है और जिनके पास अपेक्षित अनुभव और अर्हताए है । ऐसे व्यक्तियो को उस तारीख तक प्रतिनियुक्ति की शर्तों पर रख जाएगा जिस तारीख से उन्हे सशस्त्र बल से निर्मुक्त किया जाना है, तत्पश्चात उन्हे पुनर्नियोजन पर बन रहने दिया जा सकता है ।

पुनर्नियोजन - सशस्त्र बल के ऐसे सेवानिवृत्त कार्मिक जा स्तभ (7) के अधीन विहित निर्धारित अर्हताए और अनुभव रखते हो और केन्द्रीय सशस्त्र बलो मे सदृश अथवा समतुल्य पद धारण किए हो । सेवा में व्यवधान दो वर्ष से अधिक नही होना चाहिए । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अतिम तारीख को बावन वर्ष से अधिक नही होगी ।

टिप्पण 1 ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पक्त्ति में है , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नही होगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नही होंगे । प्रतिनियुक्ति की अवधि जिसके अतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले आधारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नही होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अतिम तारीख को बावन वर्ष से अधिक नही होगी ।

चिकित्सा मानक (पुरुषो और महिलाओ के लिए)

(क) दृष्टि दोनो आखो की दूर की दृष्टि बिना सुधार किए हुए (अर्थात बिना चश्मा पहने ) न्यूनतम 6/6 और 6/9 होनी चाहिए ।

(ख) अभ्यर्थियो के मिले हुए घुटने, सपाट तलवे , वेरीकोस वेन या आंखों मे भेगापन नही होना चाहिए और ऊँचे दर्जे की रग दृष्टि होनी चाहिए । उन्हें अच्छी शारीरिक व मानसिक स्थिति में होना चाहिए और काई भी ऐसी शारीरिक व्याधि नही होनी चाहिए जिससे सक्षमतापूर्वक कार्य निष्पादन मे बाधा पडने की सभावना हो ।

1. प्रोन्नति

ऐसे सहायक रेडियोग मैकानेंक जो वेतन बैड-1 (5,200-20200 रू0 और ग्रेड वेतन 2,800 रू० ) मे छः वर्ष की नियमित सेवा कर चुके हो और निम्नलिखित अर्हताए रखते हो -

वायुयान' अथवाः हेलिकॉप्टर अनुरक्षण में न्यूनतम आठ वर्ष के अनुभव के साथ सीमा सुरक्षा बल के प्रकार के वायुयांन अथवा हेलीकॉप्टर अनुरक्षण से तीन वर्ष का अनुभव हो (समय-समय परविहित) ।

टिप्पण 1: -जहाँ ऐसे कनिष्ठ व्यक्तियो के सबधः मे, जिन्होने अपनी अर्हता या पात्रता सेवा पूरी कर ली है प्रोन्नति के लिए विचार किया जा रहा हो। वहार उनसे ज्येष्ठः व्यक्तियो के सबध मे भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा; अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमे से जो भी कम हो, कम' न हो और उन्होने अपने ऐसे कनिष्ठ व्यक्तियो सहित, जिन्होने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नत के लिए अपत्नी' परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण 1 - प्रतिनियुक्ति की अवधि, जिसके अतर्गत केन्द्रीय सरकार के उसी या किसी अन्य सगठन या विभाग मे इस नियुक्ति से ठीक पहले आधारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है -साधारणतया तीन वर्ष से अधिक नही होंगी। प्रतिनियुक्ति द्वारा नियुक्ति के लिए ऊपरी आयु सीमा आवेदन प्राप्त करने की अतिम तारीख को बावन वर्ष से अधिक नही होगी ।

टिप्पण 2 - प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी 2006 से पहले उस तारीख से पहले 'जिससे छठे केन्द्रीय वेतन आयोग ' की सिफारिशो पर आधारित पुनरीक्षित वेतन सरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, सिवाय उस दशा के जहाँ एक से अधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में क्लिय हो गया है और वहाँ यह फायदा केवल उस पद (उन पदो) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, आयोग की सिफारिशो के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

1. प्रोन्नति:- ऐसे कनिष्ठ फ्लाईट इंजीनियर / उप निरीक्षक जो वेतन बैंड-2 ( 9,300-34800 रू ० और ग्रेड वेतन 4,200 रू०) में पांच वर्ष की नियमित सेवा कर चुके हों और निम्नलिखित अर्हताए और अनुभव रखते हों:-

(i) बहुइंजन वाले वायुयान या हेलीकॉप्टर पर कुल 1000 घंटे उडान का अनुभव और सीमा सुरक्षा बल द्वारा प्रचालित वायुयान या हेलीकॉप्टर पर उडान का न्यूनतम 250 घंटे (अथवा प्रतिनियुक्ति या पुनर्नियोजन के लिए परिवर्तनीय) का अनुभव हो (समय- समय पर विहित) ।

(ii) भारतीय वायु सेना अथवा महानिदेशक नागर विमानन के मानकों के अनुसार उडान हेतु चिकित्सीय दक्षता रखता हो ।

(iii) पुनर्नियोजन के लिए सीमा सुरक्षा बल द्वारा प्रचालित किसी भी बहुइंजन वाले वायुयान या हेलीकॉप्टर पर न्यूनतम उडान श्रेणी 'ख' (अथवा प्रतिनियुक्ति या पुनर्नियोजन के लिए परिवर्तनीय ) का अनुभव हो (समय- समय पर यथा निर्धारित) ।

टिप्पण 1:- जहाँ ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हता या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नत के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : - प्रोन्नति के लिए न्यूनतम अर्हक सेवा की सगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशो पर आधारित पुनरीक्षित वेतन सरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को सिवाय उस दशा क जहाँ एक से अधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहाँ यह फायदा केवल उस पद (उन पदो) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है , आयोग की सिफारिशो के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

केदीय सरकार या राज्य सरकारो के अधीन ऐसे पदधारी

(क) (i ) जो सदृश पद धारण किए हुए हो, अथवा

(ii) जो वेतन बैंड-2 (9300-34800 रु० और ग्रेड वेतन 4200 रू ०) मे पाच वर्ष की नियमित सेवा कर चुके हों; और

(ख) प्रोन्नति के लिए उपरोक्त ( 1) से (1 ) पर निर्धारित अर्हताए रखते हो ।

भूतपूर्व सैनिको के लिए

प्रतिनियुक्ति:- सशस्त्र बल के ऐसे कार्मिको के सबध में भी विचार किया जाएगा जा एक वर्ष की अधि के भीतर सेवानिवृत्त होने वाले है या रिजर्व मे स्थानान्तरित किए जाने वाले है और जिनक पास अपक्षित अनुभव और अर्हताए है । ऐसे व्यक्तियो को उस तारीख तक प्रतिनियुक्ति की शर्तों पर रख जाएगा जिस नारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है, तत्पश्चात उन्ह पुनर्नियोजन पर बन रहन दिया जा सकता है।

पुनर्नियोजनः: -सशस्त्र बल के ऐसे सेवानिवृत्त कार्मिक जो प्रोन्नति के लिए उक्त निर्धारित अर्जताए अर अनुभव रखते हो और केन्द्रीय सशस्त्र बलो मे सदृश अथवा समतुल्य पद धारण किए हो । रोग । व्यवधान दो वर्ष से अधिक नही होना चाहिए ।

टिप्पण 1 - ऐसे विभागीय अधिकारी जा प्रोन्नति की सीधी पवित्त मे है, प्रतिनियुक्ति पर नियुक्ति क लिग विचार किए जाने के पात्र नही होगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए किए जाने के पात्र नही होगे ।

(ख) निम्नलिखित अर्हताए रखते हो"-

(i ) (क) सीमा सुरक्षाबल द्वाराः प्रचालित वायुयान या हेलीकॉप्टर प्रकार के यानो पर भारतीय वायु सेना के मानको के अनुसार मिलट्री फ्लाईट इजीनियर रेटिंग रखते हो ( समय- समय पर विहित ) , अथवा

(ख) सीमा सुरक्षा बल द्वारा प्रचालिते चायुयान या हेलीकॉप्टर प्रकार के यानो पर महानिदेशक नागर विमानन द्वारा जारी किया गया विधिमान्य फ्लाईट इजीनियर्स लाइसेस रखते हो (समय- समय पर विहित);

(ii ) बहुइंजन वाले हेलीकॉप्टर पर कुल 500 घटे उडान का अनुभव और सीमा सुरक्षा बल द्वारा प्रचालित वायुयान या हेलीकॉप्टर' प्रकार के यानो पर उडान का न्यूनतम 100 घंटे (अथवा प्रतिनियुक्ति या पुनर्नियोजन के लिए परिवर्तनीय ) का अनुभव हो (समय- समय पर यथा निर्धारित)

(iii ) महानिदेशक नागर विमानन अथवा भास्तीय वायु सेना के सन्नियमो के अनुसार उडान हेतु चिकित्सीय दक्षता रखता होग

(iv ) पुनर्नियोजन के लिए सीमा सुरक्षा बल द्वारा प्रचालित किसी भी बहुइजन वाल वायुयान या हेलीकॉप्टर पर न्यूनतम उडान प्रवर्ग सी'न (अथवा प्रविनियुक्ति या पुनर्नियोजन के लिए परिवर्तनीय) का अनुभव हो (समय- समय पर यथा निर्धारित) । '

भूतपूर्व सैनिकों के लिए

प्रतिनियुक्ति सशस्त्र बल के ऐसे कार्मिको के सबध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सवानिवृत्त होने वाले है या रिजर्व में स्थानान्तरित किए जाने वाले है और जिनके पास अपेक्षित अनुभव और अर्हताए है । एसे व्यक्तियो को उस तारीख तक प्रतिनियुक्ति की शर्तों पर रख जाएगा जिस तारीख स उन्हे सशस्त्र बल से निर्मुक्त किया जाना है तत्पश्चात उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है ।

पुनर्नियोजन:- सशस्त्र बल के ऐसे सेवानिवृत्त कार्मिक जो प्रतिनियुक्ति या आमेलन के लिए उपरोक्त (ख). (i) से ( iv) पर निर्धारित अर्हताएं और अनुभव रखते हों और केन्द्रीय सशस्त्र बलों में सदृश अथवा समतुल्य पद धारण किए हों । सेवा में व्यवधान दो वर्ष से अधिक नहीं होना चाहिए ।

टिप्पण 1 - प्रतिनियुक्ति की अवधि जिसक अतर्गत कन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहल आधारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नही हागी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को पचास वर्ष से अधिक नही होगी ।

ऐसे कनिष्ठ फ्लाईट गनर (उप निरीक्षक) जो वेतन बैड-2 (9,300-34,800 रु ० और ग्रेड वेतन 4200 रू0 ) मे पाच वर्ष की नियमित सेवा कर चुके हो और निम्नलिखित अर्हताए और अनुभव रखते हो

(1) बहुइंजन वाले वायुयान या हेलीकॉप्टर पर कुल 1000 घटे उडान का अनुभव और सीमा सुरक्षा बल द्वारा प्रचालित वायुयान या हेलीकॉप्टर पर उडान का न्यूनतम 250 घटे (अथवा प्रतिनियुक्ति या पुनर्नियोजन के लिए परिवर्तनीय ) का अनुभव हो (समय - समय पर विहित ) ।

(11) भारतीय वायु सेना के अनुसार उडान हेतु चिकित्सीय दक्षता रखते हो ।

(III) पुनर्नियोजन के लिए सीमा सुरक्षा बल द्वारा प्रचालित किसी भी बहुइजन वाले वायुयान या हेलीकॉप्टर पर न्यूनतम उडान श्रेणी 'ख (अथवा प्रतिनियुक्ति या पुनर्नियोजन के लिए परिवर्तनीय ) का अनुभव हो (समय- समय पर विहित) ।

टिप्पण 1.- जहाँ ऐसे कनिष्ठ व्यक्तियो के सबध म जिन्होने अपनी अर्हता या पात्रता सेवा पूरी कर ली है प्रोन्नति के लिए विचार किया जा रहा हो वहा उनसे ज्येष्ठ व्यक्तियो के सबध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमे से जो भी कम हो, कम न हो और उन्होने अपने ऐसे कनिष्ठ व्यक्तियो सहित , जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है अगली उच्चतर श्रेणी मे प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

(11) जो वेतन बैड-2 ( 9300-34800 रु० और ग्रेड वेतन 4200 रू० मे पाच वर्ष की नियमित सवा कर चुके हो और

(ख) प्रोन्नति के लिए उपरोक्त (1) स ( 1) पर निर्धारित अर्हताए रखते ते ।

भूतपूर्वसैनिकों के लिए

प्रतिनियुक्ति सशस्त्र बल के एस कार्मिका के सबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले है या रिजर्व मे स्थानान्तरित किए जान्न वाले है और जिनके पास अपेक्षित अनुभव और अर्हताए है । ऐसे व्यक्तियो का उस नारीख तक प्रतिनियुक्ति की शर्तों पर रख जाएगा जिस तारीख से उन्हे सशस्त्र बल से निर्मुक्त किया जाना है तत्पश्चात उन्ह पुनर्नियोजन पर बने रहने दिया जा सकता है ।

पुनर्नियोजन - सशस्त्र बल के ऐसे सेवानिवृत्त कार्मिक जो प्रोन्नति के लिए उपरोक्त ( 1 ) से ( 1) पर निर्धारित अर्हताए और अनुभव रखते हो और केन्द्रीय सशस्त्र बलो मे सदृश अथवा समतुल्य पद धारण किए हो । सेवा में व्यवधान दो वर्ष से अधिक नही होना चाहिए ।

टिप्पण 1 ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पक्ति मे है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नही होगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति क लिए विचार किए जाने के पात्र नही होगे ।

टिप्पण 2 प्रतिनियुक्ति की अवधि, जिसके अतर्गत केन्द्रीय सरकार के उसी या किसी अन्य सगठन या विभाग मे इस नियुक्ति से ठीक पहले आधारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नही होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अतिम तारीख को बावन वर्ष से अधिक नही होगी ।

केद्रीय सरकार या राज्य सरकारो के अधीन ऐसे पदधारी

(क) (i ) नियमित आधार पर सदृश पद धारण किए हुए हो, अथवा

(11) वेतन बैड-1 ( रू 0 5200-20200 + ग्रेड वेतन रू 0 2800 / -) मे छ वर्ष की नियमित सेवा कर चुके हो, और

(ख) निम्नलिखित विहित अर्हताए रखते हो

(1 ) सीमा सुरक्षा बल द्वारा प्रचालित हेलीकॉप्टर प्रकार के यानो पर भारतीय वायु सना के सन्नियमो के अनुसार मिलट्री फ्लाईट गनर रेटिंग रखते हो (समय - समय पर यथा निर्धारित )

(11 ) बहुइजन वाले वायुयानो या हेलीकॉप्टरा पर कुल 500 घटे उडान का अनुभव और सीमा सुरक्षा बल द्वारा प्रचालित वायुयान या हेलीकॉप्टर प्रकार के यानो पर उडान का न्यूनतम 100 घट (अथवा प्रत्तिनियुक्ति या पुनर्नियोजन क लिए परिवर्तनीय ) का अनुभव हो (समय- समय पर यथा निर्धारित ) ,

(III) भारतीय वायु सेना के अनुसार उडान हेतु चिकित्सीय दक्षता रखते हो ।

(iv) पुनर्नियोजन क लिए सीमा सुरक्षा बल द्वारा प्रचालित किसी भी बहुइजन वाल वायुयान या हेलीकॉप्टर पर न्यूनतम उडान प्रवर्ग ग' प्रकार (अथवा प्रतिनियुक्ति या पुनर्नियाजन के लिए परिवर्तनीय ) * का अनुभव हो ( समय - समय पर यथा निर्धारित ) ।

भूतपूर्वसैनिको के लिए

प्रतिनियुक्ति सशस्त्र बल के एस कार्मिको के सबध में भी विचार किया जाएगा जा एक वर्ष की अवधि क भीतर सेवानिवृत्त होने वाल है या रिजर्व में स्थानान्तरित किए जाने वाले है आर जिनक पास अभक्षित अनुभव ओर अर्हताए है । ऐसे व्यक्तियौ को उस तारीख तक प्रतिनियुक्ति की शर्तों पर रख जाएगा जिस तारीख से उन्हे सशस्त्र बल से निर्मुक्त किया जाना है, तत्पश्चात उन्हे पुनर्नियोजन पर बन रहने दिया जा सकता है ।

पुनर्नियोजन - सशस्त्र बल के ऐसे सेवानिवृत्त कार्मिक जो प्रतिनियुक्ति या आमेलन के लिए उपरोक्त (ख ) (1) स (1 ) पर निर्धारित अर्हताए और अनुभव रखत हा और कन्द्रीय सशस्त्र बलों मे सदृश अथवा समतुल्य पद धारण किए हो । पवा मे व्याधान दो वर्ष से अधिक नही होना चाहिए ।

टिप्पण 1 प्रतिनियुक्ति की अवधि जिसक अतर्गत कन्द्रीय सरकार के उसी या किसी अन्य सगठन या विभाग म इस नियुक्ति स ठीक पहल आधारित किसी अन्य काडर बाहय पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करन की अतिम तारीख का बायन वर्ष से अधिक नही हागी ।

GS.R. 4 (E ) . In exercise of the powers conferred by sub - section ( 1 ) read with clauses (b ) and (c) of sub- section (2 ) of Section 141 of the Border Security Force Act , 1968 (47 of 1968 ) and in supersession of the Border Security Force [Air Wing Non-Gazetted (Combatised ) Group ' C ' Posts ] Recruitment Rules , 1997 except as respect things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment of certain Group ' B ' and ' C ' posts in the Directorate General of Border Security Force , Air wing Fixed wing , Rotary wing and Aluminum Light Helicopter/Dhruv Cadre, namely

1. Short title and commecement . ( 1 ) These rules may be called the Border Security Force , Air Wing , Non -Gazetted (Combatised) , Group ' B ' and Group ' C ' Posts Recruitment Rules , 2012

(2) They shall come into force on the date of their publication in the Official Gazette

2. Application.- These rules shall apply to the posts specified in column( 1 ) of the Schedule annexed to these rules 34

3. Number of posts, classification and pay band and grade pay or pay scale. The number of said posts , their classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule .

4. Method of recruitment, age limit, qualifications etc. The method of recruitment , age limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 13 ) of the said Schedule .

5. Disqualification . No person , -

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment under these rules:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule

6. Medical Fitness.-Notwithstanding any thing contained in these rules , only those persons who are in medical category SHAPE- ONE , shall be eligible for appointment under the provisions of these rules .

Explanation. For the purpose of this rule , " SHAPE -ONE " means Medical Category defined as under:

(i ) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following functions : - S - Psychological

H- Hearing

A- Appendages

P- Physical Capacity

E - Eye- Sight

(ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that where an officer is in Grade - I in all factors , his category may be denoted by writing SHAPE - ONE instead of writing S, H ,A, P, C,. General evaluation of these numerals' is as under:-

(1) Fit for all duties any where.

(2) Fit for all duties but may have limitations as to type of duties and areas of employability depending onwhether the duties involve severe stress or demand acuity of hearing or vision of both ears and eyes.

(3 ) Excepting " S " factor, fit for rouune or sedentary duties but may have limitations of employability athigh altitude ( above 2,700 meters) extreme cold areas or hilly terrain and for long assignments.

(4) Temporarily unfit for duties on account of hospitalisation or sick leave .

(5) Permanently unfit for duties

7. Superannuation . ( 1 ) A person appointed under the provisions of these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of fifty- seven years :

Provided that an officer whose date of birth is the first day of a month shall retire on the afternoon ofthe last day of the preceding month of attaining the age of fifty - seven years .

(2) No person shall be granted extension in service beyond the age of retirement of fifty - seven years.

8. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

9. Seniority. The inter - se - seniority of officers appointed to posts in different categories or grades of the cadre shall be determined in accordance with the general or special order issued on the subject by the Central Government from time to time

10. Appointment.-The officers who have completed their qualifying and eligibility service as contained in the Schedule shall he considered for appointment to the respective grades

11. Saving .Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , Ex - servicemen and other special categories of persons in accordance with the orders , issued by the Central Government from time to time in this regard

Note 2 For the purpose of computing minimum qualifying service for promotion , the service rendered on a regular basis by an officer prior to the 1st January , 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission recoinmendations has been extended , shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the post ( s) for which that grade pay or pay scale is the normal replacement grade without anv up gradation

II Deputation ( including short term contract)/Absorption

Officials under the Central Government of State Government or Public Sector undertakings holding analogous posts or in the grade of Pay Band - 2 ( Rs 9300-34,800 plus Grade Pay of Rs 4,200 ) with five years ' regular service in the grade and possessing qualifications prescribed for dinect recruitment under column( 7 )

ForEx - Servicemen

Deputation The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed shall also be considered Such persons would be given deputation terms upto the date on which they are due for release from the Armed Forces , thereafter they may be continued on re - employment

Re-employment The Retired Armed Forces personnel possessing qualifications and experience as prescribed under column( 7 ) and held analogous or equivalent post in the Armed Forces of the Union The break in service should not be more than two years The upper age limit for appointment by deputation shall not be exceeding fifty-two years as on the date of receipt application

Note 1 The departmental officers who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation Similarly, deputationists shall not be eligible for consideration for appointment hy promotion The penod of deputation including period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation or department shall ordinarily not exceed three years 38
