सा.का.नि. 879(अ). केन्द्रीय सरकार, सीमा सुरक्षा बल अधिनियम, 1968 (1968 का 47) की धारा 141 की उपधारा (2) के खण्ड (ख) और (ग ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और सीमा सुरक्षा बल मुख्यालय , नक्शानवीस श्रेणी- ।। , (संक्रिया निदेशालय) (गैर योधक ) भर्ती नियम 2002 को, उन बातों के सिवाय अधिकांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, सीमा सुरक्षा बल महानिदेशालय में नक्शानवीस श्रेणी ।। (गैर योधक) (संक्रिया निदेशालय ) के पदों पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ (1 ) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल महानिदेशालय , सहायक उप निरीक्षक (नक्शानवीस श्रेणी ।।। ) , संक्रिया निदेशालय (योधक) भर्ती नियम, 2012 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन / वेतनमान पद संख्या, उसका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3, भर्ती की पद्धति, आयु सीमा , अर्हताएं, आदि उक्तं पद पर भर्ती की पद्धति. आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ ( 13 ) में विनिर्दिष्ट हैं ।
4. निरर्हता- वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है ;
उक्त पदों पर नियुक्ति का पात्र नहीं होगाः
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. अधिवर्षिता:- (1 ) ऐसा व्यक्ति जो इन नियमों के अधीन नियुक्त किया गया है, उस मास की अंतिम तारीख के अपराह्न में, जिसको वह सत्तावन वर्ष की आयु प्राप्त कर लेता है सेवा से सेवा निवृत्त होगाः
परन्तु यह कि ऐसा व्यक्ति, जिसकी जन्म की तारीख मास की पहली तारीख है, उस मास से पूर्व मास की अन्तिम तारीख को सत्तावन वर्ष की आयु प्राप्त करने पर सेवानिवृत्त होगा ।
(2) किसी भी व्यक्ति को सत्तावन वर्ष की आयु के पश्चात् सेवा विस्तारण प्रदान नहीं किया जाएगा ।
6. चिकित्सक दृष्टया योग्यता इन नियमों में अन्तर्विष्ट किसी बात के होते हुए भी, केवल ऐसे व्यक्ति , जो चिकित्सा प्रवर्ग शेप , में हैं, इन नियमों के उपबंधों के अधीन इन पदों पर नियुक्ति के लिए पात्र होंगे ।
शेप -1 का तात्पर्य नीचे परिभाषित चिकित्सा श्रेणी हैं:-
(i) चिकित्सा अधिकारी द्वारा अधिकारी का यथानिर्धारित मानकों के तहत किया गया और कूट अक्षरों SHAPE द्वारा इंगित चिकित्सा श्रेणीकरण निम्नलिखित को दर्शाता है: -
S- मनोवैज्ञानिक
H -श्रवण क्षमता
A - एपेंडेजज
P -शारीरिक क्षमता
E - दृष्टि क्षमता
(ii) प्रत्येक कारक के अधीन, किसी अधिकारी की कार्यात्मक क्षमता, प्रत्येक कोड अक्षर के सामने अंक 1 से 5 की कार्यक्षमता उपदर्शित करते हुए दर्शाई जाएगी । कोड अक्षर के पश्चात् अंक लिखे जाएंगे सिवाय उसके जहां कोई अधिकारी सभी कारकों में श्रेणी में हैं वहां उसका प्रवर्ग एस 1 एच 1 ए 1 पी 1 ई 1 लिखने के बजाए शेप -1 लिखकर दर्शाया जा सकेगा । इन अंकों का सामान्य मूल्यांकन निम्नानुसार है: - (1) कहीं भी सभी कर्तव्यों के लिए योग्य ।
(2) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों में तीव्र कठिनाई या दोनों कानों या आंखों को श्रवण शक्ति या दृष्टि की तीक्ष्णता की मांग अन्तर्ग्रस्त है या नहीं , पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों के अनुसार परिसीमाएं हो सकती हैं ।
(3) " एस " कारक को छोड़कर, नैमी या निष्क्रिय कर्तव्यों के लिए योग्य किन्तु उच्च स्थान (2700 मीटर से अधिक) अत्यधिक ठंडे क्षेत्रों या पहाड़ी भूखंडों पर दीर्घ कर्तव्य भारों के लिए नियोजन योग्यता की परिसीमाएं हो सकती है ।
(4) अस्पताल में भर्ती या बीमारी की छुट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य
(5) कर्तव्यों के लिए स्थायी रूप से अयोग्य ।

7. शिथिल करने की शक्ति जहाँ केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बावत्, आदेश द्वारा शिथिल कर सकेगी ।
8. व्यावृत्तिः- इन नियमों की कोई बात, ऐसे आरक्षणों और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।
9. अन्य देशीय की अपात्रताः इन नियमों के अन्तर्गत वह व्यक्ति जो भारत का नागरिक नहीं है सिवाय ऐसे मामले में जिनमें केन्द्रीय सरकार द्वारा लिखित में अनुज्ञा दी गई हो, नियुक्त या नियोजित नहीं किया जाएगाः
परन्तु इय नियम में अंतर्विष्ट कोई बांत, नेपाल या भूटान के प्रजा की नियुक्ति या नियोजन को वर्जित नहीं करेगी ।

(iii) जिन्होंने वेतन बैंड-1 , रू 0 5,200-20,200 तथा ग्रेड वेतन रू0 2,000 / - में दस वर्ष की नियमित सेवा की हो और
(ख) निम्नलिखित अर्हताएं रखते हों:--
(i ) किसी मान्यताप्राप्त बोर्ड / विश्वविद्यालय से दसवीं अथवा समतुल्यः और
(ii ) औद्योगिक प्रशिक्षण संस्थान से नक्शानवीसी में दो वर्षीय डिप्लोमा / प्रमाण पत्र पाठ्यक्रम अथवा किसी मान्यताप्राप्त संस्थान से समतुल्य पाठ्यक्रम अथवा
न्यूनतम 'ए ०वाई० ' श्रेणीकरणे के साथ 'मैप रीडिंग इन्स्ट्रक्टर' पाठ्यक्रम पूरा किया हो; और
(iii) संबंधित विभाग (महानिरीक्षक की पंक्ति से अन्यून अधिकारी) द्वारा जारी भौगोलिक नक्शे से संबंधित कार्य में पांच वर्ष का अनुभव संबंधी प्रमाण पत्र ।
(ग) चिकित्सा प्रवर्ग- शेप में हों
टिप्पण -1 पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण -2 प्रतिनियुक्ति की अवधि, जिसके अंतर्गत उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले अवधारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि शामिल है. साधारणतया तीन वर्ष से अधिक नहीं होगी ।
टिप्पण -3 प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 52 वर्ष से अधिक नहीं होगी ।
टिप्पण -4 प्रतिनियुक्ति के आधार पर नियुक्ति के लिए न्यूनतम अर्हक सेवा के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , नियमित आधार पर की गई सेवा को , सिवाय उस दशा के जहाँ एक से अधिक पूर्व पुनरीक्षित वेतन का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहाँ यह फायदा केवल उस पद (उन पदों) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।
पुनर्नियोजन (भूतपूर्व सैनिकों के लिए ) - सशस्त्र बल के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानान्तरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव /अर्हताएं हों तथा भारतीय सर्वेक्षण विभाग अथवा सेना के सर्वेक्षण विभाग में भौगोलिक नक्शे से संबंधित कार्य करने का अनुभव है । ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है, तत्पश्चात उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है । ( सिविल पदो के संदर्भ में अधिवर्षिता की आयु तक पुनर्नियोजन)

In exercise of the powers conferred by clauses ( b ) and ( c ) of sub- section ( 2 ) of section 141 of the Border Security Force Act . 1968 (47 of 1968 ) . and in supersession of the Border Security Force . Headquarters . Draftsman Grade - II , Operational Directorate , (Non - Combatised ) Recruitment Rules , 2002 , except as respects things done or omitted to be done before such supersession , the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Draftsman Grade - II ( Non - Combatised ) ( Operational Directorate ) in the Directorate General Border Security Force Headquarters , namely: -
1 . Short title and commencement . ( 1 ) These rules may be called the Border Security Force Headquarters . Assistant Sub - Inspector ( Draftsman Cirade - III) . Operational Directorate (Combatised) Recruitment Rules . 2012 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and Pay Band and Grade Pay or Pay Scale . The number of said post , its classification and the Pay Band and Grade Pay or Pay Scale attached thereto shall be as specified in columns ( 2 ) to (4 ) of the Schedule annexed to these rules.
3. Method of recruitment , age limit , qualifications , etc. The Method of recruitment, age limit , qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 13 ) of the aforesaid Schedule .
4. Disqualification .- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living: or
(b) who having a spouse living . has entered into or contracted a marriage with any person.. shall be eligible for appointment under these rules:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .
5 . Superannuation. ( 1 ) A person appointed under the provisions of these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of fifty seven years:

Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month of attaining the age of fifty seven year 6

(2) No persons shall be granted extension in service beyond the age of superannuation as specified in sub rule ( 1) .
6. Medical Fitness.- Notwithstanding any thing contained in these rules, only those persons who are in medical category SHAPE - 1 . shall be eligible for appointment under the provisions of these rules .
SHAPE - I means Medical Category defined as under: -
(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following functions:-
S- Psychological
H- Hearing
A - Appendages
P- Physical Capacity
E Eye-Sight
(ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter , indicating declining functional efficiency. The numerals will be written next to the code letter , except that where an officer is in Grade - l in all factors, his category may be denoted by writing SHAPE -I instead of writing SHAPE . General evaluation of these numerals is as under : -
1. Fitfor all duties anywhere .
2. Fitfor all duties but may have limitations as to type of duties and areas of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes.
3. Excepting " S " factor, fit for routine or sedentary duties but may have limitations of employability at high altitude ( above 2,700 meters ) extreme cold areas or hilly terrain and for long assignments .
4. Temporarily unfit for duties on account of hospitalization or sick leave.
5 Permanently unfit for duties.
7. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , for reasons , to be recorded in writing, relax any of the provisions of these rules in respect of any class or category of persons .
8. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes . Scheduled Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
9. Ineligibility of aliens . No person who is not a citizen of India shall , except with the prior permission of the Central Government in writing be appointed or employed under these rules: م
Provided that nothing contained in this rule bar the appointment or employment of a subject of Nepal or Bhutan in the Force.

( iii) Certificate of five years working experience on Topographical Maps to be issued by the concerned department ( not below than the rank of Inspector General ) .

No - 1: The departmental candidates in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation . Similarly , deputationists shall not be eligible for consideration for appointment by promotion .
Note- 2: The period of deputation including the period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other Organization or Department of the Central Government shall not ordinarily exceed three years .
Note-3 : The maximum age limit for appointment by deputation shall not be exceeding fifty - two years as on the closing date of receipt of applications .
Note-4 : For the purpose of appointment on deputation basis , the service rendered on a regular basis by an officer prior to the 1st January 2006 , the date from which the revised pay structure based on the sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre - revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the post (s) for which that grade pay or pay scale is the normal replacement grade without any up gradation .
Re- employment (for Ex - servicemen ) : The Armed Force personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite / equivalent qualification and experience of working on topographical maps either in Survey of India or Military Survey shall be considered. Such officers will be given deputation terms upto the date on which they are due for release from the Armed Forces and thereafter they may be continued on re - employment .
