का.आ. 360(अ).-भारत सरकार ने , पटसन पैकेजिंग सामग्री ( पैकिंग की वस्तुओं में अनिवार्य प्रयोग ) अधिनियम , 1987 की धारा 4 की उप- धारा ( 1 ) तथा पटसन पैकेजिंग सामग्री अधिनियम , 1987 के तहत सं. सा.का.नि. ( बी ) द्वारा जारी नियमों के नियम 3 ( क) के प्रदत्त शक्तियों का प्रयोग करते हुए , निम्नलिखितानुसार स्थाई सलाहकर समिति के गठन का निर्णय लिया है :-
-अध्यक्ष
(i) सचिव, वस्त्र मंत्रालय , भारत सरकार
-सदस्य
(ii) सचिव, खाद्य व सार्वजनिक वितरण विभाग , भारत सरकार अथवा उसके प्रतिनिधि जो संयुक्त सचिव स्तर से नीचे के न हों
-सदस्य
(iii) सचिव , उपभोक्ता मामलों का विभाग , भारत सरकार अथवा उसके प्रतिनिधि जो संयुक्त सचिव स्तर से नीचे के न हों
-सदस्य
(iv) सचिव , व्यय विभाग , भारत सरकार अथवा उसके प्रतिनिधि जो संयुक्त सचिव स्तर से नीचे के न हों
-सदस्य
(v) सचिव, रसायन व पेट्रो- रसायन विभाग , भारत सरकार अथवा उसके प्रतिनिधि जो संयुक्त सचिव स्तर से नीचे के न हों
-सदस्य
(vi ) सचिव , कृषि व सहकारिता विभाग , भारत सरकार अथवा उसके प्रतिनिधि जो संयुक्त सचिव स्तर से नीचे के न हों
-सदस्य
महानिदेशक , पूर्ति एवं निपटान महानिदेशालय, भारत सरकार

अपर सचिव एवं वित्त सलाहकार, वस्त्र मंत्रालय , भारत सरकार

2. यह स्थाई सलाहकार समिति पटसन पैकेजिंग सामग्री अधिनियम , 1987 के अनुसार पटसन सामग्री में पैकेजिंग के मानदंडों की सिफारिश करेगी ।
3. उपर्युक्त गठित स्थाई सलाहकार समिति की वैधता इस संकल्प के भारत के राजपत्र में प्रकाशन की तारीख से तीन वर्ष की अवधि के लिए होगी ।

New Delhi , the 29th January, 2013
S.O. 360 (E) . The Government of India, in exercise of the powers conferred under sub - section ( 1 ) of Section 4 of the Jute Packaging Material ( Compulsory Use in Packaging Commodities ) Act, 1987 ( JPM Act , 1987) and also under Rule 3(a) of the Rules issued vide No. G. S.R. ( B ) under the JPM Act , 1987 have decided to constitute the Standing Advisory Committee (SAC) as per the following composition:-

orhis Representative not below the rank of Joint Secretary ( ii) Secretary , Department of Food and Public Distribution , Government of India

( iii) Secretary, Department of Consumer Affairs , Government of India or his Representative not below the rank of Joint Secretary

( iv) Secretary, Department of Expenditure , Government of India or his Representative not below the rank of Joint Secretary

2. The SAC will recommend the norms of packaging in jute materials , as per the JPM Act , 1987 .
3. The validity of the aforesaid constituted SAC will be for a period of three years from the date of publication ofthis Resolution in the Gazette of India .
