सा.का.नि. 85(अ).- केन्द्रीय सरकार, केन्द्रीय औद्योगिक सुरक्षा बल अधिनियम. 1968 (1968 का 50) की धारा 22 की उपधारा (2) खंड (क) के साथ पठित धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए गृह मंत्रालय के केन्द्रीय औद्यौगिक सुरक्षा बल में कांस्टेबल (बैंडमेंन सह साधारण ड्यूटी) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं अर्थात्:-
1. संक्षिप्त नाम एवं प्रारंभ:- (1) इन नियमों का संक्षिप्त नाम, केन्द्रीय औद्योगिक सुरक्षा बल, कांस्टेबल (बैंडमैन सह साधारण ड्यूटी) भर्ती नियम, 2013 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद-संख्या, वर्गीकरण और वेतनमान बैंड तथा ग्रेड वेतन या वेतनमान: उक्त पद संख्या, उसका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि :उक्त पद पर भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5)से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता : वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिये अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. चिकित्सक दृष्ट्या योग्यता,
1) इन नियमों के अधीन नियुक्ति चाहने वाले को चिकित्सा प्रवर्ग शेप- । रखना होगा ।
(2) चिकित्सा प्रवर्ग शेप- । जो गृह मंत्रालय या संबंधित बलों के द्वारा समय-समय पर जारी कार्यपालक अनुदेशों द्वारा संचालित होगा, अर्थात्ः-
एस.- मनोवैज्ञानिक समस्या
एच - श्रवण शक्ति (कान का रोग)
ए - ऊपर या नीचे के अंगों अर्थात् हाथ और पैर के उपांग (अपैन्डेजेस)
पी- शारीरिक क्षमता, कारक जो अन्य रोगों जैसे रक्तचाप (उच्च रक्तचाप),हृदय रोग ( दिल का रोग) मधुमेह (उच्च शर्करा) , मोटापन (चर्बी-भारी शरीर), कैंसर से संबंधित हैं ।
ई- दृष्टि शक्ति या दृष्टि रोग
6. अन्यदेशीय अपाव्रताः कोई व्यक्ति जो भारत का नागरिक नहीं है, लिखित में केन्द्रीय सरकार की पूर्व अनुमति के सिवाय,इन नियमों के अधीन नियुक्त नहीं किया जाएगा । परंतु इन नियमों में अंतर्विष्ट कोई बात नैपाल या भूटान के नागरिकों की बल में नियुक्ति या नियोजन को वर्जित नहीं करेगी ।
7. अधिवर्षिताः(1) इन नियमों के अधीन नियुक्ति किया गया कोई भी व्यक्ति उस मास के, जिसमें वह साठ वर्ष की आयु वह प्राप्त करता है, अंतिम दिन के अपरान्ह में सेवा निवृत्त होगा ।
परंतु वह व्यक्ति जिसके जन्म की तारीख किसी मास की पहली तारीख होगी, साठ वर्ष की आयु प्राप्त करने के पूर्ववर्ती मास के अंतिम दिन के अपरान्ह में सेवा निवृत्त होगा ।
(2) अधिवर्षिता पर सेवानिवृति के आयु के पश्चात किसी भी व्यक्ति को सेवा में विस्तार प्रदान नहीं किया जाएगा ।
8. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है, उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।
9. व्यावृत्ति : इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिये उपबंध करना अपेक्षित है ।

शिथिलः.
गढवाली , कुमाऊंनी, गोरखा, डोगरा, मराठा की श्रेणी में आने वाले अभ्यर्थियों और सिक्किम, नागालैण्ड, अरूणाचल प्रदेश, मणिपुर, त्रिपुरा, मिजोरम, मेघालय, असम, हिमाचल प्रदेश और जम्मू-कश्मीर से सबंधित अभ्यर्थियों के लिये न्यूनतम ऊँचाई निम्न रूप में होगी।
ऊँचाई 165 से. मी.
छाती 78 से.मी. (फूलने पर न्यूनतम 5 से.मी का विस्तार)
ऊँचाई 162.5 सें.मी
अनुसूचित जन जातियों से संबंधित सभी अभ्यर्थियों के लिए न्यूनतम ऊँचाई निम्न रूप में होगी:- छाती 76 से.मी (फूलने पर न्यूनतम 5 सें.मी. का विस्तार )

टिप्पणीः- दाहिने हाथ वाले व्यक्ति के लिये दाहिनी आँख बेहतर ऑख है और बॉये हाथ वाले व्यक्ति के लिये बॉयी आँख बेहतर ऑख है । स्गष्ट दृष्टि अपेक्षित है ।
(ख) अभ्यर्थी को संहत जानु, चपटा पॉव, फूली हुई नसें या भेंगी (तिरछी) आँखों वाला नहीं होना चाहिए । उन्हें अच्छे मानसिक और शारीरिक स्वास्थ का और ऐसे शारीरिक दोष से मुक्त होना चाहिए जिससे उनके कर्तव्यों के दक्षतापूर्ण पालन में बाधा पडने की सम्भावना हो ।
IV) . व्यवसायिक परीक्षणः.-
अभ्यर्थियों को नीचे दिये गये परीक्षण को यथा रूप अर्हित करना
होगाः-
1. वाद्य उपकरणों के नाम
2. संगीत को पढने और बजाने का ज्ञान
3. 12 संगीत सारणी के मुख और अनुक्रम का ज्ञान
4. संगीत की स्वरलिपि का ज्ञान
5. संगीत को भारतीय/ पश्चिमी किसी में भी बजाना
6. संगीत की विषय वस्तु लिखना
7. बैंड के प्रयोग की जानी वालीक्लिपों का नाम ।
(V)ब्राास बैंड/पाइप बैंड उपकरणों के समूह में प्राविण्य हो ।
प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/आमेलन किया जायेगा ।
भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति| द्वारा या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता

टिप्पणः पदधारी के प्रतिनियुक्ति से उत्पन्न रिक्तियाँ भी सीधी भर्ती द्वारा भरी जाएंगी ।

NOTIFICATION
New Delhi , the 14th February, 2013
GS.R. 85(E) . In exercise of the powers conferred by section 5 read with clause ( a ) of sub- section ( 2 ) of section 22 of the Central Industrial Security Force Act , 1968 (50 of 1968 ) , the Central Government hereby makes the following rules regulating the method of recruitment to the post of Constable (Bandsman - cum -GD ) in the Central Industrial Security Force , in the Ministry of Home Affairs , namely: -
1. Short title and commencement . ( 1 ) These rules may be called the Central Industrial Security Force Constable (Bandsman- cum - GD ) Recruitment Rules , 2013.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts , classification and pay band and grade pay or pay scale . - The number of said post , its classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to (4 ) of the aforesaid Schedule .
3. Method of recruitment , age limit , qualification etc. The method of recruitment , age limit . qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 13 ) of the said Schedule.
4. Disqualification . - No person , -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who , having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .
5. Medical Standards . - ( 1 ) The person who seeks appointment under these rules shall fulfil the SHAPE - 1 medical standards .
(2) " SHAPE -- I " shall mean the medical category which shall be governed by the executive instructions issued from time to time by the Ministry of Home Affairs or Forces concerned, that is , S- Psychiatric problems , H - Hearing ( Ear diseases ) , A - Appendages pertains to the problems of upper or lower limbs , that is , arms and legs , P- Factor is related to other disease like Hypertension ( High Blood Pressure ), Cardiac disease (Heart Diseases ) , Diabetes (High Sugar ) , Obesity ( being Fat overweight) , Cancer, etc. and E - Eye sight or Eye diseases .
6. Ineligibility of aliens . No person who is not a citizen of India shall , except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall apply to the appointment or employment of a subject of Nepal or Bhutan in the Force .
7. Superannuation .- ( 1 ) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which such person attains the age of sixty years or such other age as may be specified by the Central Government from time to time:
Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.
(2) No person shall be granted extension in service beyond the specified age of retirement on superannuation .
8. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons tobe recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .
9. Saving . Nothing in this rule shall affect reservations , relaxation of age limit and other concession required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note: The crucial date for determination of the age limit in each case shall be the cut off date mentioned in the advertisement .

Chest 78 Cms . (minimum 5 Cms. expansion). The minimum height and chest for all candidates belonging to Scheduled Tribes will be as follows:-
