(iii) व.र)ठ सलाहकार/सलाहकार (आईईएस) —सद%य संयोजक क(cid:28)न)ठ (cid:31)शास(cid:28)नक Cेड(जेएजी)/नॉन फं Hशनल सेलेHशन Cेड (एनएफएसजी) तक के अ(cid:9)धका.रय/ के (cid:23)लए (cid:31)%ताव है 9क भारतीय आ(cid:9)थ(cid:11)क सेवा हेतु %थापन स(cid:23)म(cid:28)त (II) का (cid:28)नQनवत गठन 9कया जाए :

(i) सलाहकार (आईईएस) —अVय*

(ii) व.र)ठ (cid:31)शास(cid:28)नक Cेड (एसएजी) %तर के व.र)ठ अ(cid:9)धकार! —सद%य

(iii) (cid:28)नदेशक (आईईएस) —सद%य संयोजक 2.1 %थापन स(cid:23)म(cid:28)त (I) क8 (cid:23)सफा.रश' स*म (cid:31)ा(cid:9)धकार! के सम* अनुमोदन हेतु (cid:31)%तुत क8 जाएंगी।

%थापन स(cid:23)म(cid:28)त (I) क8 (cid:23)सफा.रश/ को अनुमो6दत करने के (cid:23)लए स(cid:9)चव/(cid:25)वKत मं(cid:30)ी स*म (cid:31)ा(cid:9)धकार! ह/गे ।

2.2 %थापन स(cid:23)म(cid:28)त (II) क8 (cid:23)सफा.रश' स*म (cid:31)ा(cid:9)धकार! के सम* अनुमोदन हेतु (cid:31)%तुत क8 जाएंगी।

%थापन स(cid:23)म(cid:28)त (II) क8 (cid:23)सफा.रश/ को अनुमो6दत करने के (cid:23)लए मुUय आ(cid:9)थ(cid:11)क सलाहकार स*म (cid:31)ा(cid:9)धकार!

ह/गे ।

3. भारतीय आ(cid:9)थ(cid:11)क सेवा(आईईएस) के (cid:23)लए %थापन स(cid:23)म(cid:28)त (I और II) के काय(cid:11)

3.1 स(cid:23)म(cid:28)त के (cid:28)नQन(cid:23)लTखत काय(cid:11) ह/गे :

(i) भारतीय आ(cid:9)थ(cid:11)क सेवा म' (cid:25)व(cid:23)भWन Cेड/ के पद/ पर अ(cid:9)धका.रय/ क8 पसंद के *े(cid:30) म' (cid:28)नयुिHत के (cid:23)लए अ(cid:9)धका.रय/ के नाम/ पर (cid:25)वचार करने और उनक8 उपलXधता के (cid:23)लए उनक8 (cid:31)(cid:28)तभा तथा पा(cid:30)ता को Vयान म' रखते हुए (cid:23)सफा.रश' करना ।

(ii) भारतीय आ(cid:9)थ(cid:11)क सेवा (आईईएस) के अ(cid:9)धका.रय/ क8 (cid:28)नधा(cid:11).रत Wयूनतम तैनाती अव(cid:9)ध पूण(cid:11) होने से पहले ह! (cid:25)वभाग/मं(cid:30)ालय के Yवारा 9कए गए %थानांतरण अनुरोध पर (cid:25)वचार करना तथा (cid:23)सफा.रश करना ।

(iii) भारतीय आ(cid:9)थ(cid:11)क सेवा (आईईएस) के अ(cid:9)धका.रय/ क8 (cid:28)नधा(cid:11).रत Wयूनतम तैनाती अव(cid:9)ध पूण(cid:11) होने से पहले ह! उनके Yवारा %थानांतरण हेतु अनुरोध करते हुए 6दए गए अZयावेदन पर (cid:25)वचार करना तथा (cid:23)सफा.रश करना ।

4. आईईएस अ(cid:9)धका.रय/ का काय(cid:11)काल (cid:28)नधा(cid:11).रत करना

4.1 भारतीय आ(cid:9)थ(cid:11)क सेवा (आईईएस) के (cid:25)व(cid:23)भWन पद/ से संबं(cid:9)धत (cid:25)व(cid:23)भWन Cेड/ के अ(cid:9)धका.रय/ का Wयूनतम काय(cid:11)काल (cid:28)नQनवत होगा :

क(cid:28)न)ठ समयमान दो वष(cid:11) व.र)ठ समयमान तीन वष(cid:11) संयुHत क(cid:28)न)ठ समयमान और व.र)ठ समयमान तीन वष(cid:11)

4.2 एसएजी Cेड से व.र)ठ अ(cid:9)धका.रय/ के (cid:23)लए अथा(cid:11)त ् उ]चतर (cid:31)शास(cid:28)नक Cेड और उ]च (cid:31)शास(cid:28)नक Cेड +(अथा(cid:11)त ् शीष(cid:11)%थ %के ल) के (cid:23)लए Wयूनतम सेवा अव(cid:9)ध दो वष(cid:11) होगी।

4.3 तथा(cid:25)प, उपयु (cid:11)Hत पैरा 4.1 और 4.2 म' उिMलTखत Wयूनतम काय(cid:11)काल अ(cid:9)धकार! Yवारा काय(cid:11)काल को पूरा करने से पहले अ(cid:9)धव(cid:25)ष(cid:11)ता क8 आयु (cid:31)ा_त कर लेने क8 ि%थ(cid:28)त म' लागू नह!ं होगा ।

4.4 9कसी भी अ(cid:9)धकार! को पदोWन(cid:28)त, (cid:31)शास(cid:28)नक औ(cid:9)चKय, काय(cid:11) क8 अKयाव`यकता के आधार पर काय(cid:11)काल पूरा होने से पहले %थानांत.रत 9कया जा सकता है। ऐसे सभी मामल/, िजनम' समय पूव(cid:11) %थानांतरण अथा(cid:11)त ् तैनाती क8 अव(cid:9)ध के पूण(cid:11) होने से पहले %थानांतरण शा(cid:23)मल है, को संबं(cid:9)धत %थापन स(cid:23)म(cid:28)त के सम* (cid:25)वचाराथ(cid:11) (cid:31)%तुत 9कया जाएगा।

4.5 भारतीय आ(cid:9)थ(cid:11)क सेवा के अ(cid:9)धकार! का 9कसी एक पद पर अ(cid:9)धकतम काय(cid:11)काल 5 वष(cid:11) होगा ।

इसे स*म (cid:31)ा(cid:9)धकार! के अनुमोदन से जार! 9कया जाता है ।

Transfer policy for officers of the Indian Economic Service (IES)

No. 11011/3/2013-IES.—1. Introduction

1.1 Department of Economic Affairs, Ministry of Finance is the Cadre Controlling Authority for the Indian Economic Service (IES) officers. In order to bring greater objectivity and transparency `in the transfer and placement of officers of Indian Economic Service (IES) and also to provide better opportunities to officers to excel in the service, appropriate transfer/placement policy is of immense importance.

1.2 Henceforth, all transfers and postings of Indian Economic Service officers shall be effected on the recommendation of the Placement Committees constituted for Indian Economic Service (IES) in accordance with following Guidelines:—

1.3 These Guidelines shall come into effect from the date of its publication in the Official Gazette.

2. The Constitution of Placement Committees (PC) for transfer and placement of IES officers

There shall be two Placement Committees—one for officers up to Junior Administrative Grade (JAG)/Non Functional Selection Grade (NFSG) and the other for officers at Senior Administrative Grade (SAG) and above.

For officers at Senior Administrative Grade (SAG) and above, it is proposed that Placement Committee (I) for Indian Economic Service may be constituted as under:

(i) Chief Economic Advisor (CEA) —Chairperson (ii) Senior most IES Officer —Member (iii) Senior Advisor/Advisor (IES) —Member Convenor 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1]

For officers up to Junior Administrative Grade (JAG)/Non Functional Selection Grade (NFSG), the constitution of the Placement Committee (II) is proposed as under :

(i) Advisor (IES) —Chairperson (ii) Senior officer at SAG level —Member (iii) Director (IES) —Member Convenor 2.1 The recommendations of Placement Committee (I) would be placed before the Competent Authority for approval. The Competent Authority to approve recommendations of Placement Committee (I) shall be Secretary/ Finance Minister.

2.2 The recommendations of Placement Committee (II) would be placed before the Competent Authority for approval. The Competent Authority to approve recommendations of Placement Committee (II) shall be Chief Economic Advisor.

3. Functions of Placement Committee (PC I and II) for Indian Economic Service (IES):

3.1 It shall be the duty of the Committee :—

(i) to make recommendations, having regard to the merits and eligibility for consideration and availability of officers in the field of choice for appointments to posts of various grades in the Indian Economic Service.

(ii) to consider and make recommendation on the transfer request of the Department/Ministries in respect of an officer of the Indian Economic Service (IES) which is premature i.e. before completion of his/her stipulated minimum tenure of posting.

(iii) to consider and make recommendation on the representation of an officer of Indian Economic Service (IES) requesting for premature transfer i.e before completion of his/her stipulated minimum tenure of posting.

4. Fixation of Tenure of IES Officers

4.1 The minimum tenure of service for officers of various grades to different posts in the Indian Economic Service shall be as under:

Junior Time Scale Two Years

Senior Time Scale Three Years

Junior Time Scale and Senior Time Scale combined Three Years

Junior Administrative Grade Three Years

Junior Administrative Grade /Non Functional Selection Grade Three Years Senior Administrative Grade (SAG) Three Years

4.2 For officers senior to SAG grade i.e Higher Administrative Grade and Higher Administrative Grade + (i.e Apex Scale), the minimum service tenure shall be two years.

4.3 However, the minimum tenures mentioned in the paragraphs 4.1 and 4.2 above would not apply if the officer attains the age of superannuation before completion of the tenure.

4.4 An officer is liable to be transferred prior to completion of tenure, which may be due to reasons of promotion, administrative expediency and exigency of work. All such cases which involve premature transfer i.e before completion of stipulated minimum tenure of posting would be placed before the relevant Placement Committee for its consideration.

4.5 The maximum tenure of an officer of the Indian Economic Service shall be five years for a post.

This issues with the approval of Competent Authority.
