सा.का.नि.869(अ).-राश्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत शक्तियों का प्रयोग एवं निम्नलिखित का अधिक्रमण करते हुए और निम्न नियम को -
(i) दक्षिणी क्षेत्र फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान, अनंतपुर, समूह 'ग' तथा समूह 'घ' पद भर्ती नियम, 1985, जहां तक उनका संबंध निम्न श्रेणी लिपिक, उच्च श्रेणी लिपिक, आषुलिपिक श्रेणी-3, कम्पाउंडर, माली, वाटरमैन, चपरासी, सफ़ाईवाला, चौकीदार-सह-फार्म मेट, दफ्तरी, रसोइया, फील्डमैन और मेट-I पदों से है;
(ii) उत्तरी क्षेत्र फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान, हिसार (कृषि एवं सहकारिता विभाग) समूह 'ग' तथा समूह 'घ' भर्ती नियम, 1989, जहां तक उनका संबंध निम्न श्रेणी लिपिक, उच्च श्रेणी लिपिक, आषुलिपिक श्रेणी-3, कम्पाउंडर, चौधरी, फील्डमैन, रसोइया, चपरासी या संदेषवाहक, सफ़ाईवाला, वाटरमैन, चौकीदार-सह-फार्म मेट और माली पदों से है;
(iii) दक्षिणी क्षेत्र फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान, गार्लेदिन्ने, अनंतपुर (आंध्र प्रदेष) समूह 'ग' तथा समूह 'घ' भर्ती नियम, 1995, जहां तक उनका संबंध मुख्य-माली पद से है;
(iv) केन्द्रीय फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान, बुदनी (कृषि एवं सहकारिता विभाग) समूह 'ग' तथा समूह 'घ' पद भर्ती नियम, 2000, जहां तक उनका संबंध निम्न श्रेणी लिपिक, उच्च श्रेणी लिपिक, आषुलिपिक श्रेणी-3, कम्पाउंडर, मुख्य माली, दफ्त्री, रसोइया, चपरासी, वाटरमैन, चौकीदार-सह-फार्म मेट, माली और सफ़ाईवाला पदों से है;
(v) उत्तर-पूर्वी क्षेत्र फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान, बिस्वानाथ चारियाली समूह 'ग' तथा समूह 'घ' पदों हेतु भर्ती नियम, 2005, जहां तक उनका संबंध निम्न श्रेणी लिपिक, उच्च श्रेणी लिपिक, चपरासी, संदेषवाहक, सफ़ाईवाला और चौकीदार-सह-फार्म मेट एवं माली पदों से है;
को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, कृशि मंत्रालय में कृषि एवं सहकारिता विभाग के फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थानों में, निम्नलिखित समूह 'ग', गैर-तकनीकी पदों की भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् -
4774 GI/2014 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय, कृषि एवं सहकारिता विभाग, फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान, गैर-तकनीकी समूह 'ग' पद भर्ती नियम, 2014 है।
(2) राजपत्र में उनके प्रकाषन की तारीख को प्रवृत्त होंगे।
2. लागू होना.- ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विनिर्दिष्ट पदों पर लागू होंगे। 3. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.- उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
4. भर्ती की पद्धति, आयु सीमा, अन्य अर्हताएं.- उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वह होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।
5. प्रारंभिक गठन.- लेखाकार, आषुलिपिक श्रेणी-II, वरिष्ठ हिंदी टंकक एवं हिन्दी टंकक पदों पर नियमित आधार पर पद धारण किए हुए पदधारी उत्तर-पूर्वी क्षेत्र फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान के ज्ञापन सं. 3-1/2003-स्था., तारीख 24 जुलाई, 2003 और 1-6/92-स्था-412, तारीख 31 जुलाई, 2008, उत्तर-पूर्वी क्षेत्र फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान के ज्ञापन सं. 1-9/2009-स्था., तारीख 26 फरवरी, 2013, उत्तर-पूर्वी क्षेत्र फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान के ज्ञापन सं. 3-9/2009-पी. एफ/824, तारीख 24 अगस्त, 2010 एवं दक्षिणी क्षेत्र फार्म मषीनरी प्रषिक्षण एवं परीक्षण संस्थान के आदेष संख्या 2-1/2000-पी.एफ., तारीख 7 मार्च, 2000 क्रमषः जो व्यक्ति इन पदों पर स्थापित होगा वो इन नियमों के अनुसार नियुक्त माना जायेगा और उनकी इन नियमों के लागू होने से पहले की गई निरंतर सेवा को प्रोन्नति और परिवीक्षा की अर्हक सेवा के प्रयोजन के लिए हिसाब में ली जाएगी।
6. निरर्हता - वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
7. षिथिल करने की शक्ति.- जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवष्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेष द्वारा षिथिल कर सकेगी।
8. व्यावृत्ति.- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेषों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विषेष वर्ग के व्यक्तियों के लिए उपबंध अपेक्षित है।

(i) Southern Region, Farm Machinery Training and Testing Institute Anantpur, Group 'C' and Group 'D' Recruitment Rules, 1985, in so far as they relate to the posts of Lower Division Clerk, Upper Division Clerk, Stenographer Grade III, Compounder, Mali, Waterman, Peon, Safaiwala, Chowkidar-cum-Farm Mate, Daftry, Cook, Fieldman and Mate I;
(ii) Northern Region Farm Machinery Training and Testing Institute, Hissar (Department of Agriculture and Cooperation) (Group 'C' and Group 'D' posts) Recruitment Rules, 1989, in so far as they relate to the posts of Lower Division Clerk, Upper Division Clerk, Stenographer Grade III, Compounder, Choudhary, Fieldman, Cook, Peon/Messenger, Safaiwala, Waterman, Chowkidar-cum-Farm Mate and Mali ;

(v) North-Eastern Region Farm Machinery Training and Testing Institute, Biswanath Chariali, Group 'C' and Group 'D' posts Recruitment Rules, 2005, in so far as they relate to the posts of Lower Division Clerk , Upper Division Clerk, Peon Messenger, Safaiwala and Chowkidar-cum-Farm Mate,
except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group 'C' non-technical posts in the Ministry of Agriculture, Department of Agriculture and Cooperation, in the Farm Machinery Training and Testing Institutes, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Farm Machinery Training and Testing Institute, Non-Technical, Group 'C' Posts Recruitment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. – These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
भारत का राजपत्रा : असाधरण [भाग II—खण्ड 3;iद्ध] 153. Number of posts, classification, pay band and grade pay or pay scale.– The number of said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Initial Constitution.– The incumbents holding the posts of Accountant, Stenographer Grade-II, Senior Hindi Typist and Hindi Typist on regular basis in pursuance of North-Eastern Region Farm Machinery Training and Testing Institute, Memoranda numbers 3-1/2003-Estt.,dated the 24th July, 2003 and 1-6/92-Estt.-412, dated the 31st July, 2008, North-Eastern Region Farm Machinery Training and Testing Institute, Memorandum number 1-9/2009-Estt., dated the 26th February, 2013, North-Eastern Region Farm Machinery Training and Testing Institute, Memorandum number 3- 9/2009-PF/824, dated the 24th August, 2010 and Southern Region Farm Machinery Training and Testing Institute, Order number 2-1/2000-PF, dated the 7th March, 2000, respectively, shall be deemed to have been appointed in accordance with the provisions of these rules and their continuous service in the post immediately before the commencement of these rules shall be taken into account for the purpose of qualifying service for probation and promotion.
6. Disqualification.– No person.-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
7. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
8. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
