सासासासा....काकाकाका....िनिनिनिन.... 909909909909((((अअअअ)))).—संविधान के अनु(cid:21)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते $ए और िनदेशक तथा उपिनदेशक, होम्योपैथी भेषजसंहिता प्रयोगशाला, गािजयाबाद (समूह 'क' तकनीकी पदों) भर्ती िनयमावली, 2003 का अति+मण करते $ए, ऐसे अति+मण से पूर्व की गई अथवा किए जाने के लिए लोप की गई बातों को छोड़कर, राष्ट्रपित एतदद्वारा निदेशक और उप िनदेशक, होम्योपैथी भेषज संहिता प्रयोगशाला, गािजयाबाद आयुव7द, योग व प्राकृ तिक चिकित्सा, यूनानी, सि: एवं होम्योपैथी मंत्रालय के पद की भर्ती की प:ति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—
1111.... संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त शीर्षक और प्रारम्भ शीर्षक और प्रारम्भ शीर्षक और प्रारम्भ शीर्षक और प्रारम्भ....————(1) ये नियम आयुव7द, योग और प्राकृ तिक चिकित्सा, यूनानी, सि: एवं होम्योपैथी मंत्रालय, होम्योपैथी भेषज संहिता प्रयोगशाला, गािजयाबाद (िनदेशक और उप िनदेशक पद) भर्ती नियमावली, 2014 कहे जा सकते हैं।
(2) वे नियम सरकारी राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

3333.... भर्ती की प(cid:22)तिभर्ती की प(cid:22)तिभर्ती की प(cid:22)तिभर्ती की प(cid:22)ति,,,, आयुआयुआयुआयु----सीमासीमासीमासीमा,,,, योग्ययोग्ययोग्ययोग्यताएं आदिताएं आदिताएं आदिताएं आदि....————उक्त पदों पर भर्ती की प:ित, आयु-सीमा, योग्यताएं और उससे जुड़े अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में दिए अनुसार विनिHदष्ट होंगे।

(क) िजसने किसी Lयक्ति के साथ जिसका जीवनसाथी जीवित है, विवाह किया है अथवा िववाह को अनुबंिधत किया है, या
(ख) िजसने अपने जीवनसाथी के जीवित रहने पर किसी अन्य Lयक्ति के साथ विवाह किया है अथवा िववाह का अनुबंध किया है,
उक्त पदों पर नियुक्ति के लिए पात्र नहM होगा:
बशत7 के न्Nीय सरकार यदि संतुष्ट होती है कि यह विवाह ऐसे Lयक्ति और विवाह में दूसरे पक्ष पर लागू पर्सनल लॉ के तहत अनुमत्य है और ऐसा करने के लिए वहां पर अन्य आधार मौजूद हैं, किसी Lयक्ति को इस नियम के प्रवर्तन से छू ट दे सकती है।
5555.... छू ट का अिधकारछू ट का अिधकारछू ट का अिधकारछू ट का अिधकार....————जहां पर के न्Nीय सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है, आदेश द्वारा और लिखित में दर्ज किए जाने वाले कारणों का उल्लेख करके तथा संघ लोक सेवा आयोग के साथ परामर्श करके किसी वर्ग या Sेणी के Lयक्तियों के संबंध में इन नियमों के किसी भी प्रावधान को छू ट दे सकती है।
6666.... बचतबचतबचतबचत....————के न्Nीय सरकार द्वारा समय-समय पर इस संबंध में जारी आदेशों के अनुसार अनुसूिचत जाित, अनुसूिचत जनजाित, भूतपूर्व सैनिक और अन्य विशेष Sेणियों के उम्मीदवारों के लिए आरक्षण, आयु-सीमा में छू ट और प्रदान की जाने वाली अपेक्षित अन्य रियायतों पर ये नियम किसी भी रूप में प्रभावी नहM होंगे।

| सार्वजनिक क्षेत्र के उप+मों अथवा अर्ध-सरकारी या स् वायत् त निकायों अथवा सांविधिक संगठनों के अिधकारी:— (क) (i) मूल कै डर अथवा विभाग में नियमित आधार पर सदृश पद धारिता; अथवा (ii) मूल कै डर अथवा विभाग में 6600 Xपये अथवा समतुल् य Fेड वेतन सहित वेतन ब ैंड-3, 15600-39100 Xपये में नियमित आधार पर वहां पर नियुक्ति के बाद Fेड में पांच वष[ की सेवा प्रदान की हो; और (ख) निम् निलिखत श ैक्षणिक योग् यताएं और अनुभव रखते हों: अनिवार्य (i) मान् यताप्राप् त विश् वविद्यालय अथवा संस् थान स े भेषजी रसायन वि^ान अथवा रसायन वि^ान अथवा फाम7सी अथवा औषध निर्माण वि^ान अथवा वनस् पित वि^ान अथवा सू_ म जीवाणु वि^ान अथवा भेषज अभि^ान अथवा भेषजगुण वि^ान अथवा जीवाणु वि^ान अथवा जैव- रसायन वि^ान में स् नातकोत् तर उपािध अथवा औषध परीक्षण में वि^ान स् नातकोत् तर उपािध। (ii) किसी भेषज संिहता प्रयोगशाला अथवा क चे औषधों पर अनुसंधान में शामिल कोई अन् य मान् यताप्राप् त शैक्षणिक संस् थान में 10 वष[ का अनुभव अथवा होम् योपैथी औषधों के परीक्षण और मानकीकरण में (प्रयोगशाला की स् थापना और स ंचालन म अनुभव सहित) होम् योपैथी म अनुसंधान के लिए मार्गदर्शन अथवा निद7शन में पांच वष[ का अनुभव। वांछनीय (i) उपरोक् त बिदु (i) में अनिवार्य शैक्षणिक योग् यता के रूप में उल्लिखित संब: विषय में डॉक् टरेट की उपाधि। (ii) अनुसंधान अथवा विश् लेषणात् मक प्रयोगशाला और प्रयोगशाला के विभिन् न संकायों क े कार्यकलापों के समन् वय में दो वष[ का प्रशासनिक अनुभव। (iii) होम् योपैथी म ें प्रयुक् त औषधों क े विनिर्माण का दो वष[ का अनुभव। टिप् प टिप् पणणणण 1:1:1:1: फीडर Sेणी के विभागीय अधिकारी जो टिप् प टिप् प पदोन् नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहM ोंगे। इसी प्रकार प्रतिनियुक् त L यक्ति पदोन् नित द्वारा नियुक्ति के लिए विचार के पात्र नहM होंगे। टिप् प टिप् पणणणण 2222:::: कें N सरकार के उसी अथवा किसी अन् य टिप् प टिप् प स ंगठन अथवा विभाग में इस नियुक्ति के तुरंत पहले धारित किसी अन् य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि (अल् प संिवदा सिहत) सामान् यत: चार वर्ष से अधिक नहM होगी। टिप् पण ण ण ण 3333:::: आवेदनों को प्राप् त करने की अंतिम टिप् प तारीख को प्रतिनियुक्ति द्वारा नियुक्ति के लिए अिधकतम आयु-सीमा (अल् पाविध संिवदा सिहत) छप् पन वर्ष से अधिक नहM होगी टिप् प टिप् पणणणण 4444:::: प्रतिनियुक्ति आधार पर नियुक्ति के टिप् प टिप् प प्रयोजनों के लिए छठे के न् Nीय वेतन आयोग की सिफारिशों के आधार पर संशोधित वेतन ढांचे को विस् तारित किए जाने की तारीख 01 जनवरी, 2006 से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई सेवा को वेतन आयोग की सिफारिशों के आधार पर विस् तारित तत् समान Fेड व ेतन अथवा वेतनमान में की गई सेवा माना जाएगा, सिवाय उन मामलों के जहां पर वेतन के प ूर्व संशोधित एक से अधिक वेतनमानों को एक सामान् य Fेड वेतन अथवा वेतमान के साथ एक Fेड में मिला दिया गया है और वहां पर यह लाभ क े वल उन् हM पद(ओं) तक विस् तारित होगा जहां पर वह Fेड वेतन अथवा वेतनमान बिना किसी उन् नयन के सामान् य प्रतिस् थापन Fेड है । |

G.S.R. 909(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Director and Deputy Directors, Homoeopathic Pharmacopoeia Laboratory, Ghaziabad (Group 'A', Technical Posts) Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Director and Deputy Director, Homoeopathic Pharmacopoeia Laboratory, Ghaziabad, Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy namely:—
1. Short title and commencement.—(1)These rules may be called the Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy, Homoeopathy Pharmacopoeia Laboratory, Ghaziabad (Director and Deputy Director Posts) Recruitment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay or pay scale .—The number of posts, their classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc. .—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.— No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Deputation (including short term contract): Officers under the Central Government or State Governments or Union Territories or Universities or recognised research institutions or public sector undertakings or semi- Government or autonomous bodies or statutory organisations:— (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five year's service in the grade rendered after appointment thereto on a regular basis in the pay band-3, Rs. 15600-39100 with grade pay of Rs. 6600 or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience : Essential: (i) Master's degree in Pharmaceutical Chemistry or Chemistry or Pharmacy or Pharmaceutics or Botany or Microbiology or Pharmacognosy or Pharmacology or Bacteriology or Biochemistry or M.Sc. in Drug Assay from a recognised University or institute; (ii) ten year's experience in a pharmacopoeial laboratory or in any other recognised research institution engaged in research on crude drugs or testing and standardisation of Homoeopathy drugs (including experience in setting up and running a laboratory) including fiveyears' experience of guiding or directing research in Homoeopathy. Desirable: (i) doctorate degree in relevant subject mentioned as essential educational qualification at (i) above. (ii) two years administrative experience in a research or analytical laboratory and coordinating the activities of different branches of the laboratory. (iii) two year's experience of manufacturing of drugs used in Homoeopathy. Note 1 : The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short contract) including period of deputation (including short contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed four years. Note 3: The maximum age-limit for appointment by deputation (including short term contract) shall not exceed fifty-six years as on the closing date of the receipt of applications.
