1. संन(cid:6979)(cid:7385) नाम और (cid:7079)ारंभ :
(i) इन ननयम(cid:7298) का संन(cid:6979)(cid:7385) नाम रा(िcid:7021र्) र्नभाग, के (cid:7008)(cid:7076)ीय उ(cid:7004)पाद-ु(cid:7016)क और सीमा-ु(cid:7016)क बोड(cid:6981), (cid:6996)ये(cid:7399) अर्नुादक और कनन(cid:7399) अर्नुादक ((cid:7088)ेणी 'ख' अरापिन(cid:7074)त, अननुसनर्चीय पद) भत(cid:7278) ननयम, 2015 है ।
(ii) ये रापि(cid:7074) म(cid:7286) (cid:7079)कान क(cid:7409) तारीख को लागू ह(cid:7298)गे ।
2. र्न(cid:7378)मान भत(cid:7278) ननयम(cid:7298) म(cid:7286) र्ननन(cid:7416)द(cid:7397) (cid:6996)ये(cid:7399) नह(cid:7008)दी अर्नुादक और कनन(cid:7399) नह(cid:7008)दी अर्नुादक के सभी पद(cid:7298) को इन ननयम(cid:7298) के अधीन (cid:6996)ये(cid:7399) अर्नुादक और कनन(cid:7399) अर्नुादक के (cid:7272)प म(cid:7286) पुन: पदानभनहत (cid:7408)कए गए ह(cid:7289) और इन ननयम(cid:7298) के (cid:7079)ारंभ से र्पू(cid:6981) संबं(cid:7373) पद(cid:7298) म(cid:7286) ऐसे (cid:7390)न(cid:7334)य(cid:7298) (cid:7367)ारा क(cid:7409) गई र्सेा(cid:7312) को (cid:6996)ये(cid:7399)ता और (cid:7079)ो(cid:7382)नत, आ(cid:7408)द के (cid:7079)योनि के नलए ननयनमत र्सेा के (cid:7272)प म(cid:7286) गणना म(cid:7286) नलया ािएगा। ऐसे अनधका(cid:7407)रय(cid:7298) क(cid:7409) (cid:6996)ये(cid:7399)ता को अनखल भारतीय आधार पर बनाए रखा ािएगा और क(cid:7286) (cid:7076)ीय सरकार (cid:7367)ारा समय-समय पर ािरी आदे(cid:7298) या अनुदे(cid:7298) के अनुसार ननयत (cid:7408)कया ािएगा;

5. ननरह(cid:6981)ता :र् ह (cid:7390)न(cid:7334) :-
(क) नसिने ऐसे (cid:7390)न(cid:7334) से नसिका पनत या नसिक(cid:7409) प(cid:7360)ी ीिर्नत है, र्र्नाह (cid:7408)कया है, या र्र्नाह क(cid:7409) संर्नदा क(cid:7409) है; या
(ख) नसिने अपने पनत या अपनी प(cid:7360)ी के ीिर्नत रहते (cid:7263)ए (cid:7408)कसी (cid:7390)न(cid:7334) से र्र्नाह (cid:7408)कया है, या र्र्नाह क(cid:7409) संर्नदा क(cid:7409) है ।
उ(cid:7334) पद पर ननयुन(cid:7334) का पा(cid:7074) नह(cid:7277) होगा :
पर(cid:7008)तु य(cid:7408)द के (cid:7008)(cid:7076)ीय सरकार का यह समाधान हो ािता है (cid:7408)क ऐसा र्र्नाह ऐसे (cid:7390)न(cid:7334) और र्र्नाह के अ(cid:7008)य प(cid:6979)कार को लागू (cid:7021र्)ीय र्ननध के अधीन अनु(cid:6980)ेय है और ऐसा करने के नलए अ(cid:7008)य आधार ह(cid:7289) तोर् ह (cid:7408)कसी (cid:7390)न(cid:7334) को इस ननयम के (cid:7079र्)त(cid:6981)न से छू ट दे सके गी ।
6. ननल करने (cid:7408)क न(cid:7334) : हिां के (cid:7008)(cid:7076)ीय सरकार क(cid:7409) यह राय है (cid:7408)क ऐसा करना र्आ(cid:7019)यक या समीचीन है,र् हँर् ह उसके नलए ोि कारण ह(cid:7289), उ(cid:7008)ह(cid:7286) लेखब(cid:7373) करके संघ लोक र्सेा आयोग से पराम(cid:6981) करके इन ननयम(cid:7298) के (cid:7408)कसी उपबंध को (cid:7408)कसीर् ग(cid:6981) या (cid:7079र्)ग(cid:6981) के (cid:7390)न(cid:7334)य(cid:7298) क(cid:7409) बाबत, आदे (cid:7367)ारा ननल कर सके गी।
7. (cid:7390र्)ाृनत.—इन ननयम(cid:7298) क(cid:7409) कोई बात, ऐसे आर(cid:6979)ण, आयु-सीमा म(cid:7286) छू ट और अ(cid:7008)य (cid:7407)रयायत(cid:7298) पर (cid:7079)र्भा नह(cid:7277) डालेगी, ननिका के (cid:7008)(cid:7076)ीय सरकार (cid:7367)ारा इस संबंध म(cid:7286) समय-समय पर ािरी (cid:7408)कए गए आदे(cid:7298) के अनुसार अनुसूनचत ािनतय(cid:7298), अनुसूनचत निािनतय(cid:7298), अ(cid:7008)य नपछे र्ग(cid:7300), भूतर्पू(cid:6981) सैननक(cid:7298) और अ(cid:7008)य र्नेष (cid:7079र्)ग(cid:6981) के (cid:7390)न(cid:7334)य(cid:7298) के नलए उपबंध करना अपेन(cid:6979)त है ।

MINISTRY OF FINANCE (Department of Revenue) NOTIFICATION (Central Board of Excise and Customs) New Delhi, the 16th December, 2015
G.S.R.975 (E).—In the exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Senior Hindi Translator Recruitment Rules,2008 and Junior Hindi Translators Recruitment Rules, 2004 except as respects things done or omitted to be done before the supersession, the President hereby makes the following rules for regulating the method of recruitment to the posts of Senior Translator and Junior Translator (Group 'B' Non-Gazetted) in the Ministry of Finance, Department of Revenue, Central Board of Excise and Customs, namely:- 1. Short title and commencement.- (1) These rules may be called the Department of Revenue, Central Board of Excise and Customs, Senior Translator and Junior Translator (Group 'B', Non–Gazetted, Non Ministerial Posts ) Recruitment Rules, 2015 . (2) They shall come into force on the date of their publication in the Official Gazette. 2. Initial Constitution. – All the posts of Senior Hindi Translator and Junior Hindi Translator mentioned in the existing recruitment rules are hereby re-designated as Senior Translator and Junior Translator under these rules and the services rendered by such persons in the respective posts before commencement of these rules shall be taken into account asभारत का राजपत्रा : असाधरण [भाग II—खण्ड 3(i)] 7 regular service for the purpose of seniority and promotion etc. The seniority of such officers shall be maintained on all India basis and will be fixed as per orders or instructions on seniority issued by the Central Government from time to time.
3. Number of Posts, Classification, pay band and grade pay or scale of pay.- The number of the said posts, their classification, pay band and grade pay or the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of Recruitment, age limit, other qualifications, etc. - The method of recruitment, age limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if it is satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of persons.
7. Saving.- Nothing in these rules shall affect reservation, relaxations of age limits and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
