सासासासा....काकाकाका....नि नि नि नि 1226122612261226(अ)(अ)(अ)(अ).—केन्द्रीय सरकार, केन्द्रीय औद्योगिक सुरक्षा बल अधिनियम,1968 (1968 का 50) की धारा 22 की उपधारा (2) के खण्ड (क) के साथ पठित धारा - 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय औद्यौगिक सुरक्षा बल, सुरक्षा स्कंध सहायक उप निरीक्षक (कार्यपालक) भर्ती नियम, 2013 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मत्रांलय के केन्द्रीय औद्यौगिक सुरक्षा बल में सहायक उप-निरीक्षक (कार्यपालक) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है अर्थात् :- 1111.... संक्षिप्त नाम संक्षिप्त नाम संक्षिप्त नाम संक्षिप्त नाम औरऔरऔरऔर प्रारप्रारप्रारप्रारंभ.-(1) इन नियमों का संक्षिप्त नाम केन्द्रीय औद्योगिक सुरक्षा बल, सुरक्षा स्कंध, सहायक उप-निरीक्षक (कार्यपालक) भर्ती नियम, 2018 है।
(2) ये राजपत्र मेंं उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2222.... पद-संख्या, वर्गीकरण और वेतन मेैट्रिक्स में स्तर पद-संख्या, वर्गीकरण और वेतन मेैट्रिक्स में स्तर ....---- उक्त पदों की संख्या, उनका वर्गीकरण, और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों पद-संख्या, वर्गीकरण और वेतन मेैट्रिक्स में स्तर पद-संख्या, वर्गीकरण और वेतन मेैट्रिक्स में स्तर से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3333.... भर्ती की पद्धति, आयुभर्ती की पद्धति, आयुभर्ती की पद्धति, आयुभर्ती की पद्धति, आयु----सीमा, अर्हताएं, आदि सीमा, अर्हताएं, आदि सीमा, अर्हताएं, आदि सीमा, अर्हताएं, आदि .- - - - उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातेंं वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4444.... निरर्हता निरर्हता निरर्हता निरर्हता ....- - - - वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है, या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिये अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. चिकित्सा मानकः- (1) वह व्यक्ति जो इन नियमों के अधीन नियुक्ति चाहता है तो चिकित्सा मानक पूरा करेगा ।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (2) ) भर्ती के दौरान विस्तृत चिकित्सा परीक्षण गृह मंत्रालय के पत्र यूओ संख्या ए-VI-1/2014/HkrhZ ¼,l,lch½ rkjh[k 20-05-2015 }ारा जारी संशोधित दिशानिर्देश और अन्य संबंधित निर्देशों जो उच्च विरचन द्वारा समय- समय जारी किये गये हैं, के अनुसार किया जाएगा।
6666.... अन्यदेशीय अपात्रता अन्यदेशीय अपात्रता अन्यदेशीय अपात्रता अन्यदेशीय अपात्रता ....- - - - कोई व्यक्ति, जो भारत का नागरिक नहीं है, लिखित में केन्द्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगाः
परंतु इस नियम में अंतर्विष्ट कोई बात, बल में नेपाल या भूटान की प्रजा की नियुक्ति या नियोजन को लागू नहीं होगी ।
7777.... अधिवर्षिताअधिवर्षिताअधिवर्षिताअधिवर्षिता .-(1) इन नियमों के अधीन नियुक्त किया गया प्रत्येक व्यक्ति उस मास के जिसमें वह साठ वर्ष की आयु प्राप्त करता है, या ऐसी अन्य आयु जो केद्रीय सरकार द्वारा समय-समय पर विर्निदिष्ट की जा सके, अंतिम दिन के अपरान्ह को सेवानिवृत्त होगा :
परंंतु वह व्यक्ति जिसके जन्म की तारीख किसी मास का प्रथम दिन है, अधिवर्षिता की आयु प्राप्त होने पर पूर्व मास के अंतिम दिन के अपरान्ह को सेवा निवृत्त होगा ।
(2) किसी व्यक्ति को अधिवर्षिता पर सेवानिवृत्त की विर्निदिष्ट आयु होने के पश्चात् सेवा में विस्तार मंजूर नहीं किया जाएगा ।
8888.... शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति .- जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है, उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।
9999.... व्यावृत्ति व्यावृत्ति व्यावृत्ति व्यावृत्ति ....---- इन नियमों की कोई बात, ऐसे आरक्षणोंंं, आयु-सीमा में छूट और अन्य रियायतोंं पर प्रभाव नहींं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियोंं, अनुसूचित जनजातियोंं, अन्य पिछड़ा वर्गों, भूतपूर्व सेैनिकोंं और अन्य विशेष प्रवर्ग के व्यक्तियोंंं के लिये उपबंध करना अपेक्षित है।

| (i) प्रोन्नति रहते हुए ikaWap वर्ष की नियमित सेवा है और केन्द्रीय सरकार द्वारा समय-समय पर ं प्रोन्नति....- - - - ऐसे हैड कांस्टेबल (साधारण ड्यूटी) जिनकी शेप-1 मे प्रोन्नति प्रोन्नति सहायक उप-निरीक्षक (कार्यपालक) के लिए विहित कैडर प्रोन्नति पाठ्यक्रम सफलतापूर्वक पूरा किए हुए हैं । टिप्पण टिप्पण ....- - - - जहॉंa ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां टिप्पण टिप्पण उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो । (ii) प्रतिनियुक्ति प्रतिनियुक्ति....---- प्रतिनियुक्ति (क) केद्रीय पुलिस संगठन या राज्य पुलिस संगठन मे सहायक उप-निरीक्षक (कार्यपालक) रैंक या समतुल्य रैंक के कार्मिक, या ं (ख) केद्रीय पुलिस संगठन या राज्य पुलिस संगठन में हैड कांस्टेबल (साधारण ड्यूटी) या समतुल्य रैंक के कार्मिक जिन्होंने उक्त रै क मे ं ikaWap वर्ष ं की नियमित सेवा पूरी की है और (ग) शेप-1 चिकित्सा प्रवर्ग में होना चाहिए । टिप्पण 1....----पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं टिप्पण 1 होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । टिप्पण 2 टिप्पण 2....----प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित टिप्पण 2 टिप्पण 2 किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी और किसी भी दशा में पॉंंच वर्ष से अधिक नहीं होगी । टिप्पण 3 टिप्पण 3....----प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । टिप्पण 3 टिप्पण 3 (iii) सीमित विभागीय प्रतियोगिता परीक्षा के माध्यम से चयन द्वारा: सीमित विभागीय प्रतियोगिता परीक्षा के माध्यम से चयन द्वारा सीमित विभागीय प्रतियोगिता परीक्षा के माध्यम से चयन द्वारा (क) केन्द्रीय औद्यौगिक सुरक्षा बल के ऐसे हैड कांस्टेबल (साधारण ड्यूटी), कांस्टेबल ( साधारण ड््यूटी) तथा कांस्टेबल (टे्र्रड्समैन) जिनकी श्रेणी में ikWaap वर्ष की नियमित सेवा है या हैड कांस्टेबल और कांस्टेबल के रूप में ikaWap वर्ष की सम्मिलित सेवा है और विहित शैक्षिक और अन्य अर्हताएं रखते हैं; में से सीधी विभागीय प्रतियोगिता परीक्षा के माध्यम से चयन द्वारा । (i) शैक्षिक अर्हता ) शैक्षिक अर्हता : ) शैक्षिक अर्हता किसी मान्यताप्राप्त विश्वविद्यालय से बैचलर डिग्री या समतुल्य , (ii) न्यूनतम शारीरिक मानक :- न्यूनतम शारीरिक मानक :- (क) पुरुष (i) ÅWapkbZ :ःःः (क) साधारण या अन्य पिछड़े वर्गों या अनुसूचित जाति के अभ्यर्थियों के लिए -170 170 से.मी. 170170 (ख) शिथिलीकरणः शिथिलीकरणः गढवाली,कुमाउंनी, डोगरा, मराठा की प्रवर्गों में आने वाले अभ्यर्थियों और सिक्किम, नागालेैंड, अरूणाचल प्रदेश, त्रिपुरा, मिजोरम, शिथिलीकरणः मणिपुर, मेघालय, असम, हिमाचल प्रदेश, और जम्मू - कश्मीर राज्यों से संबंधित अभ्यर्थियों के लिए-165 165 सें.मी । 165165 (ग) अनुसूचित जनजाति के सभी अभ्यर्थियों के लिए -162 162....5 5 5 5 से.मी. । 162162 (घ) गोरखा और अनुसूचित जनजाति जो उत्तर पष्चिम राज्य के रहने वाले हों के लिए-157 157 सें.मी. 157157 ii) छाती -(क)सभी अभ्यर्थियों के लिए (अनुसूचित जनजातियों को छोडकर) जिसमें गढवाली, कुमाउंनी, गोरखा, डोगरा, मराठा सम्मिलित है और छाती....-(क) छाती छाती -(क) -(क) सिक्किम, नागाले ड, अरूणाचल प्रदेश, त्रिपुरा, मिजोरम, मणिपुर, मेघालय, असम, हिमाचल प्रदेश, और जम्मू-कश्मीर राज्यों से संबंधित ै ं अभ्यर्थियों के लिए - 80-85 80-85 सें.मी. 80-85 80-85 (ख) (ख) अनुसूचित जनजातियों से संबंधित अभ्यर्थियों के लिए 77-82 77-82 से.मी. 77-82 77-82 |

टिप्पणः (टिप्पणः (टिप्पणः (टिप्पणः (i)))) दाहिने हाथ वाले व्यक्ति के लिए दाहिनी vkWa[k अच्छी vkWa[k है और बॉंऐ हाथ वाले व्यक्ति के लिए ckWaयी vkWa[ा अच्छी vkWa[k है। दूरदृश्टि आवष्यक है ।
(ii) अभ्यर्थियों को संहत जानु, चपटे पैेर, फूली हुई नसें या भेंगी vkaWaखों वाला नहीं होना चाहिए। उन्हें अच्छे मानसिक और शारीरिक स्वास्थ्य का होना चाहिए और ऐसे शारीरिक दोष से मुक्त होना चाहिए जिससे उनके कर्तव्यों के दक्षतापूर्वक पालन में बाधा आने की संभावना हो ।
(iii) भर्ती के दौरान विस्तृत चिकित्सा परीक्षण गृह मंत्रालय के पत्र यूओ संख्या एएएए-VI-1/2014-भर्ती (एसएसबी) तारीख 20.05.2015 द्वारा जारी संशोधित दिशानिर्देश और अन्य संबंधित निर्देशों जो उच्च विचरन द्वारा समय- समय जारी किये गये हों, के अनुसार किया जाएगा।
(ख(ख(ख(ख) सेवा का अच्छा अभिलेख रखते हो।
(ग़) ऊपरी आयु-सीमा 35 वर्श से अधिक न हो। ़
(घ) चयनित अभ्यर्थियों के लिए महानिदेशक केन्द्रीय औद्यौगिक सुरक्षा बल द्वारा यथा-विहित आधारिक प्रषिक्षण अर्हित होना आवष्यक है।
(ड़) किसी हैड कांस्टेबल या कांस्टेबल ( साधारण ड्यूटी) और कांस्टेबल (टे्रडसमैन) को सीमित विभगीय प्रतियोगिता परीक्षा में सम्मिलित होने के लिए तीन से अधिक अवसर नहीं दिए जाएंगे।
टिप्पण 1-टिप्पण 1-टिप्पण 1-टिप्पण 1-.... परीक्षा में लिखित परीक्षा, शारीरिक मानक परीक्षा, शारीरिक दक्षता परीक्षण और चिकित्सीय परीक्षण शामिल होंगे।
टिप्पण 2-टिप्पण 2-टिप्पण 2-टिप्पण 2-.... अनुसूचित जाति और अनुसूचित जनजातियों के अभ्यर्थियों के लिए सरकारी नियमों केे अनुसार सीमिति विभागीय प्रतियोगिता परीक्षा के लिए षिथिलीकरण अनुज्ञेय होगा।
भारत का राजपत्रा : असाधरण [भाग II—खण्ड 3(i)] 5| यदि विभागीय प्रोन्नति समिति या विभागीय पुश्टि समिति है, तो उसकी संरचना | भर्ती करने की किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जायेगा। |

G.S.R. 1226(E).—In exercise of powers conferred by Section 5 read with clause (a) of sub-section (2) of Section 22 of the Central Industrial Security Force Act, 1968 (50 of 1968), and in supersession of the Central Industrial Security Force, Security Wing, Assistant Sub-Inspector (Executive) Recruitment Rules, 2013, except as respect things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Assistant Sub-Inspector (Executive) in the Central Industrial Security Force, in the Ministry of Home Affairs, namely :-
1. Short title and Commencement.-– (1) These rules may be called the Central Industrial Security Force, Security Wing, Assistant Sub-Inspector (Executive) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.-– The number of said post, its Classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.-– The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said post:
6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Medical Standards.-– (1) The person who seeks appointment under these rules shall fulfil the medical standards.
(2) Detailed Medical Examination shall be conducted during Recruitment process as per Revised Medical Guidelines issued by MHA vide UO No.A.VI-1/2014-Rectt (SSB) dated 20.05.2015 and other related instructions issued by higher formation from time to time.
6. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall apply to the appointment or employment of a subject of Nepal or Bhutan in the Force.
7. Superannuation.—(1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which such person attains the age of sixty years:
Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.
(2) No person shall be granted extension in service beyond the specified age of retirement on superannuation.
8. Powers to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
9. Savings.-– Nothing in these rules shall affect reservations, relaxation of age- limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| (i) Promotion: Head Constable (General Duty) with five years regular service in the rank being in medical category SHAPE-1 and have successfully completed promotion cadre course of Assistant Sub-Inspector (Executive) prescribed by the Central Government from time to time. Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. (ii) Deputation: (a) Personnel of the rank of Assistant Sub-Inspector (Executive) or equivalent ranks in Central Police Organisations or State Police Organisations; or (b) Personnel of the rank of Head Constable (General Duty) or equivalent ranks in the Central Police Organisations or State Police Organizations, who have completed five years regular service in the said rank; and (c) Should be in medical category SHAPE – I. Note 1.- The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly deputationist shall not be eligible for appointment by promotion. Note 2.- Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall not ordinarily exceed three years and in no case shall exceed five years. Note 3.- The maximum age limit for appointment on deputation shall be not exceeding fifty-six years as on the closing date of receipt of application. (iii) By Selection through Limited Departmental Competitive Examination a) By selection through Limited Departmental Competitive Examination from amongst Head Constable (General Duty), Constable (General Duty) and Constable (Tradesmen) of Central Industrial Security Force with five years regular service in the grade or five years combined regular service as Constable and Head Constable and possessing educational and other qualifications as under: - (i) Educational Qualification : Bachelor's degree from a recognised University or equivalent ; (ii) Minimum Physical Standard : (A) Male : (i) Height (a) General or other Backward Class or Scheduled Caste candidates – 170 Cms. |
(b) Relaxation:
Candidates falling in the categories of Garhwalis, Kumaonis, Dogras, Marathas and candidates belonging to the states of Sikkim, Nagaland, Arunachal Pradesh, Tripura, Mizoram, Manipur, Meghalaya, Assam, Himachal Pradesh, and Jammu and Kashmir – 165 cms.
(c) All candidates belonging to Scheduled Tribes categories – 162.5 cms.
(d) Categories of Gorkhas and Scheduled Tribes of North Eastern States-157 cms.
(ii) Chest:
(a) for all candidates (except Scheduled Tribes) including Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to the states of Sikkim, Nagaland, Arunachal Pradesh, Tripura, Mizoram, Manipur, Meghalaya, Assam, Himachal Pradesh, and Jammu and Kashmir – 80-85 cms.
(b) for candidates belonging to Scheduled Tribes - 77-82 cms.
(B) Female:
(i) Height
(a) General or Other Backward Class or Scheduled Caste candidates – 157 cms.
(b) Relaxation:
Candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to the states of Sikkim, Nagaland, Arunachal Pradesh, Tripura, Mizoram, Manipur, Meghalaya, Assam, Himachal Pradesh, and Jammu and Kashmir – 155 cms.
(c) for candidates belonging to the Scheduled Tribes – 154 cms.
(ii) Chest : Not applicable.
(C) Weight: Corresponding to height and age as per medical standards (For males and females).

Visual correction of any kind is not permitted even by glasses.
4. (a) CP-III BY ISIHARA
Note: (i) In right handed person, the right eye is better eye and vice versa. Binocular Vision is required.
(ii) Candidates must not have knock knee, Flat Foot, Squint in eyes or varicose vein. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.
(iii) Detailed Medical Examination shall be conducted during Recruitment process as per Revised Medical Guidelines issued by MHA vide UO No.A.VI-1/2014-Rectt (SSB) dated 20.05.2015 and other related instructions issued by higher formation from time to time.
(b) Must have good record of service.
(c) Upper age-limit shall be not more than 35 years.
(d) Selected candidates required to qualify the basic training as prescribed by the
Director General of Central Industrial Security Force.
(e) Not more than three chances will be given to any Constable or Head Constable
(General Duty) and Constable (Tradesmen) for appearing in the Limited
Departmental Competitive Examinations.
Note 1. - The examination will consist of Written Test, Physical Standard Test, Physical Efficiency Test and Medical Examination Test.
Note 2.- The relaxation of the Scheduled Castes and the Scheduled Tribes candidates shall be admissible as per the Government rules for Limited Departmental Competitive Examination.
