का. नि. आ. 90.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रक्षा मंत्रालय, संयुक्त, बीजलेख ब्यूरो ( समूह ' ग ' पद ) भर्ती नियम , 1989 को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने से पहले लोप किया गया है , रक्षा मंत्रालय , संयुक्त बीजलेख ब्यूरो में समूह ' ग ' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

2001 है । 1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, संयुक्त बीजलेख ब्यूरो ( समूह ' ग' पद ) भर्ती नियम , (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या , वर्गीकरण और वेतनमान. उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा, अर्हताएं आदि बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं । उक्त पदों पर भर्ती की पति , आयु सीमा, अर्हताएं और उनसे संबंधित अन्य निरर्हता-वह व्यक्ति- 4.

( क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पदों पर नियुक्ति का पात्र नहीं होगा :

[PART II- SEC 4] परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राथ है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । व्यावृत्ति.- इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों और अन्य विशेप प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । 6.

भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या पतिनियुक्ति/ आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

प्रोन्नति:

प्रोन्नति द्वारा, जिसके न हो सकने पर आमेलन द्वारा ।

टिप्पण:

- ऐसा रीडर श्रेणी II जिसने उस श्रेणी में पांच वर्ष नियमित की सेवा है । जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाए‌गा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता मेषा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, उनमें से जो भी कम हो, कम न हो और उन्होंने अपनी परिवीक्षा की अवधि यदि विहित की गई हो सफलतापूर्वक पूरी कर लीहो। 381 [भाग 11- खण्ड 4 ]

आमेलन : केन्द्रीय सरकार के ऐसे अधिकारी:

(क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं ; या

(ii ) जिन्होंने 4000-100-6000 रु. के या समतुल्य वेतनमान वाले पदों पर पांच वर्ष नियमित सेवा की है ; और

(ख ) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव है :-

आबश्यक

( 1 ) किसी मान्यताप्राप्त विश्वविद्यालय/बोर्ड से मैट्रिक या इसके समतुल्य अर्हता ।

( 2) किसी मान्यताप्राप्त औद्योगिक प्रशिक्षण संस्थान से व्यवसाय का प्रमाणपत्र ।

( 3 ) किसी मुद्रणालय में प्रूफशोधक के रूप में कार्य करने का दो वर्ष का अनुभव ।

वांछनीय- किसी मान्यताप्राप्त विश्वविद्यालय से डिग्री या इसके समतुल्य अर्हता ।

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

2. रोजगार कार्यालयों के माध्यम से की जाने वाली भर्ती की दशा में, आयु सीमा अवधारित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

1. किसी मान्यताप्राप्त विश्वविद्यालय /बोर्ड से मैट्रिक या इसके समतुल्य अर्हता ।

2. प्रूफ शोधन चिह्नों और उनके प्रयोग का एक वर्ष काअनुभव तथा पांडुलिपि के श्रवणीय रूप से पढ़ सकने कीयोग्यता ।

सोधी भर्ती द्वारा ।

लागूनहीं होता टिप्पण- पदधारी के प्रतिनियुक्ति पर या लंबी बीमारी या अध्ययन छुट्टी या किन्हीं अन्य परिस्थितियों में एक वर्ष या इससे अधिक अवधि के लिए बाहर रहने के कारण हुई रिक्तियां केन्द्रीय सरकार के निम्नलिखित अधिकारियों में से प्रतिनियुक्ति के आधार पर भरी जा सकेगी , अर्थात्:-

(क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं ; या

(ii ) जिन्होंने 2750-4400 रु . के या समतुल्य वेतनमान वाले पदों पर तीन वर्ष नियमित सेवा की है ; और

(ख) जिनके पास सीधे भर्ती किए जाने वाले व्यक्तियों के लिए स्तंभ ( 8 ) के अधीन विहित की गई शैक्षिक अर्हताएं हैं ।

हिन्दी या अंग्रेजी में या किसी भी विषय में मास्टर डिग्री साथ ही डिग्री स्तर पर हिन्दी या अंग्रेजी एक मुख्य विषय के रूप में या परीक्षा के माध्यम के रूप में रहा हो; या

हिन्दी या अंग्रेजी मुख्य वियय के रूप में या दोनों में से कोई एक परीक्षा का माध्यम और दूसरा मुख्य विषय के साथ स्नातक डिग्री साथ ही हिन्दी से अंग्रेजी में तथा अंग्रेजी से हिन्दी में अनुवाद पाठ्यक्रम का कोई मान्यताप्राप्त डिप्लोमा या प्रमाणपत्र या केन्द्रीय/राज्य सरकार के कार्यालयों में, जिसके अंतर्गत भारत सरकार के उपलब्ध भी हैं, हिन्दी से अंग्रेजी में तथा अंग्रेजी से हिन्दी में अनुवाद कार्य का दो वर्ष का अनुभव।

टिप्पण: -केवल संयुक्त सचिव और मुख्य प्रशासनिक अधिकारी के कार्यालय द्वारा प्रबंधित काडर/ काडरबाहय पद के कर्मचारी ही तैयार किए जाने के पात्र होंगे ।

1. मान्यताप्राप्त विश्वविद्यालय /बोर्ड से मैट्रिक ( ऐसे व्यक्ति को अधिमान्यता दी जाएगी जिन्होंने रसायन विज्ञान विषय के साथ उत्तीर्ण किया हो । ) 2. किसी मान्यताप्राप्त मुद्रण प्राद्योगिकी विद्यालय से प्रमाण- पत्र ( दो वर्षीय पाठ्यक्रम ) और प्लेट मेकिंग/ पौसम कैमरा का दो वर्ष का अनुभव ।

या

समय - समय पर यथा संशोधित शिक्षुता अधिनियम, 1961 ( 1961 का 52 ) के अधीन व्यवसाय में सफलतापूर्वक शिक्षुता प्रशिक्षण पूरा करने का प्रमाण- पत्र माथ ही एक वर्ष का अनुभव ।

टिप्पण: अनुभव संबंधी अर्हता ( अर्हताएं ) सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में कारणों को लेखबद्ध करते हुए तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

सीधे भर्ती किए गए व्यक्तियों के लिए दो वर्ष ।

सफलतापूर्वक व्यवसाय परीक्षण उत्तीर्ण करना होगा । 386

टिप्पण-सभी पात्र अभ्यर्थियों से प्रोन्नति/सीधी भर्ती के प्रयोजन के लिए व्यवसाय परीक्षण में अर्हता प्राप्त करने की अपेक्षा की जाएगी।

टिप्पण-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हका पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उमसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/ पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, उनमें से जो भी कम हो, कम न हो और उन्होंने अपनी परिवीक्षा की अवधि यदि विहित की गई हो सफलतापूर्वक पूरी कीली हो।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence , Joint Cipher Bureau ( Group ' C ' posts ) Recruitment Rules , 1989 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to Group ' C ' posts in the Joint Cipher Bureau , Ministry of Defence , namely:-- 1. Short title and commencement . ( 1 ) these ruses may be called the Ministry of Defence , Joint Cipher Bureau ( Group C posts ) Recruitment Rules , 2001.

(2) They shail come into force on the date of their publication in the Official Gazette .

2.Number of posts , classification and scale of pay. The number of the said posts , their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4 ) of the schedule annexed to these rules .

3.Method of recruitment , age limit and other qualifications etc. The method of recruitment to the said posts . age limit , qualifications and other matters relating thereto shall be as specified in columns ( 5 ) to ( 14 ) of the said schedule .

4 Dasqualification . No person ,--

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b ) Who , having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may , if sartisfied that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5 Power to relax. --Where the Central Government is of opinion that it is necessary or expedient so to do . it may, by order and for reasons to be recorded in writing , relax any ofthe provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen, other backward classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.नि.आ. 93.- रक्षा संकर्म अधिनियम 1903 ( 1903 का 7 ) की धारा 3 और 7 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए, केन्द्र सरकार, यह अभिमत होने के कारण कि भारतीय वायु सेमा के हवाई अड्डों तथा अवस्थापमाओं के आस पास की भूमि के उपयोग उपभोग पर प्रतिबंध लगाया जाना आवश्यक तथा समयोचित है, एतद् द्वारा घोषणा करती है कि ऐसी भूमि भवनों तथा अन्य प्रकार की बाधाओं से मुक्त रखी जाएगी तथा निर्देश देती है कि:-

( क) इस अधिसूचना के अनुबंध में उल्लेखानुसार भारतीय वायुसेना के हवाई अड्‌डों तथा अवस्थापनाओं की बाह्य प्रकार की चोटी से १०० मीटर की सीमा तक स्थित भूमि पर किसी प्रकार का भवन अथवा ढाचा निर्मित , बनाया अथवा खड़ा नहीं किया जाएगा तथा इस पर भूमि किसी भी प्रकार के पेड़ आदि नहीं लगाये जायेंगे । भारत सरकार के नागरिक उड्‌डयन मंत्रालय की अधिसूचना संख्या एस ओ-988 दिनांक, 05 जनवरी , 1988 के द्वारा वायुयान अधिनियम , 1934 ( 1934 के 22 ) की धारा १ ए के तहत लगाए गए प्रतिबंध लागू रहेंगे ।

(ख ) इस अधिसूचना के लिए एयर अफसर कमांडिंग अथवा संबंधित स्टेशन या अवस्थापना का कमान अधिकारी , जैसा भी मामला हो, भू- जोतों सहित सभी संगत ब्योरे उक्त अधिनियम की धारा 3 की उपधारा ( 2 ) के तहत सार्वजनिक सूचना में शामिल किए जाने के लिए कलक्टर को मुहैया करवायेगा ।

2. यह अधिसूचना सरकारी गजट में प्रकाशित किए जाने की तारीख से लागू होगी ।

In exercise of the powers conferred by Sections 3 and 7 of the Works of Defence Act 1903 , (7 of 1903 ) , the Central Government, being ofthe opinion that it is necessary and expedient to impose restrictions , upon the use and enjoyment of land in the vicinity of the Indian Air Force aerodromes and Installations , hereby declares that such land shall be kept free from buildings and other obstructions and directs that:-

(a) no building or structure shall be constructed, created or rected or no tree shall be planted on any land within the limits of 900 meters from the crest of the outer parapet of, Indian Air Force aerodromes and Installations as given in the Annexure to this notification. The restrictions imposed by the Government of India in the Ministry of Civil Aviation under Section 9A of the Aircraft Act , 1934 ( 22 of 1934) , vide its notification number SO- 988, dated , 05th January, 1988 shall continue to be applicable.

(b) for the purpose of this notification, the Air Officer Commanding or Commanding Officer of the concerned Indian Air Force Stations or Formations , as the case may be , shall provide all the relevant details including land holdings to the Collector for inclusion in the public notice to be given by him under Sub- section (2 ) of Section 3 of the said Act 2. This notification shall come into force on the date of its publication in the Official Gazette .

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम विद्युत और यांत्रिक इंजीनियर कोर ( समूह " क " पद ) पद भर्ती नियम, 2001 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान: उक्त पदों की संख्या, उनका वर्गीकरण और वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं:-उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वाक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट है ।

4. निरहर्ता:-वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है , उक्त पदों पर नियुक्ति का पात्र नहीं होगा । परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति: इन नियमों की कोई बात, ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस सम्बन्ध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों अनुसूचित जनजातियों, अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ( न कि वह अंतिम तारीख जो असम, मेघालय, अरुणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिपुरा, सिक्किम, जम्मू कश्मीर राज्य के लद्दाख खंड , हिमाचल प्रदेश के लाहोल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए हित की गई है ) ।

कोई व्यक्ति कार्य- पालन इंजीनियर के रूप में उसकी नियुक्ति से पूर्व केन्द्रीय सरकार गा किसी राज्य सरकार या किसी संघ राज्य क्षेत्र सरकार या उक्त सरकारों में से किसी के अधीन किसी स्व- शासी निकाय में कोई पद धारित कर चुका है , जहां उसे केन्द्रीय सिविल सेवा (पेंशन) नियम 1972 के नियम 30के अधीन सेवा में जोड़े गए वर्षों का फायदा दिया गया है या केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र सरकार या उक्त किसी सरकार के अधीन किसी स्वशासी निकाय में की गई सेवा की उस अवधि को भारत सरकार की सेवा के साथ संगणित किए जाने का फायदा दिया गया है ।

(। ) यांत्रिक/विद्युत /इलैक्ट्रिोनिकी और दूरसंचार इंजीनियरी में डिग्री या विशेष विषय के रूप में बेतार गंचार/इलैक्ट्रानिकी/रेडियो भौतिकी या रेडियो इंजीनियरी विज्ञान में मास्टर डिग्री या इसके समतुल्य । ( ii ) यानों या तोपों या बेतार और राडार उपस्कर या पकाशिक यंत्रों के अनुरक्षण और मरम्मत का पांच वर्ष का अनुभव।

वांछनीय:-

शैक्षिक अर्हता : हां तथापि, सहायक कार्यकारी इंजीनियर ( 2200- 4000) की श्रेणी में विद्यमान पदधारी , जो 4 जनवरी, 1994 अर्थात् इन भर्ती नियमों की प्रारम्भिक अधिसूचना की तारीख को उक्त रूप में निर्यामत आधार पर पद धारण किए हुए थे , कार्यपालक इंजीनियर ( 3500-4500 ) की श्रेणी में प्रोन्नति के लिए पात्र बने रहेंगे , यदि उनके पास कम से कम इंजीनियरी में डिप्लोमा या समतुल्य है ।

( 1 ) किसी मान्यताप्राप्त संस्था से प्रबंध में डिप्लोमा । ( ii ) किसी मान्यता प्राप्त संस्थान से कंप्यूटर उपयोजन में प्रमाण पत्र या समतुल्य।

टिप्पण 2 : अनुभव संबंधी अर्हता (अर्हताएं ) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है ( हैं ) जब चयन के...... किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है किउनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

(i) 75 प्रतिशत प्रोन्नति द्वारा

प्रोन्नति:-ऐसा सहायक कार्यपालक इंजीनियर , जिसने उस श्रेणी में पांच वर्ष सम्मिलित नियमित सेवा की है ।

(ii) 25 प्रतिशत प्रतिनियुक्ति/पुनर्नियोजन भूतपूर्व सैनिकों के द्वारा जिसके न हो सकने पर सीधी भर्ती द्वारा । सशस्त्र बल के कर्नल और लैफ्टिनेंट कर्नल की पंक्ति के ऐसे कार्मिक के संबंध में विचार किया जाएगा, जो एक वर्ष की अवधि के भीतर सेवानिवृत्ति होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हैं । ऐसेव्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिससे उन्हें सशस्त्र बल से निर्मुक्त किया जाना है , तत्पश्चात् उन्हें पुनर्निचा निबंधनों पर बने रहने दिया जा सकता है । उक्त पात्र अधिकारियों के पद पर उनके वस्तुतः चयन किए जाने से पहले सेवानिवृत्ति हो जाने या रिस में स्थानांतरित किए जाने की दशा में उनकी नियुक्ति पुनर्नियोजन के आधार पः की जाएगी । ( सिविल पदों के प्रतिनिर्देश से अधिवार्षिता की आयु तक पुनर्नियो ) पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोति की सीधी पंक्ति में है प्रतिनियुक्ति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । 13

S.R.O. 96. in exercise of the powers conferred by the proviso to Article 309 of the Constitution , and in super- session of the Corps of Electrical and Mechanical Engineers , (Group ' A ' and Group ' B ' posts) Recruitment Rules , 1993 , except as respects things done or u ... d to be done before such supersession , the President hereby makes the following rules regulating the method of Recruitme the post of Chief Engineer, Additional Chief Engineer , Superintending Engineer, and Executive Engineer in the Corps o . gical and Mechanical Engineers , in the Ministry of Defence , nainely:-

1. Short title and commencement. ( 1 ) These rules may be called the

(Group ' A' post ) Recruitment Rules , 2001 . ofClacnoar Mechanical Engineers (2) They shall come into force on the date of their publication in the official Gazette.

2. Number of posts , classification and scale of pay. The number of the said posts , their classification, "scale of pay attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment, age limit and other qualifications. The method of recruitment to the said post, age limits, qualification and other matters relating therto shall be as specified in columns ( 5 ) to ( 14 ) of the aforesaid Schedule , 4. Disqualification. No person: -

(a) who has entered into or contracted a marriage with a person having a spouse living ; or,

(b) who having a spouse living, has entered into or contracted a marriage with any person , shall be eligible for appointment to the said posts ;

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing , may exempt any person from the operation of this rules .

5. Power to relax.-- Where the Central Government is of opinion that it is necessary or expedient so to do , it may, by order, and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions re- quired to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , Ex- Servicemen and other special categories of persons in accordance with the orders Issued by the Central Government from time to time in this regards .
