अधिवर्षिता पेंशन उस कर्मचारी को मंजूर की जाएगी जो सेवा विनियमों या समझौतों में उल्लिखित अधिवर्षिता आयु पर पहुंचने पर सेवानिवृत्त हो गया है।
फिर भी, 1 सितम्बर, 2000 से पेंशन ऐसे कर्मचारी को भी मंजूर की जाएगी जो अधिवर्षिता आयु पर पहुंचने के पूर्व सेवानिवृत्त होने का विकल्प चुनता है , लेकिन यह सरकार के अनुमोदन से बोर्ड द्वारा इस प्रयोजन हेतु बनाई गई किसी योजना के अनुसार न्यूनतम 15 वर्षों की सेवा करने के पश्चात् ही होगा ।
व्याख्यात्मक ज्ञापन
जी.एस.आर. सं. 1/2002--बैंककारी कंपनी ( उपक्रमों का अर्जन और अंतरण) , 1970( 1970 का 5) /1980( 1980 का 40 ) की धारा 12 की उप- धारा ( 2 ) के साथ पठित धारा 19 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, युनाइटेड बैंक ऑफ इंडिया बैंक का निदेशक मंडल, भारतीय रिज़र्व बैंक से परामर्श करके तथा केन्द्र सरकार की पूर्व अनुमति से, युनाइटेड बैंक ऑफ इंडिया बैंक ( कर्मचारी ) पेंशन विनियमन , 1995 में और संशोधन करके निम्नलिखित विनियमन बनाता है, अर्थात्--
1. ( 1 ) ये विनियमन युनाइटेड बैंक ऑफ इंडिया ( कर्मचारी ) पेंशन (संशोधन) विनियमन, 2001 कहलाएंगे ।
(2) ये सरकारी राजपत्र में अपने प्रकाशन की तारीख से प्रभावी होंगे ।
2. युनाइटेड बैंक ऑफ इंडिया ( कर्मचारी ) विनियमन , 1995 में, विनियम 28 के लिए निन्नलिखित विनियम प्रतिस्थापित किया जाएगा , अर्थात्:--
1. भारतीय बैंक संघ ने, भारत सरकार से अनापत्ति प्राप्त करने के पश्चात्, 31.08.2000 को सभी सरकारी क्षेत्र के बैंकों को मॉडल स्वैच्छिक सेवानिवृत्ति योजना ( वी.आर.एस. ) परिचालित की थी । योजना में, अन्य बातों के साथ- साथ, यह व्यवस्था थी कि जिस कर्मचारी ने 15 वर्ष की सेवा पूरी की है वे योजना के लिएपात्र है । पेंशन विनियमन में मौजूद उपबंधों के अनुसार, केवल वे कर्मचारी. जिन्होंने 20 वर्ष की अर्हता सेवा के पश्चात् स्वैच्छिक सेवानिवृत्ति का विकल्प चुना है और प्राधिकारी नियुक्त करने हेतु लिखित रूप में न्यूनतम 3 महीने की नोटिस दी है, पेंशन लाभ के लिए पात्र है । पेंशन विनियमन के उपर्युक्त प्रावधानों केपात्रता मानदंड तथा लाभ , 31.08.2000 को परिचालित स्वैच्छिक सेवानिवृत्ति

अपील ) विनियम, 1976 में पुनः संशोधन करने हेतु निम्नलिखित विनिमय बना रहा है, नामत:
1. संक्षिप्त नाम और प्रारंभ
(1 ) इन विनियमों को यूको बैंक अधिकारी , कर्मचारी ( अनुशासन और अपील ) ( संशोधन) विनियम, 2002 कहा जा सकेगा । योजना के अधीन किए गए विचार से भिन्न व अलग है । लेकिन, पेंशन विनियमन में उस सदस्य कर्मचारी को पेंशन लाभ प्रदान करने हेतु कोई प्रावधान नहीं है जो ऐसी विशिष्ट योजना के अधीन अधिवर्षिता आयु पहुंचने के पूर्व सेवानिवृत्त हो जाता है । अतः यह निर्णय लिया गया है कि विशिष्ट योजना( ओं ) के अधीन स्वैच्छिक सेवानिवृत्ति का विकल्प चुनने वाले पेंशन निधि के सदस्यों को यथानुपात पेंशन लाभ उपलब्ध कराया जाए ।
(2 ) ये विनियम शासकीय राजपत्र में प्रकाशन की तारीख से लागू होंगे ।
2. यूको बैंक अधिकारी कर्मचारी ( अनुशासन और अपील ) विनियम, 1976 में,
2. अतः, यह आवश्यक है कि संशोधन 1 सितम्बर, 2000 से प्रभावी बनाया जाए ताकि पेंशन निधि के सदस्य तथा 15 वर्षों की सेवा पूरी करने के पश्चात् स्वैच्छिक सेवानिवृत्ति लेने वाले सभी कर्मचारी पेंशन का लाभ प्राप्त कर सकें ।
( क) विनियम, 18 की जगह निम्नलिखित प्रतिस्थापित किया जाएगा,
अर्थात्
3. यह प्रमाणित किया जाता है कि पूर्वव्यापी प्रभाव देने पर युनाईटेड बैंक ऑफ इंडिया का कोई भी कर्मचारी/ अधिकारी , अधिसूचना द्वारा प्रतिकूल रूप से प्रभावित नहीं होगा ।

पाद टिप्पणी: -- मृल विनियमन भारत के राजपत्र ( असाधारण ) में 29.09 . 1995 को अधिसूचित किए गए थे तथा उपर्युक्त युनाईटेड बैंक ऑफ इंडिया (कर्मचारी ) पेंशन विनियमन, 1995 में बाद के संशोधन( नों ) को निम्नलिखित विवरण के अनुसार गजट में प्रकाशित करवाया गया था :
इन विनियमों में किसी बात के होते हुए भी पुनर्विलोकन प्राधिकारी अन्तिम आदेश की तारीख से छह महीने के भीतर किसी भी समय या तो अपनी स्वप्रेरणा से या अन्यथा उक्त आदेश की समीक्षा कर सकता है और यथोचित आदेश पारित कर सकता है यदि उसे किसी ऐसी नई सामग्री या साक्ष्य की जानकारी हुई या उसे जानकारी दी गई जिसे पहले प्रस्तुत नहीं किया जा सका था या जो समीक्षाधीन आदेश के पारित होने के समय उपलब्ध नहीं था और जो इस मामले की प्रकृति को बदलने का कारण बन सकता था ।

भारतीय निर्यात-आयात बँक सामान्य विनियम ( संशोधन ) विनियमावली , 2002
भारतीय निर्यात- आयात बैंक अधिनियम, 1981 ( 1981 का 28 ) की धारा 39 द्वारा प्रदत्त अधिकारों का प्रयोग करते हुए भारतीय निर्यात- आयात बैंक का निदेशक मंडल, केन्द्र सरकार के पूर्व अनुमोदन से, भारतीय निर्यात- आयात बैंक सामान्य विनियमावली, 1982 को संशोधित करने के लिए एतद्द्वारा निम्नलिखित विनियमावली बनाता है, नामत :--
द्वारा नामित एक्ज़िम बैंक के कार्यालय निदेशक द्वारा समय- समय पर एक्ज़िम बैंक के प्रधान कार्यालय में या भारत में ऐसे अन्य स्थान पर, जो बैठकों से संबंधित सूचना में निर्दिष्ट हो , बुलायी जाएंगी , तथापि प्रत्येक कैलेंडर वर्ष में कम से कम छह बैठकें बुलायी जाएंगी । प्रबंधन समिति की प्रत्येक बैठक के लिए सामान्यतया कम से कम दो सप्ताह की सूचना दी जाएगी । यदि कोई आपात् बैठक बुलाना आवश्यक हो जाता है तो ऐसी बैठक के लिए कम से कम तीन दिन की सूचना दी जाएगी । बशर्ते कि अपवाद स्वरूप परिस्थितियों में जब ऐसी अल्प- सूचना नहीं दी जा सकती है, अध्यक्ष या प्रबंध निदेशक प्रबंधन समिति की ओर से कार्य करें और मंडल की अगली बैठक में उसकी रिपोर्ट दें ।
1. संक्षिप्त नाम तथा प्रारंभ--
4. मुख्य विनियमावली के विनियम 2..में, उप- विनियम ( 2 ) तथा (3 ) के लिए निम्नलिखित उप- विनियम प्रतिस्थापित किए जाएंगे, अर्थात्;
( 1 ) इन विनियमों को भारतीय निर्यात- आयात बैंक सामान्य विनियम (संशोधन ) विनियमावली, 2002 कहा जाएगा ।
(2) ये नीचे अन्यथा उल्लिखित को छोड़कर शासकीय राजपत्र में अपने प्रकाशन की तारीख से प्रभावी होंगे ।
2. भारतीय निर्यात-आयात बैंक सामान्य विनियमावली , 1982 ( इसमें इसके पश्चात् " मुख्य विनियमावली " के रूप में निर्दिष्ट) के विनियम 3 में , उप-विनियम ( i ), ( iv ) तथा ( vii ) के लिए निम्नलिखित उप -विनियम प्रतिस्थापित किये जाएंगे, अर्थात्: --

(2 ) ऐसी किसी समिति की बैठकें समय - समय पर एक्ज़िम बैंक के प्रधान कार्यालय में या भारत में ऐसे अन्य स्थान पर, जो बैठक/बैठकों से संबंधित सूचना में निर्दिष्ट हो , बुलायी जाएंगी । यदि कोई आपात बैठक बुलाना आवश्यक हो जाता है तो ऐसी बैठक के लिए कम से कम तीन दिन की सूचना दी जाएगी । बशर्ते कि अपवाद स्वरूप परिस्थितियों में जब ऐसी अल्प अबंधि सूचना नहीं दी जा सकती है, अध्यक्ष या प्रबंध निदेशक, यदि वे ऐसी समिति के सदस्य हैं और यदि नहीं है तो समिति के अध्यक्ष की ओर से कार्य करें और समिति की अगली बैठक में उसकी रिपोर्ट दें । (3 ) ( i ) मंडल की बैठक अध्यक्ष या प्रबंध निदेशक द्वारा अथवा उनकी अनुपस्थिति में , इस संबंध में अध्यक्ष या प्रबंध निदेशक द्वारा नामित एक्जिमबैंक के कार्यपालक निदेशक द्वारा प्रत्येक कैलेंडर वर्ष में कम से कम चार बार तथा प्रत्येक तीन महीने में कम से कम एक बार बुलायी जाएगी ।
( 3) ऐसी किसी समिति की बैठक के लिए उसकी संख्या के एक तिहाई सदस्यों ( उस एक- तिहाई में निहित किसी अंश को एक. पूर्णांकित किया जाएगा ) या तीन सदस्यों, जो भी अधिक हो, की गणपूर्ति होगी ।
5. (क) मुख्य विनियमावली के विनियम 8 के उप- विनियम ( 1 ) में " 200 रुपये " के शब्दों तथा अंकों को" 1,000/- रुपये " के शब्द तथा अंक से प्रतिस्थापित किया जाएगा और " 100 रुपये " के शब्दोंतथा अंकों को" 500/- रुपये " के शब्द तथा अंक से प्रतिस्थापित किया जाएगा, जहां भी ये उप- विनियम में हों । ( iv ) मंडल की प्रत्येक बैठक के लिए कम से कम दो सप्ताह की सूचना दी आएगी और ऐसी सूचना प्रत्येक निदेशक को उसके पंजीकृत पते पर भेजी जाएगी, यदि कोई आपात् बैठक बुलाना आवश्यक हो जाता है तो भारत में प्रत्येक निदेशक को कम से कम तीन दिन की सूचना दी जाएगी जिससे वह बैठक में भाग ले सके । बशर्ते कि अपवाद स्वरूप परिस्थितियों में जब ऐसी अल्प-सूचना नहीं दी जा सकती है, अध्यक्ष या प्रबंध निदेशक मंडल की ओर से कार्य करें और मंडल की अगली बैठक में उसकी रिपोर्ट दें ।
(ख ) भारतीय निर्यात-आयात बैंक ( संशोधन ) विनियमावली, 2002 के इस विनियम 5 में उल्लिखित संशोधन 9 मई 2000 से प्रभाषी माने जाएंगे ।
( vii ) मंडल की प्रत्येक बैठक के कार्यवृत्त की एक प्रति निदेशकों की जानकारी के लिए बैठक की तारीख के बाद पन्द्रह दिनों के भीतर परिचालित की जाएगी और उस बैठक या अगली अनुवर्ती बैठक की अध्यक्षता करने वाले व्यक्ति द्वारा उस पर हस्ताक्षर किये जाएंगे ।
6. (क) विनियम 14 में , उप - विनियम ( i ) तथा ( ii ) में" प्रत्येक वर्ष यथा 31 दिसम्बर को तुलन- पत्र " शब्दों के लिए निम्नलिखित शब्द, अर्थात् " प्रत्येक वर्ष यथा 31 मार्च को या प्रत्येक वर्ष में ऐसी अन्य तारीख को, जो केन्द्र सरकार शासकीय राजपत्र में अधिसूचना द्वारा निर्दिष्ट करे" प्रतिस्थापित किये जाएंगे ।
3. मुख्य विनियमावली के विनियम 5 में, उप -विनियम ( i ) के लिए निम्नलिखित उप-विनियम प्रतिस्थापित किये आएंगे, अर्थात्: -
(ख) मुख्य विनियमावली की अनुसूची I तथा II में तथा अनुसूची I क तथा II क में , तुलन पत्र तथा लाभहानि लेखा के प्ररूप के शीर्षक से तारीख " 31 दिसम्बर " हटा दी जाएगी । 5. (i ) प्रबंधन समिति की बैठकें, अध्यक्ष या प्रबंध निदेशक द्वारा या उनकी अनुपस्थिति में, इस संबंध में अध्यक्ष या प्रबंध निदेशक 555 भाग III-खण्ड 4

फाईनल परीक्षा :
(i ) शीर्षक में, तारीख " 31 दिसम्बर " हटा दी जाएगी ।
पाठ्यक्रम चार्टर्ड एकाउन्टेन्ट्स रेगूलेशन 1988 के शेड्यूल " बी" के अनुच्छेद " 3 - ए" के अनुसार:--
ग्रुप-1 : 2, 3 , 4 और 6 मई, 2002
( ii ) अनुसूची VII के संबंध में, मद 4 के बाद निम्नलिखित मदें, मद 5, नामतः " 5 , अन्य" के रूप में ओड़ी जाएगी ।
ग्रुप- II 7, 8, 9 और 10 मई, 2002
(प्रातः कालीन सत्र-8 बजे से 11 बजे तक) भारतीय समयनुसार ।
(घ) भारतीय निर्यात- आयात बैंक ( संशोधन ) विनियमावली , 2002 के इस विनियम 6 में उल्लिखित संशोधन 30 दिसम्बर 1988 से प्रभावी माने जाएंगे ।
परीक्षा केन्द्र
(1) भारत में परीक्षा केन्द्र:-

एकाउन्टेन्ट्सऑफ इंडिया के अतिरिक्त सचिव ( परीक्षा ) के इन्द्रप्रस्थ मार्ग , नई दिल्ली स्थित कार्यालय से 50/- रुपये प्रति आवेदन पत्र भुगतान करने पर मिल सकता है। आवेदन पत्र इंस्टीट्यूट के रीजनल और ब्रांचों के कार्यालयों में भी उपलब्ध है और नकद भुगतान करने पर 04 फरवरी , 2002 से प्राप्त किये जा सकतेहैं ।

दुबई केन्द्र से बैठने वाले फाउन्डेशन, इंटरमीडिएट और फाईनल के परीक्षार्थियों को अमेरिकन डालर $ 150/- या उसके सममूल्य की भारतीय मुद्रा का शुल्क अदा करना पड़ेगा चाहे वे एक पेपर या एक ग्रुप या एक इकाई " यूनिट " या दोनों ग्रुपों में बैठ रहे हों ।
काठमांडू केन्द्र से बैठने वाले फाउन्डेशन , इंटरमीडिएट और फाईनल के परीक्षार्थियों को भारतीय रुपये 1200/ - या उसके सममूल्य की विदेशी मुद्रा का शुल्क अदा करना पड़ेगा चाहे वे एक पेपर, एक ग्रुप , एक यूनिट या दोनों ग्रुपों में बैठ रहे हों ।
हिन्दी के उत्तर लिखने की एच्छिकता

सं. एच. आर. डी./2/ ( 4 ) 83 - खण्ड II--कर्म. भवि.नि. एवं प्रकीर्ण उपबंध अधिनियम, 1952 ( 1952 का 19 ) की धारा 5 ( घ ) की उपधारा 7 ( क ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय न्यासी बोर्ड, नियम 7 भ.नि. संगठन आशुलिपिक सेवा नियम , 1998 में निम्नलिखित प्रारंभिक योग्यताओं को सम्मिलित करता है :
नियम 7 ( ख) के बाद जोड़ा जाए :
प्रारंभिक नियुक्तियां
( i ) प्रारंभिक नियुक्ति शर्तों के अन्तर्गत नियुक्त सभी निजी सचिवों को कैडर में सम्मिलित किया जाएगा तथा दिनांक 2-1-1999 से उन्हें निजी सचिव के रूप में नियुक्त समझा जाएगा ।
557 (ii ) ग्रेड में नियुक्त वैयक्तिक सहायकों को भर्ती नियमों में ढील के अन्तर्गत वरिष्ठता- एवं-चयन पद्धति के अधीन वरिष्ठता कोटे के पदों पर निजी सचिव के रूप में नियुक्त किया जाएगा ।
( iii ) निजी सचिव के शेष सभी रिक्त पदों को एक विशेष जांच परीक्षा आयोजित कर भरा जाएगा ।
( iv) यह परीक्षा अर्हकारी होगी ।
(v ) निजी सहायकों तथा आशुलिपिकों [ ( पूर्व में अशुलिपिक III एवं आशुलिपिक II ( तदर्थ ) । जिन्होंने आशुलिपिक के रूप में 10 वर्ष या उससे अधिक की नियमित सेवा की है, भर्ती नियमों में ढील के बाद, परीक्षा में बैठने के पात्र होंगे । परीक्षा उत्तीर्ण कर लेने के पश्चात् उन्हें एक साथ वरिष्ठता एवं चयन आधार पर पदोन्नत दी जाएगी ।
( vi ) उपर्युक्त रियायतों ढील की अनुमति केवल एक बार दी जाएगी ।

प्रारंभिक नियुक्तियां
( i ) सीधी भर्ती और परीक्षा कोटे द्वारा भरे जाने वाले वैयक्तिक सहायक के खाली पद एक बार ही विशेष जांच परीक्षा के माध्यम से भरे जाएं । (ii ) सभी आशुलिपिक ( पूर्व में आशुलिपिक ग्रेड- II ( तदर्थ ) और आशुलिपिक ग्रेड III सहित ) जिनकी इस ग्रेड में तीन वर्ष या अधिक की नियमित सेवा हो, विशेष जांच परीक्षा के पात्र होंगे ।

1. SHORT TITLE AND COMMENCEMENT
( 1 ) These Regulations may be called UCO Bank Officer Employees ' ( Discipline and Appeal ) ( Amendment ) Regulations , 2002 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the UCO Bank Officer Employees ' ( Discipline and Appeal) Regulations , 1976 ,
(a) for regulation 18 , the following regulation shall be substituted , namely: -
"18 Review :
Notwithstanding anything contained in these regulations, the Reviewing Authority may at any time within six months from the date of the final order, either on his 1. Indian Banks ' Association , after taking a no - objection from the Government of India , circulated a model Voluntary Retirement Scheme ( VRS ) to all the Public Sector Banks on31.8.2000 . The Scheme , inter alia, provided that emplyees who have rendered 15 years ' service are eligible for the Scheme. According to the existing provisions in the pension regulations , it is only employees who opt for voluntary retirement after completing 20 years ' of qualifying service and after giving notice of not less than3 months in writing to the appointing authority, are eligible for pensionary benefits. The eligibility criteria and the benefits flowing out of the above provisions in the Pension Regulations are distinct and separate from that envisaged under VRS circulated on 31.8.2000 . There are no provisions available in the Pension Regulations for extending pensionary benefits to a member employee who retires before attaining the age of superannuation under such specific schemes . It has been , therefore, decided to provide the benefit of pro - rata pensionary benefits to members of Pension Fund who opt for voluntary retirement under specified scheme( s ) .

5, ( i ) Meetings of the Management Committee may be convened by the Chairman or the Managing Director, or in their absence by an Executive Director of the Exim Bank nominated by the Chairman or Managing Director in this behalf from time to time at the Head Office of the Exim Bank , or at such other place in India as may be specified in the notice convening the meetings , so however that at least six meetings shall be convened in each calendar year. At least two weeks ' notice shall ordinarily be giveh of each meeting of the Management Committee . 4. In Regulation 7 of the Principal Regulations , for sub- Regulations ( 2 ) and ( 3 ) , the following sub - Regulations shall be substituted , namely : -

(3) The quorum for the meeting of any such Com- mittee shallbe one third of its strength ( any fraction contained in that one - third being rounded off as one) or three members , whichever is higher .

(d) The amendments mentioned in this Regulation 6 of the Export- Import Bank of India ( Amendment) Regulations , 2002 , shall be deemed to have come into force from December 30 , 1988 .

( i ) All Private Secretaries appointed under Initial Constitution clause shall be fitted in the cadre and deemed to have been ap- pointed as Private Secretary w.e.f. 2.1.1999 .
(i) Unfilled posts of Personal Assistant meant for Direct Re- cruitment and Examination Quota shall be filled through a Spe- cial Screening Test as one time measure.
( ii) Personal Assistants appointed in the grade shallbe pro- moted to the post of Private Secretary against seniority quota posts subject to seniority -cum - selection in relaxation of recruit- ment rules .
(iii) All remaining vacant posts of Private Secretary shall be filled by conducting a Special Screening test .
( ii) All Stenographers ( including erstwhile StenographerGrade- II (Adhoc ) and Stenographer Grade- III ) having rendered three years or more regular service in the grade shall be eligible to appear in a Special Screening Test.
(iv) The test will be qualifying one .
( iii ) The posts shall be filled by seniority-cum- selection method.
(iv) The test willbe qualifying one .
(v ) Personal Assistants as well as Stenographers ( erstwhile Stenographer- III and Stenographer- II (Adhoc ) ) who have rendered regular service of 10 years or more as Stenographer shall be eligible to appear in the test in relaxation of recruitment rules . On qualifying the test they will be promoted enbloc in order of sen- iority - cum- selection basis.
The above Fitment Clauses will come into force with effect from the date of notification in the official Gazette except as stated in the Initial Fitment sub -clause ( i) made under Rule 7(b ) of these EPFO Stenographer Service Rules , 1998 .
(vi ) The above relaxations shall be allowed as one time measure .
