सा. का. नि. 183.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, मंत्रिमंडल सचिवालय ( राष्ट्रीय सुरक्षा परिषद् सचिवालय ) ( समूह " क" सेवाएं ) भर्ती नियम, 2001 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: - 1. ( 1 ) इन नियमों का संक्षिप्त नाम मंत्रिमंडल सचिवालय ( राष्ट्रीय सुरक्षा परिषद् सचिवालय ) ( समूह " क " सेवाएं ) भर्ती ( संशोधन ) नियम, 2003 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. मंत्रिमंडल सचिवालय ( राष्ट्रीय सुरक्षा परिषद् सचिवालय ) ( समूह " क " सेवाएं ) भर्ती नियम, 2001 में,-

(क) "मंत्रिमंडल सचिवालय ( राष्ट्रीय सुरक्षा परिषद् सचिवालय ) " शब्दों और कोष्ठकों के स्थान पर दोनों स्थान पर जहां - जहां वे आते हैं " राष्ट्रीय सुरक्षा परिषद् सचिवालय " शब्द रखे जाएंगे ।

(ख) अनुसूची में,

( i ) संयुक्त सचिव वैज्ञानिक ' जी ' और मेजर जनरल के सामने स्तंभ 13 में विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्: -

" चयन समिति में निम्नलिखित होंगे :

1. सचिव, राष्ट्रीय सुरक्षा परिषद् सचिवालय

G.S.R. 183.-In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Cabinet Secretariat (National Security Council Secretariat ) (Group ' A' Services) Recruitment Rules , 2001 , namely:-

1. (1 ) These rules may be called the Cabinet Secretariat (National Security Council Secretariat) (Group ' A ' Services) Recruitment (Amendment) Rules , 2003 .

(2) They shall come into force on the date oftheir publication in the Official Gazette .

2. In the Cabinet Secretariat (National Security Council Secretariat ) (Group ' A' Services ) Recruitment Rules, 2001,-

(a) for the words and brackets "Cabinet Secretariat (National Security Council Secretariat ) " , at both the places where they occur , the words " National Security Council Secretariat " shall be substituted;

(b) in the Schedule,-

(i) against the posts of Joint Secretary , Scientist ' G ' and Major General in Column 13 , for the existing entries , the following entries shall be substituted, namely :-

"Selection Committee comprising:

1. Secretary, National Security Council Secretariat .

2. Additional Secretary , Cabinet Secretariat .

3. Additional Secretary , National Security Council Secretariat " ;

(ii) against the posts of Director and Deputy Secretary in Column 13, for the existing entries, the following entries shall be substituted, namely :-

टिप्पण 2 : आयु- सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ( न कि वह अंतिम तारीख जो असम, मेघालय, अरुणाचल प्रदेश , मिजोरम , मणिपुर, नागालैंड , त्रिपुरा, सिक्किम, जम्मू- कश्मीर राज्यके लद्दाख खंड, हिमालचल प्रदेश केलाहोल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड , अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है ) ।

परिवीक्षा की अवधि, यदि कोई हो

सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित. आयु और शैक्षिक अहर्ताएं, प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

( ii ) ऐसे समाजिक- आर्थिक सर्वेक्षणों/अध्ययनों जो राष्ट्रीय एकीकरण और सहबद्ध विषयों से संबंधित है से संबद्ध आंकडों के संग्रहण/संकलन और विश्लेषण तथा उसके संबंधित रिपोर्टों के प्रारूपण का दो वर्ष का अनुभव ।

टिप्पण 1 - अर्हताएं, अन्यथा सुअर्हित अभ्यार्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2 - अनुभव संबंधी अर्हता ( अर्हताएं ) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/

प्रतिनियुक्ति/आमेलन किया जाएगा

या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारां भरे जाने वाले पदों की प्रतिशतता

प्रतिनियुक्ति/आमेलन:

प्रतिनियुक्ति/आमेलन जिसके न हो सकने पर सीधी भर्ती द्वारा

(क) केन्द्रीय सरकार/ राज्य सरकार/संघ राज्य क्षेत्रों के ऐसे अधिकारी जो-

( i ) मूल काडर/विभाग में सदृश पद धारण किए हुए हैं ;

( ii ) मूल काडर/विभाग में 5500-9000 रु ० या समतुल्य वेतनमान में नियमित आधार पर नियुक्तिके पश्चात् उस श्रेणी में 3 वर्ष सेवा कर चुके हैं ।

(iii) मूल काडर में 5000-8000 रु ० या समतुल्य वेतनमान में नियमित आधार पर नियुक्तिके पश्चात् उस श्रेणी में 6 वर्ष सेवा कर चुके हैं ।

( iv) मूल काडर/विभाग में 4500-7000 रु० या समतुल्य वेतनमान में नियमित आधार पर नियुक्तिके पश्चात् उस श्रेणी में 8 वर्ष सेवा कर चुके हैं ।

(ख) स्तंभ 8 के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हों ।

(प्रतिनियुक्तिकी अवधि, जिसके अंतर्गत उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा, आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । ) 1117 भारत का राजपत्र: मई 3 , 2003 /वैशाख 13, 1925

सा.का.नि. 186.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत प्रतिभूति मुद्रणालय और करेंसी नोट मुद्रणालय, ( मुख्य सुरक्षा तथा अग्नि शमन अधिकारी और सुरक्षा अधिकारी ) नियम, 1986 को जहां तक वे मुख्य सुरक्षा और अग्नि शमन अधिकारी के पद से संबंधित हैं, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, भारत प्रतिभूति मुद्रणालय और करेंसी नोट मुद्रणालय , नासिक रोड में मुख्य सुरक्षा और अग्नि शमन अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम भारत प्रतिभूति मुद्रणालय और करेंसी नोट मुद्रणालय ( मुख्य सुरक्षा तथा अग्नि शमन अधिकारी ) भर्ती नियम, 2003 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।

2. पद-संख्या, वर्गीकरण और वेतनमान: उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा और , अन्य अर्हताएं आदि:- उक्त पद पर भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता:- वह व्यक्ति, -

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृति:-इन नियमों की कोई बात ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, सुनसूचित जनजातियों, भूतपूर्व सैनिक और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण: 1. प्रोन्नतिके लिए अर्हता सूची, अधिकारियों द्वारा क्रमशः अपनी श्रेणी/ पद में विहित अर्हक सेवा पूर्ण करने की तारीख के प्रतिनिर्देश से तैयार कीजाएगी ।

टिप्पण :-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है, जिन्होंने ऐसो अर्हक/पात्रता सेवा पहले ही पूरी कर ली है ।

प्रतिनियुक्ति( अल्पकालिक संविदा सम्मिलित है ):-

केन्द्रीय सरकार/राज्य सरकारों/संघ राज्य क्षेत्रों के ( इसमें केन्द्रीय सरकार या राज्य सरकारों के सुरक्षा विभाग अथवा परासैनिक उदाहरणतया केन्द्रीय औद्योगिक सुरक्षा बल/सीमा सुरक्षा बल/केन्द्रीय आरक्षित पुलिस बल/स्वशासी संगठनों के सुरक्षा विभाग सम्मिलित है ) के ऐसे अधिकारी जो:-

(क) ( i ) मूल काडर/विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या

(ii ) जिन्होंने मूल काडर/विभाग में 8000-13500 रु. के वेतनमान या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में पांच वर्ष सेवा की हो;

(ख) निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों ।

(i ) राष्ट्रीय अग्नि शमन सेवा महाविद्यालय, नागपुर से उच्च डिप्लोमा प्राप्त हो या इंस्टीट्यूट आफ फायर इंजीनियर्स ( लंदन ) या समतुल्य से स्नातक की परीक्षा उत्तीर्ण की हो;

(ii ) रक्षा या सिविल अग्नि शमन सेवा संगठन में पांच वर्ष का अनुभव जिसमें से तीन वर्ष स्टेशन आफिसर या समतुल्य पद पर हों ।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्तिमें हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहींहोंगे ।

प्रतिनियुक्ति की अवधि, ( अल्पकालिक संविदा) जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि शामिल है, साधारणतया तीन वर्ष से अधिक नहींहोगी । प्रतिनियुक्ति ( अल्पकालिक संविदा सम्मिलित है ) पर नियुक्ति केलिए अधिकतम आयु- सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष सेअधिक नहींहोगी ।

पुनर्नियोजन

सशस्त्र बल के मेजर या समतुल्य पंक्ति के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास प्रतिनियुक्त व्यक्तियों के लिए विहित अनुभव और विहित अर्हताएं हैं । यदि उनका चयन कर लिया जाता है तो ऐसे अधिकारियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है । तत्पश्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है । यदि पद पर वास्तविक चयन किए जाने से पूर्व ऐसे पात्र अधिकारी सेवानिवृत्त हो जाते हैं या रिजर्व में स्थानांतरित कर दिए गए हैं तो उनकी नियुक्तिप्रतिनियुक्ति के आधार पर की जाएगी ।

G. S. R. 186. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession ofthe India Security Press and the Currency Note Press (Chief Security and Fire Officer and Security Officer) Recruitment Rules, 1986, in so far as they relate to the post of Chief Security and Fire Officer , except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of Recruitment to the post of the Chief Security and Fire Officer in India Security Press and the Currency Note Press , Nashik Road, namely:-

1. Shorttitleand commencement .-( 1 ) These rules maybe called the India Security Press and the Currency NotePress (Chief Security and Fire Officer)Recruitment Rules, 2003 .

(2)They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts, classification and scales of pay. The number of the said posts , its classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these Rules .

3.Methodof recruitment, age limit and qualifications etc. The method of recruitment, age limit , qualifications and other matters relating to the said post shall be as spécified in columns 5 to 14 of the said Schedule .

4. Disqualification . No person-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts: Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , ex - serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time, in this regard.

The departmental officer in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation.

Similarly , deputationists shall not be eligible for consideration for appointment by promotion ( Period ofdeputation ( Short -term contract) including period of deputation in another ex - cadre post held immediately preceding this appointment in the same or someother organisation/department of Central Government shall ordinarily not to exceed three years . The maximum age limit for appointment by deputation (including short - term contract) shall not be exceeding 56 years as on the closing date of the receipt of applications).

RE-EMPLOYMENT

The armed Forces personnel of the rank of Major or equivalent who are due to retire or to be transferred to reserve within a period of one year and have the qualifications and experience prescribed for deputationists shall also be considered . If selected, such officers will be given deputation terms upto the date on which they are due for release from the Armed Forces . Thereafter, they may be continued on re- employment terms . In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made , their appointment will be on re - employment basis .

1. संक्षिप्त नाम और प्रारंभ. ( i ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय, पशुपालन एवं डेयरी विभाग , दिल्ली दुग्ध योजना, मिस्त्री ( यांत्रिक ) समूह " ग " पद भर्ती नियम , 2003 है ।

(ii ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. पद- संख्या, वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं । 3. भर्ती की पद्धति, आयु-सीमा, अन्य अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तंभ 14 में विनिर्दिष्ट हैं । 4. निरर्हता.- वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्तपद पर नियुक्तिका पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृति.-इन नियमों की कोई बात ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 187. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Delhi Milk Scheme , Dairy Engineering Branch ( Group ' C ' and Group ' D ' posts ) Recruitment Rules , 1975, insofar as they relate to the post of Mechanic (Mechanical ) except as respects thing done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Mechanic (Mechanical ) in the Ministry of Agriculture , Department of Animal Husbandry and Dairying , Delhi Milk Scheme , namely:-

1. Short title and Commencement . ( 1 ) These rules may be called the Ministry of Agriculture , Department of Animal Husbandry & Dairying, Delhi Milk Scheme , Mechanic (Mechanical), Group ' C ' post Recruitment Rules , 2003 .

(2) They shall come into force on the date of their publication in the Official Gazette .

.2 . Number of Post, Classification and Scale of Pay. The number of the said post, its classification and the scale of pay attached therefo shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .

3. Method of recruitment, age limit and other qualifications , etc. The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 14 ) of the said Schedule .

4. Disqualification. No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Powers to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

( ii ) जो मूल काडर/विभाग में उस श्रेणी में नियमित आधार पर नियुक्ति के पश्चात्8000-13500 रु. या समतुल्य वेतनमान में पांच वर्ष सेवा की हो; या

(iii ) जो मूल काडर/ विभाग में उस श्रेणी में नियमित आधार पर नियुक्ति के पश्चात्6500-10500 रु. या समतुल्य वेतनमान में आठ वर्ष सेवा की हो; और

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं :

( i ) सांख्यिकी सहित अर्थशास्त्र में मास्टर डिग्री या किसी मान्यताप्राप्त विश्वविद्यालय से सांख्यिकी सहित वाणिज्य में मास्टर डिग्री या समतुल्य ।

(ii ) कृषि में प्राथमिक उद्योगों के क्षेत्र में सर्वेक्षण अनुसंधान में पांच वर्ष का अनुभव ।

(iii) पांच वर्ष सेवा सहित 8000-13500 रु. के वेतनमान में ऐसे विभागीय सहायक निदेशक ( अर्थशास्त्र) पर प्रतिनियुक्त व्यक्तियों के साथ विचार किया जाएगा और उसके चयन की दशा में वह प्रोन्नति द्वारा भरा गया समझा जाएगा ।

पीषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

प्रतिनियुक्तिकी अवधि, ( अल्पकालिक संविदा सम्मिलित है ) जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति ( अल्पकालिक संविदा सम्मिलित है ) पर नियुक्तिके लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

3. Method of recruitment , age limit and other qualifications etc. The method of recruitment to the said post, age limit, qualifications and other matters relating to thereto shall be as specified in columns 5 to 14 ofthe said Schedule .

4. Disqualification . No person ,-

5. Power to relax. सा.का.नि. 189.- राष्ट्रपति, संविधान की धारा 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा राष्ट्रीय आधुनिक कला संग्रहालय ( श्रेणी III और IV पद ) भर्ती नियमावली, 1996 का अधिक्रमण करते हुए, जहां तक वे आशुलिपिक के पद से संबंधित हैं, ऐसे अधिक्रमण से पूर्व जो कार्य किए जा चुके हैं अथवा करने के लिए छोड़े गए हैं, को छोड़कर, पर्यटन और संस्कृति मंत्रालय, संस्कृति विभाग , राष्ट्रीय आधुनिक कला संग्रहालय में निजी सहायक पद ( समूह ' ग ' पद ) पर नियुक्ति की प्रणाली को विनियमित करने वाले निम्नलिखित नियम एतद्वारा बनाते हैं, नामतः:-

1. लघु शीर्षक और आरंभ. ( 1 ) इन नियमों को पर्यटन और संस्कृति मंत्रालय , संस्कृति विभाग, राष्ट्रीय आधुनिक कला संग्रहालय, निजी सहायक ( समूह ' ग ' पद ) भर्ती नियमावली , 2003 कहा जाए ।

(2) ये नियम सरकारी राजपत्र में इनके प्रकाशन की तारीख से प्रवृत्त होंगे।

2. पद- संख्या, वर्गीकरण और वेतनमान पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इसके नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की. पद्धति, आयु- सीमा, और उससे संबंधित अन्य बातें वे होंगी जोउक्तअनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह का करार किया है ; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह का करार किया है । उक्त पद पर नियुक्ति का पात्र नहीं होगा:

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबन्ध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी। 6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षण , आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

सा.का. नि. 192.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सूचना प्रौद्योगिकी मंत्रालय समूह " ग " पद भर्ती नियम , 2000 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

1. ( 1 ) इन नियमों का संक्षिप्त नाम सूचना प्रौद्योगिकी मंत्रालय , समूह " ग" पद ( संशोधन ) भर्ती नियम, 2003 है ।

( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. सूचना प्रौद्योगिकी मंत्रालय , समूह " ग " भर्ती नियम , 2000 की अनुसूची में, -

(क) " चयन-सह-ज्येष्ठता या योग्यता के आधार पर चयन " शीर्षक के स्थान पर " चयन या अचयन " शीर्षक रखा जाएगा;

) ( i ) स्तंभ 1 में विनिर्दिष्ट पुस्तकालय और सूचना सहायक के पद से संबंधित क्रम संख्या 1 के सामने स्तंभ 5 में की प्रविष्टिके स्थान पर " चयन " प्रविष्टि रखी जाएगी ।

( ii ) उच्च श्रेणी लिपिक के पद से संबंधित क्रम संख्या 5 के सामने स्तंभ 5 में की प्रविष्टिके स्थान पर " चयन " प्रविष्टिरखी जाएगी;

( iii ) ज्येष्ठ रिप्रोग्राफर के पद से संबंधित क्रम संख्या 9 के सामने स्तंभ 5 में की प्रविष्टि के स्थान पर " चयन " प्रविष्टि रखी जाएगी;

( iv ) अवर श्रेणी लिपिक के पद से संबंधित क्रम संख्या 11 के सामने स्तंभ 5 में की प्रविष्टि के स्थान पर " चयन " प्रविष्टि रखी जाएगी;

( v ) पुस्तकालय परिसर के पद से संबंधित क्रम संख्या 12 के सामने स्तंभ 5 में की प्रविष्टि के स्थान पर " चयन " प्रविष्टि रखी जाएगी;

(vi ) जैरोक्स प्रचालक, ज्येष्ठ रोनियो आपरेटर और ज्येष्ठ अभिलेखपाल के पद से संबंधित क्रम संख्या 15 , 16 और 17 के सामने स्तंभ 5 में की प्रविष्टि के स्थान पर " चयन " प्रविष्टि रखी जाएगी ।

2. केन्द्रीय जल और विद्युत अनुसंधान केन्द्र, पुणे, अनुसंधान सहायक (इंजीनियरी/वैज्ञानिक पद ) भर्ती नियम, 1984 की अनुसूची में, - (क) अनुसंधान सहायक ( इंजीनियरी ) के पद से संबंधित क्रम सं. 1 के सामने स्तम्भ 11 में की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि अंतःस्थापित की जाएगी , अर्थात्:- " सीधी भर्ती द्वारा "

(ख) अनुसंधान सहायक ( वैज्ञानिक ) के पद से संबंधित क्रम सं. 2 के सामने स्तम्भ 11 में की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टिअंतः स्थापित की जाएगी , अर्थात्: -

" ( i ) दस प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर सीधी भर्ती द्वारा ।

( ii ) नब्बे प्रतिशत सीधी भर्ती द्वारा " ।

1.( 1 ) These rules may be called the Central Water and Power Research Station , Pune , Research Assistant (Engineering/Scientific Posts ) Recruitment (Amendment) Rules , 2003.

(2) They shall come into force on the date oftheir publication in the Official Gazette .

2. In the Schedule to the Central Water and Power Research Station , Pune , Research Assistant (Engineering/ Scientific posts ) Recruitment Rules , 1984 ,-

(a) against Sl . No. 1 relating to the post ofResearch Assistant (Engineering) , for the entry in column 11 , the following entry shall be substituted, namely:--

"By direct recruitment"

(b) against Sl . No. 2 relating to the post of Research Assistant (Scientific ) , for the entry in column 11 , the following entry shall be substituted, namely:--

" (i) Ten per cent by promotion failing which by direct recruitment.

(ii) Ninety per cent by direct recruitment" .
