सा.का. नि. 248.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सीमा सुरक्षा बल , सहायक निदेशक ( लेखा ) भर्ती नियम, 1977 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, करने का लोप किया गया है, सीमा सुरक्षा बल महानिदेशालय में सहायक निदेशक ( लेखा ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल, सहायक निदेशक ( लेखा ) भर्ती नियम, 2003 है । (2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा,अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, और अन्य अर्हताएं और उससे सम्बन्धित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.-वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है , और ऐसा करने के लिए अन्य आधार है तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति.- इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

: प्रोन्नति किए गए व्यक्तियों के लिए दो वर्ष
: प्रोन्नति द्वारा , जिसके न हो सकने पर प्रतिनियुक्ति द्वारा
11. भर्ती की पद्धति भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति द्वारा या आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता
: प्रोन्नति: ऐसे लेखा अधिकारी जिन्होने उस श्रेणी में सात वर्ष नियमित सेवा कीहो ।
12. प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा
टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु, यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/ पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है , जिन्होंने ऐसी अर्हक/ पात्रता सेवा पहले ही पूरी करी ली है ।
प्रतिनियुक्ति: केन्द्रीय सरकार के अधीन ऐसे अधिकारी:-
(क) ( i ) मूल काडर/विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं ;
या 1663 [ भाग II- खण्ड 3( i) ]

(ii) मूल काडर/विभाग में नियमित आधार में 8000-13500 रु. या समतुल्य वेतनमान में नियुक्तिके पश्चात् नियमित आधार पर पांच वर्ष सेवा की है; या
( iii) मूल काडर/विभाग में 7500-12000 रु. या समतुल्य वेतनमान में नियुक्ति के पश्चात् नियमित आधार पर छः वर्ष नियमित सेवा की है; या
(iv ) मूल काडर/विभाग में 7450-11500 रु. या समतुल्य वेतनमान में नियुक्ति के पश्चात् नियमित आधार पर सात वर्ष नियमित सेवा की है; और
(ख) निम्नलिखित अर्हताओं में कोई एक अर्हता रखता हो;
(i ) अधीनस्थलेखा सेवा उत्र्तीण या केन्द्रीय सरकार के किसी संगठित लेखा विभाग में समतुल्य परीक्षा उत्तीर्ण
(ii) सचिवालय प्रशिक्षण प्रबन्धन संस्थान में रोकड़ लेखा कार्य में सफलतापूर्वक प्रशिक्षण पूरा किया है या रोकड़, लेखा और बजट कार्य में पांच वर्ष का अनुभव है ।
टिप्पण: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं , प्रतिनियुक्तिपर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्तिप्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

G.S.R. 248. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Border Security Force , Assistant Director (Accounts) Recruitment Rules , 1977 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Accounts ) in the Directorate General , Border Security Force , namely:-
1. Short title and commencement.--- ( 1 ) These rules may be called the Border Security Force Assistant Director (Accounts) Recruitment Rules , 2003.
(2) They shall come into force on the date of their publication in the Official Gazette
2. Number, classification and scale of pay.Number of the post , its qualification and scale of pay attached thereto shall be as specified in columns (2 ) to ( 4) of the Schedule annexed to these rules .
3. Method of recruitment, age limit , qualification, etc.--- The method of recruitment , age limit , qualification and other matters relating to the said posts shall be as specified in columas (5 ) to ( 14 ) of the Schedule annexed hereto.

4. Disqualifications. No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of opinion that it is necessary or expedient so to do , it may , byorder, for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provision of these rules with respect to any class or category of persons.
6. Savings . Nothing in these rules shall affect reservations , and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(iii) with six years ' service in the grade rendered after appointment thereto on regular basis in the scale ofpay ofRs . 7500-12000 or equivalent inthe Parent Cadre/Department ; or
(iv) with seven years ' service in the grade rendered after appointment thereto on regularbasis in the scale of pay ofRs . 7450-11500 or equivalent inthe Parent Cadre/Department; and
(b) possessing any one of the following qualifications:
(i ) A pass in the Subordinate Accounts Service or equivalent Examination conducted by any of the organised Accounts Departments ofthe Central Government ;
(ii ) Successfull completion of training in Cash and Accounts Work in the Institute of Secretariate Training and Management or equivalent and five years experience in Cash , Accounts and Budget Work .
(The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion . Period of deputation including period ofdeputation in another Ex-cadre post held immediately preceding this appointment in the same or some other Organisation/ Department ofthe Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications. )

सा. का. नि. 249. केन्द्रीय सरकार, अखिल भारतीय सेवा अधिनियम, 1951 ( 1951 का 61 ) की धारा 3 की उप धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए संबंधित राज्य सरकारों से परामर्श करने के उपरान्त एतद्वारा , अखिल भारतीय सेवा ( अनुशासन तथा अपील ) संशोधन, नियमावली, 1969 में आगे और संशोधन करने के प्रयोजन से निम्नलिखित नियम बनाती है, अर्थात्: -
1. ( 1 ) इन नियमों का नाम अखिल भारतीय सेवा ( अनुशासन तथा अपील ) संशोधन, नियमावली , 2003 है ।
(2) ये राजपत्र में इनके प्रकाशन की तारीख से प्रवृत्त होंगे । 2: अखिल भारतीय सेवा ( अनुशासन तथा अपील ) संशोधन, नियमावली, 1969 के नियम 9 में उप नियम (2 ) के स्थान पर निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात्: -
" (2) अनुशासनिक प्राधिकारी, यदि कोई जाँच अनुशासनिक प्राधिकारी द्वारा की गई है तो जाँच रिपोर्ट की एक प्रति अग्रेषित करेगा या करवाएगा और जहाँ अनुशासनिक प्राधिकारी स्वयं जाँच प्राधिकारी नहीं है तो जाँच प्राधिकारी की जाँच रिपोर्ट की एक प्रति , यदि आरोप की किसी मद के संबंध में वह जाँच प्राधिकारी के निष्कर्षों से सहमत नहीं हो तो असहमति के अनंतिम कारणों सहित सेवा के सदस्य के पास अग्रेषित करेगा या करवाएगा जो कि आगे यदि वह चाहे तो उससे अपेक्षा की जाएगी कि वह 15 दिनों के भीतर अनुशासनिक प्राधिकारी को अपना अभ्यावेदन या निवेदन लिखित में प्रस्तुत करे, भले ही, रिपोर्ट सेवा के सदस्य के पक्ष में है अथवा नहीं ।
2--क अनुशासनिक प्राधिकारी, सेवा के सदस्य द्वारा प्रस्तुत अभ्यावेदन यदि कोई दिया गया हो, पर विचार करेगा और मामले में आगे की कार्रवाई करने से पूर्व इसके निष्कर्षों को उप नियम ( 3 ) और (4) में यथानिर्दिष्ट तरीके से रिकार्ड करेगा । "

G.S.R. 249. In exercise ofthe powers conferred by Sub-section ( 1 ) of Section 3 of the All India Services Act, 1951 (61 of 1951 ), the Central Government, after consultation with the Governments of the States Concerned, hereby makes the following rules further to amend the All India Services (Discipline and Appeal ) Rules, 1969, namely :-
1. (1 ) These rules may be called the All India Services (Discipline and Appeal) Amendment Rules , 2003.
(2) They shall come into force on the date oftheir publication in the Official Gazette .
2. In the All India Services (Discipline andAppeal ) Rules, 1969, in rule 9, for sub - rule ( 2 ) , the following rules shall be substituted, namely:-
"The disciplinary authority shall forward or cause to be forwarded a copy of the report of the inquiry, if any, held by the disciplinary authority or where the disciplinary authority is not the inquiring authority, a copy of the report of the inquiring authority together with its own tentative reasons for disagreement, if any with the findings of inquiring authority on any article of charge to the Member ofService who shall be required to submit , if he so desires , his written representation or submission to the disciplinary authority within fifteen days , irrespective of whether the report is favourable or not to the Member of the Services. (2- A) The disciplinary authority shall consider the representation , if any, submitted by the Member and record its findings before proceeding further in the matter as pecified in sub -rules (3) and (4 ). सा. का. नि. 250.- केन्द्रीय सरकार, कंपनी अधिनियम, 1956 ( 1956 का 1 ) की धारा 594 की उपधारा ( 1 ) के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और भारत सरकार के तत्कालीन वित्त मंत्रालय ( कंपनी विधि प्रशासन विभाग ) की अधिसूचना सं. का.नि.आ. 3216 तारीख 4 अक्तूबर, 1957 ( जिसे इसमें इसके पश्चात् उक्त अधिसूचना कहा गया है ) का आंशिक उपांतरण करते हुए, यह निर्देश करती है कि मैसर्स आगा खां फाउंडेशन, सरोजिनी हाऊस, दूसरा वल, 6 भगवान दास रोड, नई दिल्ली ( जिसे इसमें इसके पश्चात् कंपनी कहा गया है ) जो एक विदेशी कंपनी है, के मामले में उक्त अधिसूचना द्वारा किसी विदेशी कंपनी के लिए उनको लागू होने में यथा उपांतरित उक्त धारा 594 की उपधारा ( 1 ) के खंड ( क) की अपेक्षाएं निम्नलिखित और अपवादों तथा उपांतरणों के अधीन रहते हुए लागू होंगी , अर्थात्: -

( ii ) निम्नलिखित द्वारा प्रामणित भारत में कंपनी की आस्तियों और दायित्वों का विवरण-
(क) उक्त अधिनियम की धारा 592 की उपधारा ( 1 ) के खंड ( घ ) के अधीन भारत में आदेशिका की तामील के प्रतिग्रहण के लिए प्राधिकृत व्यक्ति; और (ख) भारत में व्यवसाय करने वाला चार्टर्ड एकाउंटेंट: यह प्रमाणित करते हुए कि उक्त विवरण 1 जनवरी , 2002 से प्रारंभ होने वाली और 31 दिसम्बर, 2002 को समाप्त होने वाली अवधि की समाप्ति पर भारत में कंपनी के कार्यकलाप की स्थिति का सही और ऋजु चित्र प्रस्तुत करता है;
(iii) उक्त अधिनियम की धारा 592 की उपधारा ( 1 ) के खंड (घ) केअधीन भारत में आदेशिका की तामील के प्रतिग्रहण के लिए प्राधिकृत व्यक्ति द्वारा सम्यक् रूप से हस्ताक्षरित यह प्रमाणित करते हुए, एक प्रमाण - पत्र कि 1 जनवरी , 2002 से प्रारंभ होने वाली और 31 दिसम्बर, 2002 को समाप्त होने वाली अवधि के दौरान भारत में कंपनी ने कोई व्यापारिक या विनिर्माण , वाणिज्यिक या औद्योगिक क्रियाकलाप नहीं किया है ।

Aga Khan Foundation , Sarojini House , 2nd floor, 6 Bhagawan Das Road, New Delhi ( hereinafter referred to as the company) being a foreign company, the requirements of clause ( a) of Sub - section ( 1 ) of the said Section 594 as modified in their application to a foreign company by the said notification shall apply subject to the following further exceptions and modifications , namely

(a) a person authorised to accept service of process in India under clause (d) of Sub- section( 1) of section 592 of the said Act ; and (b) a Chartered Accountant practising in India:
certifying that the said statement gives a true and fair view of the state of affairs of the company in India at the end of the period commencing from the 1st day of January, 2002 and ending on the 31st day ofDecember 2002;
(iii) a certificate duly signed by person authorised to accept service of process in India under clause (d) of Sub- section ( 1 ) of Section 592 of the Act certifying that the company did not carry out any trading or manufacturing , commercial or industrial activity in India during the period commencing from the 1st day of January, 2002 and ending on the 31st day of December, 2002.

1. ( 1 ) इन नियमों का संक्षिप्त नाम राष्ट्रीय सहकारी विकास निगम (संशोधन ) नियम, 2003 है ।
1. ( 1) These rules may be called the National Co- operative Development Corporation (Amendment) Rules , 2003.

सा. का. नि. 254.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, साधारण आरक्षण इंजीनियर बल समूह " ग " भर्ती नियम , 1982 को जहां तक उनका संबंध ज्येष्ठ हिन्दी अनुवादक पद से है, उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हेंऐसे अधिक्रमण से पहले किया गया है या करने. से लोप किया गया है , साधारण आरक्षण इंजीनियर बल में ज्येष्ठ हिन्दी अनुवादक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ.-( 1 ) इन नियमों का संक्षिप्त नाम साधारण आरक्षण इंजीनियर बल ज्येष्ठ हिन्दी अनुवादक समूह "ख " (अराजपत्रित) भर्ती नियम, 2003 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा , अर्हताएं आदि.-उक्त पद पर भर्ती की पद्धति, आयु - सीमा, अर्हताएं और उससे सम्बन्धित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में. विनिर्दिष्ट हैं ।
4. निरर्हता.-वह व्यक्ति,-
( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है , और ऐसा करने के लिए अन्य आधार है तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई भी बात, ऐसे आरक्षण आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिसका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

12. प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/ प्रतिनियुक्ति/आमेलन किया जाएगा
टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/ पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी करी ली है ।
प्रतिनियुक्ति: केन्द्रीय सरकार के अधीन ऐसे अधिकारी जो :-
(क) ( i ) जो मूल काडर या विभाग में नियमित आधार पर समतुल्य पद धारण किए हुए हैं ; या
(ii ) जिन्होंने 5000-150-8000 रु. या समतुल्य के वेतनमान में मूल काडर या विभाग में नियुक्तिके पश्चात् नियमित आधार पर श्रेणी में तीन वर्ष सेवा हो; या
(iii) जिन्होंने 4500-125-7000 रु. के या समतुल्य वेतनमान में मूल काडर याविभाग में नियुक्तिके पश्चात् नियमित आधार पर श्रेणी में छह वर्ष सेवा की हो; और
(ख ) निम्नलिखित शैक्षिक योग्यता और अनुभव रखता है :-
( i ) किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंग्रेजी में मास्टर डिग्री जिसमेंडिग्री स्तर पर अंग्रेजी या हिन्दी एक अनिवार्य/चयनित विषय के रूप में या परीक्षा के माध्यम के रूप में रही हो, या
( ii) किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंग्रेजी माध्यम से भिन्न किसी विषय में मास्टर डिग्री , जिसमें डिग्री स्तर पर अंग्रेजी या हिन्दी एक अनिवार्य/चयनित विषय के रूप में या परीक्षा के माध्यम के रूप में रही हो,
या
(iii ) किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंग्रेजी से भिन्न किसी विषय में मास्टर डिग्री, जिसमें डिग्री स्तर पर हिन्दी या अंग्रेजी एक अनिवार्य /चयनित विषय के रूप में रही हो या दोनों में एक परीक्षा का माध्यम और दूसरा अनिवार्य/ चयनित विषय के रूप में रही हो और हिन्दी से अंग्रेजी और अंग्रेजी से हिन्दी में अनुवाद करने के पाठ्यक्रम का मान्यताप्राप्त डिप्लोमा/प्रमाण- पत्र या केन्द्रीय या राज्य सरकार के कार्यालयों , जिसके अंतर्गत भारत सरकार के उपक्रम भी हैं, हिन्दी से अंग्रेजी और अंग्रेजी से हिन्दी में अनुवाद कार्य का दो वर्ष का अनुभव हो।
वांछनीय:-
( i ) संस्कृत और या एक आधुनिक भारतीय भाषा का ज्ञान।
(ii ) प्रशासनिक अनुभव ।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्तिपर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । ( प्रतिनियुक्ति/संविदा की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्तिसे ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

G.S.R. 254. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in suppression ofthe General Reserve Engineer Force Group ' C ' Recruitment Rules , 1982 in so far as this relates to the post of Senior Hindi Translator except as respect things done or omitted to be done before such suppression , the President hereby makes the following rules regulating the method of recruitment to the post of Senior Hindi Translator Group 'B ' posts in the General Reserve Engineer Force, namely:-
1. Short title and commencement .( i) These rules may be called, the General Reserve Engineer Force [Senior Hindi Translator, Group ' B ' (Non- Gazetted)] Recruitment Rules , 2003.
( ii ) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and scale of pay. The number of posts , their classification and scale of pay attached thereto shall be as specified in columns 2 to 4, of the Schedule.
3. Method of recruitment , age limit, qualification. The method of recruitment to the said post, age limit , qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the aforesaid Schedule .
4. Disqualification . No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who , having a spouse living, has entered into or contracted a marriage with a person ,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any personfrom the operation of this rule .
5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. Nothing in these rules shall affect reservations , relaxation and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes and other special categories of persons in accordance with the orders issuedby the Central Government from time to time in this regard.

[PART II- SEC . 3 ( i) ] 1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों को शहरी विकास और गरीबी उपशमन मंत्रालय ( केन्द्रीय लोक निर्माण विभाग ) (अधीनस्थकार्यालय ) कनिष्ठ अभियन्ता ( सिविल व वैद्युत ) भर्ती नियम, 2003 कहा जाए ।
( 2 ) ये नियम सरकारी राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. संख्या, वर्गीकरण तथा वेतनमान. पदों की संख्या, उनका वर्गीकरण और संबंधित वेतनमान इन नियमों के साथ संलग्न अनुसूची के कालम ( 2 ) से ( 4 ) तक में विनिर्दिष्ट विवरण के अनुसार होंगे ।
3. भर्ती का तरीका, आयु-सीमा, अर्हता आदि. भर्ती का तरीका, आयु सीमा, अर्हता तथा इससे संबंधित मामले उक्त अनुसूची के कालम ( 5 ) से ( 14 ) तक विनिर्दिष्ट विवरण के अनुसार होंगे ।
4. निरर्हता. वह व्यक्ति, -
(क ) जिसने किसी ऐसे व्यक्ति से विवाह किया हो जिसका पति/पत्नी जीवित है; अथवा
(ख ) जिसने पति/पत्नी के जीवित होते हुए किसी अन्य व्यक्ति से विवाह किया हो ।
उक्त पद पर नियुक्ति का पात्र नहीं होगा ।
परन्तु यदि केन्द्रीय सरकार इस बात से संतुष्ट है कि इस विवाह की व्यक्ति के स्वीय विधि के तहत तथा विवाह के दूसरे पक्ष द्वारा अनुमति दी गई है और ऐसा करने के अन्य आधार भी हैं तो उस व्यक्ति को इस नियम से छूट दी जा सकती है ।
5. छूट देने का अधिकार.-यदि केन्द्रीय सरकार आवश्यक अथवा समीचीन समझे तो लिखित में कारण बताकर आदेश द्वारा किसी वर्ग अथवा श्रेणी को इन नियमों के किसी प्रावधान से छूट दे सकती है ।
6. व्यावृत्ति. इन नियमों की कोई भी बात , ऐसे आरक्षण , अन्य रियायतों पर प्रभाव नहीं डालेगी , जिसका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।
