का०नि०आ० 77.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, रक्षा मंत्रालय, सशस्त्र बल और फोटो प्रभाग ( समूह " ग " पद ) भर्ती, नियम, 1989 को, जहां तक उनका संबंध फिल्म संपादक के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , सशस्त्र बल फिल्म और फोटो प्रभाग , रक्षा मंत्रालय में फिल्म संपादक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय , सशस्त्र बल और फिल्म प्रभाग , फिल्म संपादक ( समूह "ख " पद ) भर्ती नियम , 2003 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति:-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

[PART II-SEC. 4] उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदिकेन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबन्ध को किसी वर्ग या प्रवर्ग के व्यक्तियों की आवत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति.-इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्यपिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

टिप्पण 1 : केन्द्रीय सरकार द्वारा जारी किए गए अनुदेशों या आदेशों के अनुसार सरकारी सेवकों के लिए पांच वर्ष तक शिथिल की जा सकती है ।
टिप्पण 2 : आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ( न कि वह अंतिम तारीख जो असम , मेघालय , अरुणालय प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिपुरा, 'सिक्किम, जम्मू- कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है ) ।

7. सेवा में जोड़े गए वर्षों का फायदा केन्द्रीय सिविल
सेवा ( पेंशन ) नियम, 1972 के नियम 30 के अधीन अनुज्ञेय है या नहीं
: आवश्यक:-
8. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं
( i ) किसी मान्यताप्राप्त विश्वविद्यालय से डिग्री या समतुल्य ।
(ii ) किसी ख्याति प्राप्त निर्माण संगठन में फिल्म/ वीडियों संपादन कार्य में पांच वर्ष का अनुभव जिसमें से फिल्म संपादक के रूप में तीन वर्ष का अनुभव रहा हो ।
टिप्पण 1 :- अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।
टिप्पण 2:-अनुभव संबंधी अर्हता ( अर्हताएं ) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है किउनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है । [ भाग II- खण्ड 4 ]

शैक्षिक अर्हताएं- हां
9. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं, प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं
इसनियम की अधिसूचना की तारीख को 5000-8000 रु. के, पुनरीक्षित वेतनमान में सहायक फिल्म सम्पादक श्रेणी- I के विद्यमान पदधारी को स्तंभ ( 8 ) के अधीन विहित शैक्षिक अर्हताओं से छूट दी जाएगी ।
10. परिवीक्षा की अवधि, यदि कोई हो
: सीधे भर्ती और प्रोन्नति किए जाने वाले व्यक्तियों के लिए दो वर्ष
( i) 50% प्रोन्नति ।
(ii ) 50% प्रतिनियुक्ति द्वारा ( जिसके अन्तर्गत अल्पकालिक संविदा भी है ) जिसके 11. भर्ती की पद्धति: भर्ती सीधे होगी या प्रोन्नति द्वारा : या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता न हो सकने पर सीधी भर्ती द्वारा ।
: प्रोन्नति:-ऐसा सहायक फिल्म सम्पादक श्रेणी I जिसने 5000-8000 रु. में पुन- रीक्षित वेतनमान में उस श्रेणी में छह वर्ष नियमित सेवा की है ।
12. प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/ आमेलन किया जाएगा
उपयुक्तता खंड:-6500-10500 रु. के वेतनमान में इस पद के उन्नयन से पूर्व 1400-2600 रु. के पुनरीक्षित वेतनमान के पूर्व फिल्म सम्पादक के पद नियमित आधार पद धारण करने वाले व्यक्तियों की उपयुक्तता उन्नत पद पर नियुक्ति के लिए सम्यक रूप से गठित विभागीय प्रोन्नति समिति द्वारा आरंभिक रूप से निर्धारित की जाएगी । यदि उसे " उपयुक्त " निर्धारित कर लिया जाता है तो वह पद पर आरंभिक गठन पर नियुक्त किया गया समझा जाएगा । यदि उसे उन्नत वेतनमान में नियुक्ति के लिए अनयुक्त निर्धारित किया जाता है तो वह 5000-8000 रु. के पुनरीक्षित वेतनमान में कार्य करता रहेगा और उसके मामले का प्रत्येक वर्ष पुनरीक्षण किया जाएगा ।
टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु, यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है ।
प्रतिनियुक्ति(जिसके अंतर्गत अल्पकालिक संविदा भी है ):-
केन्द्रीय सरकार/ राज्य सरकार संघ राज्य क्षेत्र/ विश्वविद्यालयों/मान्ताप्राक अनुसंधा संस्थानों/पब्लिक सेक्टर उपक्रम/अर्थ सरकारी/कानूनी या स्वशासी संगठन के अधीन ऐसे अधिकारी जो-
(क) ( i ) मूल काडर/ विभाग में नियमित आधार पर सदृश पद धारण किए हुए
हैं; या
( ii) मूल काडर/विभाग में 5500-9000 रुपए के या समतुल्य वेतनमान में नियुक्तिके पश्चात् उस श्रेणी में नियमित आधार पर तीन वर्ष नियमित सेवा की है;या
(iii ) मूल काडर/विभाग में 5000-8000 रुपए के या समतुल्य वेतनमान में छह वर्ष नियमित सेवा की है ; और
(ख) जो स्तंभ (8 ) में सीधी भर्ती किए जाने के लिए विहित शैक्षिक अर्हताएं और अनुभव रखता हो।
टिप्पण:-पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सी पंक्तिमें हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियषत व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किर कान्ने गे पात्र नहीं होंगे । [PART II-SEC . 4] THE GAZETTE OF INDIA: JULY 19 , 2003 /ASADHA 28 , 1925

टिप्पण:-प्रतिनियुक्ति/संविदा की अवधि ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति कीअवधि है, साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति केलिए अधिकतम आयु सीमा आवदेन प्राप्त करने की अंतिम तारीख 56 वर्ष से अधिक नहींहोगी।

S. R. O. 77. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence , Armed Forces Film and Photo Division ( Group ' C ' posts ) Recruitment Rules , 1989 , in so far as they relates to the post of Film Editor except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Film Editor inthe Armed Forces Film and Photo Division , Ministry ofDefence , namely:-
1. Short title and commencement.- ( 1 ) These rules may be called the Ministry ofDefence, Armed Forces Film and Photo Divison, Film Editor (Group ' B ' posts) Recruitment Rules , 2003 .
(2)They shall come inito force on the date of their publication in the Official Gazette.
2. Number of posts , classification and scale of pay. The number of the said post, its classification and the scales of pay attached thereto , shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications etc. The method of recruitment to the said post, age limit , qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the Schedule .
4. Disqualification . No person,-
(a) Who has entered into or contracted a marriage with a person having a spouse living or,

shall be eligible for appointment to the said posts:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so todo, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , Ex -servicemen Other Backward Classes and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard .

Note 2: The qualification ( s) regarding experience is/are relaxable at the discretion ofthe Union Public Service Commission, in case of candidates belonging to Scheduled Castes or Scheduled Tribes , if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them .

9 Whether age and educational qualifi- cations prescribed for direct recruits will apply in the case of promotees
The existing incumbent of Assistant Film Editor Grade- I in the revised pay scale of Rs . 5000-8000 as on the date of notification of this rule will be exempted from possessing the educational qualifications prescribed under column (8) .
10. Period of probation , if any
: Two years for direct recruits and promotees.
(i ) 50% promotion .
( ii) 50% deputation (Including short-term contract) failing whichby direct recruitment.
11. Method of recruitment whether by direct : recruitment or by promotion or by deputation/ absorption and percentage of the posts to be filled by various methods .
: Promotion : Assistant Film Editor Grade I in the revised pay scale of Rs.5000-8000 with six years regular service in the grade.
12. In case of recruitment by promotion/ deputation/absorption grades from which promotion/deputation/ absortpion to be made.
Suitability Clause : The suitability of the regular holder of the post of film editor in the pre- revised pay scale of Rs . 1400-2600 prior to the upgradation of this post in the scale of Rs . 6500-10500 will be initially assessed by a duly constituted DPC for appointment to the upgraded post. If assessed ' suitable ' they shall be deemed to have been appointed to the post at the initial constitution. If assessed ' Not suitable ' for appointment to the upgraded scale of pay, he shall continue to be in the revised scale of Rs . 5000-8000 and his case would be reviewed every year. 1
Note : Where juniors who have completed their qualifying/eligibility service are being considered for promotion , their seniors would also be cosidered provided they are not short of the requisito qualifying/ eligibility service by more than halfof such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying/eligibility service . Deputation (Including short -term contract):
Officers under the Central /State Government/ Union Territories/ Universities /Recognised Research Institutions/Public Sector Undertakings/ Semi-Government/Statutory or Autonomous Organisation:-
(a)( i ) holding analogous posts on regular basis in the parent cadre/ department, or
(ii) with threeyears service in the grade rendered after appointment thereto on a regular basis in the scale ofpay of Rs . 5500-9000 ог equivalent in the parent Cadre /Department, or
(iii) with six years regular service in the pay scale ofRs . 5000-8000 or equivalent in the parent Cadre/Department, and
(b) possessing the educational qualifications and experience prescribed for direct recruits in column (8) .
Note:The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note: Period of deputation (short- term contract) including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department ofthe Central Government shall ordinarily not to exceed three years . The maximum age limit for appointment by deputation ( including short -term contract) shall not be exceeding 56 years as on the closing date of the receipt ofapplications.

का.नि.आ. 89.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, नौसेना ( सिविलियन राजपत्रित वैज्ञानिक अधिकारी पद ) भर्ती नियम, 1980 , को अधिक्रांत करते हुए नौसेना वैज्ञानिक अधिकारी संवर्ग में कतिपय समूह ' क' और ' ख ' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम नौसेना ( सिविलियन राजपत्रित वैज्ञानिक अधिकारी पद ) भर्ती नियम, 2003 है ।
( 2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होना.- ये नियम इससे उपाबद्ध अनुसूची के स्तंभ ( 1 ) में विनिर्दिष्ट पदों को लागू होंगे ।
3. पद संख्या, वर्गीकरण और वेतनमान उपाबद्ध अनुसूची के स्तम्भ 2 से स्तंभ 4 में विनिर्दिष्ट हैं । उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से 4. भर्ती की पद्धति, आयु- सीमा , अर्हताएं आदि उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो यहां उपाबद्ध अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।
5. निरर्हताः- वह व्यक्ति-
( क) जिसने ऐमे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिमने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु, यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्युक्त को इस नियम के प्रवर्तन से छूट दे सकेगी ।
6. शिथिल करने की शक्ति: जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जा कारण हैं उन्हें लेखवद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेंगी ।

वांछनीय:-

( ii ) वैश्लेष्णिक पद्धति, जिसके अंतर्गत फोटो विद्युत विश्लेषण भी है और क्वालिटी नियंत्रण पदार्थों जिसके अंतर्गत पेट्रोलियम तेल और स्नेहक भी है में 4 वर्ष का अनुभव या इलैक्ट्रो विश्लेषिक पद्धति और उसके अनुसंधान में 4 वर्ष का अनुभव । पदार्थों का क्वालिटी नियंत्रण जिसके अंतर्गत पनडुब्बी बैटरी कमीशनिंग/अनुरक्षण का पूर्णज्ञान भी है और उत्पादन /विकास या क्वालिटी आश्वासन या विस्फोटक में 4 वर्ष का व्यावहारिक अनुभव ।
वांछनीय:-
( i ) विज्ञान की सुसंगत शाखा में डाक्टरेट की डिग्री ।

वांछनीय:-
( i ) भूमिगत जल ध्वनिक के प्रवर्धन का ज्ञान।
( ii ) पोत फलक पर समुद्र विज्ञान संबंधी आंकड़े अर्जित करने का व्यवहारिक अनुभव ।
या
(च) आवश्यक
( i ) किसी मान्यताप्राप्त विश्वविद्यालय/संस्थान से डिजाइन या कंपन यांत्रिक इंजीनियरिंग में मास्टर डिग्री या समतुल्य ( ii) डिजाइन/ख और तरंग मापन तथा विश्लेषण में 4 वर्ष का अनुभव या उत्पादन विकास या आयुध के उपयुक्त यांत्रिक संघटक के क्षेत्र में क्वालिटी आश्वासन का व्यवहारिक अनुभव।
वांछनीय:-
( i) किसी मान्यताप्राप्त विश्वविद्यालय/संस्थान से यांत्रिक इंजीनियरिंग डिजाइन में डिग्री या तरंग प्रौद्योगिकी में मास्टिर डिग्री या समतुल्य ।
( ii ) रसायन प्रयोगशालाओं अंशशोधन और वातीय उपस्कर के परीक्षण का अनुभव।
टिप्पण:-विभिन्न विधाओं/शाखाओं के लिये विनिर्दिष्ट अर्हताएं और अपेक्षित अनुभव प्रत्येक अवसर पर भर्ती के समय उपदर्शित की जाएगी ।
टिप्पण 1 :- अहताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है । टिप्पण 2 :- अनुभव संबंधी अर्हता ( अर्हताएं ) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों, अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है ( हैं ) जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है किउनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्धहोने की संभावना नहीं है ।

टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा अपेक्षित के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा कीअवधि सफलतापूर्वक पूरी कर ली हो ।

S.R.O. 89.- In exercise of the power conferred by proviso to article 309 of the Constitution , and in supersession of the Navy (Civilian Gazetted Scientific Officers Posts ) Recruitment Rules, 1980 the President hereby makes the following . rules regulating the method of recruitment to certain Group 'A'and 'B' posts in the Scientific Officers Cadre in the Navy, narnely:
1. Short title and commencement.- ( 1 ) These Rules may be called the Navy (Civilian Gazetted Scientific Officers Posts) Recruitment Rules , 2003.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Application. These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.
3. Number, classification and scale of pay. The number of the posts, their classification and the scales of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed hereto.
4. Method of recruitment , age limit qualification etc. The method of recruitment to the said posts, age limits , qualifications and other matters relating to the said posts shall be as specified in columns (5) to ( 13 ) of the said Schedule .
5. Disqualification.-No person ,-
(a) Who has entered into or contracted a marriage with a person having a spouse living, or

shall be eligible for appointment to any the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax.-Where the Central Government is of opinion that it is necessary or expedient to do so , it may , byorder, for reasons to be recorded in writing, and in consultation with Union Public Service Commission , relax any of the provisions of these rules with respects to any class category of persons or posts.
7. Savings . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.
