का०नि ०आ ० 100.-छावनी अधिनियम , 1924 ( 1924 का 2) की धारा 13 की उपधारा ( 7 ) के अनुसरण में केन्द्रीय सरकार एतद्वारा अधिसूचित करती है कि स्टेशन कमांडर पचमढ़ी ने उक्त अधिनियम की धारा 13 की उपधारा ( 3 ) के खण्ड ( च ) में प्रदत्त शक्तियों का प्रयोग करते हुए ले. कर्नल कुलदीप शर्मा को छावनी बोर्ड, पचमढ़ी का सदस्य मनोनीत किया है । यह मनोनयन मेजर वीर सिंह के स्थान पर किया गया है जिनका त्यागपत्र स्वीकृत हो चुका है । [फा. सं. 19/ 52 /पचमढ़ी /सी/डीई/ 2001 / 2881/डी( क्यू एण्ड सी) ]

का०नि० आ० 101. राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए रक्षा मंत्रालय , भारतीय वायुसेना कनिष्ठ अनुवादक ( हिन्दी) भर्ती नियम , 1994 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय भारतीय वायुसेना कनिष्ठ अनुवादक (हिन्दी) भर्ती (संशोधन ) नियम , 2003 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. रक्षा मंत्रालय, भारतीय वायुसेना, कनिष्ठ अनुवादक ( हिन्दी) भर्ती नियम, 1994 की विद्यमान अनुसूची के स्थान पर निम्नलिखित अनुसूची रखी जाएगी अर्थात :-

25 वर्ष से अधिक नहीं ( सरकारी सेवकों के लिए शिथिल करके सामान्य अभ्यर्थियों की दशा में 40 वर्ष तक और अनु- सूचित जातियों/अनुसूचित जनजातियों के अभ्यर्थियों की दशा में 45 वर्ष तक और अन्य पिछड़े वर्गों की दशा में 42 वर्ष तक की जा सकती है ) ।
टिप्पण: आयु सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ( न कि वह अंतिम तारीख जो असम , मेघालय , अरुणाचल प्रदेश, मिजोरम , मणिपुर , नागालैण्ड, त्रिपुरा , सिक्किम , जम्मू- कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है ) ।
8. सीधे भर्ती किये जाने वाले व्यक्तियों के लिये अपेक्षित शैक्षिक : और अन्य अर्हतायें
आवश्यक: स्नातक स्तर पर हिन्दी/अंग्रेजी अनिवार्य और वैकल्पिक विषय के साथ अंग्रेजी/हिन्दी में स्नातकोत्तर डिग्री
या
स्नातक स्तर पर हिन्दी/अंग्रेजी अनिवार्य और वैकल्पिक विषय के साथ अंग्रेजी/हिन्दी मुख्य विषय ( जिसमें अनिवार्य और वैकल्पिक शब्द शामिल हैं) ।
टिप्पण: अनुभव सम्बन्धी अर्हता ( अर्हतायें ) सक्षम प्राधिकारी/कर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी चयन आयोग की यह राय है कि उनके लिये आरक्षित पदों को भरने के लिये अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है । [ भाग II- खण्ड 4 ]

9. सीधे भर्ती किये जाने वाले व्यक्तियों के लिये विहित आयु और शैक्षिक अर्हतायें प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं।
10. परिवीक्षा की अवधि, यदि कोई हो ।
: सीधे भर्ती किये गये व्यक्तियों के लिये दो वर्ष ।
प्रोन्नति द्वारा, जिसके न हो सकने पर प्रतिनियुक्ति/आमेलन द्वारा और दोंनों के न हो सकने पर सीधी भर्ती द्वारा ।
11. भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रति- नियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता । :

12. प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/आमेलन किया जाएगा ।
प्रोन्नति: भारतीय वायुसेना का ऐसा सिविलियन अनुदेशक, जिसने उस श्रेणी में आठ वर्ष नियमित सेवा की है ।
टिप्पणी : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसेज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु वह तब जब कि उसके द्वारा की गई ऐसी अर्हक/ पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, उससे कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/ पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है ।
प्रतिनियुक्ति/स्थानान्तरण
केन्द्रीय सरकार के उन अधिकारियों में से जो-
( क) ( 1 ) समकक्ष पदों पर कार्यरत हों, या
(2) 4000-100-6000 रु ० या इसके समकक्ष वेतनमान वाले पदों पर हों और उस ग्रेड में आठ वर्ष की नियमित सेवा हो चुकीहो, और
(ख ) उनके पास सीधे भर्ती किए जाने वाले व्यक्तियों के लिए कालम 8 में निर्धारित शैक्षिक और अन्य अर्हताएं हों । ( प्रतिनियुक्ति की अवधि इस नियुक्तिके तत्काल पहले उसी संगठन/ विभाग में किसी अन्यसंवर्ग- बाह्य पद पर प्रतिनियुक्ति की अवधि समेत सामान्यतः 3 वर्ष से अधिक नहींहोगी ) । प्रतिनियुक्तिपर स्थानान्तरण द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन पत्र मंगाने की अंतिम तारीख को 56 वर्ष से अधिक नहींहोगी ।
13. यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना : प्रोन्नति और पुष्टि के संबंध में विचार करने के लिए समूह " ग " विभागीय प्रोन्नति समिति, जिसमें निम्नलिखित होंगे:-

14. भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा ।

[ PART II-- SEC . 4] 1. ( 1) These rules may be called the Ministry of Defence , Indian Air Force Junior Translator (Hindi ) Recruitment (Amendment ) Rules , 2003 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Indian Air Force Junior Translator ( Hindi ) Recruitment Rules , 1994, for Schedule , the following Schedule shall be substituted , namely :-

Master'sdegree in English/Hindi with Hindi/English as a compulsory subject at degree level .
OR
Bachelor's Degree with Hindi and English as main subject ( which includes the term compulsory and elective) .
Note : The qualifications regarding experience is /are relaxable at the discretion of the Competent Authority/ Staff Selection Commission in the case of candidates belonging to the Scheduled Castes or Scheduled Tribes if at any stage of selection the Competent Authority/Staff Selection Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them. : No
9. Whether age and educational qualifi- cations prescribed for direct recruits will apply in the case of promotees
: Two years for direct recruits
10. Period of probation , if any
By promotion failing which by deputation/ absorption and failing both by direct recruitment .

Note : Where juniors who have completed their qualifying eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying/eligibility service .

का. नि. आ. 102.- राष्ट्रपति, भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सेना सेवा कोर (केन्द्रीय सिविल ) ( समूह ' ग ' पद ) भर्ती नियम, 1978 को जहां तक उनका संबंध ज्येष्ठ प्रयोगशाला सहायक से है सिवाय उन बातों के अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण गति से पहले किया गया है या करने का लोप किया गया है , सेना सेवा कोर में ज्येष्ठ प्रयोगशाला सहायक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

2. पद संख्या , वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उमाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु- सीमा और अन्य अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु- सीमा, अन्य अर्हताएं और उससे सम्बन्धित अन्य बातें वे होंगी जो पूर्वोक्त/उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. कारण हैं उन्हें लेखबद्ध करके, इन नियमों के जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.- इन नियमों की कोई बात ऐसे आरक्षणों, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, और अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना , अपेक्षित है ।

: रसायन भौतिकी और गणित या रसायन वनस्पति और प्राणी विज्ञान सहित विज्ञान में स्नातक ।
7. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं
वांछनीय: खाद्य निरीक्षण संगठन में या खाद्य या लोक स्वास्थ्य प्रयोगशाला में तीन वर्ष काअनुभव ।

S.R.O. 102. In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of the Army Service Corps ( Central Civil Group ' C ' Posts ) , Recruitment Rules , 1978 , in so far as they relate to the post of Senior Laboratory Assistant except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Senior Laboratory Assistant inArmy Service Corps namely:-
1. Short title and commencement.- ( 1 ) These rules may be called the Army Service Corps ( Central Civil Group ' C' Posts) , Recruitment Rules , 2003.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts , classification and scale of pay.The number of said posts , its classifications and scale of pay attached thereto shall be as specified in columms 2 to 4 of the Schedule hereto annexed .
3. Method of recruitment , age limit and other qualifications. The method of recruitment to the said posts , age limit , qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule .
4. Qualifications. No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedients to do to, it may by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .
6. Savings . Nothing in this rule shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

का. नि. आ. 103.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय रक्षा अकादमी (उपाचार्य ) भर्ती नियम, 1988 को उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, राष्ट्रीय रक्षा अकादमी में उपाचार्य पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम राष्ट्रीय रक्षा अकादमी ( उपाचार्य ) समूह ' क' भर्ती नियम , 2003 है । ( 2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसके वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ (4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु- सीमा और अन्य अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे सम्बन्धित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.-वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तुयदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. -इन नियमों की कोई बात ऐसे आरक्षण आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है

8. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं :
( i ) अच्छे शैक्षिक अभिलेखों के साथ डाक्टरेट डिग्री या संबंधित विषय में समतुल्य प्रकाशन कार्य । *
( ii ) ऐसे अभ्यर्थी जो विश्वविद्यालय पद्धति से बाहर के हैं और जिन्होंने कम से कम 55% अंक प्राप्त किए हैं या बी समतुल्य श्रेणी 7 बिन्दुमान पर और अगली श्रेणी मास्टर डिग्री स्तर में ओ, ए, बी, सी, डी, जी, ई और एफ रखता हो जो अभ्यर्थी विश्वविद्यालय पद्धति में हैं , के मास्टर लेवल में 55 % स्थान पर 50 % अंक है ।
(iii ) पांच वर्ष का अध्यापन का अनुभव और/ या अनुसंधान डिग्री प्राप्त करने में व्यतीत समय को छोड़कर अनुसंधान में ली अवधि ।
( iv ) शैक्षिक नवाचार नये पाठ्यक्रमों का परिरूप और पाठ्यक्रम तथा प्रकाशन कार्य मेंयोगदान ।
टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्तियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।
टिप्पण 2 : अनुभव संबंधी अर्हता (अर्हताएं ) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।
