सा.का.नि. 355.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय अन्वेषण ब्यूरो में डाटा प्रविष्टि आप्रेटर ग्रेड " ए " के कुछ पदों पर भर्ती की पद्धति का विनियमन करने के लिए, निम्नलिखित नियम बनाते हैं, अर्थात्: - 1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय अन्वेषण ब्यूरो, डाटा प्रविष्टि आप्रेटर ग्रेड " ए " पद भर्तीनियम, 2003 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.-ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 1 ) में विनिर्दिष्ट पदों को लागू होंगे ।

3. पदों की संख्या, वर्गीकरण और वेतनमान उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो उक्त अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

5. निरर्हताएं. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है, या

[PART I-SEC. 3 (i )] (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है , और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति. -इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

अनुसूची

5. क्या चयन- सह- योग्यता या ज्येष्ठता पद द्वारा चयन

6. सीधे भतीं किए जाने वाले व्यक्तियों के लिए आयु-सीमा

: 27 वर्ष कैन्द्रीय सरकार द्वारा जारी किए गए अनुदेशों या आदेशों के अनुसार सरकारी सेवकों के लिए 40 वर्ष तक (अनुसूचित जाति/अनुसूचित जनजाति के अभ्यर्थियों के लिए 45 वर्ष तक) शिथिल की जा सकती है ।

टिप्पण: आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ( न कि वह अंतिम तारीख जो असम, मेघालय, अरुणाचल प्रदेश , मिजोरम, मणिपुर, नागालैण्ड, त्रिपुरा, सिक्किम, जम्मू कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड, अंदमान और निकोबार द्वीप या लक्षद्वीप अभ्यर्थियों के लिए विहित की गई है। )

7. सेवा में जोड़े गए वर्षों का फायदा केन्द्रीय सिविल सेवा ( पेंशन ) नियम, 1972 के नियम 30 के अधीन अनुज्ञेय है या नहीं

8. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं

: ( क) भौतिकी रसायन/गणित/वाणिज्य/अर्थशास्त्र में 55 % अंक सहित 12 वीं कक्षा यासमतुल्य ।

(ख) किसी मान्यताप्राप्त संस्था से कम्प्यूटर अनुप्रयोग में डिप्लोमा/प्रमाणपत्र (एक वर्ष पूर्णकालिक/दो वर्ष अंशकालिक) या डीओईएसीसी का " ओ " लेवल ।

(ग ) डाटा प्रविष्टि कार्य के लिए कम- से - कम 8000 की डिप्रेशन प्रति घंटा की गति होनी चाहिए।

वांछनीय:

आफिस ऑटोमेशन साफ्टवेयर जैसे एमएस आफिस या लोटस स्मार्टसूट आफिस या कोरल आफिस सूट के संचालन की जानकारी । [ भाग II- खण्ड 3 (i ) ]

टिप्पण:

डाटा प्रविष्टि कार्य के लिए 8000 की डिप्रेशन प्रति घंटा की गति का निर्णय सक्षम प्राधिकारी द्वारा पर्सनल कम्प्यूटर पर एक गति परीक्षा का अयोजन करके किया जाएगा ।

G.S.R. 355. In exercise of the powers conferred by the proviso to article 309 of the Constitution the President hereby makes the following rules regulating the method of recruitment to certain posts of Data Entry Operator , Grade ' A' in the Central Bureau of Investigation, namely

1. Short title and commencement . ( 1 ) These rules may be called the Central Bureau of Investigation , Data Entry Operator , Grade ' A' posts Recruitment Rules , 2003 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application. These rules shall apply to the post mentioned in column 1 of the Scheduled annexed to these rules.

3. Number of posts , classification and scale of pay .-The number of posts, their classification and the scales ofpay attached thereto , shall be as specified in columns 2 to 4 of the said Schedule .

4. Method of recruitment , age limit, other qualifications , etc. The method of recruitment to the said posts , age limit, qualifications and other matters connected therewith shall be as specified in columns (5 ) to ( 14 ) of the aforesaid Schedule .

5. Disqualification .-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who , having a spouse living, has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.

7. Savings . Nothing in these rules shall affect reservations, and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time.

: (a) 12th Standard or equivalent with 55 % marks in Physics/ Chemistry/Mathematics OR Mathematics/Commerce/Economic.

(b) Diploma/ Certificate (One year full time /Two years part time) in Computer Applications from a recognised Institution or ' O ' level of DOEACC.

Desirable:

Knowledge ofhandling Office automation software like MS Office orLotus Smartsuite Office or Coral Office Suite .

Note:

The speed of 8000 Key Depression per hour for Data Entry work is to be judged by conducting a speed test on the Personal Computer bythe Competent Authority.

सा. का. नि. 357.-केन्द्रीय सरकार, सीमा सुरक्षा बल अधिनियम, 1968 ( 1968 का 47 ) की धारा 141 की उपधारा ( 2 ) के खंड ( ख ) और खंड ( ग ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सीमा सुरक्षा बल ( मुख्य आरक्षक ) ( वेटेनरी स्टाकमैन ) भर्ती नियम, 1993 और सीमा सुरक्षा बल पशुचिकित्सा काडर ( अराजपत्रित ) भर्ती नियम, 1995 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है सीमा सुरक्षा बल में पैरा मैडिकल पशुचिकित्सा स्टाफ ( योधक ) के समूह ' ख ' और ' घ' के पद/ पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्: -

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल पैरा वैटेनरी स्टाफ , समूह " ग " और " घ " पद (योधक) भर्ती नियम, 2003 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या, वर्गीकरण और वेतनमान: उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा, अर्हताएं आदि उक्त पदों पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें ये होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता: वह व्यक्ति-

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है, या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

7. अधिवर्षिता: काडर में पद धारण करने वाले किसी व्यक्ति की सेवा निवृत्ति उस मास के अंतिम दिन के अपराहन में प्रभावी होगी जिसमें वह व्यक्ति सत्तावन वर्ष की आयु का हो जाता है । किसी मास की पहली तारीख को जन्मदिन होने की दशा में ऐसे व्यक्ति की सेवा निवृत्ति उस मास के पूर्ववर्ती मास की अंतिम तारीख के अपराहन से प्रभावी होगी जिस मास को ऐसा व्यक्ति सत्तावन वर्ष की आयु का हो जाता है ।

8. सेवा का दायित्व: इन नियमों के अधीन पदों के किसी प्रवर्ग पर नियुक्त कोई व्यक्ति भारत या विदेश में कहीं भी ऐसी सेवा करने का दायीहोगा।

9. निजी प्रैक्टिस: इन नियमों के अधीन किसी पद पर नियुक्त किसी व्यक्ति को प्राईवेट प्रैक्टिस करना जिसके अन्तर्गत सलाह देना और प्रयोगशाला प्रैक्टिस भी सम्मिलित है अनुज्ञेय नहीं होगा ।

In exercise of the powers conferred by clauses (b) and (c) ofSub -section (2 ) of Section 141 of the Border Security Forcet, 1968 (47 of 1968 ) , and in supersession of the Border Security Force (Head Constable) (Veterinary Stockman) Recruitment Rules , 1993 and Border Security Force Veterinary Cadre (Non -gazetted) Recruitment Rules , 1995 , except as things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to Group " C " and " D" posts of Para Veterinary Staff ( Combatised ) in the Border Security Force, namely :-

1. Short title and commencement .-( 1 ) These rules may be called the Border Security Force Para Veterinary Staff, Group ' C ' and ' D ' posts ( combatised) Recruitment Rules, 2003.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of Posts, classification and scale of pay. The number of the posts , their classification and the scales ofpay attached thereto shall be as specified in columns (2) to (4) of the Schedule .

3. Method of Recruitment, age limit , qualification, etc. The method of recruitment, age limit, qualification and other matters relating to the said post shall be as specified in columns (5) to ( 14) of the said Schedule .

4. Disqualification.-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the cadre:

Provided that the Central Government may, if satisfied that such marriage is permissible under the Personal Law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may , by order, for reasons to be recorded in writing, relax any of the provisions of these rules in respect of any class or category of persons .

6. Saving. Nothing in the rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , Scheduled Tribes , Other Backward Classes , Ex -servicemen and other special categories ofpersons in accordance with the orders issued by the Government from time to time .

7. Superannuation. ( 1 ) The retirement ofa person holding a post in the cadre shall take effect from the afternoon of the last day of the month in which such person attains the age of fifty seven years . In case the date of birth falls on the first day of a month, the retirement of such person shall take effect from the afternoon of the last day of the month preceding the month in which such person attains the age of fifty seven years .

सा०का०नि० 359.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पाण्डिचेरी चिकित्सा, कालेज ( वर्ग- I और वर्ग- II पद भर्ती ) ( अचिकित्सीय ) नियम, 1959 को, जहां तक उनका संबंध प्राध्यापक फ्रेंच के पद से है , उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है जवाहरलाल स्नातकोत्तर चिकित्सा शिक्षा और अनुसंधान संस्थान में प्राध्यापक फ्रेंच के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: - 1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम जवाहरलाल स्नातकोत्तर चिकित्सा शिक्षा और अनुसंधान संस्थान, पाण्डिचेरी , ( प्राध्यापक फ्रेंच ) ( समूह क पद ) , भर्ती नियम, 2003 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान.- उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा, अर्हताएं आदि.- उक्त पद पर भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता:- वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिनका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 2225 [ भाग II- खण्ड 3 (i) ]

5. शिथिल करने की शक्ति:- जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां यह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति:-इन नियमों की कोई बात ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

12. प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/ आमेलन किया जाएगा ।

केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र/प्रशासन या विश्वविद्यालयों या महाविद्यालयों या स्वायत्त निकायों या पब्लिक उपक्रमों के ऐसे अधिकारी: -

(क) ( 1 ) जो मूल काडर/विभाग में नियमित आधार पर सदृशं पद धारण किए हुए हैं, या

( 2) जिन्होंने मूल काडर/ विभाग में 7500-12000 रुपए या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में दो वर्ष सेवा की है, या

(3) जिन्होंने 6500-10500 रुपए या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में पांच वर्ष नियमित सेवा की है ; और

(ख) जिनके पास स्तंभ 8 के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव हैं ।

आमेलन खण्ड: -केवल केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासनोंके अधिकारियों पर ही आमेलन के आधार पर नियुक्ति के लिए विचार किया जाएगा ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Pondicherry Medical College (Recruitment to Class I & Class II posts) (Non -Medical) Rules , 1959 , in so far as they relate to the post of Lecturer in French except as respects to things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lecturer in French , Jawaharlal Institute ofPost Graduate Medical Education and Research, Pondicherry , namely :-

1. Short title and commencement . ( 1 ) These rules may be called the Jawaharlal Institute of Post Graduate Medical Education and Research, Pondicherry (Lecturer in French) (Group ' A' post), Recruitment Rules, 2003 .

(2) They shall come into force on the date of their publication in the Official Gazette .

4. Disqualification .-No person,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

1. संक्षिप्तनाम और प्रारंभः-( 1 ) इन नियमों का संक्षिप्त नाम लेडी हार्डिंग मेडिकल कालेज और श्रीमती सुचेता कृपलानी चिकित्सालय (चयन श्रेणी भेषजज्ञ) भर्ती नियम, 2003 हैं ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान:-उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

Sucheta Kriplani Hospital, New Delhi (Group ' C' posts) Recruitment Rules, 1981 in so far as they relate to the post of Selection Grade Pharmacist cxcept as respects to things done or omitted to be done before such superscesion , the President hereby makes the following rules regulating the method of recruitmentto the post of Selection Grade Pharmacist in the Lady Hardinge Medical College and Smt. Sucheta Kriplani New Hospital, namely:- Delhi 1. Short title and commencement . (i) These rules may be called the Lady Hardinge Medical College and Sint. SuchetaKriplaniHospital, (Sclection Grade Pharmacist ) Recruitment Rules , 2003.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post , classification and scale of pay. The number of the said post, its classification and the scale ofpay attached thereto , shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment , age limit, qualification,etc. The method of recruitment, age limit , qualifications and other matters Relating to the said post shall be as specified in columns (5 ) to ( 14 ) of the said Schedule .

4. Disqualification . No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

सा. का. नि. 361.- इंदिरा गांधी राष्ट्रीय उड़ान अकादमी ( इग्नुआ ) के नियमों एवं विनियमों के नियम 9.1 के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्र सरकार एतद्वारा नागर विमानन मंत्रालय के अधीन एक स्वायत्त संगठन, इगुआ के निदेशक के पद की भर्ती संबंधी विधि को विनियमित करने वाले निम्नलिखित नियम बनाती है, अर्थात्ः

1. लघु शीर्षक तथा प्रवर्तन: -( 1 ) ये नियम निदेशक, इंदिरा गांधी राष्ट्रीय उड़ान अकादमी भर्ती नियम 2003 कहलाएंगे । (2) ये शासकीय राजपत्र में अपने प्रकाशन की तारीख से प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण तथा वेतनमान:-उक्त पद की संख्या, इसके वर्गीकरण तथा उसके लिए सम्बद्ध वेतनमान के बारे में इन नियमों के लिए संलग्न अनुसूची के कॉलम 2 से कॉलम 4 में उल्लेख किया जाएगा।

सा० का० नि० 362.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सूचना और प्रसारण मंत्रालय के मुख्य सचिवालय में कतिपय समूह " घ " के पदों पर भर्ती की पद्धति का विनियमन करने के लिए करने निम्नलिखित नियम बनाते है; अर्थात्ः-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम सूचना और प्रसारण मंत्रालय ( मुख्य सचिवालय ) ( समूह घ पद ) भर्ती नियम, 2003 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान:- उक्त पद की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं आदि.-उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है,

या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदिकेन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाहे के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 2237 [ भाग II- खण्ड 3 (i) ]

5. शिथिल करने की शक्ति: जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति : इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

9. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं : लागू नहीं होता

10. परिवीक्षा अवधि, यदि कोई हो

: सीधे भर्ती करने वाले व्यक्तियों के लिए दो वर्ष ।

: प्रोन्नतिः ऐसे ज्येष्ठ चपरासी/दफ्तरी जिन्होंने नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष सेवा की है और डुप्लीकेटिंग मशीन प्रचालन और अनुरक्षण में प्रवीणहो।

प्रतिनियुक्ति: केन्द्रीय सरकार के ऐसे अधिकारीः-

(क) ( i ) जो मूल काडर में नियमित आधार पर सदृश पद धारण किए हुए हैं; या

( ii ) जिन्होंने 2550-3200 रु या समतुल्य वेतनमान में कम से कम 4 वर्ष सेवा कीहो; और

(ख ) जिनके पास सीधे भर्ती किए जाने वाले व्यक्तियों के लिए स्तंभ 8 में यथा अधिकथित शैक्षिक अर्हताएं हैं ।

प्रतिनियुक्तिकी अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्तिकी अवधिहै, साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

G.S.R. 362. In exercise of the powers contconferred by the proviso to article 309 of the Constitution the President hereby makes the following rules to regulate recruitments to certain Group D Posts in the Main Secretariat of Ministry of Information and Broadcasting namely :-

1. Short title and commencement .( 1 ) These rules may be called the Ministry of Information and Broadcasting (MainSecretariat ) (Group D Posts) Recruitment Rules , 2003 .

(2) They shall come into force on the date of the publication in the Official Gazette ,

2. Number of posts , classification and scale of pay. The number of the said posts , their classification and the scale of pay attached thereto , shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment , age limit and other qualification , etc. The method of recruitment , age limit , qualification and other matters relating to the said posts shall be as specified in columns ( 5 ) to ( 14) of the said schedule .

4. Disqualifications . No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living: or

(b) who , having a spouse living , has entered into or contracted a marriage with any person.

shall be eligible for appointment to the said posts:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that these are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing , relax any of the provisions contained in these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 363. - राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , संचार और सूचना प्रौद्योगिकी मंत्रालय , सूचना प्रौद्योगिकी विभाग, प्रमाणकर्ता प्राधिकारी नियंत्रक कार्यालय में समूह ' क ' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम सूचना प्रौद्योगिकी विभाग , प्रमाणक प्राधिकारी नियंत्रक कार्यालय ( समूह " क " ) भर्ती नियम, 2003 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान. उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे सम्बन्धित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता.-वह व्यक्ति,

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 2246

( ii ) किसी मान्यताप्राप्त विश्वविद्यालय से इंजीनियरी या प्रौद्योगिकी में मास्टर डिग्री के साथ सूचना प्रौद्योगिकी के क्षेत्र में 12 वर्ष का अनुभव है ; या

सरकारी संगठनों पब्लिक याँ निजी सेक्टर में ऐसे अधिकारी जिनके पास मद (ख ) में विनिर्दिष्ट अर्हता और संपूर्ण अनुभव है जिसके अंतर्गत सूचना प्रौद्योगिकी से संबंधित कार्य के क्षेत्र में कम से कम दो वर्ष का अनुभव है ।

*निम्नलिखित विद्या शाखाओं में उपरोक्त डिग्रियां वांछनीय हैं:

-कम्प्यूटर इंजीनियरी , इलेक्ट्रॉनिक और संचार इंजीनियरी , विद्युत इंजीनियरी, इलेक्ट्रॉनिक इंजीनियरी, कम्प्यूटर विज्ञान, शारीरिक और गणितीय विज्ञान तथा ऐसी अन्य संबंधित विद्या शाखाएं ।

**सूचना प्रौद्योगिकी से संबंधित कार्यों में सुसंगत अनुभव से निम्नलिखित क्षेत्रों में से एक या अधिक क्षेत्रों में विशेष रूप से डिजाइन , विकास कार्यान्वयन और/या पद्धति की नीति तैयार करना,

-ई- वाणिज्य समाधान

-ई- वाणिज्य उपयोजन में सुक्षा जिसमें नेटवर्क सुरक्षा सम्मिलित है, सुरक्षित वेब सेवाओं, ग्राहक ब्रोजर अंतर्मुख आदि

-सार्वजनिक कुजा गु मास्त्र ( क्रिप्टोग्राफी ) का ज्ञान जिसके अंतर्गत अंकीय हस्ताक्षर द्वारा अधिप्रमाणीकरण भी है ।

-नेटवर्किंग और इंटरनेट प्रौद्योगिकियों का ज्ञान जिसके अंतर्गत अंतरराष्ट्रीय दूरसंचार संघ ( आईटीयू) मानक का ज्ञाम भी है ।

टिप्पण, 1- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काहर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी । टिप्पण 2.-प्रतिनियुक्ति पर नियुक्ति के लिए ( जिसके अंतर्गत अल्पकालिक संविदा भी हैं) अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिकनहींहोंगीं ।

-कम्प्यूटर इंजीनियरी, इलेक्ट्रॉनिक और संचार इंजीनियरी , विद्युत इंजीनियरी, इलेक्ट्रॉनिक इंजीनियरी , क्म्प्यूटर विज्ञान , शारीरिक और गणितीय विज्ञान तथा ऐसी अन्य विद्याओं से संबंधित ।

**सूचना प्रौद्योगिकी कार्यों से संबंधित सुसंगत अनुभव का अर्थ विशिष्टितः अभिन्यास, विकास कार्यान्वयन और/ या निम्नलिखित में से एक या अधिक कार्य पद्धतियों की नीति का सुत्रीकरण है :

-ई- वाणिज्य समाधान

-ई- वाणिज्य उपयोजन में नेटवर्क सुरक्षा सम्मिलित करना , वेब सेवाओं को सुरक्षित करना/ ग्राहक ब्रोजर अंर्तमुख इत्यादि । - पब्लिक कुंजी गुप्तविद्या का ज्ञान जिसके अंतर्गत अंकीय हस्ताक्षर प्राधिकृत करण भी सम्मिलित है ।

G.S.R. 363. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to Group ' A' posts in the Office of Controller of Certifying Authorities, Department of Information Technology, Ministry of Communications and Information Technology , namely:-

1. Short title and commencement .( 1) These rules may be called the Department of Information Technology , Office of Controller of Certifying Authorities (Group ' A' Posts ) Recruitment Rules, 2003 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification and scale of pay. The number of posts, their classification and the scale of pay attached thereto , shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit , and other qualifications ,etc. The method of recruitment, to the said posts, age limit , qualifications and other matters connected therewith shall be as specified in columns (5) to ( 14) of the afore - said schedule .

4. Disqualification . No person,-

(a) who , has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that suchtrriage is permissible under the personal law applicable to such person and the other party to marry and there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect of any class or category of persons .

6. Savings . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for candidates belonging to the Scheduled Castes , the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
