सा. का. नि. 397.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए मंत्रिमंडल सचिवालय (राष्ट्रीय रासायनिक आयुध अभिसमय प्राधिकरण ) में पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: - 1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम मंत्रिमंडल सचिवालय ( राष्ट्रीय रासायनिक जायुध अभिसमय प्राधिकरण ) आशुलिपिक श्रेणी ' घ ' भर्ती नियम , 2003 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होना. - ये नियम इससे उपाबद्ध अनुसूची के स्तंभ 1 में विनिर्दिष्ट पद को लागू होंगे ।
3. पद- संख्या, वर्गीकरण और वेतनमान. उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इससे उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।
4. भर्ती की पद्धति , आयु -सीमा, अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।
5. निरर्हता. वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

[PART II-SEC . 3 (i) ] (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उका पद पर नियुक्तिका पात्र नहीं होगा:
परन्तु यदिकेन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्तिऔर विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्तिको इस नियम के प्रवर्तन से छूट दे सकेगी ।
6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

11. भर्ती की पद्धति भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धितियों द्वारा भरे जाने वाले पदों की प्रतिशतता
आरंभिक तौर पर प्रतिनियुक्ति तीन वर्ष की अविध के लिए होगी जो कार्मिक और प्रशिक्षण विभाग के कार्यालय ज्ञापन सं 2/29/91 स्था. ( वेतन II ) तारीख 5 जनवरी , 1994 द्वारा परिचालित अनुदेशों के अनुसार पांच वर्ष तक बढ़ाई जा सकती है ।

केन्द्रीय सरकार के अधीन ऐसे अधिकारीः--
12. प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/ आमेलन किया जाएगा
( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं ; या

G.S.R. 397. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade ' D ' in the Cabinet Secretariat ( National Authority for Chemical Weapons Convention) namely:---
1. Short title and commencement.- ( 1 ) These Rules may be called the Cabinet Secretariat ( National Authority for Chemical Weapons Convention) Stenographer Grade ' D' Recruitment Rules , 2003 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application .- These rules shall apply to recruitment to the post specified in Column ( 1 ) of theSchedule hereto annexed .
3. Number of posts , classification and scales of pay. The number of the said posts , their classification and the scales of pay attached thereto , shall be as specified in columns 2 to 4 of the Schedule.
4. Method of recruitment , age limit , qualification etc. The method of recruitment to said posts, age limit . qualifications and other matter connected therewith shall be as specified in columns (5) to ( 14) .
5. Disqualification . No person, ----
(i) who has entered into or contracted a marriage with a person having a spouse , living , or ( ii ) who, having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to any of the said posts:
Provided that the Central Government may, if satisfied , that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of these rules .
6. Power to Relax .-Where the Central Government is of the opinion that it is necessary or expedient so,to do it may, by order, for reasons to be recorded in writing , and in consultation with Union Public Service Commission relax any of the provisions of these Rules in respect to any class or category of person .
7. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes, and other special categories of persons in accordance with orders issued by the Central Government from time to time .

सा. का. नि. 401.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय उर्वरक क्वालिटी नियंत्रण और प्रशिक्षण संस्थान , फरीदाबाद ( समूह " ग " और " घ " पद ) भर्ती नियम, 1977 को जहां तक उनका संबंध उर्वरक निरीक्षक के समूह " ग " पद से है उन बातों के सिवाए अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , कृषि मंत्रालय , कृषि और सहकारिता विभाग , केन्द्रीय उर्वरक क्वालिटी नियंत्रण और प्रशिक्षण संस्थान, फरीदाबाद में उर्वरक निरीक्षक के समूह " ग " पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

2. पद-संख्या , वर्गीकरण और वेतनमान. उक्त पदों की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपावद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु- सीमा और अर्हताएं आदि.-उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

टिप्पण: आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ( अंडमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों से भिन्न। )

8. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं
किसीमान्यताप्राप्त विश्वविद्यालय से कृषि रसायन विज्ञान/मृदा विज्ञान/रसायन विज्ञान में एम.एस.सी. डिग्री या समतुल्य ।
वांछनीय:
उर्वरक संबंधित कार्य करने या उसका विश्लेषण करने का एक वर्ष का अनुभव ।
टिप्पण 1 : अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है ।
टिप्पण 2: अनुभव संबंधी अर्हता ( अर्हताएं) कर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल कीजा सकती है (हैं ) जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

टिप्पण: पदधारी के प्रतिनियुक्ति लम्बी बीमारी या अध्ययन छुट्टी या किन्हीं अन्य परिस्थितियों में एक या इससे अधिक अवधि के लिए रहने के कारण हुई रिक्तियां केन्द्रीय सरकार के निम्नलिखित अधिकार में से प्रतिनियुक्ति के आधार पर जा सकेंगी अर्थात्: -
(क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं; या

केन्द्रीय उर्वरक क्वालिटी नियंत्रण और प्रशिक्षण संस्थान फरीदाबाद ( समूह " ग " और समूह " घ " पद ) भर्ती नियम, 1997 ( जिसमें इसमें इसके पश्चात्मूल नियम कहा गया है ) सा.का. नि. 398 तारीख 19 अप्रैल , 1983 के द्वारा संशोधित किए गए इसके अनुसार कतिपय पदों जिसमें उर्वरक निरीक्षक का समूह " ग " पद भी सम्मिलित है से संबंधित भर्ती नियमों को समाविष्ट किया गया । उर्वरक निरीक्षक के उक्त पद से संबंधित भर्ती नियमों को पुनरीक्षित करने के लिए केन्द्रीय उर्वरक गुणवत्ता नियंत्रण और प्रशिक्षण संस्थान, फरीदाबाद ( समूह " ग" और " घ " पद) भर्ती संशोधन नियम, 2002[ भारत के राजपत्र, भाग II, खण्ड 3 , उपखंड ( i ) में अधिसूचना संख्या सा. का. नि. 465 तारीख 24 अक्तूबर, 2002 द्वारा 9 नवम्बर, 2002 को प्रकाशित ] द्वारा मूल नियम संशोधित किए गए। जबकि लोक सभा, सचिवालय द्वारा यह पाया गया कि अनुसूची के स्तंभ 8 में अनुभव की अवधि विनिर्दिष्ट नहीं है, और स्तंभ 6 और 7 की प्रविष्टियों में गड़बड़ी है, जांच पर यह पाया गया कि मूल नियम सा. का. नि. 465 तारीख 24-10-2002के स्तंभ के शीर्ष मूल नियमों के स्तंभ के शीर्ष से टैली नहीं करती और इस प्रकार उक्त अधिसूचना तारीख 24-10-2002 का शुद्धिपत्र भी त्रुटिठीक करने में असमर्थ रहा । इसलिए, मूल नियमों से उर्वरक निरीक्षक के पदों से संबंधित भर्ती नियमों को असंबद्ध करने के लिए है और भर्ती नियमों का अलग सेट भूतलक्षी प्रभाव से जिससे केन्द्रीय उर्वरक गुणवत्ता नियंत्रण और प्रशिक्षण संस्थान, फरीदाबाद समूह " ग " और " घ " भर्ती नियम, 2002 लागू हुआ था , जारी किया जाना प्रस्तावित है । यह प्रमाणित किया जाता है कि इन प्रस्तावित नियमों को भूतलक्षी प्रभाव देकर लाने से किसी पर भी कोई प्रतिकूल प्रभाव नहीं पड़ेगा।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Feniliser Quality Control and Training Institute , Faridabad (Group C and D posts) Recruitment Rules , 1977 , in so far as they relate to the Group C post of Fertilizer Inspector, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method or recruitment to the Group C post of Fertilizer Inspector in the Central Fertilizer Quality Control and Training Institute, Faridabad Department of Agriculture and Cooperation , Ministry of Agriculture, namely :-
1. Short title and commencement.- ( 1 ) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation , Central Fertilizer Quality Control and Training Institute , Faridabad (Group ' C' post of Fertilizer Inspector) Recruitment Rules, 2003 .
(2) They shall be deemed to have come into force on the 9th day ofNovember, 2002.
2. Number of posts , its classification and the scale of pay. The number of the said post, its classification and the scale of pay attached thereto , shall be as specified in columns (2) to ( 4) of the Schedule , annexed to these rules .
3.Method of recruitment , age limit , qualifications etc. The method of recruitment to the said post , age limit, qualifications and other matter, relating thereto shall be specified in columns (5 ) to ( 14 ) of the said Schedule .
4. Disqualification.- No person,-

shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied , that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to Relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do. it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category or persons .
6. Savings . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes . Other Backward Classes, Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

EXPLANATORY MEMORANDUM
The Central Fertilizer Control Laboratory, Faridabad ( Group ' C' and Group ' D' posts) Recruitment Rules , 1977 (hereafter referred to as the principal rules ) were amended vide G.S.R. 398 dated the 19th April , 1983 so as to incorporate therein the recruitment rules relating to certain posts including the Group ' C' post of Fertilizer Inspector. The principal rules were amendedby the Central Fertilizer Quality Control and Training Institute, Faridabad (Group 'C' and 'D' posts) Recruitment Amendment Rules , 2002 [ Published in the Gazette of India, Part II , Section 3 , Sub- section ( i ) dated the 9th November, 2002, vide notification number G.S.R. 465 dated the 24th October, 2002 ] revising the recruitment rules relating to the aforesaid post of Fertilizer Inspector. However, it has been observed by the Lok Sabha Secretariat that in column 8 of the Schedule , the duration of experience has not been specified. Further the entries in columns 6 and 7 were jumbled. On examination, it has been found that the column headings of G.S. R. 465 dated 24-10-2002 do not tally with the column headings of the principal rules and hence a corrigendum to the said notification dated 24-10-2002 will not be able to rectify the mistakes . It is, therefore, proposed to delink the recruitment rules relating to the post of Fertilizer Inspector from the principal rules and issue a fresh set of recruitment rules with retrospective effect, that is from the date on which the Central Fertilizer Control Laboratory, Faridabad ( Group " C " and Group 'D' posts) Recruitment ( Amendment) Rules, 2002 came into force . It is certified that none will be adversely affected by bringing the proposed rules with retrospective effect .

सा.का.नि. 402. -राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय जल आयोग समूह क और समूह ख ( विशेषज्ञ ) पद भर्ती नियम, 1965 तथा केन्द्रीय जल आयोग ( श्रेणी II पद) भर्ती नियम, 1975 को जहां तक उनका संबंध अतिरिक्त सहायक निदेशक ( प्रकाशन ) , ज्येष्ठ वृतिक सहायक ( प्रकाशन ) और ज्येष्ठ वृतिक सहायक ( प्रचार ) के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने से लोप किया गया है, केन्द्रीय जल आयोग में अतिरिक्त सहायक निदेशक (प्रकाशन ) , ज्येष्ठ वृतिक सहायक ( प्रकाशन ) और ज्येष्ठ वृतिक सहायक ( प्रचार ) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय जल आयोग ( समूह ' ख ' प्रकाशन और प्रचार पद ) भर्ती नियम, 2003 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद- संख्या, वर्गीकरण और वेतनमान. - उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु- सीमा और अन्य अर्हताएं.- उक्त पदों पर भर्ती की पद्धति, आयु - सीमा, अर्हताएं और उनसे सम्बन्धित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
4. निर्हरता. वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. - इन विनियमों की कोई बात. ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

II. ऐसे विभागीय ज्येष्ठ वृतिक सहायक ( प्रकाशन ) जिन्होंने उस श्रेणी मे तीन वर्ष नियमित सेवा की है पर विचार किया जाएगा और उसके उसकी पद पर नियुक्ति के लिए चयन कर लिए जाने की दशा में उसे प्रोन्नति द्वारा भरा गया समझा जाएगा ।
टिप्पण 1 :-पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्तिमें हैं, प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्तिप्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहींहोंगे ।
टिप्पण 2 :- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत उसी संगठन/ विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर से बाहर पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने कीतारीख को 56 वर्ष से अधिक नहीं होगी ।

टिप्पण:-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/ पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Water Commission, Group ' A' and Group 'B ' ( Specialist) Posts Recruitment Rules, 1965 and the Central Water Commission (Class II Posts ) Recruitment Rules , 1975, in so far as they relate to the posts of Extra Assistant Director (Publication Senior Professional Assistant Publication ) and Senior Professional Assistant (Publicity) except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating, the method of recruitment to the posts of Extra Assistant Director (Publication) , Senior Professional Assistant (Publication) and Senior Professional Assistant (Publicity) in the Central Water Commission, namely:-
1. Short title and commencement .-( 1 ) These rules may be called the Central Water Commission (Group ' B ' Publication and Publicity Posts ) Recruitment Rules , 2003.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts , its classification and scales of pay. The number of the posts , their classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment , age limit and other qualifications. The method of recruitment to the said posts , agelimit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule .
4. Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the Personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order , for reasons to be recorded in writing and in consultation with Union Public Service Commisson, relax any ofthe provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , Other Backward Classes , Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in thisregard.

: प्रोन्नति:- ऐसा ड्रिलर- सह - यांत्रिक जिसने उस श्रेणी में ग्यारह वर्ष सेवा की है और जिसके पास किसी मान्यताप्राप्त विश्वविद्यालय/बोर्ड से मैट्रिकुलेशन प्रमाण- पत्र या समतुल्य है ।
टिप्पण :-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/ पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नतिके लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।
टिप्पण 2 : -केन्द्रीय भूमिगत जल बोर्ड ( ड्रिलर इंचार्ज ) भती, ( संशोधन ) नियम , 2003 से आरंभ की तारीख से पोषक प्रवर्ग में अपेक्षित सेवा सहित विद्यमान पदधारियों वेतनमान 6500-10500/- रु. की योग्यता पर सक्षम प्राधिकारी द्वारा विचार किया जाएगा। योग्यता पाये जाने की दशा में उन्हें 7500-12000/- रु. की उच्चतर श्रेणी में रखा समझा जाएगा । योग्य न पाए जाने की दशा में उनके मामले का प्रत्येक वर्ष पुनरीक्षण किया जाएगा और ऐसे समय तक वे 6500-10500/- रु. का वेतनमान वाला पद धारण करते रहेंगे ।

Note I: Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidates otherwise well qualified.

Note 1 :-Where juniors who have completed their qualifying eligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the requisite qualifying eligibility service by more than half of such qualifying / eligibility service or two years whichever is less and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying / eligibility service .
Note 2 : The fitness of the existing incumbents ( Scale Rs.6500- 10500) on the date of commencement of the Central Ground WaterBoard (Driller - in-Charge ) Recruitment (Amendment) Rules 2003 in the feeder grade with the requisite service shall be considered by the competent authority. shall be deemed to have been placed in the higher grade ofRs . 7500- 12000. In case they are not considered fit, their case will be reviewed every year and till such time , they will continue to hold the post in the lower scale of pay of Rs . 6500-10500.
