सा. का. नि. 29.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए पुलिस अनुसंधान और विकास ब्यूरो , ज्येष्ठ वैज्ञानिक अधिकारी , इलैक्ट्रानिकी और ज्येष्ठ वैज्ञानिक सहायक, इलैक्ट्रानिकी भर्ती नियम, 1985 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम पुलिस अनुसंधान और विकास ब्यूरो, ज्येष्ठ वैज्ञानिक अधिकारी, इलैक्ट्रानिकी और ज्येष्ठ वैज्ञानिक सहायक, इलैक्ट्रानिकी भर्ती ( संशोधन ) नियम, 2003 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पुलिस अनुसंधान और विकास ब्यूरो , ज्येष्ठ वैज्ञानिक अधिकारी, इलैक्ट्रानिकी और ज्येष्ठ वैज्ञानिक सहायक, इलैक्ट्रानिकी भर्ती नियम, 1985 की अनुसूची में, ज्येष्ठ वैज्ञानिक सहायक, इलैक्ट्रानिकी पद से संबंधित क्रम सं. 2 और उससे संबंधित प्रविष्टियों के सामने निम्नलिखित रखा जाएगा, अर्थात्: -

टिप्पण 2: आयु सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी। ( न कि वह अन्तिम तारीख जो असम , मेघालय , अरुणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिपुरा, सिक्किम, जम्मू- कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड, अंडमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है । )

8. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं
किसी मान्यताप्राप्त विश्वविद्यालय से इलैक्ट्रानिकी एक विषय के रूप में सहित भौतिकी में मास्टर डिग्री या इलैक्ट्रानिकी इंजीनियरी में बैचलर डिग्री या समतुल्य । टिप्पण 1:- अर्हता, अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग केविवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2:- अनुभव संबंधी अर्हता ( अर्हताएं) कर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है ( हैं ) जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।
वांछनीय: ( i ) इलैक्ट्रानिकी के क्षेत्र में अनुसंधान, डिजाइन, विकास या मानकीकरण कार्य का दो वर्ष का अनुभव ।
(ii ) इलैक्ट्रानिकी प्रत्यायित कम्प्यूटर पाठ्यक्रम कार्यक्रम के विभाग के अधीन " ओ " स्तरडिप्लोमा ।

9. सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं, प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं
10. परिवीक्षा की अवधि, यदि कोई हो
: सीधी भर्ती किए जाने वाले व्यक्तियों के लिए दो वर्ष और सशस्त्र बल के कार्मिकों के लिए पुनर्नियोजन अधिवर्षिता की तारीख से पहले तक।
: प्रतिनियुक्ति ( जिसके अन्तर्गत अल्पकालिक संविदा भी है ) जिसके न हो सकने पर सीधी भर्ती द्वारा ।
11. भर्ती की पद्धति भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/ आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता (सशस्त्र बल कार्मिकों के लिए:-प्रतिनियुक्ति/पुनर्नियोजन ) ।
: प्रतिनियुक्ति ( जिसके अन्तर्गत अल्पकालिक संविदा भी है ) :
केन्द्रीय सरकार/ राज्य सरकारों और संघ राज्य क्षेत्र और मान्यताप्राप्त अनुसंधान संस्थाओं और स्वशासी संगठनों के अधीन ऐसे अधिकारी:-
12. प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/ प्रतिनियुक्ति/आमेलन किया जाएगा
क) ( i ) जो मूल काडर/विभाग में नियमित सदृशं पद धारण किए हुए हैं ; या
(
(ii ) जिन्होंने मूल काडर/ विभाग में रु. 5000-8000 के या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष की नियमित सेवा की है ; या [ भाग II- खण्ड 3 ( i) ]

(iii ) जिन्होंने मूल काडर/ विभाग में रु. 4500-7000 या समतुल्य वेतनमान मेंनियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में छः वर्ष की सेवा कीहै; या
( iv) जिन्होंने मूल काडर/ विभाग में रु. 4000-6000 या समतुल्य वेतनमान मेंनियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में दस वर्ष की सेवा कीहो, और
(ख) जिनके पास सीधे भर्ती किये जाने वाले व्यक्तियों के लिए स्तम्भ 8 के अधीन विहित शैक्षिक अर्हताएं और अनुभव है ।
सशस्त्र बल के कार्मिकोंके लिए:-
प्रतिनियुक्ति/पुनर्नियोजन
सशस्त्र बल के ऐसे कनिष्ठ कमिशन आफिसर की पंक्ति के कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किये जाने वाले हैं और जिनके पास प्रतिनियुक्ति किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक अर्हताएं और अनुभव है । यदि चयन कर लिया जाता है तो ऐसे अधिकारियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है, तत्पश्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है । यदि ऐसा उपयुक्त अधिकारी पद पर वास्तविक चयन किए जाने से पूर्व सेवानिवृत्त हो गया है या उसे रिजर्व में स्थानांतरित कर दिया गया है, तो उसकी नियुक्ति पुनर्नियोजन आधार पर होगी (सिविल पदों के प्रतिनिर्देश से अधिवर्षिता की आयु तक) ।
प्रतिनियुक्तिकी अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्तिकी अवधि है, साधारणतः तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति (जिसके अन्तर्गत अल्पकालिक संविदा भी शामिल है ) द्वारा नियुक्ति के लिए अधिकतम आयुसीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहींहोगी ।

14. भर्ती करने में किन परिस्थितियों में संघ लोक : किसी व्यक्ति की नियुक्ति/प्रतिनियुक्ति/संविदा के आधार पर और पुनर्नियोजन करने
पर संघ लोक सेवा आयोग से परामर्श करना आवश्यक है ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Bureau of Police Research and Development Senior Scientific Officer Electronics and Senior Scientific Assistant , Electronics Recruitment Rules, 1985 , namely :-

1. ( 1) These rules may be called the Bureau of Police Research and Development Senior Scientific Officer, Electronics and Senior Scientific Assistant, Electronics Recruitment (Amendment) Rules , 2003 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Bureau of Police Research and Development Senior Scientific Officer, Electronics and Senior Scientific Assistant, Electronics Recruitment Rules , 1985, for serial number 2. Relating to the post of Senior Scientific Assistant, Electronics and the entries relating thereto, the following shall be substituted, namely:-

Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission in the case of candidates otherwise well qualified.
Note 2 : The qualification (s ) regarding experience is/ are relaxable at thediscretion of the Staff Selection Commission in case of candidates belonging to Scheduled Castes or Scheduled Tribes , if at any stage ofselection, the Staff Selection Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the post reserved for them.
Desirable :
(i) Two years ' experience in Research, Design, Development or Standardization in the field of electronics .

(b) possessing the educational qualifications and experience prescribed for direct recruits under Column 8 .
For Armed Forces Personnel
Deputation/Re-employment
The armed forces personnel of the rank of Junior Commissioned Officer or equivalent who are due to retire or to be transferred to reserve within a period of one year and possessing the educational qualifications and experience prescribed for deputationists shall also be considered. If selected , such officers shall be given deputation terms upto the date on which they are due for release from armed forces . Thereafter they may be continued on re - employment terms . In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made , their appointment shall be on re- employment basis (Re -employment upto the age of superannuation with reference to civil posts) .
(Period ofdeputation/ contract including the period of deputation/ contract in another ex -cadre post held immediately preceding this appointment in the same or some other Organization/Department of the Central Government shall ordinarily not exceed three years . The maximum age - limit for appointment by deputation ( including short term contract) shall not be exceeding 56 years as on the closing date ofreceipt of applications .)

सा. का. नि. 31.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और सहायक पशुचिकित्सा अधिकारी, राष्ट्रीय प्राणि उद्यान ( समूह " क " पद ) भर्ती नियम , 2001 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण [ भाग II- खण्ड 3 ( i) ]

135 से पहले किया गया है या करने का लोप किया गया है , पर्यावरण और वन मंत्रालय के अधीन राष्ट्रीय प्राणि उद्यान में सहायक पशुचिकित्सा अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम राष्ट्रीय प्राणि उद्यान ( सहायक पशुचिकित्सा अधिकारी ) भर्ती नियम , 2003है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.- उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.-वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदिकेन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति.-इन नियमों की कोई बात, ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्यपिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

( पशुचिकित्सा डिग्री शिक्षा का न्यूनतम मानक पशुचिकित्सा विज्ञान और पशुपालन में बैचलरडिग्री)
(ii) वन्य पशुओं और पिंजरों में बंद पक्षियों को संभालने और उनका उपचार करने का तीन वर्ष काअनुभव ।
वांछनीय:-पशुपालन और पशुचिकित्सा विज्ञान में मास्टर डिग्री और/या वन्य पशुओं को संभालने का व्यावहारिक अनुभव ।
टिप्पण 1:-अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।
टिप्पण 2: - अनुभव संबंधी अर्हता ( अर्हताएं) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है ( हैं ) जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

In exercise of the powers conferred by the proviso to Article 309 of the Constitution , and in supersession of Assistant Veterinary Officer, National Zoological Park, (Group ' A' post ) Recruitment Rules, 2001 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Veterinary Officer , National Zoological Park, under the Ministry of Environment and Forests , namely :-

137 1. Short title and commencement . ( 1 ) These rules may be called National Zoological Park, (Assistant Veterinary Officer) Recruitment Rules , 2003 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts, classification and scale of pay. The number of the said post, its classification and the scale of pay attached thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules .
3. Method of recruitment , age limit and qualifications etc.. The method of recruitment , age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to ( 14) of the said Schedule .
4. Disqualification. No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who , having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may , ifsatisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of these rules.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .
6. Savings . Nothing in these rules shall affect reservation , relaxation of age limit and other concessions to beprovided for the Scheduled Castes, the Scheduled Tribes , Other Backward Classes , Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(i)Adegree in Bachelor of Veterinary Science and Animal Husbandry from a recognized University or equivalent as per Veterinary Council of India (Minimum standards of Veterinary Education degree Bachelor of Veterinary Science and Animal Husbandry) Regulations , 1993 .
(ii) Three years experience in handling and treatment ofwild animals and birds in captivity.

1. (1) These rules may be called the Central Water Commission (Non - Ministerial Group ' C ' posts, Wireless Services) Recruitment (Amendment) Rules , 2004.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Central Water Commission (Non- Ministerial Group ' C ' posts , Wireless Services) Recruitment Rules, 2002, in column 12 :-
(a) in paragraph 1 for the figure and expression " 90 % " , the figure and expression " 75 % " shall be substituted; and
(b) in paragraph 2 for the figure and expression " 10 % " , the figure and expression " 25 % " shall be substituted.
