" किसी मान्यताप्राप्त विश्वविद्यालय से मास्टर डिग्री या समतुल्य जिसमें हिन्दी विषय के रूप में या परीक्षा के माध्यम के रूप में रहा हो और डिग्री स्तर पर अंग्रेजी अनिवार्य या वैकल्पिक विषय के रूप में या परीक्षा के माध्यम के रूप में रहा हो;

का.नि.आ. 59.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, रक्षा मंत्रालय, सशस्त्र बल मुख्यालय और अन्तर सेवा संगठन, कनिष्ठ अनुवादक (अंग्रेजी/ हिन्दी) भर्ती नियम, 2000 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

किसी मान्यताप्राप्त विश्वविद्यालय से मास्टर डिग्री या समतुल्य जिसमें अंग्रेजी विषय के रूप में या परीक्षा के माध्यम के रूप में रहा हो और डिग्री स्तर पर हिन्दी अनिवार्य या वैकल्पिक विषय के रूप में या परीक्षा के माध्यम के रूप में रहा हो;

या

1. ( 1 ) इन नियमों का संक्षिप्त नाम , रक्षा मंत्रालय , सशस्त्र बल मुख्यालय और अन्तर सेवा संगठन, कनिष्ठ अनुवादक (अंग्रेजी/ हिन्दी) भर्ती ( संशोधन ) , नियम, 2004 हैं ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

S.R.O. 59. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence , Armed Forces Headquarters and Inter Service Organisations , Junior Translator (English /Hindi ) Recruitment Rules , 2000 , namely :-

1. ( 1) These rules may be called the Ministry of Defence , Armed Forces Headquarters and Inter Service Organisations , Junior Translator ( English/Hindi) Recruitment (Amendment) Rules , 2004.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to Ministry of Defence , Armed ForcesHeadquarters and Inter Service Organisations , Junior Translator (English/Hindi ) Recruitment Rules , 2000, for the existing entries in column 8 , the following entries shall be substituted, namely:-

का.नि.आ. 60.-रक्षा संकर्म अधिनियम , 1903 ( 1903 की 7 ) की धारा 3 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए, केंद्र सरकार एतद्वारा घोषणा करती है कि नीचे दी गई अनुसूची में उल्लिखित भूमि राजस्थान के जैसलमेर जिले में गांव रेवत सिंह की धानी , सेंट्रल एरिड जोन रिसर्च इंस्टीच्यूट , कृषि विज्ञान केंद्र में राजमार्ग -15 से लगभग 1 कि. मी. तथा जैसलमेर - जोधपुर रेलवे लाइन से लगभग 1 कि. मी. पर स्थित 26 गोलाबारूद कम्पनी के निकट होने के कारण इसे भवनों तथा अन्य बाधाओं से मुक्त रखे जाने के उद्देश्य से इसके उपयोग तथा अधिभोग पर उपर्युक्त अधिनियम की धारा 7 के खंड ( ग ) में निर्दिष्ट प्रतिबंध लगाया जाना आवश्यक है : -

का.नि.आ. 62.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और भारतीय वायुसेना (प्रयोगशाला सहायक ) भर्ती नियम , 1987 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है , या करने से लोप किया गया है , भारतीय वायुसेना में प्रयोगशाला सहायक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय वायुसेना प्रयोगशाला सहायक पद भर्ती नियम, 2004 है । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान, उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा और अन्यअर्हताएं आदि.- उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्यबातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता . वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति . जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी। 6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षण, आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

टिप्पण : अनुभव संबंधी अर्हता ( अर्हताएं ) नियुक्ति प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है ( हैं ) जब चयन के किसी प्रक्रम पर नियुक्तिप्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

S.R.O. 62. In exercise of the powers conferred by the proviso to article 309 ofthe Constitution, and in supersession ofthe Indian Air Force Laboratory Assistant Recruitment Rules, 1987 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method ofrecruitment to the post ofLaboratory Assistant in the Indian Air Force, namely :-

1. Short title and commencement.-( 1 ) These rules may be called the Indian Air Force Laboratory Assistant RecruitmentRules, 2004.

(2) They shall come into force on date of their publication in the Official Gazette.

2.Number ofposts , classification and scale of pay.-The number of the said post, their classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3.Method of recruitment, age limit , other qualifications etc. The method of recruitment to the said post, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the Schedule .

[PART II- SEC. 4] 4. Disqualification.---No person ,-

(a) whohas entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Providedthat the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. Nothing in these rules shall affect reservations , relaxation of the age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes and other backward classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.नि.आ. 63.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय वायुसेना, अनुवाद अधिकारी ( रूसी/अंग्रेज़ी ) भर्ती नियम , 2000 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. ( 1 ) इन नियमों का संक्षिप्त नाम , भारतीय वायुसेना, अनुवाद अधिकारी ( रूसी/अंग्रेजी ) ( संशोधन ) भर्ती नियम , 2004 है । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. भारतीय वायुसेना अनुवाद अधिकारी ( रूसी/अंग्रेजी ) भर्ती नियम, 2000 की अनुसूची में स्तंभ 12 में की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-

"प्रोन्नति:-6500-200-10500/- रु.के वेतनमान में ऐसा अनुवादक ( रूसी/अंग्रेजी ) जिसने उस श्रेणी में पांच वर्ष नियमित सेवा की है । टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/ पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो । प्रतिनियुक्ति:-(जिसके अन्तर्गत अल्पकालिक संविदा भी है )

S.R.O. 63. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Indian Air Force Translation Officer (Russian/English) Recruitment Rules, 2000 namely:--

2004. 1. (1) These rules may be called the Indian Air Force Translation Officer (Russian/English) (Amendment ) Rules , (2) They shall come into force on the date of their publication in the Official Gazette .

2. Inthe Schedule to the Indian Air Force Translation Officer (Russian/English ) Recruitment Rules, 2000 , for the entry under column 12 the following entry shall be substituted, namely :-

"Promotion: Translator (Russian/English) in the pay scale ofRs . 6500-200-10500 with five years ' regular service inthegrade.

Note:Wherejuniors who have completed their qualifying eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who are already completed such qualifying/ eligibility service .

Deputation: (Including short -term contract)

Officers of the Central /State Governments /Universities/Research Institutions and autonomous /statutory Organisations:

(A) (i ) holding analogous posts on regular basis ; OR

(ii) with five years ' regular service in posts in the pay scale of Rs . 6500-200-10500 or equivalent; and (B) possessing the following educational qualifications and experience:

(a) Bachelor's degree in the Russian Language with English as Compulsory/ elective subject fronı a recognized University /or equivalent; OR

lent. (b) (i) Bachelor's degree in the English as a Compulsory/elective subject from a recognized University/or equiva- (ii) Diploma equivalent to Interpretership Standard in the Russian Language from a recognized University/ Institution or equivalent .

TheDepartmental Officers in the Feeder Category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation . Similarly, deputationists shall not be eligible for appointment by promotion (Period ofdeputation including period of deputation in another ex - cadre post held immediately preceding this appointment in the same or in some other organisation/department of the Central Government shall ordinarily not to exceed 3 (Three) years . The maximum age limit for appointment by deputation (including short -term contract) shall be not exceeding 56 years, as on the closing date of receipt of applications) "

का.नि.आ. 64.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और भारतीय वायुसेना समूह " ग" ( नक्शानवीस और अनुरेखक ) भर्ती नियम, 1989 जहां तक उनका संबंध ज्येष्ठ नक्शानवीस और नक्शानवीस के पदों से है , को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने से लोप किया गया है, भारतीय वायु सेना में नक्शानवीस श्रेणी- II और नक्शानवीस श्रेणी- III के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय वायु सेना नक्शानवीस श्रेणी- II और नक्शानवीस श्रेणी- III भर्ती नियम, 2004 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा और अन्यअर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता- कोई व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्तिका पात्र नहीं होगा :

5. शिथिल करने की शक्ति ज1.-जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

In exercise of the powers conferred by the proviso to article 309 ofthe Constitution, and in supersession ofthe Indian Air Force Group " C" (Draughtsman and Tracers) Recruitment Rules, 1989 in so far as they relate to posts of Senior Draughtsman and Draughtsman, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method recruitment to the post of Draughtsman Grade II and DraughtsmanGrade III, in the Indian Air Force, namely:-

1. Short title and commencement. ( 1 ) These rules may be called the Indian Air Force Draughtsman Grade II and DraughtsmanGrade III, Recruitment Rules, 2004 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2.Number of post, classification and scale of pay.-The number of the said post, its classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment, age limit and other qualifications etc. The method ofrecruitment to the said post, age limit, qualifications and other matters relating to the said posts shall be as specified in columns 5 to 14 of the said Schedule.

4.Disqualification.-No person,

का.नि.आ. 65.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और रक्षा मंत्रालय (आशुलिपिक) भर्ती नियम, 1979 और सेना ( आशुलिपिक श्रेणी- II ) भर्ती नियम, 1985 को जहां तक उनका संबंध सैनिक इंजीनियरी सेवा में आशुलिपिक श्रेणी- II और आशुलिपिक श्रेणी- III के पद से है , उन बातों के सिवाए अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने से लोप किया गया है , सैनिक इंजीनियरी सेवा में आशुलिपिक श्रेणी- II और आशुलिपिक श्रेणी- III के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम सैनिक इंजीनियरी सेवा ( आशुलिपिक श्रेणी- II और श्रेणी- III ) भर्ती नियम, 2004 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2.लागू होना . ये नियम इससे उपाबद्ध अनुसूची के स्तम्भ 1 में विनिर्दिष्ट पद/पदों को लागू होंगे ।

3. पद संख्या, वर्गीकरण और वेतनमान उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो नियमों से उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि, उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

6. शिथिल करने कीशक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजात्तियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

In exercise of the powers conferred by proviso to article 309 of the Constitution of India, and in supersession ofMinistry ofDefence (Stenographer ) Recruitment Rules, 1979 and Army ( Stenographer Grade II) Recruitment Rules, 1985 in so far as they relate to the posts of Stenographer Grade II and Stenographer Grade III of Military Engineer Services, except in respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method ofrecruitment to the posts of Stenographer Grade II and Stenographer Grade III in the MilitaryEngineer Services , namely :-

1. Short title and commencement.-( 1 ) These rules may be called the Military Engineer Services (Stenographers Grade II and Grade III) , Recruitment Rules, 2004.

(2) They shall come into force on the date of theirpublication in the Official Gazette.

2.Application . These rules shall apply to the posts as specified in column 1 of the schedule annexed to these rules .

3. Number ofposts , classification and Scales of Pay. The number of said posts , their classification and the scales of the pay attached thereto shall be as specified in columns 2 to 4 of the schedule annexed to these rules .

4.Method of recruitment , age limit, Educational and other qualifications etc. The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns 5 to 14 of the Schedule aforesaid.

5.Disqualification. No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :

6. Power to relax.-Where the Central Government is of opinion that it is necessary or expedient so to do , itmay, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

का.नि.आ. 69.-छावनी अधिनियम, 1924 ( 1924 का 2 ) की धारा 13 की उपधारा (7 ) के अनुसरण में केन्द्रीय सरकार एतद्वारा अधिसूचित करती है कि स्टेशन कमांडर, कसौली ने उक्त अधिनियम की धारा 13 की उपधारा ( 3 ) के खण्ड (च ) में प्रदत्त शक्तियों का प्रयोग करते हुए मेजर वी. एस. दहिया को छावनी बोर्ड, कसौली का सदस्य मनोनीत किया है । यह मनोनयन ले. कर्नल. एन. के. सिंह के स्थान पर किया गया है जिनका त्यागपत्र स्वीकृत हो चुका है ।
