सा. का. नि. 248.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए संघ लोक सेवा आयोग कनिष्ठ लेखा अधिकारी समूह " ख " पद भर्ती नियम, 2000 में संशोधन करने के लिए निम्नलिखित नियमों को बनाते हैं , अर्थात्: -

1. ( 1 ) इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग कनिष्ठ लेखा अधिकारी समूह " ख " पद भर्ती ( संशोधन ) नियम , 2004 है । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. संघ लोक सेवा आयोग कनिष्ठ लेखा अधिकारी समूह " ख " पद भर्ती नियम , 2000 की अनुसूची के स्तंभ 11 की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी ।

" पचास प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा और पचास प्रतिशत प्रतिनियुक्ति द्वारा । "

G.S.R. 248. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Union Public Service Commission Junior Accounts Officer Group ' B ' post Recruitment Rules , 2000 , namely :-

1. (1 ) These rules may be called the Union Public Service Commission Junior Accounts Officer Group ' B ' post Recruitment (Amendment) Rules, 2004 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Schedule to the Union Public Service Commission Junior Accounts Officer Group ' B ' post Recruitment Rules, 2000, in column 11 , for the entry, the following entry shall be substituted:-

"Fifty per cent by promotion failing which by deputation and fifty per cent by deputation ."

सा. का. नि. 249.- भारत के संविधान के अनुच्छेद 309 के परंतुक द्वारा दी गई शक्तियों का प्रयोग करते हुए और पूर्वोत्तर परिषद् सचिवालय , शिलांग जूनियर इंजीनियर ( इलेक्ट्रिकल ) ( वर्ग " ग " पद ) भर्ती नियम , 1984 , पूर्वोत्तर परिषद् सचिवालय , शिलांग ड्राफ्ट्समैन ग्रेड 1 भर्ती नियम, 1989 , पूर्वोत्तर परिषद् सचिवालय, शिलांग ( वर्ग " ग " और वर्ग " घ " पद ) भर्ती नियम, 1983 , जहां तक वे टेक्निशियन और ट्रेसर और पूर्वोत्तर परिषद् सचिवालय , शिलांग ( वर्ग " ग " और वर्ग " घ " पद ) भर्ती नियम, 1983, तथा जहां तक वे डिस्पैच राइडर के पद से संबंधित हैं, का अधिक्रमण करते हुए, अन्यथा ऐसे अधिक्रमण से पूर्व की गई या करने से छोड़ी गई बातों के सिवाय , राष्ट्रपति एतद्वारा पूर्वोत्तर परिषद् सचिवालय, शिलांग में वर्ग " ग" पदों पर विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

सकेगा । 1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों को पूर्वोत्तर परिषद् सचिवालय शिलांग ( वर्ग " ग " पद ) भर्ती नियम , 2004 कहा जा (2) ये शासकीय राजपत्र में प्रकाशित होने की तारीख से प्रवृत्त होंगे ।

2.लागू होना. ये नियम संलग्न अनुसूची के कालम 1 में विनिर्दिष्ट पदों पर लागू होंगे ।

3. संख्या, वर्गीकरण और वेतनमान. उक्त पदों की संख्या, उनका वर्गीकरण और उनसे संबंधित वेतनमान उक्त अनुसूची के कालम 2 से 4 में विनिर्दिष्ट के अनुसार होगा ।

4. भर्ती की पद्धति, आयु सीमा , अर्हता आदि.- उक्त पदों से जुड़ी भर्ती की पद्धति, आयु सीमा, अर्हता तथा अन्य बातें उक्त अनुसूची के कालम 5 से 14 में विनिर्दिष्ट के अनुसार होंगी ।

5. निरर्हता.-कोई भी व्यक्ति,-

(क) जिसने किसी ऐसे पुरुष/महिला से विवाह किया हो जिसकी पत्नी/ पति जीवित हों, या

होगा/होगी । (ख) जिस पुरुष/महिला ने पत्नी/पति के जीवित होते हुए भी विवाह किया हो , वह उक्त किसी पद पर नियुक्ति का पात्र नहीं परन्तु यह और कि यदि केन्द्र सरकार संतुष्ट हो कि ऐसा विवाह संबंधित व्यक्ति तथा विवाह करने वाले दूसरे पक्ष की स्वीय विधि के तहत अनुज्ञेय हो तथा वैसा करने के अन्य आधार भी हों, तो इस नियम के लागू होने से किसी को छूट दे सकती है ।

6. शिथिल करने की शक्ति. जहां केन्द्र सरकार समझती है कि ऐसा किया जाना आवश्यक या समीचीन है , वहां ऐसे कारणों से, जिन्हें लिपिबद्ध किया जा सके, किसी भी वर्ग या श्रेणी के व्यक्तियों और पदों के संबंध में इन नियमों के उपबंधों को शिथिल कर सकती है । 7. व्यावृत्ति. इन नियमों से, समय- समय पर केन्द्र सरकार द्वारा जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ी जातियों, पूर्व सैनिकों तथा अन्य विशेष कोटि के व्यक्तियों को दिए जाने वाले आरक्षणों, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहींपड़ेगा । 1559

1. किसी मान्यताप्राप्त विश्वविद्यालय /बोर्ड द्वारा मान्यताप्राप्त हायर सेकेन्डरी स्कूल लिविंग सर्टीफिकेट/ सेकेंडरी स्कूल लीविंग सर्टीफिकेट या समकक्ष उत्र्तीर्ण किया हो ।

2. प्रोजेक्टर/ऑडियो- विजुअल उपकरण/पब्लिक एड्रेस सिस्टम/टेप रिकार्डर चलाने का ज्ञान हो।

3. फोटो कॉपिअर मशीन चलाने/मरम्मत करने काज्ञान हो ।

4. हल्के मोटर वाहनों को चलाने का अनुभव अतिरिक्त योग्यता मानी जाएगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the North Eastern Council Secretariat, Shillong Junior Engineer (Electrical) (Group ' C ' post) , Recruitment Rules, 1984 , the North Eastern Council Secretariat, Shillong Draftsman Grade I Recruitment Rules , 1989, North Eastern Council Secretariat , Shillong ( Group ' C ' and Group ' D' posts) Recruitment Rules , 1983 , in so far as they relate to the posts ofTechnician and Tracer, and the North Eastern Council Secretariat, Shillong (Group ' C' and Group ' D ' posts) Recruitment Rules , 1983 , in so far as they relate to the posts of Despatch Rider , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group ' C' posts in the North Eastern Council Secretariat, Shillong, namely :-

1. Short Title and Commencement . ( 1) These rules may be called the North Eastern Council Secretariat, Shillong (Group ' C ' posts) , Recruitment Rules , 2004.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application . These rules shall apply to the posts specified in column I of the Schedule annexed hereto.

3. Number of posts , classification and scale of Pay. The number of the said posts, their classification and the scales of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule .

4. Method of Recruitment , age limit , qualifications etc.-The method of recruitment age limit, qualifications and other matters relating to the said posts shall be as specified in columns 5 to 14 of the said Schedule .

5. Disqualification.-No person,-

(a) who has entered into , or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

2. उपयोग.-इन नियमों का उपयोग संलग्न अनुसूची के कालम ( 1 ) में विनिर्दिष्ट पदों के लिए किया जाएगा ।

3. संख्या, वर्गीकरण और वेतनमान-पदों की संख्या, वर्गीकरण और उनसे संबंधित वेतनमान उक्त अनुसूची के कालम (2 ) से (4) में निर्धारित किए गए के अनुसार होंगे ।

4. भर्ती पद्धति, आयु सीमा, योग्यता आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा, योग्यता और इनसे जुड़े अन्य मामले कथित अनुसूची के कालम ( 5 ) से ( 14 ) में विनिर्दिष्ट किए गए के अनुसार होंगे ।

5. अयोग्यहोना.-कोई भी व्यक्ति,-

(क) जिसमे ऐसे व्यक्ति से शादी की हो जिसका पति/ पत्नी जीवित हों, या

(ख ) जिसने पती/ पत्नी के जीवित होते हुए किसी से शादी की हो,

उक्त पदों पर भर्ती के लिए अयोग्य माना जाएगा ।

परन्तु केन्द्र सरकार यदि इस बात से संतुष्ट हो कि इस प्रकार की गई शादी उस व्यक्ति या शादी के दूसरे पक्ष पर लागू वैयक्तिक कानूनों (पर्सनल लाज ) के तहत अनुमत्य है या ऐसा किए जाने के दूसरे आधार हैं, तो किसी व्यक्ति को ऐसे नियम से छूट प्रदान कर सकती है । 6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की राय हो कि वैसा किया जाना आवश्यक और उचित है , वहां वह ( केन्द्र सरकार ) लिखित रूप में रिकार्ड किए जाने वाले कारणों से, आदेश द्वारा किसी वर्ग या व्यक्तियों अथवा पदों की श्रेणी के संबंध में इन नियमों के किसी उपबंध में शिथिलता प्रदान कर सकती है ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of the North Eastern Council Secretariat , Shillong ( Group ' C ' and Group ' D ' Posts ) Recruitment Rules , 1982 , The North Eastern Council Secretariat , Shillong , Bearer-cum- Cook , Recruitment Rules , 1982 and The North Eastern Council Secretariat , Shillong , (Group C ' and Group ' D ' Posts ) Recruitment Rules , 1983 in so far as they relate to the posts of Roneo Operator , Daftry, Cleaner, Peon , Safaiwala , Chowkidar and Mali except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the Group ' D ' staff in the Secretariat of the North Eastern Council , Shillong , namely:-

1. Short title and commencement :-( 1 ) These rules may be called The North Eastern Council Secretariat Group 'D' Staff Service Recruitment Rules , 2003 .

( 2) They shall come into force from the date of their publication in the Official Gazette .

2. Application :- These rules shall apply to the posts specified in column ( 1 ) of the Schedule annexed hereto .

3. Number, classification and scale of pay: The number of the posts, classification and the scales of pay attached thereto shall be as specified in columns (2) to ( 4) of the said Schedule .

4. Method of recruitment , age limit, qualifications , etc.-- The method ofrecruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5 ) to ( 14) of the said Schedule .

5. Disqualification- No person, -

(a) who has entered into or contracted a marriage , with any person having a spouse living , or

(b) who , having a spouse living , has entered into or contracted any marriage with any person , shall be eligible for appointment for any of the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and to other party to the marriage and there are other grounds for so doing , exempt any person from the operation ofthis rule.

6. Power to relax :-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons or posts .

7. Savings :-Nothing in these rules shall effect reservations and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex- Servicemen , Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का. नि. 251. राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, विज्ञान और प्रौद्योगिकी विभाग के अधीन भारतीय सर्वेक्षण विभाग में विभागीय कैन्टीन के समूह ( ग ) और समूह ( घ ) पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय सर्वेक्षण , विभागीय कैन्टीन समूह ' ग ' और समूह ' घ ' पद भर्ती नियम, 2003 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान - उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु सीमा, और अन्य अर्हताएं. उक्त पदों पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

4. आरंभिक गठन.- उक्त अनुसूची में उल्लिखित पदों के पदधारी इन नियमों के अधीन नियुक्त किए गए समझे जाएंगे और उनके द्वारा नियमित आधार पर की गई सेवा उच्चतर पद पर प्रोन्नति के प्रयोजन के लिए गणना में ली जाएगी ।

5. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति.- इन नियमों की कोई बात ऐसें आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

(ख) जिनके पास स्तंभ 8 के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित अर्हता और अनुभव है ।

(पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्तिपर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं

G.S.R. 251. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to Group ' C ' and ' D ' posts of Departmental Canteen in the Survey of India under the Departinent of Science and Technology namely:-

1. Short Title and Commencement.-( 1 ) These rules may be called the Survey of India , Departmental Canteen Group ' C ' and ' D ' posts Recuitment Rules , 2003.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts , classification and scale of Pay. The number of the said posts , their classification and the scales of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of Recruitment , age - limit and other qualification-The method of recruitment , age - limit , qualifica- tions and other matter relating thereto shall be as specified in columns 5 to 14 of the said Schedule .

4. Initial constitution . The incumbents of the posts mentioned in the said Schedule shall be deemed to have been appointed under these rules and the services rendered by them on regular basis shall be taken into account for the purpose ofpromotion to the higher posts .

5. Disqualification . No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving. Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions re- quired to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

[ PART II - SEC. 3 ( i ) | निदेशालय [ निदेशक ( धान ) ] भर्ती नियम, 1970 , प्रादेशिक कार्यालय , गन्नाविकास ( वर्ग । और वर्ग ।। पद ) भर्ती नियम, 1968 , प्रादेशिक कार्यालय, जूट विकास ( वर्ग और वर्ग ।। पद) भर्ती नियम, 1968 , प्रादेशिक कार्यालय , कपास विकास ( वर्ग । और वर्ग II पद ) भर्ती नियम, 1968 दलहन विकास निदेशालय ( निदेशक दलहन ) भर्ती नियम, 1970 , प्रादेशिक कार्यालय , तिलहन विकास हैदराबाद ( वर्ग । और वर्ग ।। पद ) भर्ती नियम , 1968, मिलेट विकास निदेशालय ( संयुक्त निदेशक ) भर्ती नियम, 1972 और चावल विकास निदेशालय ( धान विशेषज्ञ ) भर्ती नियम , 1971 को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने से लोप किया गया है , कृषि और सहकारिता विभाग में फसल विकास निदेशालयों में कतिपय समूह ' क' के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात् -

1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम फसल विकास निदेशालय ( समूह ' क ' पद ) भर्ती नियम, 2004 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2.लागूहोना.-इन नियमों से अनुबद्ध अनुसूची के स्तंभ 1 में विनिर्दिष्ट पदों को ये नियम लागू होंगे।

3. पद संख्या, वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति, आयु- सींमा , अर्हताएं आदि.- उक्त पद पर भर्ती की पद्धति, आयु- सीमा अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं । 5. निरर्हता. वह व्यक्ति, -

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जोकारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।.

[ भाग II- खण्ड 3 (i) ]

1. निदेशक (फसल विकास निदेशालय)

साधारण केन्द्रीय सेवा समूह " क" राजपत्रित , अननुसचिवीय 8*(2004) कार्यभार के आधार पर परिवर्तन किया जासकता है ।

सीधे भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक और अन्य अर्हताएं सेवा में जोड़े गए वर्षों का फायदा केन्द्रीय सिविल सेवा ( पेंशन ) नियम, 1972 के नियम 30 के अधीन अनुज्ञेय है या नहीं

आवश्यक:

( i ) कृषि विज्ञान की किसी शाखा में स्नातकोत्तर डिग्री;

हां, फायदा उस सीमा तक विधिमान्य होगा जहां तक शैक्षिक अर्हताएं, अनुभव, आयु सीमा और भर्ती की पद्धति अपरिवर्तनीय रहती हैं ।

( ii ) खाद्य/नकदी फसलों, अर्थात् तेलहन/ जूट/कपास/गन्ना/दलहन /गेहूं/मिलेट/चावल के उत्पादन और उत्पादकता के क्षेत्र में तथा अन्यसंबंधित पहलुओं में दस वर्ष का अनुभव ।

टिप्पण 1 :-अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती हैं ।

की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

वांछनीय:

( i ) खाद्य और नकदी फसलों ( तेलहन / जूट/कपास /गन्ना/दलहन/गेहूं/मिलेट/चावल ) के विशिष्ट संदर्भ में पादप प्रजनन और अनुवंशिकी में कार्य पर आधारित डाक्टरेट और उनके उत्पादन से संबंधित समस्याओं की जानकारी ।

( ii ) खाद्य और नकदी फसलों ( तेलहन/ जूट/कपास/गन्ना/दलहन/गेहूं/मिलेट/चावल) में नवीनतम विकास और चालूअनुसंधान तथा विस्तार कार्य का ज्ञान ।

( iii ) उपरोक्त फसलों की तकनीकी रिपोर्टें लिखने कीविशेषज्ञता ।

( iv) प्रशासनिक अनुभव।

भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा

प्रोन्नतिद्वारा या प्रतिनियुक्तिया आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

प्रोन्नति:

10000-15200 रु. के वेतनमान में ऐसा संयुक्त निदेशक जिसने नियमित आधार पर उस पद पर नियुक्तिके पश्चात् उस श्रेणी में पांच वर्ष सेवा की हो ।

75 प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा जिसके अंतर्गत अल्प- कालिक संविदा भी है । 25 प्रतिशत सीधी भर्ती द्वारा ।

टिप्पण : - जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है जिन्होंने ऐसी अर्हक/ पात्रता सेवा पहले ही पूरी कर ली है ।

प्रतिनियुक्ति(जिसके अंतर्गत अल्पकालिक संविदा भी है ) :

केन्द्रीय सरकार/ राज्य सरकारों/संघ राज्य क्षेत्रों/ कृषि विश्वविद्यालयों/संस्थाओं/ भारतीय कृषि अनुसंधान परिषद्जिसके अंतर्गत उसकी अनुसंधान संस्थाएं भी हैं, के अधीन ऐसे अधिकारी:

(क ) ( i ) जो मूल काडर/विभाग में नियमित आधार पर सदृश पद धारण किए हुए हों; या (ii ) जिन्होंने मूल काडर/ विभाग में 10000-15200 रु. समतुल्य वेतनमान में नियमित आधार पर उस पद पर नियुक्ति के पश्चात् उक्त श्रेणी में पांच वर्ष सेवा की हों; और

(ख) जिनके पास स्तंभ 8 में सीधी भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं औरअनुभव हों । [ भाग II- खण्ड 3 ( i ) ]

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे ।

प्रतिनियुक्तिकी अवधि, ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) है, साधारणतया चार वर्षसे अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

(ii ) खाद्य और नकदी फसलों ( तेलहन/ जूट/कपास/गन्ना/दलहन/गेहूं/चावल ) में नवीनतम विकास और चालू अनुसंधान तथा विस्तार कार्य काज्ञान ।

(iii ) उपरोक्त फसलों की तकनीकी रिपोर्ट लिखने मेंविशेषज्ञता ।

(iv) प्रशासनिक अनुभव ।

प्रोन्नति:

6500-10500 रु. के वेतनमान में ऐसा सहायक निदेशक जिसने नियमित आधार पर उस पद पर नियुक्तिके पश्चात् उस श्रेणी में आठ वर्ष सेवा की हो ।

25 प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा जिसके अंतर्गत अल्पकालिक संविदा भी है । 25 प्रतिशत प्रतिनियुक्ति द्वारा जिसके अंतर्गत अल्पकालिक संविदा भी है जिसके न हो सकने पर सीधी भर्ती द्वारा । 50 प्रतिशत सीधी भर्ती द्वारा ।

टिप्पण:-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर लीहै, प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब तक कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक 1621 [ भाग II- खण्ड 3 ( i) ]

(ii ) जिन्होंने मूल काडर/ विभाग में 8000-13500 रु. या समतुल्य वेतनमान में नियमित आधार पर उस पद पर नियुक्ति के पश्चात् उक्त श्रेणी में पांच वर्ष सेवा की हो; या

(iii ) जिन्होंने मूल काडर/ विभाग में 6500-10500 रु. या समतुल्य वेतनमान में नियमित आधार पर उस पद पर नियुक्ति के पश्चात् उक्त श्रेणी में आठ वर्ष सेवा की हो; और

(ख) जिनके पास स्तंभ 8 में सीधी भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं औरअनुभव हों।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्तिके लिएविचार किए जाने के पात्र नहीं होंगे ।

G.S.R. 255. In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Directorate of Millets Development ( Director Millets) Recruitment Rules , 1972 , the Directorate of Rice Development [Director (Paddy) ] Recruitment Rules , 1970, the Regional Office , Sugarcane Development ( Class I and II posts) Recruitment Rules, 1968 the Regional Office , Jute Development ( Class I and Class II posts ) Recruitment Rules , 1968 , the Regional Office , Cotton Development ( Class I and Class II posts) Recruitment Rules, 1968 , Directorate of Pulses Development (Director Pulses) Recruitment Rules , 1970, the Regional Office Oilseeds Development Hyderabad ( Class 1 and Mass II posts ) Recruitment Rules , 1968 and Directorate of Millets Development ( Joint Director) Recruitment Rules , 1972 the Directorate of Rice Development (Paddy Specialist ) Recruitment Rules , 1971, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to CertainGroup A post in the Crops Development Directorates in the Department of Agriculture and Cooperation , namely:-

1. Short Title and Commencement. ( 1 ) These rules may be called the Crops Development Directorates (Group Aposts) Recuitment Rules, 2004.

(2) They shall come into force from the date of their publication in the Official Gazette .

2. Application-These rules shall apply to the posts specified in column I of the Schedule annexed to these rules .

3. Number, classification scale of pay. The number of posts , their classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule.

4. Method of Recruitment , age limit , qualificationsetc.--- The method of recruitment to the said posts age limit , qualifications and other matters relating there to shall be as specified in columns 5 to 14 of the Schedule aforesaid.

5. Disqualification . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person froin the operation of this rule .

6. Power to relax.- Where the Central Government is of the opinion that it is necessary and expedient to do so , it may, by order, for reasons to be recorded in writing , and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons .

7. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , Ex- Servicemen and other special categories of persons , in accordance with the orders issued by the Central Government from time to time in this regard .

Educational qualification-Yes Existing incumbents holding the postof Joint Director on the date ofthis notification will be exempted from this.

The benefit will be valid as long as the educational qualifica- tions , experience, age limit and mode of recruitment remain unaltered.

( ii ) Ten years ' experience in the area of production and produc- tivity and other related aspects infood/cash crops e.g. , Oilseeds/ Jute/Cotton/Sugarcane/Pulses/ Wheat/Millet/Rice .

Note 1 : Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidates otherwise well qualified.

Note 2: The Qualification ( s ) regarding experience is / are relaxable at the discretion of the Union Public Service Commission in case of candidates belonging to Scheduled Castes or Scheduled Tribes , if at any stage of selection , the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the ⚫requisite experience are not likely to be available to fill up the posts reserved for then.

Desirable :

( i ) Doctorate based on work in plant breeding and genetics with particular reference to food and cash crops (Oilseeds/Jute/Cotton/ Sugarcane/ Pulses/Wheat/ Millet / Rice ) and familiarity with the problems relating to their production .

(ii ) Knowledge of the latest development and current research and extension work in food and cash crops (Oilseeds/Jute/ Cotton/ Sugarcane / Pulses/Wheat/ Millets/Rice).

(iii) Expertise in writing technicalreports of the above crops.

( iv) Administrative experience .

Incase of recruitment by promotion/deputation/ absorption , grades from which promotion/deputation/absorption to be made

Method of recruitment , whether by direct recruitment or by promotion or by deputation/ absorption and percentage of the posts to be filled by various methods

Promotion:

75% promotion failing which by deputation including short term contract .

Joint Director in the scale of pay of Rs. 10,000-15,200 with five years ' of service in the grade rendered after appointment thereto on a regular basis .

25% direct recruitment.

Note: Wherejuniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short ofthe requisite qualifying/ eligibility service by more than half of such qualifying/eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying/eligibility service.

Deputation (Including Short Term Contract ) :

Officers under the Central/ State Governments /Union Territories /Agricultural Universities /Institutions/ Indian Council of Agricultural Research inluding its Research Institutions ,

(a) (i) holding analogous posts on regular basis in the parent cadre/Department ;

(ii ) with five years ' service in the grade rendered after appointment thereto on a regular basis in the pay scale of Rs . 10,000-15,200 or equivalent in the parent cadre/Department ; and

(b) possessing the educational qualifications and experience as prescribed for direct recruits under column 8 .

The Departmental Officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation, Similarly, deputationist shall not be eligible for consideration for appointment by promotion.

Period of deputation ( Including Short Term Contract) including period of deputation ( Including Short Term Contract ) in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation/ Department of the Central Government shall oridinarily not to exceed four years . The maximum age limit for appointment by deputation ( Including Short Term Contract) shall be not exceeding 56 years as on the closing date of the receipt ofapplications) .

Note : Where juniors who have completed their qualifying/ eligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service.

1.Officers under the Central/ State Governments/ Union Territories/ Agricultural Universities /Institutions , Indian Council of Agricultural Research including its Research Institutions :

(a) ( i) holding analogous post on regular basis in the parent cadre/Department ;

(ii ) with 5 years service in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs . 8,000--13,500 or equivalent in the parent cadre/Department ; or

(iii) with eight years ' service in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs. 6,500-10,500 or equivalent in the parent cadre/Department ; and

(b) possessing the educational qualifications and experience as prescribed for direct recruits under column 8 .

The Departmental Officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment bypromotion.
