विश्वविद्यालय के प्रबंध बोर्ड ने 16.11.2004 को आयोजित अपनी 81वीं बैठक में निदेशकों की ( विद्यापीठों के निदेशकों के अलावा) परिलब्धियों, सेवा- शर्तों और उनकी शक्तियों तथा प्रकार्यों [ संविधि के खंड ( 3 ) और ( 4 ) ] के संबंध में अध्यादेश 15 में संशोधन किया है ।

संशोधन के बाद अध्यादेश 15 के अंतर्गत खंड-3 इस प्रकार पढ़ा जाएगा:
3 ( i ) अधिनियम और संविधि के प्रावधानों के अनुसार प्रत्येक निदेशक की नियुक्ति की अवधि तीन वर्ष की होगी , और प्रबंध बोर्ड आगामी प्रत्येक 3 वर्षों के लिए नियुक्ति अवधि को बढ़ा सकता है । सं.1 - सी.ए. ( 7 ) 85/2005--चार्टर्ड एकाउन्टेन्ट्स विनियम , 1988 के विनियम 159 ( 1 ) के अनुसरण में , इंस्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्ट्स ऑफ इण्डिया के परिषद, तारीख 22 जनवरी , 2005 से ठाणे में पश्चिमी भारत प्रादेशिक परिषद की शाखा की स्थापना को अधिसूचित करती है ।
नियमित नया उप - खंड भी जोड़ा जाएगाः
इस शाखा को पश्चिमी भारत प्रादेशिक परिषद की ठाणे शाखा कहा जाएगा ।
इस शाखा के अधिकार क्षेत्र के अन्तर्गत, ठाणे शहर के साथ- साथ, ठाणे शहर की नगरपालिका सीमाओं से 50 किलोमीटर अर्धव्यास के भीतर आने वाले निम्नलिखित शहर/नगर सम्मिलित होंगे:--

3 ( ii ) अध्यादेश में किसी बात के होते हुए भी निदेशक प्रबंध बोर्ड को तीन महीने पहले लिखित सूचना देकर या इसके बदले में तीन महीने का वेतन देकर त्यागपत्र दे सकता है बशर्ते कुलपति ने अपने विवेकाधिकार से सूचना की अनिवार्यता में छूट दी हो और इस मामले की सूचना प्रबंध बोर्ड को दी हो ( प्रत्येक मामले के संबंध में एक स्वतः पूर्ण टिप्पणी प्रस्तुत की जाएगी जिसमें कुलपति को प्रदत्त शक्तियों का प्रयोग करने संबंधी परिस्थिति का उल्लेख किया जाएगा ) । 2. उल्लहासनगर

संशोधन के बाद अध्यादेश के अंतर्गत खंड 5 को इस प्रकार पढ़ा जाएगा ।
विनियम 159 ( 3 ) के अन्तर्गत विहित किए गए अनुसार, यह शाखा परिषद् के नियंत्रण अधीक्षण तथा निदेशों के अधीन रहते हुए पश्चिमी भारत प्रादेशिक परिषद् के माध्यम से कार्य/कृत्य करेगी और ऐसे निदेशों को, जो परिषद् द्वारा समय - समय पर, जारी किए जाएं, कार्यान्वित करेगी ।

5. प्रत्येक निदेशक अपने कार्यकाल के दौरान विश्वविद्यालय के अध्यापकों को समय - समय पर देय छुट्टी का पात्र होगा जिसमें सबेटिकल छुट्टी और अवकाश ( वेकेशन ) शामिल नहीं होंगे । जब किसी अन्य विश्वविद्यालय या संस्थान का कर्मचारी इस प्रकार के विश्वविद्यालय द्वारा अनुरक्षित या संबद्ध होगा और निदेशक के रूप में प्रतिनियुक्ति पर नियुक्त होगा तो उस पर भी ये नियम लागू होंगे जिनमें निदेशक के रूप में उसकी नियुक्ति से लेकर प्रतिनियुक्ति की अवधिकी समाप्ति तक पात्र होगा । इस प्रकार के मामलों में छुट्टी का वेतन और पेशन अंशदान या कर्मचारी के भविष्य निधि का अंश , जैसी भी स्थिति हो विश्वविद्यालय द्वारा समय - समय पर निर्धारित संशोधित नियमों के अनुसार लैंडिंग संस्थान/विश्वविद्यालय को प्रेषित की जाएगी ।

INDIRA GANDHI NATIONAL OPEN UNIVERSITY New Delhi - 110068, the 21st April 2005 No. IG/Admn(G)/Ord. 15/04/90.-In exercise of the powers vested in it , under the provisions of Section 25 (2) ofthe IGNOU Act , 1985 ( No. 50 of 1985 ) , the Board of Management of the University , at its 81st meeting held on 16.11.2004 had made amendments to the Ordinance 15 on Emoluments , Terms and Conditions of Service of Directors ( other than Directors of Schools ) and their Powers and Functions ( Under Clauses (3 ) and (4) of Statute(4).
The Clause 3 under the Ordinance 15 after amendment shall read as follows:-
3(i ) . Subject to the provisions of the Act and Statutes , everyDirector shall be appointed for a term of three years ; provided that the Board of management may renew the appointment, for further terms of 3 years each .
Following new sub- clause shall be added:
3( ii ) Notwithstanding anything contained in the Ordinance , a Director may resign after giving three months' notice in writing to the Board of Management or by paying three months' salary in lieu thereof; provided that the requirement of notice is waived by the Vice Chancellor at his discretion and the matter reported to the 1496

Unviersity, is appointed on deputation as a Director, he/ she shall continue to be govemed by the same leave rules in which he/ she was entitled prior to his /her appointment as Director till the end of his deputation . In such cases, leave salary and pension contributions or employer's share of PF as the case may be , shall be remitted by the Univeristy to the lending Institution/ University as per rules modified fromtime totime .
