( मुख्यालय ) के तहत् प्रकाशित अनुसूची की क्रम संख्या 70 ( कालम 9 ) के उपबंधों में संलग्न संशोधित अनुसूची के अनुसार संशोधन करता है । सं. यू. 16/53/2002- ( राज.)/ चिकित्सा- 2--कर्मचारी राज्य बीमा ( साधारण ) विनियम , 1950 के विनियम -105 के अधीन निगम की शक्तियां महानिदेशक को प्रदान करने के संबंध में कर्मचारी राज्य बीमा निगम की दिनांक 25 अप्रैल, 1951 को हुई बैठक में पारित किए गए संकल्प के अनुसरण में तथा महानिदेशक के आदेश संख्या 1024( जी) दिनांक 23.5.1983 द्वारा ये शक्तियां आगे मुझे सौंपी जाने पर मैं इसके द्वारा डॉक्टर ए. के. माथुर, अंशकालीन चिकित्सा निर्देशी को मानकों के अनुसार देय पारिश्रमिक पर दिनांक 2.1.2005 से 1.1.2006 तक या पूर्णकालिक चिकित्सा निर्देशी के कार्यग्रहण करने तक, जो भी पूर्व हो , को पाली केन्द्र , राजस्थान के बीमाकृत व्यक्तियों की स्वास्थ्य परीक्षा करने तथा मूल प्रमाण- पत्र

सं. ए-12( 11 )-1/94- चि.4--कर्मचारी राज्य बीमा अधिनियम, 1948 ( 1948 का 34 ) की धारा 97 की उप धारा ( 2 क ) के साथ पठित धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निगम एतद्वारा , मुख्य नर्सिंग अधिकारी के पद पर भर्ती पद्धति को विनियमित करते हुए निम्नलिखित विनियम बनाता है , अर्थात्:

1. संक्षिप्त नाम और प्रारम्भ

(क ) ये विनियम कर्मचारी राज्य बीमा निगम ( मुख्य नर्सिंग अधिकारी ) भर्ती विनियम , 2005 कहे जायेंगे ।

(ख ) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे ।

2. पदों की संख्या, वर्गीकरण एवं वेतनमान

उक्त पदों की संख्या , उनका वर्गीकरण और उनसे सम्बद्ध वेतनमान इन विनियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में विनिर्दिष्ट अनुसार होंगे ।

ऐसा कोई व्यक्ति :--

दिनांक 25 जुलाई 2005

(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह करने का इकरार किया है जिसका विवाहिती जीवित है, अथवा

(ख) जिसने अपने विवाहिती के जीवित रहते हुए किसी व्यक्तिः से विवाह किया है अथवा विवाह करने का इकरार किया है,

व्यक्तियों के वर्ग के संबंध में इन विनियमों के किसी भी उपबंध में आदेश द्वारा ढील दे सकते हैं ।

6. अपवाद

उक्त पद पर नियुक्ति का पात्र नहीं होगा/होगी । परन्तु यदि निगम के महानिदेशक इस बात से संतुष्ट हैं कि ऐसा विवाह ऐसे व्यक्ति अथवा विवाह की दूसरी पार्टी पर लागू वैयक्तिक कानून के अंतर्गत अनुमेय है अथवा ऐसा करने के अन्य आधार भी हैं तो वे किसी व्यक्ति को इस विनियम से छूट दे सकते हैं ।

5. ढील देने की शक्ति

इन विनियमों की कोई बात ऐसे आरक्षणों, आयु सीमा में ढील और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर जारी किए गए अनुदेशों के अनुरूप अनुसूचित जाति, अनुसूचित जनजाति, भूतपूर्व सैनिक और व्यक्तियों के अन्य वर्गों के लिए उपबंध करना अपेक्षित है ।

टिप्पणी 2 यदि अर्हक/पात्रता सेवा पूरी कर चुके कनिष्ठ कर्मचारियों के नाम पर पदोन्नति के लिए विचार किया जायेगा बशर्ते कि उनकी अपेक्षित अर्हक/ पात्रता सेवा के आधे से अधिक अथवा 2 वर्ष , जो भी कम हो, से कम न हो और उन्होंने ऐसी अर्हक/पात्रता सेवा पूरी पर चुके अपने कनिष्ठ कर्मचारियों के साथ अगले उच्च ग्रेड में पदोन्नति के लिए अपनी परिवीक्षा अवधि सफलता- पूर्वक पूरी कर ली हो ।

प्रतिनियुक्ति:

केन्द्रीय /राज्य सरकारों /शिक्षा संस्थानों के अधिकारी :

(क)

1. मूल संवर्ग/ विभाग में नियमित आधार पर सदृश पदधारी; अथवा

2. मूल संवर्ग / विभाग में 8000- 135000/- रुपये अथवा समकक्ष वेतनमान में नियमित आधार पर नियुक्ति होने के पश्चात् ग्रेड में 5 वर्ष की सेवा की हो; अथवा

3. मूल संवर्ग/विभाग में 7500- 12000/- रुपये अथवा समकक्ष वेतनमान में नियमित आधार पर नियुक्तिहोने के पश्चात् ग्रेड में 6 वर्ष की सेवा की हो; अथवा

4. मूल संवर्ग/विभाग में 6500- 10500/- रुपये अथवा समकक्ष वेतनमान में नियंमित आधार पर नियुक्ति होने के पश्चात् ग्रेड में 8 वर्ष की सेवा की हो; अथवा

(ख) निम्नलिखित शैक्षिक अर्हताएं और आवश्यक अनुभव रखने वाले

1. मान्यता प्राप्त विश्वविद्यालय से नर्सिंग में एम.एस.सी. डिग्री अथवा समकक्ष । 2128

2. पंजीकृत नर्स और पंजीकृत मिडवाइफ हो।

3. अस्पताल में कम से कम 5 वर्ष के प्रशासनिक अनुभव सहित 8 वर्ष का अनुभव ।

फीडर श्रेणी में विभागीय अधिकारी जो सीधे पदोन्नति की सूची में हैं, प्रति- नियुक्तिपर नियुक्ति के लिए पात्र नहीं होंगे ।

इसी तरह प्रतिनियुक्ति अधिकारी पदो- न्नति द्वारा नियुक्ति के लिए पात्र नहीं होंगे । इसी अथवा किसी अन्य संगठन/ केन्द्रीय सरकार के विभाग में इस नियुक्ति से ठीक पहले अन्य संवर्ग वाह्य पद में प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि सामान्यतः चार वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्त होने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । इंदिरा गांधी राष्ट्रीय मुक्त विश्वविद्यालय नई दिल्ली-110068 , दिनांक 2 अगस्त 2005 सं. प्रशा( जी) /एसटी . 9/2004/192--इंदिरा गांधी राष्ट्रीय मुक्त विश्वविद्यालय के अधिनियम , 1985 ( 1985 की सं. 50 ) के अनुभाग 25 ( 2 ) के अंतर्गत प्रदत्त शक्तियों का प्रयोग करते हुए विश्वविद्यालय के प्रबंध बोर्ड ने 16.11.2004 को आयोजित अपनी 81वीं बैठक में संविधि 9क में संशोधन करते हुए इग्नू अधिनियम की संविधि १क के खंड क के अंतर्गत उपखंड ( कक ) जोड़कर शोध परिषद् को विश्वविद्यालय का एक प्राधिकार घोषित किया है । इसे कुलाध्यक्ष के रूप में भारत के राष्ट्रपति अनुमोदन प्राप्त है । यह अनुमोदन मानव संसाधन विकास मंत्रालय के दिनांक 14 जुलाई, 2005 के पत्र सं. एफ. 5-98/200-डेस्क ( यू) ( ए) द्वारा प्राप्त हुआ है।

संविधिक 9क- शैक्षिक परिषद् की शक्तियां

संविधिक 9 क--निम्नलिखित खंड को जोड़ने के बाद संविधि इस प्रकार पढ़ी जाएगी

(कक ) ' संविधिक द्वारा शोध परिषद को इग्नू अधिनियम के अनुभाग 16 के अंतर्गत इग्नू का " प्राधिकार " घोषित किया गया है ।'

नं. 13 सी.ए./परीक्षा/आई.एस.ए./एस/2005-- चार्टर्ड एकाउन्टेन्ट्स रेगुलेशन 1988 (जो अधिसूचना संख्या -1 सी.ए. ( 7 ) / 59 /2001 दिनांक 28 सितम्बर, 2001 के द्वारा संशोधित किया गया ) के नियम-7 , अनुसूची ' एफ' के रेगूलेशन 204 के अनुसार दि कांसिल ऑफ इंस्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्ट ऑफ इंडिया को अधिसूचना जारी करने में प्रसन्नता है कि इनफोरमेशन सिस्टम आडिट कोर्स की निर्धारण परीक्षा (असेसमेन्ट टैस्ट) दिनांक 24.09.2005 को सत्र 8 बजे प्रातः से 12 बजे दोपहर, को निम्नलिखित केन्द्रों जिनको कि दो श्रेणियों में विभाजित किया गया है पर होगी । बशर्ते कि प्रत्येक केन्द्र में परीक्षा के लिए पर्याप्त संख्या में परीक्षार्थी निवेदन करते हैं ।

( ii) They shall come into force on the date of their publication in the official Gazette .

2. Number of post , Classification and Scale of Pay The number of said posts , their classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the schedule annexed to these regulation.

3.Method of Recruitment , age limit , qualification etc. The method of recruitment to the said posts , age limit , qualifications and other matters connected therewith , shall be as specified in columns 5 to 14 of the schedule annexed to these regulations .

5. Power to relax

Nothing in these regulations shall affect reservation , relaxation of age limit an other concession required to be provided for the scheduled caste , the Scheduled Tribe , Ex- serviceman an other special categories of person in accordance with the order issued by the Central Govt . from time to time in this regard.

Where the Director General of the Corporation is of the opinion that it is necessary or expedient to do so , he may, by order, for reasons to be recorded in writing and after obtaining specific prior approval of the Chairman ,

The candidates who opt for a centre mentioned under Category - II would be required to give one or two alternative centres in order of preference from centres mentioned under Category I. In the event of a minimum of 25 candidates not opting for a centre mentioned under Category II , candidates who had opted for the said centre would be alloted to the centre of their choice in order of preference in Category I as mentioned in their application form. If any candidate who has opted for a centre in Category II has not given his option for any alternate centre in Category I , he will be alloted to any of the nearest centre in Category I as per the discretion of the Institute.

The Council reserves the right to withdraw any centre at any stage without assigning any reason . The above test is open only to eligible Members of the Institute who are already registered with the Institute for the said course. The fees payable for the above Assessment Test is Rs. 1000/- .

Payment of fees for the Assessment Test should be made only by Demand Draft . The Demand Draft may be of any Scheduled Bank and should be drawn in favour of the Secretary , The Institute of Chartered Accountants of India, payable at New Delhi only. Application together with the prescribed fee be sent so as to reach the Joint Secretary (Exams ) at New Delhi on or before 1st September 2005.
