का.नि.आ. 105.-केन्द्रीय सरकार, रक्षा संकर्म अधिनियम, 1903( 1903 का 7 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, यह घोषणा करती है कि इससे उपाबद्ध अनुसूची में वर्णित भूमिके, जो मध्य प्रदेश राज्य में रक्षा अनुसंधान और विकास स्थापना (र.अ.वि.स्था. ) झांसी रोड, ग्वालियर के सामिप्य की भूमि है, उपयोग और उपभोग पर उक्त अधिनिमय की धारा 7 के खंड ( ग ) में विर्निदिष्ट निर्बधन अधिरोपित करना आवश्यक है । जिससे कि उक्त भूमि को भवन निर्माण और अन्य बाधाओं से मुक्त रखा जा सके ।

2. उक्त भूमि के स्केच रेखांक का परीक्षण जिला कलक्टर, ग्वालियर, मध्य प्रदेश के कार्यालय में किया जा सकेगा ।

का.नि.आ. 108.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और भारतीय आर्डिनेंस और आर्डिनेंस उपस्कर फैक्टरी समूह ' ग ' और समूह ' घ ' अनौद्योगिक पद ( भर्ती और सेवा की शर्तें ) नियम , 1989 जहां तक उनका संबंध फायर इंजन ड्राइवर ग्रेड -1 /ड्राइवर फायरब्रिगेड ग्रेड-1 और फायर इंजन ड्राइवर-2/ड्राइवर फायरब्रिगेड ग्रेड -2 के पदों से है, को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है आर्डिनेंस और आर्डिनेंस उपस्कर फैक्टरियों तथा आर्डिनेंस फैक्टरी बार्ड मुख्यालय स्थापन को छोड़कर आर्डिनेंस और आर्डिनेंस उपस्कर फैक्टरियों के अधीन अन्य कार्यालयों और स्थापनों मेंफायर इंजन ड्राइवर ( विशेष ग्रेड) , फायर इंजन ड्रावर ग्रेड-1 , फायर इंजन ड्राइवर ग्रेड-2 और फायर इंजन ड्राइवर ग्रेड- क के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

का.नि.आ. 107.-केन्द्रीय कैडेट कोर अधिनियम , 1948 ( 1948 का 31 ) , की धारा 12 की उप - धारा ( 1 ) और ( 1 ए ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार एतद् द्वारा श्री वी . हनुमंत राव, संसद सदस्य ( राज्य सभा ) की नियुक्ति राष्ट्रीय कैडेट कोर की केन्द्रीय सलाहकार समिति के सदस्य के रूप में अधिसूचित करती है तथा इस प्रयोजन हेतु भारत सरकार के रक्षा मंत्रालय के समय - समय पर यथासंशोधित का.नि.आ. 76 -ई, दिनांक 10 अक्तूबर, 1983 की अधिसूचना में निम्नलिखित संशोधन करती है; नामतः:-

1. संक्षिया नाम और प्रारंभ (1 ) इन नियनों का संक्षिप्त नाम भारतीय आर्डिनेंस और आर्डिनेंस उपस्कर फैक्टरी फायर इंजन ड्राइवर (विशेष ग्रेड) , फायर इंजन ड्रावर ग्रेड -1 , फायर इंजन ड्राइवर ग्रेड-2और फायर इंजन ड्राइवर ग्रेड- क ( समूह ' ग ' और समूह ' घ' अनौद्योगिक पद ) ( भर्ती और सेवा की शर्तें ) नियम, 2005 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । उक्त अधिसूचना में, " धारा 12 की उप- धारा ( i ) के खण्ड ( 1 ) के तहत " शीर्षक के अधीन प्रविष्टि ( 13 ) , के लिए निम्नलिखित प्रविष्टि प्रतिस्थापित की जायेंगी; नामतः:-

किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

परन्तु यदि किन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागूस्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

7. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों केअनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्यपिछड़े वर्गों और विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षितहै ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है किऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को

प्रतियोगिता परीक्षा के माध्यम से प्रोन्नति पर उच्च्तर वेतनमान धारण करने वाले व्यक्ति सामूहिक रूप से निम्नतर वेतनमान धारण करने वाले व्यक्तियों से उच्च्तर रैंक में होंगे । परस्पर ज्येष्ठता वही होगी जो पोषक पद में ज्येष्ठता है । फैक्टरी के महाप्रबंधक या स्थापन के प्रधान या आर्डिनेंस फैक्टरी बोर्ड द्वारा विहित की जाएगी । परीक्षणों के अंतर्गत लिखित , व्यावहारिक परीक्षा , योग्यता परीक्षण हैं ।

टिप्पण 2 : सीमित विभागीय प्रतियोगिता परीक्षा पद केवल त्वरित प्रोन्नति की एक पद्धति है । इस प्रकार सीमित विभागीय प्रतियोगिता परीक्षा के माध्यम से नियुक्ति सभी प्रयोजनों के लिए त्वरित प्रोन्नति समझी जाएगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Indian Ordnance Factories and Ordnance Equipment Factories Group ' C ' and Group 'D ' Non - Industrial posts (Recruitment and Conditions of Service) Rules, 1989, in so far as they relate to the posts of Fire Engine Driver Grade-I/Driver Fire Brigade Grade- I and Fire Engine Driver Grade- II/Driver Fire Brigade Grade- II, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method ofrecruitment to the posts of Fire Engine Driver (Special Grade ), Fire Engine Driver Grade- I, Fire Engine Driver Grade - II and FireEngine Driver Grade - A, in the Oradnance and Ordnance Equipment Factories and other offices and establishments under the Ordnance and Ordnance Equipment Factories , except the Ordnance Factory Board Head quarter establishment, namely:-

1. Short title and commencement.-( 1 ) These Rules may be called the " Indian Ordnance and Ordnance Equipment Factories, Fire Engine Driver ( Special Grade) , Fire Engine Driver Grade - 1, Fire Engine. Driver Grade- II and Fire Engine Driver Grade-A (Group ' C ' Non - Industrial posts ) (Recruitment and Conditions ofService) Rules, 2005" .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application. These rules shall apply to the posts specified in column (1 ) of the Schedule annexed hereto.

3. Number ofposts , their classification and scale of pay. ( 1 ) The number ofthe said posts , their classification and the scales of pay attached thererto shall be as specified in columns 2 to 4 of the said Schedule.

4.Methodof recruitment, age limit and qualifications , etc. The method of recruitment to the said post, age limit, qualifications and other matters relating to the said posts thereto shall be as specified in columns (5) to ( 14) of the aforesaid Schedule.

5. Disqualification. No person,-

(a)who has entered into or contracted a marriage with a person having a spouse living; or

(b)who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said post:

Provided that the Central Government may, if satisfied that the marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of these rules.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .

7. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex- Servicemen, other backward classes and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) They shall come into force on the date of their publication in the Official Gazette .

2. In the Army Ordnance Corps , Principal Civilian Staff Officer (Stores), Senior Civilian Officer ( Stores) and CivilianStaffOfficer ( Stores ) Group ' A' Posts Recruitment Rules , 2003 (hereinafter referred to as the said rules ) , in rule 6 , for the words " in writing relax", the words " in writing and in consultation with the Union Public Service Commission , relax " shall be substituted.

2. पद संख्या, वर्गीकरण और वेतनमान उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य दा वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता. कोई व्यक्ति,

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति. -इन नियमों की कोई बात , ऐसे आरक्षण, आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

S.R.O. 110. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Army Ordnance Corps , Civilian Staff Officers , Recruitment Rules , 1969 , published vide SRO 36, dated the 13th January, 1970 in the Gazette of India, Part II , Section 4, dated the 27th January , 1970 by the Government of India Ministry ofDefence, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Civilian Staff Officer (Ordnance ) (Administration) in the lower formation of the Army, namely:-

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Defence , Army Ordnance Corps , Civilian Staff Officer ( Ordnance) (Administration) Group ' A' Post Recruitment Rules, 2005.

(2)They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification and scale of pay. The number of post, its classification and scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to the rules..

3.Methodof recruitment, age limit, and qualifications , etc. The method of recruitment, age limit , qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification.-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

1 Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, byorder for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any ofthe provisions of these rules with respect to any class or category ofpersons.

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , Scheduled Tribes , Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.नि.आ. 111.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, रक्षा मंत्रालय के महानिदेशक, सशस्त्र सेना चिकित्सा सेवा की निम्न विरचनाओं में हिन्दी अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय , सशस्त्र सेना चिकित्सा भंडार डिपो हिन्दी अधिकारी , समूह ' ख' पद, भर्ती नियम, 2005 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. पद संख्या, वर्गीकरण और वेतनमान. उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं । उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमें से 3. भर्ती की पद्धति, आयु सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धवि, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं । 4. निरर्हता. वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति:- ऐसे 5500-175-9000 के वेतनमान के ज्येष्ठ अनुवादक जिन्होंने श्रेणी में तीन वर्ष की नियमित सेवा की है ।

पच्चीस प्रतिशत प्रोन्नति द्वारा , और पचहत्तर प्रतिशत प्रतिनियुक्तिद्वारा ।

टिप्पण:-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो , वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्च्तर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है।

प्रतिनियुक्ति:

केन्द्रीय सरकार या राज्य सरकार के अधीन ऐसे अधिकारी :

(क) ( i ) जो मूल काडर/ विभाग में नियमित आधार पर सदृश पद धारण करते हों; या

( ii) जो मूलं काडर/ विभाग में 5500-175-9000 रुपए या समतुल्य वेतनमान में नियुक्तिके पश्चात् नियमित आधार पर श्रेणी में तीन वर्ष की सेवा की हो; और

(ख) निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों:

(i) किसी मान्यता प्राप्त विश्वविद्यालय से मास्टर डिग्री या समतुल्य में डिग्री स्तर पर हिन्दी के साथ अंग्रेजी एक विषय के रूप में हो;

या

किसी मान्यता प्राप्त विश्वविद्यालय से मास्टर डिग्री या समतुल्य में डिग्री स्तर पर अंग्रेजी के साथ हिन्दी एक विषय के रूप में हो रहा हो;

या

किसी मान्यता प्राप्त विश्वविद्यालय से किसी विषय में मास्टर डिग्री या समतुल्य में डिग्री समतुल्य और डिग्री स्तर पर हिन्दी और अंग्रेजी एक विषय के रूप में रहा हो;

या

किसी मान्यता प्राप्त विश्वविद्यालय से किसी विषय में हिन्दी माध्यम के साथ मास्टर डिग्री या समतुल्यऔर डिग्री स्तर पर अंग्रेजी एक विषय के रूप में रहा हो;

या

किसी मान्यता प्राप्त विश्वविद्यालय से किसी विषय में अंग्रेजी माध्यम सहित मास्टर डिग्री या समतुल्य में डिग्री स्तर पर हिन्दी एक विषय के रूप में रहा हो;

(ii ) हिन्दी में परिभाषित कार्य और/या अंगेजी से हिन्दी या पर्यावषेन अनुवाद कार्य जिसमें तकनीकी या वैज्ञानिक साहित्य के कार्य का पांच वर्ष का अनुभव;

या

हिन्दीमें अध्यापन, शोध, लेखन या पत्रकारिता का छह वर्ष का अनुभव

वांछनीय:

(i ) संस्कृत या किसी आधुनिक भारतीय भाषा का ज्ञान;

(ii ) प्रशासनिक अनुभव;

(iii ) हिन्दी कक्षाएं आयोजित करने या टिप्पण और प्रारूपण के लिए कार्यशालाओं का

अनुभव ।

प्रतिनियुक्तिकी अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्तिसे ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति कीअवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । 2638 41/05-5 288

Master's degree of a recognised University or equivalent in any subject with English medium and Hindi as a subject at the degree level;

(ii) five years experience ofterminological work in Hindi and/or translation work fromEnglish to Hindi or vice- versa, preferably oftechnical or scientific literature.
