That Shri Justice Rajeev Gupta , Judge of the Madhya Pradesh High Court , who has been ap- pointed as Chief Justice , Kerala High Court shall be entitled to receive, in addition to his salary . a Compen- satory (Transfer ) allowance ofRs . 3000/ - ( Rupees Three thousand only ) per month for the period of his service till he remains out of his parent cadre as a Chief Jus- tice.

मध्य प्रदेश उच्च न्यायालय के न्यायाधीश , न्यायविद् श्री राजीव गुप्ता, जिन्हें केरल उच्च न्यायालय का मुख्य न्यायाधीश नियुक्त किया गया है, मुख्य न्यायाधीश के रूप में अपने मूल संवर्ग से बाहर रहने की सेवावधि तक, अपने वेतन के अतिरिक्त , 3000/-रुपये ( रुपये तीन हजार मात्र ) प्रति माह का प्रतिपूर्ति ( स्थानान्तरण ) भत्ता पाने के पात्र होंगे ।

G.S.R. 348. Government of India in the Depart- ment of Personnel and Administrative Reforms vide its Resolution No. 46/1 ( s)/74 -Estt . (B) dated 4th November , 1975 constituted a Commission called the Subordinate Services Commission which has subsequently been re- designated as Staff Selection Commission effective from the 26th September, 1977 to make recruitment to various ClassIII (now Group " C" ) ( non - technical ) posts in the various Ministries /Departments of the Government of India and in Subordinate Offices . The functions of the Staff Selection Commission were enlarged from time to time and also keeping in view the directions of the Supreme Court in Radhey Shyam Vs. Union of India and others , the constitution and functions of the Staff Selection Commission were modified further vide Resolu- tion No. 39018/1 / 98 -Estt . ( B ) dated the 21st, May 1999 , w.e.f. 1st June , 1999 .

2. Ithasbeen decided to make the following amend- ments to the Resolution No. 39018/ 1 /98 -Estt . (B ) dated the 21st May , 1999 with immediate effect, namely:

(a) In para 2( 1 ) of the Resolution dated the 21st May, 1999 and further amended. vide Resolution dated the 13th November , 2003 , the existing entry after sub -para ( b ) shall be substituted by the following , namely:-

सा.का.नि. 350.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, संघ लोक सेवा आयोग (समूह " घ " पद ) भर्ती नियम , 2002 का और संशोधन करते हुए, निम्नलिखित नियम बनाते हैं, अर्थात्: -

1. ( 1 ) इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग (समूह " घ " पद ) भर्ती ( संशोधन ) नियम , 2005 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. संघ लोक सेवा आयोगः ( समूह " घ " पद ) भर्ती नियम, 2002 की अनुसूची में, स्तंभ 12 के अधीन क्रम संख्या 2 , 3 और 4 में वर्णित पदों के विरुद्ध " दो वर्ष " शब्दों के स्थान पर, जहां - जहां वे आते हैं " चार वर्ष " शब्द रखे जाएंगे ।

G.S.R. 350. - In exercise of the powers conferred by the proviso to article 309 of the Constitution , the Fresident hereby makes the following rules further to atend the Union Public Service Comunission (Group ' D ' posts ) Recruitment Rules , 2002 , namely:---

1. ( 1 ) These rules may be called the Union Public Service Commission ( Group ' D ' posts ) Recruitment (Amendment) Rules , 2005 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Union Public Service Com- mission (Group ' D ' posts ) Recruitment Rules, 2002 , under column 12 against the posts appearing at serial numbers 2. 3 and 4 , for the words " two years " wherever they occur the words " four years " shal ! be substituted.

सा.का.नि. 351.- राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और विलिंग्डन अस्पताल और परिचर्यागृह ( वर्ग 3 पद ) भर्ती नियम , 1973 जहां तक उसका संबंध कार्यालय अधीक्षक के पद से है को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, डा. राम मनोहर लोहिया अस्पताल , नई दिल्ली में कार्यालय अधीक्षक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का सक्षिप्त नाम डा. राम मनोहर लोहिया अस्पताल, कार्यालय अधीक्षक ( समूह ' ख ' पद) भर्ती नियम, 2005 है ।

( 2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

अनुसूची के स्तम्भ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।

2. पद संख्या , वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध

3. भर्ती की पद्धति , आयु- सीमा, अर्हताएं आदि उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं तथा उससे संबंधित अन्य बातें वें होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,-

( क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केंन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय हैं कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति . इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति:-

5000-8000 रुपए के वेतनमान में ऐसे प्रधान लिपिक जिन्होंने उस श्रेणी में तीन वर्ष नियमित सेवा की है ।

टिप्पण 1 : इन नियमों की अधिसूचना को तारीख को 4500-7000 रुपए के वेतनमान में की श्रेणी में नियमित रूप से नियुक्त ऐसे लेखाकार जिन्होंने उस श्रेणी में छह वर्ष नियमित सेवा की है के संबंध में भी प्रधान लिपिकों के साथ कार्यालय अधीक्षक के पद पर प्रोन्नति के लिए विचार किया जाएगा । लेखाकार का पद इन नियमों की अधिसूचना की तारीख को प्रतिनियुक्ति के आधार पर नियुक्त लेखाकारों से भिन्न यदि कोई हो, लेखा- कार के पद पर नियमित पदधारियों के कार्यालय अधीक्षक के उच्चतर पद पर प्रोन्नत किए जाने तक ही पोषक श्रेणी में रहेगा ।

टिप्पण: 1600-2600 रुपए के पूर्व पुनरीक्षित वेतनमान में कार्यालय अधीक्षक के नियमित पद धारकों की उपयुक्तता 5500-9000 रुपएके पुनरीक्षित वेतनमान मे समूह " ख " के रूप में वर्गी कृत कार्यालय अधीक्षक के उन्नत पद पर नियुक्ति के लिए विभागीय प्रोन्नति समिति द्वारा आरंभिक रूप से निर्धारित की जाएगी । यदि' उपयुक्त ' निर्धारित किया जाता है तो वह वे आरंभिक गठन पर पद के लिए नियुक्त किया गया/किए गए समझा जाएगा/समझे जाएंगे । यदि उपयुक्त नहीं निर्धारित किया जाता है तो वह/वे 5000-8000 रुपए के पुनरीक्षित वेतनमान में बना रहेगा/बने रहेंगे और उसके मामले/उनके मामलों का प्रतिवर्ष पुनर्विलोकन किया जाएगा ।

टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिनहोने अपनी अर्हक/पात्रता सेवा के पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनके ज्येष्ठ व्यक्तियों संबंध मे भी विचार किया जाएगा परन्तु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/ पात्रता सेवा, अपेक्षित अर्हक/ पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है ।

टिप्पण 3 : प्रोन्नति के लिए पात्रता सूची अधिकारियों द्वारा अपनी-अपनी श्रेणी/पद में विहित अर्हक सेवा पूरी किए जाने की तारीख के प्रतिनिर्देश से तैयार की जाएगी । यदिविभागीय प्रोन्नति समिति है तो उसकी संरचना भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा (13)

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of The Willingdon Hospital and Nursing Home ( Class III posts) Recruitment Rules, 1973 , in so far as it relates to the post of Office Superintendent except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Office Superintendent inthe Dr. Ram Manohar Lohia Hospital , New Delhi namely:-

1. Short title and commencement.--( 1) These rules may be called the Dr. Ram Manohar Lohia Hospital , Office Superintendent (Group ' B ' post) Recruitment Rules , 2005.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and scale of pay.-The number of the said post , its classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment, age limit , qualifications , etc.-The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification. No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who , having a spouse living. has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person froin the operation of this rule.

5. Power to relax.--Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories ofperson in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Accountants regularly appointed to the grade in the pay scale of Rs . 4500-7000 , in position as on the date of notification of these rules , with six years regular service in the grade will also be considered for promotion to the post of Office Superintendent along with the Head Clerks . The post of Accountant shall remain in the feeder grade only a till such time the regular incumbents of the post of Accountant other than those appointed on deputation basis if any , as on the date of notification of these rules is promoted to the higher post ofOffice Superintendent .

Note 2 : Where Juniors who have completed their qualifying/ eligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ cligibility service or two years , whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service

Note 3 : The eligibility list for promotion shall be prepared with reference to the date of completion by the officers , of the prescribed qualifying service in the respective grade/post .

Office Superintendent inthe pre- revised pay scale of Rs . 1600-2660 shall be initially assessed by the Departmental Promotion Committee for appointment to the upgraded post of Office Superintendent classified as Group B in the revised pay scale of Rs . 5500-9000 . If assessed suitable ', he/ she/ they shall be deemed to have been appointed to the post at the initial constitution . If assessed not suitable , he/ she /they shall continue to be in the revised scale of Rs. 5000-8000 and his/her/their case would bereviewd every ý car.

सा.का.नि. 353. राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पांडिचेरी मेडीकल कालेज ( वर्ग 3 और वर्ग 4 ) भर्ती नियम, 1963 जहां तक उसका संबंध थियेटर सहायक के पद से है और जवाहर लाल स्नातकोत्तर चिकित्सा शिक्षा तथा अनुसंधान संस्थान, पांडिचेरी ( समूह ' ग ' पद ) भर्ती नियम, 1981 जहां तक उसका संबंध आपरेशन थियेटर तकनीशियन के पंद से है को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया किया गया है , जवाहर लाल स्नातकोत्तर, चिकित्सा शिक्षा तथा अनुसंधान संस्थान, पांडिचेरी में थियेटर सहायक और आपरेशन थियेटर तकनीशियन के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात-

1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का सक्षिप्त नाम जवाहर लाल स्नातकोत्तर, चिकित्सा शिक्षा तथा अनुसंधान संस्थान , पांडिचेरी ( थियेटर सहायक और आपरेशन थियेटर तकनीशियन ) समूह ' ग ' पद भर्ती नियम , 2005 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान, उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं तथा उससे संबंधित अन्य बातें वें होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता:- वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विलाह किया है, या

उक्त पद पर नियुक्तिका पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति:-इन नियमों की कोई बात , ऐसे आरक्षणों , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । पद का नाम

(केन्द्रीय सरकार द्वारा जारी किए गए अनुदेशों या आदेशों के अनुसार सरकारी सेवकों के लिए 40 वर्ष तक शिथिल की जा सकती है ) । टिप्पण: आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ( न कि वह अंतिम तारीख जो असम, मेघालय, अरुणाचल प्रदेश , मिजोरम , मणिपुर, नागालैण्ड , त्रिपुरा , सिक्किम, जम्मू- कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड,

टिप्पण: अनुभव संबंधी अर्हता ( अर्हताएं ) सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों/ अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

2610-4000 रुपए के वेतनमान में ऐसे थियेटर परिचर जिसने उस श्रेणी में छह वर्ष नियमित सेवा की हो ।

66.66 प्रतिशत प्रोन्नति द्वारा, जिसके न हो सकने पर प्रतिनियुक्ति द्वारा ; और दोनों के न हो सकने पर सीधी भर्ती द्वारा ; और 33.34 प्रतिशत सीधी भर्ती द्वारा ।

प्रतिनियुक्ति:

केन्द्रीय या राज्य सरकार के अधीन ऐसे अधिकारी;

(क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं ; या

(ii ) जिन्होंने 2750-4400 रुपए या समतुल्य वेतनमान के पदों पर तीन वर्ष नियमित सेवाकी है ; या

(iii) 2650-4000/2610-4000 रुपए या समतुल्य वेतनमान के पदों पर पांच छह वर्ष नियमित सेवा की हो; और

(ख) जिनके पास स्तंभ 8 के अधीन सीधी भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव हैं ।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्तिपर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्तिके लिए विचार किए जाने के पत्र नहीं होंगे ।

( प्रतिनियुक्तिकी अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधिहै साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी । )

G.S.R. 353.-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of The Pondicherry Medical College ( Class Ill and Class IV post ) Recruitment Rules , 1963 , in so far as it relates to the post of Theatre Assistant and the Jawaharlal Institute of Post Graduate Medical Education and Research, Pondicherry (Group ' C ' posts ) Recruitment Rules, 1981 in so far as it relates to the post of Operation Theatre Technican except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Theatre Assistant and Operation Theatre Technician in the Jawaharlal Institute of Post Graduate Medical Education and Research , Pondicherry , namely:-

1. Short title and commencernent . ( 1 ) These rules may be called the Jawaharlal Institute of Post Graduate Medical Education and Research, Pondicherry (Theatre Assistant and Operation Theatre Technician ) Group ' C ' post , Recruitment Rules, 2005 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and scale of pay. The number of the said post , their classification andthe scale of pay attached thereto shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment , age limit, qualifications , etc.-The method of recruitment, age limit , qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule.

4. Disqualification . No person,-

(a) who has entered into or contracted a marriage with a person , having a spouse living; or (b) who , having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such inarriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class orcategory of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard .

सा.का.नि. 354.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, जवाहरलाल स्नातकोत्तर आयुर्विज्ञान शिक्षा और अनुसंधान संस्थान, पांडिचेरी ( व्यावसायिक चिकित्सा तकनीशियन ) भर्ती नियम, 1998 और जवाहरलाल स्नातकोत्तर आयुर्विज्ञान शिक्षा और अनुसंधान संस्थान, पांडिचेरी समूह " ग " और समूह " घ " अस्थिशल्य चिकित्सा विभाग के प्रास्थैटिक आर्थोटिक अनुभाग भर्ती नियम, 1993 को, जहां तक उनका संबंध व्यावसायिक चिकित्सा सहायक के पद से हैं , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, जवाहरलाल स्नातकोत्तर आयुर्विज्ञान शिक्षा और अनुसंधान संस्थान, पांडिचेरी में व्यावसायिक चिकित्सा तकनीशियन और व्यावसायिक चिकित्सा सहायक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: - 1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम जवाहरलाल स्नातकोत्तर आयुर्विज्ञान शिक्षा और अनुसंधान संस्थान, पांडिचेरी में ( व्यावसायिक चिकित्सा तकनीशियन और व्यावसायिक चिकित्सा सहायक) ( समूह " ग " पद) भर्ती नियम, 2005 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या , वर्गीकरण और वेतनमान. उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा , और अन्य अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हता और उनसे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता. कोई व्यक्ति, -

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पदों पर नियुक्तिका पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति. - इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Jawaharlal Institute of Post Graduate Medical Education and Research , Pondicherry ( Occupational Therapy Teclinician ) Recruitment Rules . 1998 and the Jawaharlal Institute of Postgraduate Medical Education and Research. Pondicherry Group ' C' and ' D' ( Prosthetic and. Orthotic Sections of the Department of Orthopaedic Surgery ) Recruitment Rulcs, 1993 in so far as it relates to the post of Occupational Therapy Assistant , except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the methed of recruitment to the post of Occupational Therapy Technician and Occupational Therapy Assistant in the Jawaharlal institute of Post Graduate Medical Ed ation and Research, Pondicherry , namely :-

1. Short title and commencement .-( 1) These rules may be called the Jawaharlal Institute of Post Graduate Medical Education and Research , Pondicherry ( Occupational Therapy Technician and Occupational Therapy Assistant ) (Group C posts ) Recruitment Rules , 2005

( 2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and scale of pay. The number of the said post , their classification and the scale of pay attached thereto shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment, age limit, qualifications etc. The method of recruitment , age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification.--No person ; --

(a) who las entered into or contracted a marriage with a person , having a spouse living ; or (b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

5. Powerto relax . Where the Central Government is of the opinion that it is necessary or expedient so to do , it may , by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving.-- Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

सा.का.नि. 355.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और जवाहर लाल स्नातकोत्तर चिकित्सा शिक्षा एवं अनुसंधान संस्थान पांडिचेरी ( वर्ग -3 पद ) भर्ती नियम , 1975 , जहां तक उनका संबंध भौतिक चिकित्सा तकनीशियन के पद से है, को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने से लोप किया गया है जवाहर लाल स्नातकोत्तर चिकित्सा शिक्षा एवं अनुसंधान संस्थान पांडिचेरी में भौतिक चिकित्सा तकनीशियन श्रेणी -1 और भौतिक चिकित्सा तकनीशियन के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्: -

1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम जवाहर लाल स्नातकोत्तर चिकित्सा शिक्षा एवं अनुसंधान संस्थान पांडिचेरी ( भौतिक चिकित्सा तकनीशियन श्रेणी- I और भौतिक चिकित्सा तकनीशियन ) समूह ' ग ' पद, भर्ती नियम , 2005 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. पद- संख्या , वर्गीकरण और वेतनमान उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतनमान वें होंगे जो इन नियमों से उपावद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं । 3. भर्ती की पद्धति, आयु-सीमा, अन्य अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं । 4. निरर्हता. वह व्यक्ति, -

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह सम्माधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.-इन नियमों की कोई बात , ऐसे आरक्षणों , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

किसी मान्यता प्राप्त संस्थान से भौतिक चिकित्सा में डिप्लोमा (3वर्षीय पाठ्यक्रम ) या भौतिक चिकित्सा में डिग्री ।

टिप्पण: अनुभव संबंधी अर्हता सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों कोभरनेके लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

II. प्रतिनियुक्ति: केन्द्रीय सरकार या राज्य सरकार के ऐसे अधिकारियों में से: -

(क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं ; या (ii) जिन्होंने 4000-6000 रुपये के वेतनमान के पदों पर पांच वर्ष नियमित सेवा की हो; और

(ख) जिनके पास स्तंभ 8 के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव हैं ।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्तिप्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

(प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्तिके लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहींहोगी । )

3050-4590 के वेतनमान में विभागीय भौतिक चिकित्सा सहायक के संबंध में बाह्य व्यक्तियों के साथ भी विचार किया जाएगा और यदि उसका पद पर नियुक्ति के लिए चयन कर लिया जाता है तो यह प्रोन्नति द्वारा भरा गया समझा जाएगा । पोषक प्रवर्ग के ऐसेविभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें हैं, प्रतिनियुक्ति परनियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्तिप्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

G.S.R. 355.In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Jawaharlal Institute of Post Graduate Medical Education and Research , Pondicherry ( Class III Posts) Recruitment Rules . 1975 in so far as it relates to the post of Physiotherapy Technician, except as respect things done or omitted to be done before such supersession . the President hereby makes the following rules regulating the method of recruitment to the post of Physiotherapy Technician Grade I and Physiotherapy Technician in the Jawaharlal Institute of Post Graduate Medical Education and Rescarch , Pondicherry , namely:---

1. Shart title and commencement . ( 1 ) These rules may be called the Jawaharlal Institute of Post Graduate Medical Education and Research, Pondicherry ( Physiotherapy Technician Grade I and Physiotherapy Technician ) , Group 'C' posts . Recruitment Rules , 2005 .

(2 ) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post , classification and scale of pay. The number of the said post , its classification and the scale nf pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3.Method of recruitment, age limit , qualifications , etc.--The method of recruitment, age limit , qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification. No person ,---

( a) who has entered into or contracted a marriage with a person, having a spouse living ; or

( b ) who , having a spouse living . has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rulc.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order . for reasons to be recorded in writing rex any of the provisions of these rules with respect to any class or category of persons .

1. संक्षिप्त नाम और प्रारम्भ.-( 1 ) इन नियमों का संक्षिप्त नाम सफदरजंग अस्पताल, नई दिल्ली में ( बायलर परिचर ) समूह ' ग ' पद, भर्ती नियम , 2005 है ।

( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या, वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट है ।

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबंद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.-इन नियमों की कोई बात , ऐसे आरक्षणों, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

सा.का.नि. 357.- राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, विज्ञान और प्रौद्योगिकी मंत्रालय , विज्ञान और प्रौद्योगिकी विभाग में रोकड़िया के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम विज्ञान और प्रौद्योगिकी मंत्रालय , विज्ञान और प्रौद्योगिकी विभाग (रोकड़िया ) भर्ती नियम, 2005 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण और वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता: वह व्यक्ति,-

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है, या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अंनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल करसकेगी ।

6. व्यावृत्ति.-इन नियमों की कोई बात ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/आमेलन किया जाएगा

द्वारा या प्रतिनियुक्ति/आमेलन द्वारा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

प्रतिनियुक्ति:

प्रतिनियुक्ति

अ. (क) (i ) केन्द्रीय सचिवालय सेवा का ऐसा सहायक जो नियमित आधार पर पद धारण किए हुए है ; या

(ii) केन्द्रीय सचिवालय लिपिक सेवा के ऐसे उच्च श्रेणी लिपिक जिन्होंने उस श्रेणी में 8 वर्ष नियमित सेवा की हो, और

(ख) जिसने सचिवालयं प्रशिक्षण और प्रबंध संस्थान में रोकड़ और लेखा कार्य या समतुल्य में प्रशिक्षण प्राप्त किया हो और जिन्हें रोकड़, लेखा और बजट कार्य में तीन वर्ष का अनुभव हो; जिसके न हो सकने पर

आ. केन्द्रीय सरकार के अधीन ऐसे अधिकारी-

(क) ( i ) जो मूल काडर/ विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या

(ii ) जिन्होंने मूल काडर/ विभाग में 5500-8000 रु. या समतुल्य वेतनमान मेंनियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष सेवा कीहो; या

(iii )जिन्होंने मूल काडर/ विभाग में 4500-7000 रु. या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में छह वर्ष नियमित सेवा की हो; या

(iv) जिन्होंने मूल काडर/विभाग में 4000-6000 रु. या समतुल्य वेतनमान मेंनियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में आठ वर्ष सेवा कीहो; और

(ख) जिन्होंने सचिवालय प्रशिक्षण और प्रबंध संस्थान में रोकड़ और लेखा कार्य या समतुल्य में प्रशिक्षण प्राप्त किया हो और जिसे रोकड़, लेखा और बजट कार्य में तीन वर्ष का अनुभव हो; या

जिन्होंने केन्द्रीय सरकार के किसी संगठित लेखा विभाग द्वारा संचालित अधीनस्थलेखा सेवा परीक्षा या समतुल्य परीक्षा उत्तीर्ण की हो ।

प्रतिनियुक्तिकी अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधिहै साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्तिके लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्षसे अधिक नहीं होगी ।

यदिविभागीय प्रोन्नति समिति है , तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

New Delhi , the 3rd October , 2005

G.S.R. 357- In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Cashier in the Ministry of Science and Technology, Department of Science and Technology, namely :-

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Science and Technology , Department of Science and Technology (Cashier ) Recruitment Rules , 2005.

( 2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts , classification and scale of pay. The number of said post , its classification and the scale ofpay attached thereto shall be as specified in columns (2 ) to (4 ) of the Schedule annexed to these rules .

3.Method of recruitment, age limit and other qualifications , etc.--The method of recruitment to the said post , age limit, qualifications and other matter relating thereto shall be as specified in columns ( 5 ) to ( 14 ) of the said Schedule.

4.Disqualification. No person,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exenipt any person from the operation of this rule.

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with the respect to any class or category of persons.

6. Saving. Nothing in these rules shall affect reservations, relaxation of age - limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes , Ex - Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

(iv) With eight years ' service in the grade rendered after appointment thereto on a reguler basis in the scale of pay of Rs . 4000-6000 ог equivalent in the parent cadre/Department ; and

(b) Who have undergone training in cash and accounts work in the Institute of Secretariat Training and Management or equivalent and possess three years' experience of cash , account and budget work

1. Short title and commencement.-( 1 ) These rules may be called the Department of Posts , Postal Training Centre, Saharanpur, Senior Artist Recruitment (Amendment ) Rules , 2005.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Department of Posts , Postal Training Centre , Saharanpur , Senior Artist Recruitment Rules , 2004.--.

(1) inrule, 1 in sub - rule ( 1 ) , for the figures ' 2004 ' , the figures , 2005 " shall be substituted.

(2) In Schedule, in column (2), for the figures ' 2004', the figures , " 2005 " shall be substituted.

टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है , जिन्होंने ऐसी अर्हक पात्रता सेवा पहले ही पूरी कर लीहै ।

G.S.R. 359.-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Press Information Bureau ( Group ' C ' posts-Headquarters ) Recruitment Rules , 1989, the Press Information Bureau ( Group ' C ' posts-Eastern Region ) Recruitment Rules , 1989 , the Press Information Bureau ( Group ' C ' posts- Northern Region ) Recruitment Rules , 1989, the Press Information Bureau (Group ' C ' posts-Southern Region ) Recruitment Rules , 1989 , the Press Information Bureau ( Group ' C ' posts- Western Region ) Recruitment Rules , 1989, in so far as they relate to the posts of Stenographer ( Junior ) and Stenographer ( Senior) , except as respects things done or onutted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the posts of Stenographer in the Ministry of Information and Broadcasting, Press Information Bureau's Headquarters , Regional andBranch Offices , namely :

1. Short title and commencement. ( 1 ) These rules may be called the Ministry of Information and Broadcasting, Press Information Bureau's Headquarters , Regional and Branch Offices Stenographers ( Grade - I , Grade II and Grade III ) Recruitment Rules , 2005 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Application.-These rules shall apply to the posts specified in column 1 of the Schedule annexed hereto .

3. Number of posts , classification and scale of pay . The number of posts , their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

5. Disqualification. No person ,-

( a) whohas entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to any of the said post :

Provided that the Central Government may, it satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.-Where the Central Government is of opinion that it is necessary or expedient so to do , it may , by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

7. Savings . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

सा.का.नि. 360.- भारत के राजपत्र के भाग- II खण्ड-3 , उप - खण्ड ( i ) में दिनांक 5 अप्रैल , 1976 की संख्या सा.का.नि. 282 ( ई ) में प्रकाशित शिक्षा तथा समाज कल्याण मंत्रालय , संस्कृति विभाग ( भारतीय पुरातत्व सर्वेक्षण ) के पुरावशेष तथा बहुमूल्य कलाकृति अधिनियम, 1972 (1972का 52 ) के भाग ( 15 ) , जिसे इसके बाद उक्त अधिनियम कहा जाएगा, जिसमें संस्कृति मंत्रालय , भारतीय पुरातत्व सर्वेक्षण की नई दिल्ली दिनांक 1 मार्च 2005 की अधिसूचना संख्या सा. का. नि. 73 द्वारा आंशिक संशोधन किया गया, में फिर से आंशिक संशोधन करते हुए केन्द्र सरकार , एतद्वारा , इसमें सौंपी गई शक्तियों का प्रयोग करते हुए नीचे दी गई सारणी के स्तम्भ 2 में निर्दिष्ट व्यक्तियों को पदनाम द्वारा उक्त अधिनियम के उद्देश्यों के लिए पंजीकरण अधिकारी नियुक्त करती है , जो सरणी के स्तम्भ-4 में की गई प्रविष्टि में निर्दिष्ट क्षेत्र की सीमाओं के भीतर उक्त अधिनियम द्वारा या इसके अधीन पंजीकरण अधिकारियों को सौंपी गई शक्तियों का प्रयोग करेंगे ।

G.S.R. 360.-In exercise of the powers conferred by Section 15 of the Antiquities and Art Treasures Act , 1972 (52 of 1972) hereafter referred to as the said Act, of the Ministry of Education and Social Welfare , Department of Culture, (Archaeological Survey of India) published in the Gazette of India, Part II , Section 3 , Sub - section (i) , No. G.S.R. 282 (E ) dated the 5th April , 1976, and partial modification , Vide GSR 73 Ministry of Culture , Archaeological Survey of India , notification New Delhi dated 1st March, 2005 , and further partial modification the Central Government hereby appoints the persons by designation specified in column 2 of the Table given below to be registering officers for the purposes of the said Act , who shall exercise the powers conferred on registering officers by or under the said Act within the limits of the area specified in the corresponding entry in column 4 of the Table.

सा.का.नि. 361. - राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और खाद्य एवं कृषि मंत्रालय (डेयरी प्रभाग में तकनीकी वर्ग । तथा वर्ग 2 पदों पर भर्ती ) संशोधन नियम, 1961 जहां तक उनका संबंध ज्येष्ठ तकनीकी सहायक के पद से है, का उन बातोंके सिवाय अधिक्रमण करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, कृषि मंत्रालय ( पशुपालन, डेयरी और मत्स्यपालन विभाग ) में ज्येष्ठ तकनीकी सहायक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अंर्थात्:-

1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम पशुपालन, डेयरी और मत्स्यपालन विभाग ज्येष्ठ तकनीकी सहायक (डेयरी) भर्ती नियम, 2005 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतनमान. उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इससे संलग्न अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता.- वह व्यक्ति,-

( क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श , करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़ें वगों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । [ भाग II- खण्ड 3 (i) ]

टिप्पण:-केन्द्रीय सरकार द्वारा जारी किए गए अनुदेशों या आदेशों के अनुसार सरकारी कर्मचारियों के लिए पांच वर्षों की छूट। आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में स्थित अभ्यर्थियों से अभ्यावेदेनों की प्राप्ति की अंतिम तारीख होगी ( तथा अभ्यर्थी जो असम, मेघालय, अरूणालय प्रदेश, मिजोरम, मणिपुर, नागालैण्ड, त्रिपुरा , सिक्किम , जम्मू-कश्मीर राज्यके लद्दाख प्रभाग, हिमाचल प्रदेश के लाहौल और स्पीति जिले, तथा चम्बा जिले के पांगी उपप्रभाग , अंडमान और निकोबार द्वीप अथवा लक्षद्वीप में स्थित है के लिए निर्धारित अंतिम तिथि नहीं होगी )

टिप्पण 1:- सुयोग्य अभ्यर्थियों के मामले में संघ लोक सेवा आयोग के विवेक पर अर्हता में छूट दी जा सकतीहै ।

टिप्पण 2:- अनुसूचित जातियों एवं अनुसूचित जनजातियों से संबंधित अभ्यर्थियों के मामले में संघ लोकसेवा आयोग के विवेक पर अनुभव संबंधीअर्हता छूट दी जा सकती है । यदि चयन के किसी भी स्तर पर, संघ लोक सेवा आयोग का यह विचार है कि अपेक्षित अनुभव को धारण करने वाले उन समुदायों से पर्याप्त संख्या में अभ्यर्थी की उपलब्धता की संभावना नहीं है जिनके लिए उक्त पदों को भरने के लिए आरक्षित रखा गया है ।

भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति

प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति या प्रतिनियुक्तिया आमेलन किया जाएगा

द्वारा या प्रतिनियुक्ति द्वारा या आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

प्रोन्नति: ऐसे तकनीकी सहायक ( डेयरी ) जिन्होंने 5000-8000 रुपए के वेतनमान में उस श्रेणी में तीन वर्ष सेवा की हो ।

पचास प्रतिशत सीधी भर्ती द्वारा पचास प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा जिनके अंतर्गत अल्पकालिक संविदा भी है ।

टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो , वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई अर्हक/ पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है, जिन्होंने ऐसी अर्हक/ पात्रता सेवा पहले ही पूरी कर ली है ।

प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है):

केन्द्रीय सरकार/ राज्य सरकारों/संघ शासित प्रदेशों/सार्वजनिक क्षेत्र के उपक्रमों/कृषि विश्वविद्यालयों/ भारतीय कृषि अनुसंधान परिषद्/राज्य सहकारी/डेयरी संघों के अधीन ऐसे अधिकारी-

( क) ( i ) जो मूल काडर/ विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; अथवा

( ii ) जिन्होंने मूल काडर या विभाग में 5000-8000/रुपए या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष सेवा की हो; और (ख ) जिनके पास स्तंभ 8 के तहत सीधे भर्ती के लिए अपेक्षित शैक्षिक अर्हताएं तथा अनुभव हो।

G.S.R. 361. In exercise of the powers conferred by the proviso to Article 309 of the Constitution , and in supersession of the Ministry of Food and Agriculture ( Recruitment to Technical Class I and Class II posts in the Dairy Division) Amendment Rules , 1961 , in so far as they relate to the post Senior Technical Assistant , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating themethod of recruitment to the post of Senior Technical Assistant (Dairy ) in the Ministry of Agriculture (Department of AnimalHusbandry, Dairying and Fisheries) , namely:-

1. Short title and commencement.--( 1 ) These rules may be called the Department of Animal Husbandry , Dairying and Fisheries , Senior Technical Assistant (Dairy) Recruitment Rules, 2005.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and scale of pay. The number of the said post , its classification and the scale ofpay attached thereto shall be as specified in Columns (2 ) to (4) of the Schedule annexed to these rules.

4. Disqualification. No person, (a) who has entered into or contracted a marriage with a person . having a spouse living; or

(b) who, having a spouse living . has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation ofthis rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes, Other Backward Classes , and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard .

Note:Wherejuniors who have completed their Qualifying or eligibility service are being considered for promotion, their seniors would also be considered , provided they are not short ofthe requisite qualifying /eligibility service by more than half ofsuch qualifying/eligibility service or two years , whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed sucht qualifying / eligibility service.

G.S.R. 362. In exercise of the powers conferredby Section 97 of the Punjab Re - organisation Act , 1966 (31 of 1966), the Central Government hereby makes the following rules further to amend the Bhakra Beas Management Board Rules, 1974, namely:

1. ( 1 ) These rules may be called the Bhakra Beas Management Board (Amendment ) Rules, 2005 (2) They shall come into force on the date of their publication in the Official Gazette .

2. In sub -rule ( 1 ) of rule 4 of the Bhakra Beas Management Board Rules , 1974-

(a) in clause (b), for the letters and figures " Rs . 18,400-500-22,400 " the letters and figures " Rs . 22,400-525- 24,500 shall be substituted .
