सा.का.नि. 294.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और वित्त म्ांत्राालय, आथक कार्य विभाग, लेखा लिपिक ;समूह 'ग'द्ध भर्ती नियम, 2000 का अध्क्रिमण करते हुए, सिवाय उन बातों के जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, आथक कार्य विभाग, वित्त म्ांत्राालय में लेखा लिपिक के पद पर भर्ती की प(ति का विनियमन करने के लिए एतद्‌द्वारा निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों को वित्त म्ांत्राालय, आथक कार्य विभाग, लेखा लिपिक भर्ती नियम, 2011 कहा जाएगा ।

;2द्ध ये सरकारी राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन/वेतनमान.—उक्त पद की संख्या, उनका वर्गीकरण और उसका वेतन बैंड तथा ग्रेड वेतन/वेतनमान वह होगा जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं । 3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं आदि.—उक्त पद की भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

G.S.R. 294.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Finance, Department of Economic Affairs, Accounts Clerk (Group 'C') Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Accounts Clerk in the Ministry of Finance, Department of Economic Affairs, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Finance, Department of Economic Affairs, (Accounts Clerk) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Pay Band, and Grade Pay/Pay scale.—The number of post, its classification and the Pay Band and Grade Pay/Pay Scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in. columns (5) to (13) of the said schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex Servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G. S. R. 296.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Ground Water Board (Class III and Class IV posts), Recruitment Rules, 1971, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk in the Ministry of Water Resources, Central Ground Water Board, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, Central Ground Water Board, Upper Division Clerk, Group 'C' Post, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.—The number of said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the recommendation of Sixth Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit shall extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

Deputation:

Officer of the Central Government,

(i) holding analogous post on regular basis; or

(ii) Lower Division Clerk in other Central Government Offices with eight years regular service in the grade.

Note 1: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceeded three years.

Note 2 : The maximum age limit for appointment on deputation shall be not exceeding 56 years, as on the closing date of receipt of applications.

Note 3 : The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment by deputation and similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

G.S.R. 297.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in superses- sion of the Upper Yamuna River Board (Ministerial /Non Ministerial, Group 'C' and Group 'D') Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Stenographer, Cashier, Lower Division Clerk in the Ministry of Water Resources, the Upper Yamuna River Board, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, the Upper Yamuna River Board, Group 'C' Posts, Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.

3. Number of posts, classification, pay band and grade pay or pay scale.—The number of the posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns 2 to 4 of the said Schedule.

4. Method of recruitment, age limit and other qualifications, etc.—The method of recruitment, age limit, qualifica- tions and other matters relating thereto shall be as specified in columns 5 to 14 of the aforesaid Schedule.

5. Disqualifications.—No person

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. ;1द्ध इन नियमों का संक्षिप्त नाम औद्योगिक नीति और संवर्धन विभाग, आथक अध्किारी भर्ती ;संशोध्नद्ध नियम, 2011 है । ;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. औद्योगिक नीति और संवर्धन विभाग ;आथक अध्किारीद्ध भर्ती नियम, 2011 की अनुसूची में फ्प्रतिनियुक्ति या आमेलनय् शीर्षक के अध्ीन फ्प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनमें प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगाय् से संबंध्ति स्तंभ 12 में,—

G.S.R. 298.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Department of Industrial Policy and Promotion (Economic Officer) Recruitment Rules, 2011, namely :—

1. (1) These rules may be called the Department of Industrial Policy and Promotion, Economic Officer Recruitment (Amendment) Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Department of Industrial Policy and Promotion, (Economic Officer) Recruitment Rules, 2011, in column (12) relating to "In case of recruitment by promotion or deputation or absorption grades from which promotion or deputation or absorption is to be made", under the heading "Deputation or Absorption",- (A) in the entry (a), item (ii), the following item shall be substituted, namely:—

"(ii) with five years' service in the grade rendered after appointment thereto on a regular basis in posts in Pay Band-2 in the scale of Rs. 9300—34800 with Grade Pay of Rs. 4200 or equivalent in the parent cadre or department; and";

(B) for the entry (b), the following entry shall be substituted, namely:—

"(b) Possessing the following educational qualifications, namely:—

(i) Post Graduate degree in Economics or Applied Economics or Business Economics or Econometrics from a recognized university;

(ii) Post Graduate Degree in Mathematics or Statistics or Commerce with at least one paper in Economics from a recognized university:":

(c) Two years' experience in the field of research, investigation, collection, compilation, interpretation and analysis of statistical data.".
