सा.का.नि. 194.—राष्ट्रपति, भारत के संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और अनुसूचित जाति तथा अनुसूचित जनजाति आयोग ;लाइब्रेरियन समूह 'क'द्ध भर्ती नियम, 1984 को उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, राष्ट्रीय अनुसूचित जाति आयोग में सहायक पुस्तकालय और सूचना अध्किारी के पद पर भर्ती की विध् िको विनियमित करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का नाम राष्ट्रीय अनुसूचित जाति आयोग ;सहायक पुस्तकालय और सूचना अधिकारीद्ध भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।768 THE GAZETTE OF INDIA : JUNE 25, 2011/ASADHA 4, 1933 [PART II—SEC. 3(i)] 2. पदों की संख्या, वर्गीकरण और वेतनमान.—उक्त पदों की संख्या, इसका वर्गीकरण और उनका वेतनमान वह होगा जो कि इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अर्हताएं आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।

4. निरर्हता.—ऐसा व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुरोध् है और ऐसा करने के लिए अन्य आधर हैं तो यह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों, और अन्य विशेष कार्य के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

सहायक 1ऽ ;2011द्ध साधरण 15600— लागू नहीं लागू नहीं होता 35 वर्षों से अध्कि नहीं । पुस्तकालय *कार्यभार के केन्द्रीय 39100 रु. होता ;केन्द्रीय सरकार द्वारा जारी अनुदेशों और सूचना आधर पर सेवा, के वेतनमान या आदेशों के अनुसार में सरकारी अध्किारी परिवर्तन समूह 'क', में वेतन बैंड-3, सेवकों के लिए 5 वर्ष तक शिथिल किया जा राजपत्रिात ग्रेड वेतन की जा सकती हैद्ध। सकता है । ;अनुसचिवीयद्ध 5400 रफ.

टिप्पणी : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू और कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंडमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई हैद्ध ।769 [भाग IIखण्ड 3(i)] भारत का राजपत्रा : जून 25, 2011/आषाढ़ 4, 1933 सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि यदि कोई हो और अन्य अर्हताएं

व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

लागू नहीं होता सीध्ी भर्ती के लिए एक वर्ष आवश्यक :

टिप्पण 1 ः अर्हताएं अन्यथा सुअहत अभ्यथयों की दशा में संघ लोक सेवा आयोग के विवेकानुसार कारण में लेखब( करके शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबंध्ी अर्हता ;अहर््रताएंद्ध संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

टिप्पणी 1 : प्रतिनियुक्ति की अवध् ि;अल्पकालिक संविदा सहितद्ध जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति के ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै साधरणतया तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अध्कि नहीं होगी ।

टिप्पण 2 : प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए 1 जनवरी, 2006 या वह तारीख जिसका छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है, से पूर्व किसी अधिकारी द्वारा नियमित आधर पर की गई सेवा, वेतन आयोग की सिपफारिशों पर आधरित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी । सिवाय इसके जहां एक सामान्य ग्रेड वेतन या वेतनमान के साथ किसी ग्रेड में एक से अध्कि पूर्व संशोध्ति वेतनमान का एक ग्रेड में विलय किया गया है, और जहां यह पफायदा के उस पद ;पदोंद्ध को विस्तारित किया जाएगा, जिनके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है ।

G.S.R. 194.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Commission for Scheduled Castes and Scheduled Tribes (Librarian Group "A" ) Recruitment Rules, 1984, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and Information Officer in the National Commission for Scheduled Castes namely :—

1. Short title and commencement.—(1) These rules may be called the National Commission for Scheduled Castes ( Assistant Library and Information Officer), Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay.—The number of the said posts, their classification and the scale of pay attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc.— The method of recruitment, age limit, qualifications and other matters connected thereto shall be as specified in columns (5) to (14) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम रेल संरक्षा आयोग ;बहु कार्य कर्मचारिवृंदद्ध भर्ती नियम, 2011 है । ;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

G.S.R. 195.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Commission of Railway Safety, (Group 'D' posts) Recruitment Rules, 2001, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff, in the Commission of Railway Safety in the Ministry of Civil Aviation, namely :—

1. Short title and commencement.—(1) These rules may be called the Commission of Railway Safety, (Multi Tasking Staff) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, Classification and Pay Band and Grade Pay/Pay Scale.—The number of the said post, its classification and the Pay Band and Grade Pay/Pay Scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the said Schedule.

4. Disqualification.—No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :

Saving.—Nothing in these rules shall affect reservations, relaxation of age limits and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 4. अयोग्यता.—कोई व्यक्ति,—

;कद्ध जिसने किसी ऐसे व्यक्ति से विवाह किया हो अथवा विवाह का करार किया हो जिसका पति/पत्नी जीवित हो, अथवा ;खद्ध जिसने, पति/पत्नी के जीवित होते हुए, किसी व्यक्ति से विवाह किया हो अथवा विवाह का करार किया हो, वह उक्त पदों पर नियुक्ति का पात्रा नहीं होगा :

बशर्ते कि केन्द्र सरकार इस बात से संतुष्ट है कि उस व्यक्ति अथवा विवाह की दूसरी पार्टी के लिए लागू निजी कानून के अंतर्गत ऐसे विवाह की अनुमति है और ऐसा करने के अन्य कारण हैं तो किसी व्यक्ति को इस नियम से मुक्त कर सकती है ।

G.S.R. 196.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Chemicals and Fertilizers (Group 'D' posts), Recruitment Rules, 1999, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment of Group 'C' posts (in respect of erstwhile Group 'D' posts) in the Ministry of Chemicals and Fertilizers (Department of Fertilizers), namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Chemicals and Fertilizers, Department of Fertilizers, "Multi Tasking Staff" (Group 'C' Posts) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay/or pay scale.—The number of the said posts, their classification, pay band and grade pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (14) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

5. Power to relax.—Where the Central Government is of the opinion that it is necessary and expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कृषि मंत्राालय, केंद्रीय मत्स्य, नौवहन और इंजीनियरी प्रशिक्षण संस्थान, कोचीन, ज्येष्ठ अनुदेशक ;इलैक्ट्रोनिकद्ध और अनुदेशक ;इलैक्ट्रोनिकद्ध भर्ती नियम, 2011 है ।

2. पद संख्या, वर्गीकरण और वेतन बैंड, ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतन बैंड, ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे से अध्कि या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

25 प्रतिशत प्रोन्नति द्वारा, जिसके न हो सकने पर प्रोन्नति : प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा वेतन बैंड-1, 5200-20200 रफपए और ग्रेड वेतन 2800 रफपए में ऐसा बेतार भी हैद्ध द्वारा 75 प्रतिशत सीध्ी भर्ती द्वारा । पर्यवेक्षक जिसने उस श्रेणी में छह वर्ष सेवा की है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति, प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध की अवध्,ि जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध की अवध् िहै, साधारणतया तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध द्वारा नियुक्ति के लिए अध्कितम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । टिप्पण 2 : प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा, 1 जनवरी, 2006 से पहले ;उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिश पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया हैद्ध, नियमित आधर पर की गई सेवा को, सिवाय उसके जहां एक से अध्कि पूर्व-पुनरीक्षित वेतनमान का साधरण ग्रेड में विलय हो गया है और जहां यह लाभ केवल उस पद पर, जिसके लिए ग्रेड वेतन या वेतनमान किसी उन्नयन के बिना सामान्य प्रतिस्थापन ग्रेड है, विस्तारित होगा, उक्त वेतन आयोग की सिपफारिशों के आधर पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

G.S.R. 197.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Institute of Fisheries, Nautical and Engineering Training (Group 'A' and Group 'B') Recruitment Rules, 1979, in so far as they relate to the post of Assistant Instructor (Electronics), the Central Institute of Fisheries, Nautical and Engineering Training (Group 'A' posts) Recruitment Rules, 1992, in so far as they relate to the post of Instructor (Electronics) and the Central Institute of Fisheries, Nautical and Engineering Training Technical Assistant (Electronics) Recruitment Rules, 2007, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Instructor (Electronics) and Instructor (Electronics), in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, in the Central Institute of Fisheries, Nautical and Engineering Training, Cochin, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Central Institute of Fisheries, Nautical and Engineering Training, Cochin, Senior Instructor (Electronics) and Instructor (Electronics), Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay or pay scale.—The number of posts, their classification and the pay band, grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service, or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion the service rendered on the regular basis by an officer prior to 1st January, 2006 the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission.

Officers under the Central Government or State Governments or Union Territories or Universities or Recognised Research Institutions or Public Sector Undertakings or Semi-Government or Autonomous or Statutory Organizations :

(a) (i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with six years' service in the grade rendered after appointment thereto on a regular basis in posts in Pay Band-1 (Rs. 5200—20200) with grade pay of Rs. 2800 or equivalent in the parent cadre or Department; and

(b) possessing the educational qualifications and experience prescribed for direct recruits under column (7).

Note 1 : The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly deputationtists shall not be eligible for consideration for appointment by promotion.

(Period of deputation (including short-term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.)

Note 2 : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 (date from which the revised Pay structure based on the Sixth Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding Grade Pay or Pay Scale extended based on the recommendations of the Pay Commission expect where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without any upgradation.
