सा. का. नि. 12.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय अनुवाद ब्यूरो , राजभाषा विभाग , गृह मंत्रालय ( समूह ' क' और ' ख' पद ) भर्ती नियम, 1972 को, जहां तक उनका संबंध निदेशक, संयुक्त निदेशक, उप निदेशक, सहायक निदेशक, अनुवाद- सह- प्रशिक्षण अधिकारी, वरिष्ठ अनुवादक और तकनीकी सहायक के पदों से है, उन बातों के सिवाए अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय , राजभाषा विभाग के अधीन केन्द्रीय अनुवाद ब्यूरो में समूह ' क ' और समूह ' ख ' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय अनुवाद ब्यूरो, राजभाषा विभाग, गृह मंत्रालय समूह ' क' और समूह 'ख ' पद भर्ती नियम , 2006 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।

2. लागू होना.- ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ 1 में विनिर्दिष्ट पदों पर लागू होंगे ।

3. पद -संख्या, वर्गीकरण और वेतनमान. उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो उक्त नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

4. भर्तीकी पद्धति, आयु सीमा और अन्य अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी , जो पूर्वोक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

5. निरर्हता.-वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह, उसके लिए जो कारण हैं, उन्हें लिपिबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों या पदों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति.-इन नियमों की कोई बात, ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

संयुक्त पद्धति: प्रोन्नति/प्रतिनियुक्ति।

संयुक्तपद्धति:

I. केंद्रीय सरकार के अधीन ऐसे अधिकारी:

( क ) ( i ) जो मूल संवर्ग/विभाग में नियमित आधार पर सदृश पद धारित किए हुए हैं;

अथवा

( ii) जिन्होंने मूल संवर्ग या विभाग में 12,000-16,500 रुपए के या समतुल्य वेतनमान वाले पद पर नियुक्तिके पश्चात् नियमित आधार पर पाँच वर्ष की सेवा कर ली है ; और

( ख ) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं:-

(i ) किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर एक विषय के रूप में अंग्रेजी सहित हिंदी में स्नातकोत्तर उपाधि या समतुल्य,

अथवा

किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर एक विषय के रूप में हिंदी सहित अंग्रेजी में स्नातकोत्तर उपाधि या समतुल्य,

अथवा

किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर हिंदी और अंग्रेजी विषयों सहित किसी भी विषय में स्नातकोत्तर उपाधि या समतुल्य,

अथवा

किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर एक विषय के रूप में अंग्रेज़ी सहित किसी भी विषय में हिंदी माध्यम से स्नातकोत्तर उपाधि या समतुल्य,

अथवा

किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर एक विषय के रूप में हिंदी सहित किसी भी विषय में अंग्रेजी माध्यम से स्नातकोतर उपाधि या समतुल्य,

( ii ) प्रशासनिक कार्य का पाँच वर्ष का अनुभव।

II . ऐसे विभागीय संयुक्त निदेशक, जिन्होंने इस श्रेणी में पाँच वर्ष की नियमित सेवा पूरी कर ली है, पर भी बाह्य अभ्यर्थियों के साथ विचार किया जाएगा । इस पद पर नियुक्ति के लिए उसका चयन किए जाने की दशा में, इस पद को प्रोन्नति द्वारा भरा गया माना जाएगा ।

टिप्पणी: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भीविचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

(पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्तिहेतु विचार किए जाने के लिए पात्र नहीं होंगे ।

इसी तरह प्रतिनियुक्त व्यक्ति भी प्रोन्नति द्वारा नियुक्ति पर विचार किए जाने के लिए पात्र नहीं होंगे ।

प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि भी है , साधारणतया चार वर्ष से अधिक नहीं होगी ।

प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । ) 58

[PART II- SEC. 3 (i ) ) यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

संघ लोक सेवा आयोग से परामर्श करना आवश्यक है । ( प्रोन्नति या पुष्टि पर विचार करने के लिए ) समूह " क " विभागीय प्रोन्नति समिति, जिसमें निम्नलिखित होंगे: -

प्रोन्नतिः

ऐसे उप निदेशक, जिन्होंने उस श्रेणी में पांच वर्ष की नियमित सेवा की है । 25% सीधी भर्ती द्वारा , जिसके न हो सकने पर प्रतिनियुक्ति द्वारा , जिसके अंतर्गत अल्पकालिक संविदा भी हैं , और 75 % प्रतिनियुक्ति द्वारा , जिसके अंतर्गत अल्पकालिक संविदा भी है ।

टिप्पणी: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भीविचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

प्रतिनियुक्ति:

(जिसक अंतर्गत अल्पकालिक संविदा भी है )

केद्रीय सरकार/ राज्य सरकार तथा संघ राज्य क्षेत्रों और विश्वविद्यालयों तथ मान्यताप्राप्त अनुसंधान संस्थान तथा सार्वजनिक क्षेत्रों के उपक्रमों और अर्ध- सरकारी संगठनों, सांविधिक तथा स्वायत्ता संगठनों के ऐसे अधिकारी :

( क) ( i ) जो मूल संवर्ग /विभाग में नियमित आधार पर सदृश पद धारित किए हुए हैं ;

अथवा

( ii ) जिन्होंने मूल संवर्ग/विभाग में 10,000-325-15,200 रुपए के वेतनमान में या समकक्ष वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में पाँच वर्ष की सेवा कर ली है; और

( ख ) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं :

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर एक विषय के रूप में अंग्रेजी सहित हिंदी में स्नातकोत्तर उपाधि या समतुल्य, 59 [ भाग II- खण्ड 3 ( i ) ]

अथवा

किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर अंग्रेजी सहित किसी भी विषय में हिंदी माध्यम से स्नातकोत्तर उपाधि या समतुल्य,

अथवा

किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर हिंदी सहित किसी भी विषय में अंग्रेजी माध्यम से स्नातकोत्तर उपाधि या समतुल्य;

( ii ) अंग्रेजी से हिंदी और हिंदी से अंग्रेजी में अनुवाद कार्य का पांच वर्ष का अनुभव,

( iii ) किसी मान्यताप्राप्त विश्वविद्यालय/ संस्थान में स्नातकोत्तर कक्षाओं को हिंदी शिक्षण का पांच वर्ष का अनुभव या समतुल्य या अनुवाद में प्रशिक्षण देने का 5 वर्ष का अनुभव ।

वांछनीय:

(i ) किसी मान्यताप्राप्त बोर्ड अथवा समकक्ष से मैट्रिक अथवा समकक्ष स्तर पर हिंदी के अतिरिक्त संविधान की आठवीं अनुसूची में वर्णित किसी एक भाषा का ज्ञान हो;

( ii ) किसी मान्यताप्राप्त विश्वविद्यालय/संस्थान से शब्दकोष विज्ञान में विशिष्टता सहित भाषा-विज्ञान में डिप्लोमा अथवा स्नातक उपाधि अथवा स्नातकोत्तर उपाधि या समतुल्य;

( iii ) प्रशासनिक कार्य का तीन वर्ष का अनुभव ।

( पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की पंक्ति में हैं, प्रतिनियुक्त पर नियुक्ति हेतु विचार किए जाने के लिए पात्र नहीं होंगे ।

इसी तरह प्रतिनियुक्त व्यक्ति भी प्रोन्नति द्वारा नियुक्ति हेतु विचार किए जाने के लिए पात्र नहींहोंगे ।

प्रतिनियुक्तिकी अवधि, जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन/ विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि भी है , साधारणतया चार वर्ष से अधिक नहीं होगी ।

प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा । प्रोन्नति:

ऐसे सहायक निदेशक, जिन्होंने उस श्रेणी में पांच वर्ष की नियमित सेवा की है ।

टिप्पणी: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

केद्रीय सरकार/ राज्य सरकार तथा संघ राज्य क्षेत्रों के ऐसे अधिकारी:-

( क) ( i ) जो मूल संवर्ग /विभाग में नियमित आधार पर सदृश पद धारित किए हुए हैं ;

अथवा

( ii ) जिन्होंने मूल संवर्ग/विभाग में 8,000-13,500 रुपए के वेतनमान में या समकक्ष वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में पाँच वर्ष की सेवा कर ली है; और

(ख ) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं :

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर एक विषय के रूप में अंग्रेजी सहित हिंदी में स्नातकोत्तर उपाधि या समतुल्य,

अथवा

किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर हिंदी और अंग्रेजी सहित किसी भी विषय में स्नातकोत्तर उपाधि या समतुल्य ,

अथवा

( ii ) अंग्रेजी से हिंदी और हिंदी से अंग्रेजी में अनुवाद कार्य का सात वर्ष का अनुभव, जिसमेंसे चार वर्ष का पर्यवेक्षण और अनुवाद के पुनरीक्षण कार्य का अनुभव होना चाहिए ।

( पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्तिहेतु विचार किए जाने के लिए पात्र नहीं होंगे ।

इसी तरह से प्रतिनियुक्त व्यक्ति भी प्रोन्नति द्वारा नियुक्ति हेतु विचार किए जाने के लिए पात्र नहीं होंगे ।

प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इसनियुक्तिसे ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि भी है , साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो । 62

प्रतिनियुक्ति:

केद्रीय सरकार और राज्य सरकार तथा संघ राज्य क्षेत्रों के ऐसे अधिकारी:

(क) ( i ) जो मूल संवर्ग/विभाग में नियमित आधार पर सदृश पद धारित किए हुए हैं ;

अथवा

( ii ) जिन्होंने मूल संवर्ग/विभाग में 7,500-12,000 रुपए के वेतनमान में या समकक्ष वेतनमान में नियमित आधार पर नियुक्तिके पश्चात् उस श्रेणी में दो वर्ष की सेवा कर ली है; और

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं :

आवश्यक:

( i ) किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर एक विषय के रूप में अंग्रेजी

सहित हिंदी में स्नातकोत्तर उपाधि या समतुल्य,

अथवा

किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर एक विषय के रूप में हिंदी सहित

अंग्रेजी में स्नातकोत्तर उपाधि या समतुल्य,

अथवा

किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर हिंदी और अंग्रेजी सहित किसी भी

विषय में स्नातकोत्तर उपाधि या समतुल्य,

अथवा

( ii ) अंग्रेजी से हिंदी और हिंदी से अंग्रेजी में अनुवाद कार्य का पांच वर्ष का अनुभव, जिसमें से तीन वर्ष का अनुभव:

(क) पर्यवेक्षण, और

(ख) अनुवाद के पुनरीक्षण और अनुवाद कार्य में प्रशिक्षण देने का होना चाहिए।

(पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्तिहेतु विचार किए जाने के लिए पात्र नहीं होंगे ।

इसी तरह से प्रतिनियुक्त व्यक्ति भी प्रोन्नति द्वारा नियुक्ति हेतु विचार किए जाने के लिए पात्र

नहींहोंगे ।

प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्तिसे ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि भी है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

पद को भरने के लिए और इन भर्ती नियमों के किसी उपबंध में कोई संशोधन करने और छूट देने के लिए संघ लोक सेवा आयोग से परामर्श करना अनिवार्य है ।

टिप्पणी 1.-अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग केविवेकानुसार शिथिल की जा सकती हैं ।

टिप्पणी 2.- अनुभव संबंधी अर्हता (अर्हताएं) संघ लोक सेवा आयोग के विवेका- नुसार अनुसूचित जातियों और अनुसूचित जन- जातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है ( हैं ) जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

( ii ) किसी मान्यताप्राप्त बोर्ड अथवा समकक्ष से मैट्रिक अथवा समकक्ष स्तर पर हिंदी के अतिरिक्त संविधान की आठवीं अनुसूची में वर्णित किसी एक भाषा का ज्ञान हो।

25% सीधी भर्ती द्वारा ।

ऐसे वरिष्ठअनुवादक/अनुसंधान सहायक (अब वरिष्ठ अनुवादक के रूप में पुनः पदनामित ) जिन्होंने उस श्रेणी में तीन वर्ष की नियमित सेवा की है ।

( ii ) जिन्होंने मूल संवर्ग/विभाग में 5,500-175-9,000 रुपए के वेतनमान में या समकक्ष वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष की सेवा कर ली है;और

टिप्पणी: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भीविचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षिक अर्हक पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

तकनीकी सहायकके पद के 5500-175-9000 रुपए के वेतनमान में कोटि उन्नयन से पूर्व इस पद के 1400-2300 रुपए ( संशोधन पूर्व ) वेतनमान में नियमित धारक की उपयुक्तता आरंभ में कोटि उन्नयन किए गए पद पर नियुक्ति के लिए आकलित की जाएगी। यदि उसे उपयुक्त पाया जाता है तो उसे प्रारंभ में गठित पद पर नियुक्त समझा जाएगा । प्रतिनियुक्ति:

केंद्रीय सरकार के ऐसे अधिकारी:-

(क) ( i ) जो मूल संवर्ग/विभाग में नियमित आधार पर सदृश पद धारित किए हुए हैं ; अथवा

(ख ) जिनके पास स्तंभ 8 के अंतर्गत सीधी भर्ती के लिए विहित शैक्षिक अर्हताएं और अनुभव हैं ।

(पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्तिहेतु विचार किए जाने के लिए पात्र नहीं होंगे ।

प्रतिनियुक्तिकी अवधि, जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि भी है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

G.S.R. 12. In exercise of the powers conferred by the proviso to Article 309 of the Constitution, and in supersession of the Central Translation Bureau, Department of Official Language , Ministry of Home Affairs ( Group ' A' and 'B ' posts ) Recruitment Rules, 1972 , so far as they relate to the posts of Director, Joint Director , Deputy Director , Assistant Director, Translation - cum-Training Officer, Senior Translator and Technical Assistant , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to Group 'A' and Group ' B ' posts in the Ministry of Home Affairs , Department of Official Language, Central Translation Bureau , numely :-

1. Short title and commencement. ( i ) These rules may be called the Ministry of Home Affairs , Department of Official Language , Central Translation Bureau , Group ' A' and Group ' B ' posts Recruitment Rules , 2006.

(ii ) They shall come into force on the date of their publication in the Official Gazette.

2. Application . These rules shall apply to the posts specified in column I of the Schedule annexed to these rules.

3. Number of posts , classification and scale of pay. The number of said posts , thier classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the said Schedule .

4. Method of recruitment , age limit and other qualifications etc. The method of recruitment , age limit , qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule.

5. Disqualifications . No person,

(a) who , has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation ofthis rule.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do , itmay, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of this rules with respect to any class or category of persons .

7. Savings . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

(The departmental officers in the feeder category who are in the direct line ofpromotion will not be eligible for consideration for appointment on deputation.

सा. का. नि. 14.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सफदरजंग अस्पताल (वर्ग 3 पद ) भर्ती नियम, 1973 जहां तक इसका संबंध सी एस आर सहायक और जीवाणुनाशक यूनिट में तकनीशियन के पद से है और सफदरजंग अस्पताल ( समूह ' ग ' ) पद भर्ती नियम 1977 जहां तक इसका संबंध तकनीशियन ( केन्द्रीय जीवाणुनाशक सेवा विभाग ) के पद से है , को उन बातों केसिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, सफदरजंग अस्पताल , नई दिल्ली में ( केन्द्रीय जीवाणुनाशक कक्ष सहायक, तकनीशियन ( जीवाणुनाशक यूनिट ) और ज्येष्ठ तकनीशियन ( केन्द्रीय जीवाणुनाशक सेवा विभाग ) के पदों पर भर्ती कीपद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम सफदरजंग अस्पताल, नई दिल्ली, केन्द्रीय जीवाणुनाशक कक्ष सहायक, तकनीशियन ( जीवाणुनाशक यूनिट ) और ज्येष्ठ तकनीशियन ( केन्द्रीय जीवाणुनाशक सेवा विभाग ) समूह ' ग ' पद भर्ती नियम , 2006 है । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।

2. पद-संख्या, वर्गीकरण और वेतनमान- उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा, अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हता और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता.-वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृति.-इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।.

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Safdarjung Hospital ( Class III Posts ) Recruitment rules , 1973 , in so far as it relates to the posts CSR Assistant and Technician for Sterilisation Unit and the Safdarjung Hospital (Group ' C ' posts) Recruitment rules, 1977, in so far as it relates to the post of Senior Technician ( Central Sterilise Service Department ) except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Central Sterilisation Room Assistant , Technician ( Sterilisation Unit ) and Senior Technician (Central Sterilise Service Department) in the Safdarjung Hospital , New Delhi , namely :-

1. Short title and commencement .-( 1 ) These rules may be called the Safdarjung Hospital , New Delhi , Central Sterilisation Room Assistant , Technician (Sterilisation Unit ) and Senior Technician ( Central Sterilise Service Department) Group ' C' posts , Recruitment Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and scale of pay. The number of the said posts, their classification and the scales of pay attached thereto , shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम विज्ञान और प्रैद्योगिकी मंत्रालय ( भारत मौसम विज्ञान विभाग ) स्टाफ कार ड्राइवर, भर्ती नियम , 2006 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।

2. पद-संख्या, वर्गीकरण और वेतनमान. उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु सीमा और अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता.-वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदिकेन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृति.-इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Science and Technology (IndiaMeteorology Department ) Staff Car Drivers , Recruitment Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification and scale of pay.---The number of the said posts , thier classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule . Annexed to these rules .

3. Method of recruitment , age limit and qualifications etc. The method of recruitment to the said posts , age limit, qualification and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule .
