सा. कां. नि. 50.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, समन्वय निदेशालय ( पुलिस बेतार ) , गृह मंत्रालय , नई दिल्ली वर्ग 3 नियम, 1962 में और संशोधन करने के लिए एतद्वारा निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. ( 1 ) इन नियमों का नाम समन्वय निदेशालय ( पुलिस बेतार ) लेखाकार भर्ती नियम, 2006 है ।

(2) ये शासकीय राजपत्र में प्रकाशन की तारीख से प्रवृत होंगे ।

अर्थात्:- 2. अनुसूची में क्रम संख्या 1 पर लेखाकार और उससे संबंधित प्रविष्टियों के पश्चात् निम्नलिखित अन्तः स्थापित किया जाएगा , 513 GI/2006

( ii ) केन्द्रीय सचिवालय लिपिकीय सेवा के उच्च श्रेणी लिपिक ग्रेड में 8 वर्ष की नियमित सेवा

( iii ) सचिवालय प्रशिक्षण एवं प्रबंध संस्थान या समतुल्य में रोकड़ और लेखा कार्य में सफलतापूर्वक प्रशिक्षण प्राप्त किया हो और रोकड़ लेखा और बजट कार्य का 3 वर्ष का अनुभव हो ।

जिसके न होने पर

ख. केन्द्रीय सरकार के अधीन कार्य कर रहे अधिकारी

(क) ( i ) मूल काडर/विभाग में नियमित आधार पर समान पद धारण

करते हों; या

(ii ) मूल काडर/विभाग में रु. 5000-8000 या समतुल्य वेतनमान में, नियमित आधार पर नियुक्तिके पश्चात् उस श्रेणी में 3 वर्ष सेवा कर चुके हैं , या

(iii ) मूल काडर/विभाग में रु. 4500-7000 या समतुल्य वेतनमान में नियमित आधार पर नियुक्तिके पश्चात् उस श्रेणी में 6 वर्ष सेवा कर चुके हैं , या [भाग II- खण्ड 3 ( i) ]

( iii) मूल काडर/विभाग में रु. 4000-6000 या समतुल्य वेतनमान में नियमित आधार पर नियुक्तिके पश्चात् उस श्रेणी में 8 वर्ष सेवा कर चुके हैं । तथा

(ख) जिन्होंने सचिवालय प्रशिक्षण प्रबन्ध संस्थान या समतुल्य में रोकड़ और लेखा कार्य करने का 4 वर्ष का अनुभव हो , अथवा जिन्होंने एस.ए.एस. या केन्द्र सरकार के किसी भी संगठित लेखा विभाग द्वारा आयोजित समकक्ष परीक्षा पास कर ली हो ।

(प्रतिनियुक्तिकी अवधि इसी या अन्य केन्द्रीय सरकार के संगठन/विभाग में इस नियुक्तिसे तत्काल पूर्व दूसरे संवर्ग बाह्य पद पर धारित प्रतिनियुक्ति की अवधि सहित सामान्यतः तीन वर्षों से अधिक नहीं होगी ।

प्रतिनियुक्ति द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन पत्र प्राप्ति की अंतिम तिथि को 56 वर्षों से अधिक नहीं होगी। )

वह परिस्थितियां जिनमें भर्ती करने के लिए संघ लोक सेवा आयोग की सलाह लीजानी है ।

अधिकारी यदि आमेलन आधारित चयन प्रक्रिया में हो अथवा भर्ती नियमों के संशोधन/शिथिलीकरण या किसी अन्य व्यवस्था हेतु संघ लोक सेवा आयोग से परामर्श करना आवश्यक है ।

G. S.R. 50. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Class III posts [Directorate of Co - ordination (Police Wireless) ] Recruitment Rules , 1962, namely:-

1. (1 ) These rules may be called the Class III posts [Directorate of Co -ordination (Police Wireless) ] Recruitment (Amendment ) Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Schedule , for serial number 1 relating to the post ofAccountant and the entries relating thereto, the following serial number and entries shall be substituted , namely :-

Apass in sub - ordinate Accounts Services or equivalent examination conducted by any of the organised accounts department or the Central Government .

(Period of deputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organisation/ department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of applications.

का.नि.आ. 51.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, समन्वय निदेशालय ( पुलिस बेतार ) गृह मंत्रालय , नई दिल्ली सहायक लेखा अधिकारी के पद पर भर्ती की पद्धति का विनियमित करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम समन्वय निदेशालय ( पुलिस बेतार ) सहायक लेखा अधिकारी भर्ती नियम, 2006 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद - संख्या, वर्गीकरण और वेतनमान: उक्त पद/पदों की संख्या, उसका उनका वर्गीकरण और उसका/उनके वेतनमान वह होगा वे होगें जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा और अन्य अर्हताएं आदि: -उक्त पद पर भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।

4. निरर्हता,-

(क) जिसने ऐसे व्यक्ति से जिनका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति: जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृतिः -इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिसका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

( ii ) सचिवालय प्रशिक्षण एवं प्रबन्ध संस्थान या समतुल्य में रोकड़ और लेखा कार्य में सफलतापूर्वक प्रशिक्षण प्राप्त किया हो और रोकड़ लेखा और बजट कार्य का 4 वर्ष का अनुभव हो ।

2. वे विभागीय लेखाकार जो 5500-9000 वेतनमान के संबंधित ग्रेड में 3 वर्ष कीनियमित सेवा कर चुके हैं उन पर भी बाह्य उम्मीवारों के साथ विचार किया जाएगा और यदि किसी का पद पर नियुक्ति के लिए चयन हो जाता है तो उन्हें पदोन्नति आधार पर भरा हुआ माना जाएगा ।

(विभागीय अधिकारी जो प्रोन्नति की सीधी लाईन में हैं प्रतिनियुक्ति द्वारा नियुक्ति हेतु विचारार्थ पात्र नहीं होंगे इसी तरह प्रतिनियुक्तिव्यक्ति प्रोन्नति द्वारा नियुक्ति हेतु विचारार्थ पात्र नहीं होंगे ) ।

G.S.R. 51. In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President hereby makes the following rules regulating the method ofrecruitment to the post of Assistant Accounts Officer in the Office ofDirectorate of Coordination (Police Wireless) , Ministry ofHome Affairs, New Delhi , namely :

1. Short title and Commencement.--( 1 ) These rules may be called the Ministry of Home Affairs , Directorate of CoordinationPolice Wireless, Assistant Accounts Officers , Group ' B ' Post Recruitment Rules, 2006.

(2) They shall come into force on the date of their publication in the Official Gazette.

3. Method of recruitment , age limit , disqualification , etc. The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualifications-No person,-

(a) who, has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Providedthat the Central Government may, onbeing satisfied that such marriage is permissible under the personal law applicable to such persons and the other partyto the marriage and that there are other grounds for so doing, exempt anyperson from the operation of this rule.

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex- serviceman and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard .

( ii) successful completion of training in the Cash and Accounts Work in the Institute of Secretariat Training and Management or equivalent and four years' experience in Cash, Accounts and Budgetwork.

2. The Departmental Accountant in the pay scale of Rs . 5500- 9000 with three years ' regular service in the grade shall also be considered alongwith outsiders . In case he is selected for appointment to the post , the same shall be deemed to have been filledby promotion.

(TheDepartmental officers in the feeder category who are in the direct line ofpromotion will not be eligible for consideration for appointment on deputation . Similarly deputationist shall not be eligible for consideration for appointment by promotion . Period ofdeputation including period ofdeputation in another ex - cadre post held immediately preceding this appointment in the same or some other Organisation/Department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of applications .) सा. का. नि. 52.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए पंचायती राज मंत्रालय में सवार हरकारा के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम पंचायती राज मंत्रालय सवार हरकारा समूह ' ग' पद, भर्ती नियम, 2006 'है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. पद संख्या , वर्गीकरण और वेतनमान उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ.4 में विनिर्दिष्ट हैं । उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से 3. भर्ती की पद्धति, आयु सीमा और अन्य अर्हताएं आदि उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं । 4. निरर्हता . वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि केअधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

1. Short title and Commencement.-( 1) These rules may be called the Ministry of Panchayati Raj Dispatch Rider Group ' C' Post Recruitment Rules, 2006.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification and scale of pay. The number of said post, its classification and scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment, age limit and other qualifications , etc. The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification-No person,-

(a) who, has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex -servicemen and other special categories ofpersons , in accordance with the orders issued by the Central Government from time to time in this regard .

(ग ) प्रतिनियुक्ति की अवधि ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्तिसे ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि( जिसके अंतर्गत अल्पकालिक संविदा भी है ) है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

(घ) प्रतिनियुक्ति द्वारा नियुक्ति के लिए ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

2. विज्ञान और प्रौद्योगिकी विभाग ( समूह " ग " और समूह " घ " पद ) भर्ती नियम, 2001 की अनुसूची में संपदा पर्यवेक्षक के पद से संबंधित क्रम संख्या 2 के

( i ) स्तंभ 5 में , शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा , अर्थात्: -

" चयन अथवा अचयन पद";

( ii ) स्तंभ 7 के अधीन प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगा, अर्थात्: -

" 18 से 25 वर्ष के बीच;

टिप्पण 1 : केन्द्रीय सरकार द्वारा समय - समय पर जारी किए गए अनुदेशों या आदेशों के अनुसार सरकारी सेवकों के. लिए शिथिल करके 30 वर्ष तक की जा सकती है ।

टिप्पण 2: आयु- सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ( न कि वह अंतिम तारीख जो असम, मेघालय, अरूणाचल प्रदेश , मिजोरम , मणिपुर, नागालैंड, त्रिपुरा , सिक्किम, जम्मू- कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा-जिले के पांगी उपखंड, अंडमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है ।

टिप्पण 3 : रोजगार कार्यालयों के माध्यम से की जाने वाली भर्ती की दशा में, आयु- सीमा अवधारित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है । "

( iii) स्तंभ 8 के अधीन प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगा, अर्थात्:-

" 1. आवश्यक अर्हताएं

( क ) किसी मान्यताप्राप्त विश्वविद्यालय से इंजीनियरी ( सिविल या विद्युत ) में डिग्री तथा बड़े भवनों के अनुरक्षण और व्यवस्थाकार्य में तीन वर्ष का अनुभव; या

(ख ) किसी मान्यताप्राप्त संस्थान से इंजीनियरी ( सिविल या इलैक्ट्रीकल ) में डिप्लोमा तथा बड़े भवनों के अनुरक्षण और व्यवस्थाकार्य में पांच वर्ष का अनुभव।

टिप्पण: अनुभव संबधी अर्हता ( अर्हताएं ) सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है/हैं जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

2.वांछनीय

वातानुकूलकों, जल शीतित्रों, अग्नि - शमन उपकरणों के कार्यकरण और उनके अनुरक्षण का अनुभव " ;

(iv) स्तंभ 10 के अधीन प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्: -

" सीधे भर्ती किए जाने वाले व्यक्तियों के लिए दो वर्ष";

(v) स्तंभ 11 के अधीन प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्: -

" प्रतिनियुक्ति द्वारा जिसके अंसफल होने पर सीधे भर्ती द्वारा ";

G. S. R. 54. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Department of Science and Technology (Group ' C ' and ' D ' posts) Recruitment Rules , 2001 , namely:-

1. (1 ) These rules may be called the Department of Science and Technology (Group ' C ' and ' D ' posts ) Recruitment (Amendment) Rules, 2006.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Department of Science and Technology (Group ' C ' and ' D ' posts ) Recruitment Rules, 2001 , in serial number 2 relating to the post of Estate Supervisor,

(1) in column 5, for the heading the following heading shall be substituted, namely :- "Whether selection post or non -selection post" ;

(ii) for the entry under column 7, the following entries shall be substituted , namely:- "Between 18 to 25 years

Note 1 :-Relaxable upto 30 years in case of Government Servants in accordance with the instructions or orders issued by the Central Government from time to time.

Note 2 : The crucial date for determination of the age limit shall be the closing date for receipt of applications from candidates in India (and not the closing date prescribed for those in Assam , Meghalaya , Arunachal Pradesh, Maizoram, Manipur, Nagaland, Tripura, Sikkim , Ladakh Division of Jammu and Kashmir State , Lahaul and Spiti Districts and Pangi sub-division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands or Lakshadweep) .

"1. Essential Qualifications

(a) Degree in Engineering ( Civil or Electrical ) of a recognised University with three years experience in the maintenance and upkeep of big buildings ; or

(b) Diploma in Engineering ( Civil or Electrical) of a recognised Institute with five years experience in the maintenance and upkeep of big buildings .

Note : The qualification (s) regarding experience is/are relaxable at the discretion of the Competent Authority in the case of candidates belonging to Scheduled Castes or Scheduled Tribes , if at any stage of selection the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the post reserved for them .

2. Desirable

Experience in working of air -conditioners , water coolers , firefighting equipments and their maintenance . " iv) for the entry under column 10 , the following entry shall be substituted, namely : -

(

"Two years for direct recruits" ;

(v) for the entry under column 11 , the following entry shall be substituted , namely :-

"By deputation failing which by direct recruitment " ;

(vi) for the entries under column 12 , the following entries shall be substituted, namely : -

"DEPUTATION

Officials of the Central Government :

(a) (i) Holding analogous posts on regular basis in the parent cadre/department ; or

(ii) with 3 years regular service in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs. 4500-125-7000 in the parent cadre/department ; and

(b) possessing the qualifications and experience as prescribed for direct recruitment under column 8 .

(Theperiod ofdeputation including the period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation/ department of the Central Government shall ordinarily not exceed three years . Maximum age limit for the appointment on deputation shall not exceed fifty -six as on the closing date of receipt of applications ). "
