सा. का. नि. 62- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के महारजिस्ट्रार का कार्यालय और भारत के पदेन जनगणना आयुक्त [ उप महारजिस्ट्रार ( जनगणना और सारणीकरण ) ] भर्ती नियम, 1983 का अधिक्रमण करते हुए, अधिक्रमण से पहले इस संबंध में की गई अथवा लोप की जाने वाली कार्यावाही को छोड़कर, भारत के महारजिस्ट्रार कोकार्यालय में उप महारजिस्ट्रार (जनगणना और सारणीकरण ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय , उप महारजिस्ट्रार ( जनगणना और सारणीकरण ) समूह ' क ' पद भर्ती नियम, 2006 होगा ।
(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत होंगे ।

[PART II- SEC. 3 (i ) ] 2. पद की संख्या, वर्गीकरण और वेतनमान उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं । इस पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उक्त पद पर भर्ती की पद्धति, आयु - सीमा और अर्हताएं शैक्षिक उक्त पद से 3. भर्ती की पद्धति, आयु सीमा, शैक्षिक अर्हताएं आदि संबन्धित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हताएं . वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है , विवाह किया है ; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा ।
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधिके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्तिको इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति . जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में, आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृति.- इन नियमों की कोई भी बाप्त , ऐसे आरक्षणों, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध करना अपेक्षित है । पद का नाम पदों की संख्या

प्रतिनियुक्ति
केन्द्रीय सरकार अथवा राज्य सरकार अथवा संघ राज्यक्षेत्र के ऐसे अधिकारी:
क. ( i ) जो मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण किए हों ; या
(ii ) जिन्होंने अपने मूल संवर्ग या विभाग में 12, 000-16, 500 रुपए या समकक्ष वेतनमान में पद पर नियमित आधार पर नियुक्ति के पश्चात ग्रेड में पांच वर्ष की सेवा की हो; अथवा
(ख) निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों;
अनिवार्य: ( i ) किसी मान्यता प्राप्त विश्वविद्यालय से सांख्यिकी अथवा आपरेशन रिसर्च में स्नातकोत्तर उपाधि अथवा गणित ( सांख्यिकी सहित ) अथवा अर्थशास्त्र ( सांख्यिकी सहित ) अथवा वाणिज्य ( सांख्यिकी सहित ) अथवा समाजशास्त्र ( सांख्यिकी सहित) अथवा जनसंख्या अध्ययन (सांख्यिकी सहित ) में स्नातकोत्तर उपाधि अथवा समकक्ष ।
( ii) सर्वेक्षणों अथवा जनगणना की प्लानिंग करने , आयोजन करने और उनका संचालन करने अथवा सांख्यिकीय आंकड़ों का सारणीकरण करने का 12.वर्ष का अनुभव ।
वांछनीय: किसी मान्यता प्राप्त संस्थान से जन अध्ययन में डिप्लोमा अथवा डिग्री अथवा समकक्ष । केन्द्रीय सरकार के उसी या अन्य संगठन/ विभाग में इस नियुक्तिसे तुरंत पहले धारित किसी अन्य संवर्ग- बाह्य पद पर प्रतिनियुक्तिकी अवधि सहित प्रतिनियुक्ति की अवधि सामान्यतः पांच वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन पत्र प्राप्त होने की अन्तिम तारीख को 56 वर्ष से अधिक नहींहोगी।

G.S.R. 62 - In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Office of the Registrar General , India and Ex - officio Census Commissioner for India (Deputy Registrar General (Census and Tabulation ) ] Recruitment Rules , 1983 , except as respects things done or omitted to be done before 290

[PART II- SEC. 3 (i) ] such supersession the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Registrar General ( Census and Tabulation ) in the Office of the Registarar General, India, namely:--
1. Short title and commencement . (1) These rules may be called the Office of the Registrar General , India , Deputy Registrar General ( Census and Tabulation ) Group ' A' Post Recruitment Rules , 2006 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and scale of pay. The number of post, its classification and the scale ofpay attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment , age - limit , educational qualifications etc. The method of recruitment age limit , educational qualifications and other matters relating to the said posts , shall be as specified in columns (5) to (14) of the said Schedule.
4. Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who , having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order , and for reasons to be recorded in writing and in consultatiori with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

1. ( 1) These rules shall be called the Staff Selection Commission , Joint Director ( Research and Analysis ) Recruitment (Amendment ) Rules , 2006.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Staff Selection Commission , Joint Director (Research and Analysis) Group ' A' post Recruitment Rules, 2002, in column 12, for the entries below paragraph 2, the following shall be substituted, namely:-
"Note 1.-The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appintment by promotion .
Note 2.- Period of deputation/contract including period of deputation or contract in another ex -cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall not exceed four years . The maximum age limit for appointment by deputation (including short term contract ) shall not exceed fifty six years as on the closing date of the receipt of applications" .

सा. का. नि. 65.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, स्वास्थ्य और परिवार कल्याण मंत्रालय, केन्द्रीय मनोरोग विज्ञान संस्था, रांची में ज्येष्ठ जैव रसायनज्ञ के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

2. पद-संख्या, वर्गीकरण और वेतनमान उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

प्रतिनियुक्ति
प्रतिनियुक्ति:-केन्दीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र के ऐसे अधिकारी
क. ( i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या
(ii) जिन्होंने मूल काडर या विभाग में 8000-13500 रुपए या समतुल्य वेतनमान में नियुक्तिके पश्चात् नियमित आधार पर उस श्रेणी में पांच वर्ष सेवा की हो; और
( iii ) जिन्होंने मूल काडर या विभाग में 6500-10500 रूपए या समतुल्य वेतनमान में नियुक्तिके पश्चात् नियमित आधार पर उस श्रोणी में आठ वर्ष सेवा की है;
(ख ) जो निम्नलिखित शैक्षिक अर्हता और अनुभव रखते हों;
आवश्यक: ( i ) भारतीय आयुर्विज्ञान परिषद्, 1956 की पहली अनुसूची या तीसरी अनुसूची के भाग 2 में सम्मिलित कोई चिकित्सीय अर्हता (अनुज्ञप्तिप्राप्त अर्हता से भिन्न) । तीसरी अनुसूची के भाग 2 में सम्मिलित शैक्षिक अर्हताओं के धारकों से भारतीय आयुर्विज्ञान परिषद् अधिनियम , 1956 की धारा 13 (3 ) में अनुबन्धित शर्तों को पूरा करने की भी अपेक्षा की जाएगी;
या
किसीमान्यताप्राप्त विश्वविद्यालय से चिकित्सा जैव रसायन शास्त्र या समतुल्य में स्नात्तकोत्तर अर्हता; और
(ii) अधिमानतः किसी आयुर्विज्ञान महाविद्यालय या अस्पताल में जैव रसायन या विकृति विज्ञान प्रयोगशालाओं में कार्य अनुभव के साथ उस वृत्ति में पांच वर्ष का अनुभव ।
टिप्पण 1- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति के ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया चार वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अन्तिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

संरचना
भर्ती करने में किन परिस्थितियां में संघ लोक सेवा आयोग से परार्मश किया जाएगा ।

G. S.R. 65-In exercise of the powers conferred by the proviso to article 309 ofthe Constitution , the President hereby makes the following rules regulating the method of recruitment to the post of Senior Bio -Chemist under the Ministry ofHealth and Family Welfare in Central Institute ofPsychiatry, Ranchi namely :--
1. Short title and Commencement. ( 1) These rules may be called the Ministry of Health & Family Welfare , Central Institute ofPsychiatry (Senior Bio- Chemists) Recruitment Rules, 2005.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and scale of pay. The number of post , its classification and the scale ofpay attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age- limit , qualifications etc.-The method of recruitment, age limit , qualifications and other matters relating thereto , shall be as specified in columns (5) to ( 14) of the said Schedule .
4. Disqualification .-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living , has entered into or contracted a marriage with any person,
" shall be eligible for appointment to the said posts":
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt such person from the operation of these rules .
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it mayby order, and for reasons to be recorded in writing and in consulation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category ofpersons.
6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , Ex - Servicemen and other special categories of persons , in accordance with the orders issued by the Central Government from time to time in this regard.

OR
Post-Graduate qualification in medical bio- chemistry or equivalent from a recognized university;
AND
(ii ) Five years's standing in the profession with work experience in bio-chemistry or pathology laboratories preferably in a medical college or hospital .

सा. का. नि. 66- वायुयान ( संशोधन ) नियमावली, 2004 का प्रारूप, वायुयान अधिनियम, 1934 ( 1934 का 22 ) की धारा 14की अपेक्षानुसार की संख्या सा.का.नि. 228 , तारीख 10 जुलाई , 2004 द्वारा प्रकाशित अधिसूचना द्वारा ऐसे सभी व्यक्तियों, जिनके उससे प्रभावित होने की संभावना थी, उनसे आक्षेप और सुझाव आमंत्रित करते हुए राजपत्र में जिस तारीख से उक्त अधिसूचना प्रकाशित की गई थी, उससे पैंतालीस दिन की अवधि की समाप्ति से पूर्व, इसकी प्रतियां सार्वजनिक रूप से उपलब्ध करा दी गई थीं ।
और उक्त अधिसूचना की प्रतियां , तारीख 3 अगस्त, 2004 को जनता को उपलब्ध करा दी गई थीं;
और उक्त प्रारूप पर जनता से प्राप्त सभी आक्षेपों और सुझावों पर समान रूप से विचार किया गया है ।
अतः , अब, केन्द्रीय सरकार, उक्त वायुयान अधिनियम की धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, वायुयान नियमावली, 1937 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम वायुयान ( संशोधन ) नियम , 2006 है ।
(2 ) ये 1 अप्रैल, 2006 से प्रवृत्त होंगे ।
2. वायुयान नियमावली, 1937 में,-
(1) नियम 35 में,–
(क) उप -नियम ( 1 ) के स्थान पर, निम्नलिखित उप- नियम रखा जाएगा, अर्थात्:-
" ( 1 ) अधिकतम अनुज्ञेय उठान भार वाले वायुयान के रजिस्ट्रीकरण प्रमाणपत्र के संबंध में निम्नलिखित शुल्क देय होगा- (i) 15,000 कि.ग्रा . का या कम 20,000 रु.
( ii) 15,000 कि.ग्रा. से अधिक, प्रत्येक 1,000 कि.ग्रा. या उसके भाग के लिए 5,000 रु.
टिप्पण: - इस उपनियम के प्रयोजन के लिए अधिकतम अनुज्ञेय उठान भार वायुयान उड़ान मैनुअल में दर्शित के अनुसार होगा।"
(ख) उप-नियम ( 2 ) में, " पचास रुपये का शुल्क " शब्दों के स्थान पर " उप- नियम ( 1 ) के अंतर्गत देय शुल्क का दस प्रतिशत " शब्द रखें जाएंगें ;
(ग) उप - नियम ( 3 ) के स्थान पर, निम्नलिखित उप- नियम रखा जाएगा, अर्थात्:-
"(3 ) उप- नियम ( 1 ) के अधीन देय शुल्क के पच्चीस प्रतिशत के संदाय पर, नियम 32 में वर्णित रजिस्ट्रीकरण का अस्थाई प्रमाणपत्र जारी किया जा सकेगा । "
(घ) उप- नियम ( 3 ) के पश्चात्, निम्नलिखित उप- नियम अन्तः स्थापित किया जाएगा , अर्थात्: -
"( 3क) उप- नियम ( 1 ) के अधीन देय शुल्क के पचास प्रतिशत के संदाय पर रजिस्ट्रीकरण का प्रमाणपत्र नवीकृत किया जासकेगा ।" 298

= (2) नियम 48 में,-
(क) उप - नियम ( 1 ) , के स्थान पर, निम्नलिखित उप - नियम रखा जाएगा, अर्थात्: -
" ( 1 ) अनुज्ञप्ति और रेटिंग के जारी करने, नवीकरण और विधिमान्यकरण के लिए या अनुज्ञप्ति की दूसरी प्रति जारी करने और ऐसी अनुज्ञप्ति और रेटिंग के परीक्षणों और परीक्षा के लिए निम्नलिखित फीस का संदाय किया जाएगा: -
: 500 रु. प्रति पत्र
( i ) अनुज्ञप्ति और रेटिंग के परीक्षणों और परीक्षा के लिए
(ii ) अनुज्ञप्ति जारी करने या विधिमान्यकरण के लिए या विद्यार्थी पायलट अनुज्ञप्ति और ग्लाइडर पायलट अनुज्ञप्ति रेटिंग के लिए
: 1,000 रु.
: 500 रु.
(iii ) अनुज्ञप्ति के नवीकरण या विद्यार्थी पायलट अनुज्ञप्ति और ग्लाइडर पायलट की अनुज्ञप्ति की रेटिंग के लिए
: 5,000 रु.
( iv ) विद्यार्थी पायलट अनुज्ञप्ति और ग्लाइडर पायलट अनुज्ञप्ति से भिन्न अनुज्ञप्ति या रेटिंग जारी करने या विधिमान्यकरण के लिए
: 2,500 रु.
(v ) विद्यार्थी पायलट अनुज्ञप्ति और ग्लाइडर पायलट अनुज्ञप्ति से भिन्न अनुज्ञप्ति या रेटिंग के नवीकरण के लिए
: 250 रु.
(vi) विद्यार्थी पायलट अनुज्ञप्ति और ग्लाइडर पायलट अनुज्ञप्ति की दूसरी प्रति जारी करने के लिए
: 500 रु.
(vii ) विद्यार्थी पायलट अनुज्ञप्ति और ग्लाइडर पायलट अनुज्ञप्ति से भिन्न अनुज्ञप्ति या रेटिंग की दूसरी प्रति जारी करने के लिए
: 500 रु."
(viii ) परीक्षा की परिणाम तालिका की दूसरी प्रति जारी करने के लिए
(ख) उप- नियम ( 2 ) , के स्थान पर, निम्नलिखित उप- नियम रखा जाएगा , अर्थात्:-
" ( 2 ) सभी उड्डयन परीक्षणों के लिए अभ्यर्थी से यह अपेक्षा की जाएगी कि वह वायुयान की व्यवस्था करे और उड़ान से संबंधित सभी प्रभारों को वहन करे, यदि उड्डयन परीक्षणों के दौरान सरकारी परीक्षक को वायुयान पर ले जाया जाताहै तो केन्द्रीय सरकार को निम्नलिखित दर से फीस देय होगी , अर्थात्: -
: 5000रु.
(i) एकल इंजिन वायुयान के लिए
: 10,000 रु.
(ii ) 5,700 किलोग्राम से कम अधिकतम अनुज्ञेय उठान भार वाले बहुइंजिन वायुयान के लिए
: 50,000 रु .
(iii) 5,700 किलोग्राम और उससे अधिक 50,000 किलोग्राम तक के अधिकतम अनुज्ञेय उठान भार वाले बहुइंजिन वायुयान के लिए
: 1,00,000 रु."
(iv ) 50,000 किलोग्राम से अधिक, अधिकतम अनुज्ञेय उठान भार वाले बहुइंजिन वायुयान के लिए
(ग ) उप- नियम (2 ) , के पश्चात्, निम्नलिखित उप- नियम अंतःस्थापित किया जाएगा, अर्थात्: -
" ( 2क) फीस का संदाय लेखा अधिकारी , केन्द्रीय वेतन और लेखा कार्यालय , नागर विमानन विभाग , नई दिल्ली के पक्ष में लिखे गए क्रॉस भारतीय पोस्टल आर्डर या मांगदेय ड्राफ्ट द्वारा किया जाएगा । "
(3) नियम 62 में, -
(क) उप- नियम ( 1 ) के स्थान पर, निम्नलिखित उप - नियम रखा जाएगा , अर्थात्: -
" ( 1 ) प्रकार- प्रमाणपत्र जारी किए जाने या विधिमान्यकरण, उड़नयोग्यता प्रमाणपत्र जारी करने , नवीकरण या विधिमान्यकरण और इस भाग द्वारा अपेक्षित अनुज्ञप्ति, प्राधिकार, अनुमोदन या सक्षमता प्रमाणपत्र जारी किए जाने, उसके नवीकरण या उसके विस्तार में उपांतरण की बाबत निम्नलिखित फीस संदेय होगी. अर्थात्:-

(क) नियम 49क के अधीन प्रकार प्रमाण- पत्र जारी किया जाना :
.( i) अधिकतम डिजाइन उठान भार वाले वायुयान के लिए
: 20,000 रु.
(क) 1,000 किलोग्राम या कम
: 10,000 रु.
(ख) 1,000 किलोग्राम से अधिक, प्रत्येक 1,000 किलोग्राम या उसके भाग के लिए
(ii ) इंजनों के लिए-
(क) प्रत्यागामी
: 2,00,000 रु.
(ख ) टर्बो प्रॉप.
: 5,00,000 रु.
(ग) टर्बो जैट
: 10,00,000 रु .
(iii) हेलीकॉप्टरों के लिए
: उप मद ( i ) के सामने विनिर्दिष्ट फीस के साथ ऐसी फीस का बीस प्रतिशत ।
: 20,000 रु.
(iv ) प्रत्येक वायुयान संघटक उपस्कर, उपकरण और अन्य ऐसे ही पुर्जे के लिए जब पृथक- पृथक प्रक्रिया की जाए
(ख ) नियम 49ख के अधीन प्रकार प्रमाणपत्र का विधिमान्यकरण:-
(i ) प्रचालन के प्रयोजनों के लिए प्रकार- प्रमाण- पत्र के विधिमान्यकरण की फीस मद ( क) के अधीन देय फीस का पच्चीस प्रतिशत होगी ।
(ii ) अनुज्ञप्ति प्राप्त उत्पादन के प्रयोजनों के लिए प्रकार- प्रमाण- पत्र के विधिमान्यकरण की फीस मद ( क) के अधीन देय फीस का पचास प्रतिशत होगी ।
(ग ) नियम 50 के अधीन उड़मयोग्यता प्रमाण- पत्र का जारी करना, नवीकरण करना या विधिमान्यकरण करना:
(i ) अधिकतम अनुज्ञेय उठान भार वाले विमान हेतु उड़नयोग्यता प्रमाण -पत्र जारी करना-
(क) 1,000 किलोग्राम या कम
: 20,000 रु.
: 1,000 रु.
(ख ) अधिकतम 1,000 किलोग्राम , प्रत्येक 1,000 किलोग्राम या उसके भागके लिए
( ii ) उड़नयोग्यता प्रमाण- पत्र का विधिमान्यकरण या नवीकरण
: उप मद ( i ) के अधीन देय फीस का पचास प्रतिशत
(iii ) उड़नयोग्यता प्रमाण- पत्र की दूसरी प्रति जारी करना
: उप मद ( i ) के अधीन देय फीस का दस प्रतिशत
अनुमोदित व्यक्तियों या सक्षमता प्रमाण- पत्र (घ ) नियम 61 के अधीन वायुयान अनुरक्षण इंजीनियरों या प्राधिकृत व्यक्तियों या धारकों की बाबत अनुज्ञप्ति , प्राधिकार पत्र, अनुमोदन या सक्षमता प्रमाण- पत्र जारी किया जाना, नवीकरण करना या पृष्ठांकन करना:
(i ) परीक्षा के लिए
: 500 रु. प्रति पेपर
: 5,000 रु.
(ii) अनुज्ञप्ति या रेटिंग जारी करने या उसके विधिमान्यकरण करने, प्राधिकार, जारी करने अनुमोदन या सक्षमता प्रमाण- पत्र जारी करने के लिए
: 2,500 रु.
(iii ) अनुज्ञप्ति, रेटिंग, प्राधिकार, अनुमोदन प्रमाण- पत्र या सक्षमता प्रमाण- पत्र के नवीकरण के लिए
: 500 रु.
( iv ) अनुज्ञप्ति रेटिंग, प्राधिकरण, अनुमोदन या सक्षमता प्रमाण- पत्र

टिप्पण:-इस नियम के प्रयोजन के लिए अधिकतम अनुज्ञेय उठान भार वायुयान उड़ान मैनुअल में दर्शित के अनुसार होगा ।"
(ख ) उप - नियम ( 2 ) के स्थान पर निम्नलिखित उप - नियम रखा जाएगा , अर्थात्: -
" ( 2) फीस का संदाय लेखा अधिकारी, केन्द्रीय वेतन और लेखा कार्यालय, नागर विमानन विभाग , नई दिल्ली के पक्ष में लिखे गए क्रॉस भारतीय पोस्टल आर्डर या मांगदेय ड्राफ्ट द्वारा किया जाएगा । "
(4) नियम 133ख में, उप- नियम (3 ) , के पश्चात्, निम्नलिखित उप - नियम अंतः स्थापित किया जाएगा , अर्थात्: - " (3 क) उप- नियम ( 3 ) के अधीन प्रदत्त अनुमोदन जब तक निलंबित या रद्द नहीं किया जाएगा, एक वर्ष की अवधि से अनधिक के लिए विधिमान्य होगा तथा समाधान होने पर महानिदेशक एक वर्ष की और अवधि के लिए अनुमोदन का नवीकरण कर सकेंगे। "
(5) नियम 133ग के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात्: -
" 133 ग फीस ( 1 ) नियम 133 ख के अधीन अनुमोदन की मंजूरी के लिए आयोजित किए जाने वाले किसी भी निरीक्षण, परीक्षा या परीक्षण के लिए किसी संगठन के संबंध में निम्नलिखित फीस देय होगी , जिसमें-
(i) पचास कर्मचारी
: 25,000 रु.
(ii ) पचास से अधिक और दो सौ कर्मचारियों तक
: 50,000 रु.
(iii ) दो सौ कर्मचारियों से अधिक
: 1,00,000 रु.
(2) नियम 133 ख के अधीन अनुमोदन के नवीकरण के फीस उप- नियम ( 1 ) के अंतर्गत देय फीस का पचास प्रतिशत होगी । (3) इस नियम के अंतर्गत विमान ईंधन, स्नेहक और समान अन्य उत्पाद जो उसके स्वयं के विमान के प्रयोजनार्थ हों, के भंडारण, वितरण और आपूर्ति के लिए किसी संगठन या व्यक्ति से कोई भी शुल्क प्रभारित नहीं होगी । (4 ) फीस मांगदेय ड्राफ्ट के द्वारा लेखा अधिकारी, केन्द्रीय वेतन और लेखा कार्यालय , नागर विमानन विभाग , नई दिल्ली के पक्षमें देय होगी । "
(6 ) अनुसूची 11 में, पैरा 5 में,-
(क) उप- पैरा ( 3 ) के स्थान पर, निम्नलिखित उप- पैरा रखा जाएगा, अर्थात्:-
" ( 3 ) उप- पैरा ( 1 ) के अधीन आवेदन करने के लिए 25,000/- रु. की फीस देय होगी । "

G.S.R. 66.- Whereas , the draft ofthe Aircraft ( .... ..Amendment ) Rules , 2004 was published vide number G.S.R. 228, dated the 10th July, 2004, as required by Section 14 of the aircraft Act, 1934 (22 of 1934 ) , inviting objections and suggestions from all persons likely to be affected thereby before expiry of a period of forty five days from the date on which copies of the Gazette of India in which the said notification was published, were made available to public;
And wheras copies of the said notification were made available to the public on 3rd August, 2004;
And whereas all the objections and suggestions received from the public on the said draft have been duly considered.
Now, therefore, in exercise of the powers conferred by Section 5 of the said Aircraft Act, the Central Government hereby makes the following rules further to amend the Aircraft Rules, 1937, namely :
1. (1 ) There rules may be called the Aircraft ( Amendment) Rules, 2006 .
(2) They shall come into force on 1st April , 2006.
2. In the Aircraft Rules, 1937 ,-
(1) in rule 35,-
(a) for sub - rule ( 1 ), the following sub - rule shall be substituted, namely :-
" ( 1 ) The following fee shall be payable in respect of a certificate of registration for an aircraft having maximum permissible take- offweight-
(1) of15,000 kilograms of less
: Rs . 20,000/-
Rs.5,000/-
(ii ) exceeding 15,000 kilograms, for every 1,000 kilograms or partthereof
Note. For the purpose ofthis sub - rule , the maximum take -off weight shall be as indicated in the Flight Manual of the aircraft . "
(b ) in sub -rule (2) , for the words "a fee of fifty rupees" , the words " ten per cent of the fee payable undersub- rule ( 1 ) " shall be substituted;
(c) for sub - rule (3 ), the following sub - rule shall be substituted , namely: -
"(3) A temporary certificate of registration referred to in rule 32, may be issued on payment of twenty five per cent of the fee payable under sub- rule ( 1 ) ."
(d) after sub - rule (3 ), the following sub - rule shall be inserted, namely: ---
"(3A) The certificate of registration may be renewed on payment of fifty per cent of the fee payable under sub - rule ( 1 ) . "
(2) in rule48 ,-
(a) for sub - rule ( 1 ) , the following sub - rule shall be substituted , namely :----
"(1) The following fee shall be payable for the issue , renewal and validation of licences and ratings or the issue of duplicate licences and for the tests and examinations for such licences and ratings:-
(i) for tests and examinations for licences and ratings
: Rs . 500/ - per paper
: Rs . 1,000/-
(ii) for issue or validation of a licence or rating for Student Pilot'sLicence and Glider Pilot's Licence

"(2) For all flying tests , the candidate shall be required to provide the aircraft and bear all charges in respect ofthe flight , and ifa Government Examiner is carried on board during the flying test, the follwing fee shall be payable to the Central Government , namely:---
: Rs.5,000/- (i) for a single - engine aircraft
: Rs. 10,000/- (ii) for a multi -engine aircraft with maximum permissible take-offweight below 5,700 kilograms
: Rs. 50,000/- (iii) fora multi -engine aircraft with maximum permissible take- offweight of 5,700 kilograms and above upto 50,000 kilograms
: Rs. 1,00,000/-" (iv) for a multi -engine aircraft with maximum permissible take-offweight above 50,000 kilograms
(c) after sub - rule (2), the following sub - rule shall be inserted, namely :-
"(2A) The fee shall be paid by crossed Indian Postal Order or Demand Draft drawn in favour of theAccounts Officer , Central Pay and Accounts Office , Civil Aviation Department, New Delhi . " (3) in rule 62,-
(a) for sub- rule ( 1 ) , the following sub- rule shall be substituted, namely :---
"(1) The following fees shall be payable for issue or validation of Type Certificate , issue , renewal or validation of Certificate of Airworthiness and issue , renewal or modification in the scope of licence, Authorisation, Approval , or Certificate of Competency requied by this part , namely:-
(A) Issue of Type Certification under rule 49A:
(i) for an aircraft having maximum design take -offweight-
: Rs . 20,000/- (a) of 1,000 kilograms or less
: Rs. 10,000/- (b) exceeding 1,000 kilograms, for every 1,000 kilograms orpart thereof
(ii) for engines--
: Rs . 2,00,000/ - (a) Reciprocating
: Rs. 5,00,000/- (b) Turbo prop
: Rs . 10,00,000/- (c) Turbojet:
(iii) for helicopters-
: Fees specified against sub- item ( i) plus twenty per cent of such fee.
: Rs . 20,000/- (iv) for each aircraft component , equipment, instrument and other similar part , when processed individually
(B) Validation of Type Certificate under Rule 49B:
(1) The fee for validation of Type Certificate for the purposes of operation shall be twenty five percent ofthe fee payable under item (A) .
(ii) The fee for validation of Type Certificate for the purposes of licensed production shall be fiftyper cent ofthe fee payable under item (A).

(C) Issue, renewal or validation of Certificate ofAirworthiness under rule 50 :

"(3A) The approval granted under sub - rule (3 ) , unless suspended or cancelled, shall remain valid for a period not exceeding one year and on being satisfied, the Director General may renew the approval for a further period of one year. "
(5) for rule 133C, the following rule shall be substituted , namely :-
"133C . Fees.- ( 1 ) The following fee shall be payable for any inspection, examination or test to be conducted for grant of approval under rule 133B, in respect ofan organisation having-
: Rs . 25,000/- (i) fifty employees
: Rs . 50,000/- (ii) more than fifty and upto two hundred employees
: Rs. 1,00,000/- (iii) more than 200 employees
(2) The fee for renewal of approval under rule 133 B shall be fifty per cent of the fee payable under sub - rule ( 1 ) .
(3) No fee shall be charged from an organisation or person under this rule for storage , distribution and supply of aircraft fuel , lubricants and similar other products intended to be used for its own aircraft.
(4) The fee shall be paid by Demand Draft drawn in favour of the Accounts Officer , Central Pay and Accounts Office, Civil Aviation Department, New Delhi . "

सा.का.नि. 67.--राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और भारतीय मात्सियकी सर्वेक्षण में ( समूह ' घ ' पद ) भर्ती नियम, 2002 में उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, कृषि मंत्रालय के पशुपालन डेरी और मात्सियकी, भारतीय मात्सियकी सर्वेक्षण, मुंबई में प्रयोगशाला अनुचर के पद की भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्: -
है। 1. संक्षिप्त नाम और प्रारम्भ. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय मात्सियकी सर्वेक्षण ( प्रयोगशाला अनुचर ) भर्ती नियम, 2006 (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद-संख्या, वर्गीकरण और वेतनमान - उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु - सीमा और अन्य अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।
4. निरर्हता.- वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्तिका पात्र नहीं होगा :
परंतु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति.- इन नियमों की कोई बात, ऐसे आरक्षणों आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । 305

टिष्पण 2:-रोजगार कार्यालयों के माध्यम से की जाने वाली नियुक्ति की दशा में, आयु सीमा अवधारित करने के लिए निर्णायक तारीख वह अन्तिम तारीख होगी जिस पर रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।
भर्ती की पद्धति: भर्ती सीधी होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Fishery Survey of India Laboratory Attendent ( Group ' D ' post ) Recruitment Rules , 2002 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Laboratory Attendent in Fishery Survey of India , Mumbai , in the Ministry of Agriculture, Department ofAnimal Husbandry, Dairying and Fishery, namely:-
1. Short title and commencement.-( 1 ) These rules may be called the Fishery Survey of India (Laboratory Attendent) Recruitment Rules, 2006.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and scale of pay. The number of the said post, its classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the said Schedule annexed to these rules .
3. Method of recruitment , age limit , qualifications etc. The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .
4. Disqualification. No person ,---
(a) who has entered into or contracted a marriage , with a person having a spouse living ; or (b) who, having a spouse living, has entered into or contracted a marriage with any person ;
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order , for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen , Other Backward Classes and Other Special categories of persons , in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 68.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय जल आयोग ( समूह ' क' बेतार/ दूरमिति पद ) भर्ती नियम, 2001 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. (1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय जल आयोग ( समूह ' क ' बेतार/ दूरमिति पद ) भर्ती ( संशोधन ) नियम, 2006 है । (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. केन्द्रीय जल आयोग ( समूह ' क' बेतार/ दूरमिति पद ) भर्ती नियम, 2001 की अनुसूची में क्रम संख्या 1 और 2 के सामने क्रमशः उप निदेशक ( बेतार/ दूरमिति ) और सहायक निदेशक ( बेतार ) के पदों से संबंधित:-
(क) स्तंभ 5 में के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा , अर्थात्:-
" चयन अथवा अचयन पद। ";
(ख) स्तंभ 5 में की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्: -
"चयन।"

1. (1) These rules may be called the Central Water Commission (Group ' A' Wireless /Telemetry Posts ) Recruitment (Amendment) Rules, 2006 .
(2) They shall come into force on the date of their publication in the Official Gazette .

2. In the Schedule to the Central Water Commission (Group ' A' Wireless/Telemetry Posts) Recruitment Rules, 2001, against serial numbers 1 and 2 relating to the posts of Deputy Director ( Wireless/Telemetry) and Assistant Director (Wireless) respectively.-
(a) for the heading in Column 5, the following heading shall be substituted, namely : --
"Whether Selection post or Non -selection post ." ;
(b) for the entry under Column 5, the following entry shall be substituted, namely:- "Selection .".

सा.का.नि. 69.-केन्द्र सरकार बेतवा नदी बोर्ड अधिनियम, 1976 ( 1976 का 63 ) की धारा 22 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, बेतवा नदी बोर्ड नियम , 1977 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्
1. (1 ) इन नियमों का संक्षिप्त नाम बेतवा नदी बोर्ड ( संशोधन ) नियम, 2006 है ।

2. बेतवा नदी बोर्ड नियम, 1977 में नियम 10 के स्थान पर, निम्नलिखित नियम रखे जायेंगे , अर्थात्
" 10 संरचना, समिति निम्नलिखित से मिलकर बनेगी, अर्थात्:-
अध्यक्ष
( 1.) अध्यक्ष , केन्द्रीय जल आयोग और भारत सरकार का सचिव पदेन ।
सदस्य
(2 ) सदस्य ( जल आयोजना एवं परियोजना ) और भारत सरकार का अपर सचिव पदेन ।
( 3 ) अध्यक्ष, केन्द्रीय विद्युत प्राधिकरण अथवा मुख्य अभियन्ता और उनसे ऊपर के रैंक का उनका नामनिर्देशिती व्यक्ति ।
(4) संयुक्त सचिव, विद्युत मंत्रालय, भारत सरकार,
(5 ). वित्त सलाहकार, जल संसाधन मंत्रालय ।
(6 ) आयुक्त ( परियोजनाएं) , जल संसाधन मंत्रालय ।
(7) प्रधान सचिव, वित्त विभाग, मध्य प्रदेश सरकार अथवा संयुक्त सचिव और उनसे ऊपर के रैंक का उनका नामनिर्देशिती व्यक्ति । (8 ) प्रधान सचिव, वित्त विभाग, उत्तर प्रदेश सरकार अथवा संयुक्त सचिव और उनसे ऊपर के रैंक का उनका नामनिर्देशिती व्यक्ति । (१ ) प्रधान सचिव , जल संसाधन विभाग, मध्य प्रदेश सरकार अथवा संयुक्त सचिव और उनसे ऊपर के रैंक का उनका नामनिर्देशिती व्यक्ति। (10) प्रधान सचिव, सिंचाई विभाग , उत्तर प्रदेश सरकार अथवा संयुक्त सचिव और उनसे ऊपर के रैंक का उनका नामनिर्देशिती व्यक्ति। (11 ) प्रधान सचिव, मत्स्य विभाग, मध्य प्रदेश सरकार अथवा संयुक्त सचिव और उनसे ऊपर के रैंक का उनका नामनिर्देशिती व्यक्ति । (12) प्रधान सचिव, मत्स्य विभाग , उत्तर प्रदेश सरकार अथवा संयुक्त सचिव और उनसे ऊपर के रैंक का उनका नामनिर्देशिती व्यक्ति । (13) प्रमुख अभियंता, जल संसाधन विभाग, मध्य प्रदेश सरकार अथवा मुख्य अभियंता के रैंक का उनका नामनिर्देशिती व्यक्ति। (14) प्रमुख अभियंता, सिंचाई विभाग , उत्तर प्रदेश सरकार अथवा मुख्य अभियंता के रैंक का उनका नामनिर्देशिती व्यक्ति ।
(15 ) अध्यक्ष, मध्य प्रदेश, राज्य विद्युत बोर्ड अथवा मुख्य अभियंता के रैंक का उनका नामनिर्देशिती व्यक्ति।

1. (1) These rules may be called the Betwa River Board ( Amendment ) Rules , 2006 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Betwa River Board Rules , 1977, for rule 10, the following rule shall be substituted, namely :-

(5) Financial Adviser, Ministry of Water Resources , Government of India;
(6) Commissioner (Projects ) , Ministry of Water Resources , Government of India;
(7) Principal Secretary , Finance Department, Government of Madhya Pradesh or his nominee being an officer not below the rank of Joint Secretary;
(8) Principal Secretary, Finance Department , Government of Uttar Pradesh or his nominee being an officer not below the rank ofJoint Secretary;
