सा.का.नि. 111 ,-- संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रपति, राष्ट्रपति सचिवालय में सहायक पुस्तकालय और सूचना अधिकारी के पद की भर्ती पद्धति के नियमन के नीचे लिखे नियमों का निर्माण करते हैं : -

1. लघु शीर्षक और प्रारंभ ( 1 ) इन नियमों को राष्ट्रपति सचिवालय के सहायक पुस्तकालय और सूचना अधिकारी भर्ती नियम , 2006 कहा जायेगा ।

( 2 ) ये राजपत्र में प्रकाशन की तिथि को प्रभावी होंगे ।

2. पद-संख्या , वर्गीकरण और वेतनमान पद की संख्या , इसका वर्गीकरण और उससे संबंधित वेतनमान इन नियमों में संलग्न अनुसूची के कॉलम ( 2 ) , ( 3 ) और ( 5 ) में विनिर्दिष्ट किए जाएंगे।

3. भर्ती की पद्धति, आयु सीमा , और अन्य अर्हताएं आदि उक्त पद से संबंधित भर्ती पद्धति , आयु सीमा, अर्हताएं और अन्य मामले उक्त अनुसूची के कॉलम ( 4 ) और ( 6 ) से ( 15 ) तक के कॉलम में विनिर्दिष्ट किए जाएंगे ।

4. छूट का अधिकार : जहां पर भी राष्ट्रपति के विचार में आवश्यक या समीचीन होगा वे व्यक्ति की किसी श्रेणी या वर्ग के संबंध में इन नियमों के उपबंधों में छूट देने के लिए लिखित आदेश दे सकते हैं।

G.S.R. 111. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Library & Information Officer in the President's Secretariat, namely:-

1. Short title and commencement : ( 1 ) These rules may be called the President's Secretariat's Assistant Library & Information Officer's Recruitment Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and scale of pay- The number of post , its classification and the scale of pay attached thereto , shall be as specified in columns (2 ) , (3 ) and (5 ) of the Schedule annexed to these rules .

3. Method of recruitment , age limit and other qualifications , etc.---The method of recruitment, age limit , qualifications and other matters relating to the said post, shall be as specified in columns (4) and (6 ) to ( 15 ) of the said Schedule.

4. निरर्हता : यह व्यक्ति

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति: इन नियमों की कोई बात, ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , अन्य पिछड़ा वर्ग भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

सा.का.नि. 112. - राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और संसदीय कार्य मंत्रालय ( भर्ती और सेवा की शर्तें ) नियम , 1963 जहां तक उनका संबंध हिंदी अनुवादक श्रेणी । के पद से है को , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है संसदीय कार्य मंत्रालय में हिंदी अनुवादक श्रेणी -1 के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम संसदीय कार्य मंत्रालय में हिंदी अनुवादक श्रेणी । भर्ती नियम , 2006 है।

( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । [ भाग ।। - खण्ड 3 ( i) ]

503 भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा या

प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति या प्रांतनियुक्ति या आमेलन किया जाएगा

प्रतिनियुक्ति द्वारा या आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

प्रोन्नति:

प्रोन्नति न हो सकने पर प्रतिनियुक्ति द्वारा ।

5000-8000 रुपए के वेतनमान में ऐसे हिंदी अनुवादक श्रेणी -2 जिन्होंने उस श्रेणी में तीन वर्ष नियमित सेवा की है।

टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक यां पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसेज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा , अपेक्षित अर्हक या पात्रक सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वकं पूरी कर ली है , जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है।

प्रतिनियुक्ति:

केन्द्रीय सरकार के अधीन ऐसे अधिकारी,-

(क). (i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या

( ii ) जिन्होंने मूल काडर/ विभाग में 5000-8000 रुपए के वेतनमान में नियुक्तिके पश्चात् नियमित आधार पर उस श्रेणी में तीन वर्ष सेवा की है ; और

(ख) जिसके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं:-

जपिश्यक:

( i ) किसी मान्यता प्राप्त विश्वविद्यालय से अंग्रेजी /हिंदी में स्नाकोत्तर डिग्री , सहित अनिवार्य/वैकल्पिक विषय के रूप में या डिग्री स्तर पर परीक्षा का माध्यम हिंदी/अंग्रेजी रही हो; या

किसी मान्यता प्राप्त विश्वविद्यालय से हिंदी/अंग्रेजी से भिन्न किसी भी विषय में स्नातकोत्तर डिग्री सहित डिग्री/अंग्रेजी माध्यम हो और अंग्रेजी/हिंदी अनिवार्य/ वैकल्पिक विषय के रूप में या डिग्री स्तर पर परीक्षा का माध्यम रही हो ; या

( ii ) हिंदी से अंग्रेजी में अनुवाद कार्य का मान्यता प्राप्त डिप्लोमा/सर्टिफिकेट कोर्स और विपर्ययेन केन्द्रीय/ राज्य सरकार कार्यालय , पब्लिक सेक्टर उपक्रम में हिंदी से अंग्रेजी विपर्ययेन में अनुवाद कार्य में दो वर्ष का अनुभव।

( ग ) हिंदी फोन्ट्स के साथ कंप्यूटर कर कार्य करने की दक्षता । पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में है , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्ति व्यक्तिप्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहींहोंगे।

(प्रतिनियुक्ति की अवधि , जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। ) 1386 95/06-2 504

C.S.R. 112. In exercise of the powers conferred by the proviso to article 309 ofthe Constitution and in supersession of theMinistry of Parliamentary Affairs ( Recruitment and Conditions of Service) Rules , 1963 , in so far as it relates to the post ofHindi Translator Grade 1 , except as respects things done or omitted be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Hindi Translator Grade I in the Ministry ofParliamentary Affairs , namely: ---

1. Short title and commencement .-( 1 ) These rules may be called the Ministry of Parliamentary Affairs . Hindi Translator Grade 1 , Recruitment Rules , 2006 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of Posts, Classification and Scale of Pay. The number of the said posts , its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule, annexed hereto .

3. Method of recruitment , age limit and qualifications , etc. The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule .

5. Power to relax.--Where the Central Government is of the opinion that it is necessary or expedient so todo , it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall effect reservations , relaxations of age - limit and other concessions required to be provided for the Scheduled Castes , Scheduled Tribes , Other Backward Classes , Ex - servicemen and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(b) possessing the following educational qualifications and experience :

Essential :

(i) Master's degree of a recognized University in Hindi/English , with English/Hindi as a compulsory/ elective subject or as medium of examination at degree level ; or 506

Master's degree of a recognized University in any subject other thanHindi/English, with Hindi/English medium and English/Hindi as a compulsory/elective subject or as medium of examination at degree level; or

Master's degree of a recognized University in any subject other thanHindi /English , with Hindi and English as compulsory/elective subjects or either of the two as medim of examination and the other asa compulsory/ elective subject at degree level ; and

(ii) Recognised Diploma/ Certificate Course in translation from Hindi to English and vice- versa or two years' experience of translation work from Hindi to English and vice-versa in Central/State Government Offices , including Government of India Undertakings .

The Departmental Officer in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation . Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

(Period ofdeputation including period of deputation in another ex - caure postheld immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of applications ) .

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम लोक नायक जयप्रकाश नारायण राष्ट्रीय आपराधिक और न्याय संबंधी विज्ञान , केयरटेकर ( समूह ' ग' पद ) भर्ती नियम , 2006 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या, वर्गीकरण और वेतनमान उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं।

3. भर्ती की पद्धति, आयु सीमा , अर्हताएं आदि उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं।

4. प्रारम्भिक गठन : इन नियमों के प्रारंभ की तारीख से सभी व्यक्ति जिन्हें नियमित आधार पर नियुक्त किया गया है तथा केयरटेकर का पद धारण किए हुए हैं, उन्हें इन नियमों के अधीन नियुक्त किया गया समझा जाएगा और उनके द्वारा उक्त प्रारंभ के पहले उक्त पद पर नियमित आधार पर की गई सेवा को परिवीक्षा की अवधि, उच्चतर पद परप्रोन्नति, पेंशन आदि के लिए पात्रता का विनिश्चय करने के लिए अर्हक सेवा की गणना में लिया जाएगा ।

5. निरर्हता: कोई व्यक्ति

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

उक्त पदों पर नियुक्ति का पात्र नहीं होगा :

6. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय हैं कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति: इन नियमों की कोई बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

(ख ) जिनके पास स्तंभ 8 में सीधे भर्ती किए जाने वाले व्यक्तियों के लिए

विहित अर्हता है ।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्तिपर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्तिव्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

G.S.R. 113. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to regulate the method of recruitment to the post of Caretaker in the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science under the Ministry of Home Affairs , namely :----

1. Short title and commencement .-( 1 ) These rules may be called the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science, Caretaker ( Group ' C' post ) Recruitment Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Nuinber of posts , classification and scale of pay. The number of said posts , its classification and the scale ofpay attached thereto shall be as specified in columns 2 to 4 of the Schedule , annexed hereto .

3.Method of recruitment , age limit and qualifications , etc. The method of recruitment, age limit , qualifications . and other matters connected therewith shall be as specified in columns 5 to 14 of the said Schedule .

4. Initial constitution . All persons appointed on regular basis and holding the post of Caretaker on the date of commencement of these rules shall be deemed to have been appointed under these rules and the services rendered by them in the said postbefore the said commencement shall be counted for the period of probation , qualifying service deciding the eligibility for promotion to the next higher grade, pension etc.

5. Disqualification. No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who having a spouse living , has entered into or contracted a marriage with any person , 510

shall be eligible for appointment to the said post:

[PART 11-SEC . 3( i)] Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation ofthis rule.

6. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order , for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .

7. Saving . Nothing in these rules shall effect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , Scheduled Tribes , Other Backward Classes , Ex- servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard .

( ii ) जिन्होंने 5500-9000 रुपए या समतुल्य वेतनमान में नियुक्ति. के पश्चात् मूल काडर या विभाग में तीन वर्ष नियमित सेवा की है; और

(i ) मान्यताप्राप्त विश्वविद्यालय से स्नातक डिग्री या समतुल्य;

( ii ) किसी बड़े अस्पताल या चिकित्सा संस्थान में पर्यवेक्षीय हैसियत से उपकरणों और औषधियों के उपाप्त का पांच वर्ष का अनुभव।

11. 5500-9000 रुपए वेतनमान के ऐसे विभागीय कार्यालय अधीक्षक श्रेणी 2 ( भंडार ) पर भी , जिसने उस श्रेणी में तीन वर्ष की नियमित सेवा की हो, बाहरी व्यक्तियों के साथ विचार किया जाएगा। यदि उसका उस पद पर नियुक्ति के लिए चयन हो जाता है तो वह पद प्रोन्नति द्वारा भरा गया समझा जाएगा।

(पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें है , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे।

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम जवाहरलाल स्नातकोत्तर चिकित्सा शिक्षा तथा अनुसंधान संस्थान , पांडिचेरी , में कनिष्ठ हिंदी अनुवादक ( समूह ' ग ' पद ) भर्ती नियम , 2006 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

( क ) चादर धातु कर्मकार अभिहित व्यवसाय से संबंधित क्रम सं. 2 के सामने स्तंभ 8 में, " शिक्षा के 10+ 2 पद्धति के अधीन 10वीं कक्षा उत्तीर्ण या उसके समतुल्य परीक्षा " प्रविष्टि के स्थान पर " शिक्षा के 10 + 2 पद्धति के अधीन या उसके समतुल्य परीक्षा 8 वीं कक्षा उत्तीर्ण " पद्धति ( 7 वीं कक्षा उत्तीर्ण जहां 7वीं कक्षा में टर्मिनल परीक्षा है ) रखी जाएगी ;

( ख ) वेल्डर ( गैस और बिजली ) अभिहित व्यवसाय से संबंधित क्रम सं. 3 के सामने स्तंभ 8 में, " शिक्षा के 10 + 2 पद्धति के अधीन या उसके समतुल्य 10वीं कक्षा उत्तीर्ण " प्रविष्टि के स्थान पर " शिक्षा के 10 + 2 पद्धति के अधीन परीक्षा या उसके समतुल्य 8 वीं कक्षा उत्तीर्ण " ( 7वीं कक्षा उत्तीर्ण जहां 7वीं कक्षा में टर्मिनल परीक्षा है ) रखी जाएगी;

G.S.R. 117. In exercise of the powers conferred by sub - section ( 1 ) of Section 37 of the Apprentices Act, 1961 (52 of 1961) the Central Government , after consulting the Central Apprenticeship Council , Hereby makes the following rules further to amend the Apprenticeship Rules , 1992 , namely :-

1. (1) These rules may be called the Apprenticeship (Amendment ) Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In Schedule 1 to the Apprenticeship Rules , 1992-

(i) Under Group number 2, against serial number 2 relating to the designated Trade Foundryman , in column 8, for the entry "Passed 10th class examination under 10+2 system of education or its equivalent" , the entry " Passed 8th class examination under 10+2 system of education or its equivalent (Passed 7th class where terminal examination is in class 7th) shall be substituted;

(ii) Under Group number 3 ,-

(a) against serial number 2 , relating to the Designated Trade Sheet Metal Worker , in column 8, for the entry " Passed 10th class examination under 10+ 2 system of education or its equi valent " , the entry "Passed 8th class examination under 10+2 system of education or its equivalent (Passed 7th class where terminal examination is in class 7th) shall besubstituted;

(b) against serial number 3 , relating to the Designated Trade Welder ( Gas and Electric ) , in column 8, for the entry " Passed 10th class examination under 10+ 2 system of education or its equivalent " , the entry " Passed 8th class examination under 10+2 system of education or its equivalent (Passed 7th class where terminal examination is in class 7th ) shall be subsituted;

(iii) Under Group number 5, against serial number 1 , relating to the Designated Trade Carpenter, in column 8, for the entry "Passed 10th class examination under 10+2 system of education or its equivalent " , the entry "Passed 8th class examination under 10+ 2 system of education or its equivalent (Passed 7th class where terminal examination is in class 7th) shall be subsituted;
