का.नि.आ. 96.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए रक्षा उत्पादन और पूर्ति विभाग , क्वालिटी आश्वासन महानिदेशालय समूह ' ग ' और ' घ ' पराचिकित्सीय पद ( भेषजज्ञ ) चयन श्रेणी , भेषजज्ञ ( साधारण श्रेणी ) और ड्रैसर (साधारण श्रेणी ) भर्ती नियम , 2000 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्: -
1. ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा उत्पादन और पूर्ति विभाग , क्वालिटी आश्वासन महानिदेशालय समूह ' ग ' और ' घ ' पराचिकित्सीय पद ( भेषजज्ञ ) चयन श्रेणी , भेषजज्ञ ( साधारण श्रेणी ) और ड्रैसर ( साधारण श्रेणी ) भर्ती ( संशोधन ) नियम , 2006 है । ( 2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. रक्षा उत्पादन और पूर्ति विभाग , क्वालिटी आश्वासन महानिदेशालय समूह ' ग ' और ' घ ' पराचिकित्सीय पद ( भेषजज्ञ ) चयन श्रेणी, भेषजज्ञ ( साधारण श्रेणी ) और ड्रैसर ( साधारण श्रेणी ) भर्ती नियम, 2000 की अनुसूची के स्तंभ ( 4 ) में, विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्: -
"2610-60-2910-65-3300-70-4000 रुपए"
स्पष्टीकारक ज्ञापन-ड्रैसर ( साधारण श्रेणी ) का वेतनमान तीसरे केन्द्रीय वेतन आयोग के अनुसार 210-4-250 - द.रो. - 5-270 रुपए था जिसे चौथे केन्द्रीय वेतन आयोग द्वारा उच्च पुनरीक्षित वेतनमान 800-15-1010-20-1150 रुपए अनुदत्त किया गया । तथापि चौथे केन्द्रीय वेतन आयोग के पश्चात् 1976 के भर्ती नियमों में कोई संशोधन नहीं किया गया । 1995 में , सभी समूह ' घ ' पदों के वेतनमान 775-12-871-14- 1025 रुपए और 800-15-1010-20-1150 रुपए के वेतनमानों के स्थान पर 775-12-871-14-955-15-1030-20-1150 रुपए के वेतनमान 2333 G1/ 2006 (401) 402

[PART 11-SEC.4] में विलीन कर दिया गया था । पांचवें केन्द्रीय वेतन आयोग में 775-12-871-14-955-15-1030-20-1150 रुपए विलीन वेतनमान का समुचित प्रतिस्थापन विहत नहीं किया गया और 775-12-871-14-1025 रुपए और 800-15-1010-20-1150 रुपए पुनरीक्षित पूर्व वेतनमान के स्थान पर क्रमश: 2610-60-3150-65-3540 रुपये और 2650-65-3300-70-4000 प्रतिस्थापन वेतनमान का उपबंध किया । इन दोनों वेतनमान के विलय के पश्चात् एक 2610-60-2910-65-3300-70-4000 रुपये ( पुनरीक्षित पूर्व 775-12-871-14-955-15-1030-20-1150 रुपए पुरःस्थापित किया गया और ड्रेसर ( साधारण श्रेणी ) के वेतनमान 2650-65-3300-70-4000 रुपए पर से 2610-60-2910-65-3300-70-4000 रुपए संशोधन करने की आवश्यकता हुई । यह प्रमाणित किया जाता है कि ड्रैसर ( साधारण श्रेणी के वेतनमान के संशोधन से किसी भी व्यक्ति के हितों पर कोई प्रतिकूल प्रभाव नहीं पड़ेगा ।

S.R.O. 96.- In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Department of Defence Production and Supplies , Director General Quality Assurance Group ' C ' and ' D ' Paramedical Posts [Pharmacist (Selection Grade ) , Pharmacist ( Ordinary Grade ) and Dresser (Ordinary Grade) ] Recruitment Rules , 2000 , namely :-
1. Short title and commencement. ( 1 ) These rules may be called the Department of Defence Production and Supplies, Director General Quality Assuranace Group ' C ' and ' D ' Paramedical Posts [ Pharmacist (Selection Grade ) , Pharmacist (Ordinary Grade) and Dresser (Ordinary Grade) ] Recruitment (Amendment) Rules , 2006.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Department of Defence Production and Supplies , Director General Quality Assuranace Group ' C' and ' D' Paramedical Posts [Pharmacist ( Selection Grade ) , Pharmacist ( Ordinary Grade) and Dresser (Ordinary Grade) ] Recruitment Rules , 2000 , against the post of Dresser ( Ordinary Grade) , in column (4) , for the existing entry, the following entry shall be substituted, namely :---
" Rs . 2610-60-2910-65-3300-70-4000 " .
ExplanatoryMemorandum -The pay - scale ofDrésser (Ordinary Grade) as per the Third Central Pay Commission was Rs . 210-4-250- EB- 5-270 which was granted higher revised scales ofRs . 800-15-1010-20-1150 by the Fourth Central Pay Commission. However, no amendment of the Recruitment Rules of 1976 was carried out after the Fourth Central Pay Commission . In 1995 , all group ' D' posts carrying pay scales of Rs . 775-12-871-14-1025 and Rs . 800-15-1010-20-1150 were placed in the merged scale ofRs . 775-12-871-14-955-15-1030-20-1150. Fifth Central Pay Commission did not prescribe an appropriate replacement pay scale for merged scale of Rs . 775-12-871-14-955-15-1030-20-1150 and instead provided the replacement scales of Rs . 2610-60-3150-65-3540 and Rs . 2650-65-3300-70-4000 respectively for the pre - revised scales of Rs . 775-12-871-14-1025 and Rs. 800-15-1010-20-1150 . After merger of these two pay scales an elongated pay scale of Rs . 2610-60-2910-65-3300-70-4000 (pre- revised Rs . 775-12-871-14-955-15-1030-20-1150) has been introduced and hence the necessity to ainend the pay scales of Dresser ( Ordinary Grade) from Rs . 2650-65-3300-70-4000 to Rs . 2610-60-2910-65-3300- 70-4000. It is certified that the amendment in the pay scales of Dresser (Ordinary Grade) will not adversely affect anybody's interest.

का.नि.आ. 97.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और नौ सेना समूह " ग " ( अनौद्योगिक ) पद, नौ सेना आयुध प्रदाय संगठन ( गोलाबारूद कर्मशाला ) भर्ती नियम , 1977 को , जहां तक उनका संबंध गोलाबारूद यांत्रिक के पद से है को उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने से लोप किया गया है , रक्षा मंत्रालय , नौ सेना में गोलाबारूद यांत्रिक समूह ' ग ' के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम नौ सेना समूह " ग " औद्योगिक पद , नौ सेना आयुध प्रदाय संगठन ( गोलाबारूद कर्मशाला ) भर्ती नियम , 2006 है ।
(2 ) यह राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद- संख्या , वर्गीकरण और वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे जो उक्त अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु सीमा , अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.- वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित है , विवाह किया है ; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति. इन नियमों की कोई भी बात, ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गाए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

सीधे भर्ती किए जाने वाले व्यक्तियों के लिए दो वर्ष । प्रोन्नति किए जाने वाले व्यक्तियों के लिए कोई परिवीक्षा नहीं होगी । प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा

प्रोन्नति: ऐसे गोलाबारूद यांत्रिक-2 जिन्होंने उस श्रेणी में आठ (8 ) वर्ष नियमित सेवा की हो और 3050-4590 रुपए के वेतनमान में हों और जिन्होंने विभागीय अर्हक परीक्षा उत्तीर्ण की है । पुनर्नियोजन : सशस्त्र बल के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हैं । ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्तिके निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है , तत्पश्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है तब तक वे सिविल पदों पर अधिवर्षिता की आयु प्राप्त नहीं कर लेते हैं ।
टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है , जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है । भारत का राजपत्र अगस्त 12 , 2006/ श्रावण 21 , 1928

प्रोन्नति: अर्धकुशल श्रमिक ( गोलाबारूद मरम्मत श्रमिक ) जिन्होंने उस श्रेणी में चार ( 4 ) वर्ष नियमित सेवा की हो और जो अपने-अपने व्यवसाय में 2650-65-3300-70-4000 रुपए के वेतनमान में भी हों और जिन्होंने विभागीय अर्हक परीक्षा उत्तीर्ण की है ।

S.R.O. 97.-In exercise of the powers conferred under the proviso to article 309 of the Constitution and in supersession of the Navy Group ' C' ( Non - Industrial) Post , Naval Armament Supply Organisation ( Ammunition Workshop ) Recruitment Rules , 1977, in so far as they relate to the posts of Ammunition Mechanic , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules , regulating the method of recruitment to Ammunition Mechanic , Group ' C' post in the Navy , Ministry of Defence , namely :---
1. Short title and commencement .-( 1) These rules may be called the Navy Group ' C ' Industrial Posts , Naval Armament Supply Organisation (Ammunition Workshop ) Recruitment Rules , 2006 .
(2) They shall come into force from the date of their publication in the Official Gazette .
2. Number, classification and scale of pay. The number of the said posts , their classification and the scales of pay attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules .
3. Method of recruitment, age - limit , qualification, etc. The method of recruitment , age - limit , qualifications and other matters connected thcrewith shall be as specified in columns (5 ) to ( 14) of the aforesaid Schedule .
4. Disqualification . No person,
(a) who has entered into or contracted a marriage with a persons having a spouse living , or
(b) who , having a spouse living , has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied that suclı marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

5. Power to relax.---- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may , by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving . Nothing in these rules shall affect reservations , relaxation of age- limit , and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Ex - servicemen , the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time inthis regard.

Promotion : Ammunition Mechanic - II having eight (8) years of regular service in the garde and also having the pay scale of Rs . 3050-4590 and who have passed in a departmental qualifyingtest.
Re-employment: Defence personnel due to retire or who are to be transferred to reserve within a period of one year having the requisite experience and qualification prescribed shall also be considered . Such personnel would be givendeputation terms upto the date on which they are due for release from the Defence Service thereafter , they maybe continued on re -employment basis till they attain the age of superannuating in the civil posts .
Note : Where juniors who have completed their qualifying/eligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than halfof such qualifying or eligibility service or two years , whichever is less and have successfully completed their probation period for promotion to the next higher grade along with theirjuniors who have already completed such qualifying or eligibility service .

का.नि.आ. 98. - राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , तटरक्षक संगठन समूह ' ख ' और समूह ' ग ' हिन्दी अनुवाद पद हिन्दी अधिकारी , ज्येष्ठ अनुवादक ( हिन्दी ) और कनिष्ठ अनुवादक ( हिन्दी ) भर्ती नियम, 2000 का संशोधन करने के लिए निम्नलिखित नियम बनाते है , अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम तटरक्षक संगठन समूह ' ख' और समूह ' ग' हिन्दी अनुवाद पद हिन्दी अधिकारी , ज्येष्ठ अनुवादक (हिन्दी ) और कनिष्ठ अनुवादक ( हिन्दी ) भर्ती संशोधन नियम , 2006 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।
2. तटरक्षक संगठन समूह ' ख ' और समूह ' ग ' हिन्दी अनुवाद पद हिन्दी अधिकारी , ज्येष्ठ अनुवादक ( हिन्दी ) और कनिष्ठ अनुवादक (हिन्दी) भर्ती नियम , 2006 में-
(i ) नियम 5 के लिए निम्नलिखित रखा जाएगा , अर्थात्:-
" 5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत्, आदेश द्वारा शिथिल कर सकेगी " ।
( ii ) प्रवृत अनुसूची के लिए , निम्नलिखित अनुसूची रखी जाएगी , अर्थात्:-

ऐसे विभागीय ज्येष्ठ अनुवादकों ( हिन्दी ) पर, जिन्होंने उस श्रेणी में तीन वर्ष नियमित सेवा की है, प्रतिनियुक्त व्यक्तियों के साथ विचार किया जाएगा और उसका चयन किए जाने की दशा में पद प्रोन्नति द्वारा भरा गया समझा जाएगा। टिप्पण- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा ।
5000-8000 रुपए के वेतनमान में ऐसे तटरक्षक संगठन के ज्येष्ठ अनुवादक (हिन्दी) जिन्होंने उस श्रेणी में तीन वर्ष नियमित सेवा की है ।
टिप्पण- जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है ।
प्रतिनियुक्ति:
केन्द्रीय सरकार के अधीन ऐसे अधिकारियों में से
(क) ( i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं ; या
( ii ) जिन्होंने मूल काडर या विभाग में 5000-8000 रुपए या समतुल्य वेतनमान में नियमित आधार पर उस श्रेणी में नियुक्ति के पश्चात् तीन वर्ष नियमित सेवा की है , और
(ख ) जिनके पास स्तंभ ( 8 ) के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव हैं :-
( 1 ) किसी मान्यताप्राप्त विश्वविद्यालय से डिग्री स्तर पर अनिवार्य या वैकल्पिक विषय या परीक्षा के माध्यम के रूप में अंग्रेजी या हिन्दी के साथ हिन्दी या अंग्रेजी में मास्टर डिग्री या समतुल्य ; या
किसी मान्यताप्राप्त विश्वविद्यालय से डिग्री स्तर पर अनिवार्य या वैकल्पिक विषय या परीक्षा के माध्यम के रूप में अंग्रेजी या हिन्दी के साथ , हिन्दी या अंग्रेजी को छोड़कर किसी भी विषय में हिन्दी या अंग्रेजी माध्यम से मास्टर डिग्री या समतुल्य ; या
किसी मान्यताप्राप्त विश्वविद्यालय से डिग्री स्तर पर अनिवार्य या वैकल्पिक विषय के रूप में हिन्दी या अंग्रेजी के साथ या दोनों में से कोई एक परीक्षा के माध्यम के रूप में अनिवार्य या वैकल्पिक विषय के रूप में , दूसरे के साथ हिन्दी या अंग्रेजी को छोड़कर किसी अन्य विषय में मास्टर डिग्री; और
(2 ) हिन्दी से अंग्रेजी और अंग्रेजी से हिन्दी अनुवाद में मान्यताप्राप्त डिप्लोमा या प्रमाणपत्र पाठ्यक्रम या केन्द्रीय सरकार/राज्य सरकार के कार्यालयों में , जिसके अंतर्गत भारत सरकार के उपक्रम भी हैं , हिन्दी से अंग्रेजी और अंग्रेजी से हिन्दी अनुवाद कार्य में दो वर्ष का अनुभव । 413 [ भाग ।। - खण्ड 4]

टिप्पण-
( 1 ) पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें हैं , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे ।
(2) प्रतिनियुक्ति/संविदा की अवधि , जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्तिके लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । 13

किसी मान्यताप्राप्त विश्वविद्यालय से डिग्री स्तर पर अनिवार्य या वैकल्पिक विषय या परीक्षा के माध्यम के रूप में अंग्रेजी या हिन्दी के साथ, हिन्दी या अंग्रेजी को छोड़कर किसी भी विषय में हिन्दी या अंग्रेजी माध्यम से मास्टर डिग्री या समतुल्य ; या
किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी और अंग्रेजी अनिवार्य या वैकल्पिक विषय के रूप में या दोनों में से कोई एक परीक्षा के माध्यम के रूप में और दूसरी का अनिवार्य या वैकल्पिक विषय के साथ बैचलर डिग्री तथा हिन्दी से अंग्रेजी और अंग्रेजी से हिन्दी अनुवाद में मान्यताप्राप्त डिप्लोमा या प्रमाणपत्र पाठ्यक्रम या केन्द्रीय सरकार या राज्य सरकार के उपक्रम भी हैं , हिन्दी से अंग्रेजी और अंग्रेजी से हिन्दी अनुवाद में दो वर्ष का अनुभव ।

टिप्पण: - अनुभव संबंधी अर्हता सक्षम प्राधिकारी के विवेकानुसार कारणों को लेखबद्ध करते हुए अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Coast Guard Organisation Group ' B ' and ' C' Hindi Translation posts [Hindi Officer , Senior Translator ( Hindi ) and Junior Translator ( Hindi ) ] Recruitment Rules , 2000 , namely :-
1. ( 1 ) These rules may be called the Coast Guard Organisation Group ' B ' and ' C' Hindi Translation posts [Hindi Officer, Senior Translator ( Hindi ) and Junior Translator ( Hindi) ] Recruitment Amendment Rules , 2006 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Coast Guard Organisation Group ' B ' and ' C ' Hindi Translation posts [ 1 lindi Officer , Senior Translator (Hindi) and Junior Translator (Hindi) ] Recruitment Rules , 2000-
(i) for rule 5 , the following shall be substituted , namely :
"5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons ." 416

II . Promotion . The Departmental Senior Translators (Hindi ) with three years regular service in the grade will also be considered alongwith deputationists and if selected the post will be treated to have been filled up by promotions .
