General Statutory Rules (Including Orders , Bye- laws etc. of a general character) issued by the Ministries of the Government of India (other than the Ministry of Defence) and by the Central Authorities (other than the Administrations of Union Territories)

सा.का.नि. 203.-केन्द्रीय सरकार सीमा सुरक्षा बल अधिनियम , 1968 ( 1968 का 47 ) की धारा 141 की उपधारा ( 2 ) के खंड , (ख ) और खंड ( ग ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , सीमा सुरक्षा बल वेतन और लेखा प्रभाग में सहायक उप- निरीक्षक ( कनिष्ठ लेखाकार ) और हैड कांस्टेबल ( लिपिक ) काडर के योधक पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का नाम संक्षिप्त सीमा सुरक्षा बल , योधक सहायक उप- निरीक्षक ( कनिष्ठ लेखाकार ) और हैड कांस्टेबल ( लिपिक ) भर्ती नियम , 2006 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से ( 4 ) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु सीमा , उक्त अर्हताएं आदि.- उक्त पद पर भर्ती की पद्धति, आयु सीमा , और अन्य अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति,
(क ) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए, किसी व्यक्ति से विवाह किया है ,

उक्त पदों पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिलं कर सकेगी । 6. व्यावृत्ति. इन नियमों की कोई भी बात , ऐसे आरक्षणों, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

( i ) लिखित प्रतियोगी परीक्षा; और
( केन्द्रीय सरकार द्वारा समय समय पर जारी किए गए अनुदेशों या आदेशों के अनुसार सरकारी सेवकों, अनुसूचित जाति, अनुसूचित जनजाति अन्य पिछड़े वर्गों और भूतपूर्व सैनिकों के लिए शिथिल की जा सकती है ) । चाहिए :-
( ii ) कंप्यूटर उपयोजन का अधारिक
टिप्पण 1 : आयु- सीमा ज्ञान होना चाहिए ।
अवधारित करने के लिए ( ग ) पुरुष के लिए शरीरिक मानक :-
निर्णायक तारीख भारत में ऊंचाई 167.5 सें.मी.
अभ्यर्थियों से आवेदन प्राप्त सीना -81 सें.मी. ( फुलाने के पश्चात/
करने के लिए नियत की गई 86 में मी. ) वजन ऊंचाई के तत्समान ।
अंतिम तारीख होगी । ( न कि टिप्पण 1. ऊंचाई से संबंधित न्यूनतम

(10) राज्यों और हिमाचल प्रदेश राज्य में रहने वाले व्यक्तियों की बाबत , 165 सें.मी. तक शिथिल किया जा सकता है ।
टिप्पण 2.- आदिवासी या जनजातियों जिसमें मिजो और नागा भी हैं, की बाबत ऊंचाई से संबंधित न्यूनतम मान के 162.5 सें. मी. तक शिथिल किया जा सकता है।
त्रिपुरा , सिक्किम, जम्मू- कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहोल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड , अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है । )
टिप्पण 3.-सीने की माप से संबंधित न्यूनतम मानक आदिवासी या जनजातियों के लिए क्रमशः 81 सें.मी. बिना फुलाव के और फुलाव के साथ 86 सें.मी. को बिना फुलाव के 78 सें.मी. तथा फुलाव के साथ 83 सें.मी. तक शिथिल किया जासकता है।
( घ) स्त्री के लिए शाशीरिक मानक :- ऊंचाई - 157 सें.मी. सीना- पूर्ण विकसित होना चाहिए वजन ऊंचाई के तत्समान ।
टिप्पण 1 - ऊंचाई से संबंधित न्यूनतम मानक मूलवंशियों अर्थात् गढ़वाल , कुमायुं गोरखा , डोगरा , मराठा , सिक्किम , लेह और लद्दाख , कश्मीर घाटी, उत्तर, पूर्वी राज्यों और हिमाचल प्रदेश राज्य में रहने वाले व्यक्तियों की बाबत , 155 सेंमी. तक शिथिल किया जा सकता है ।
टिप्पण 2.- आदिवासी या जनजातियों जिसमें मिजो और नागा भी हैं, की बाबत ऊंचाई से संबंधित न्यूनतम मान के 152.5 सें. मी. तक शिथिल किया जा सकता है।
(ड़) पूर्णतया चिकित्सक दृष्ट्या योग्य होना चाहिए । (दोनों आंखों की नेत्रदृष्टि 6/6 और 6/9 बिना शुद्धि के अर्थात् बिना चश्मा या लैंस पहने ) ।
प्रोन्नति/प्रतिनियुक्ति/आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियुक्ति/ आमेलन किया जाएगा भर्ती की पद्धतिः भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति या आमेलन द्वारा होगी और विभिन्न पद्धतियों द्वारा भरे जाने वाली रिक्तियों की प्रतिशतता

2.प्रोन्नति
सीमा सुरक्षा बल के वेतन और लेखा प्रभाग या आन्तरिक संपरीक्षा दलों में कार्यरत ऐसे हैड कांस्टेबलों ( लिपिक ) में से जिन्होंने नियमित आधार पर उस श्रेणी में नियुक्ति के पश्चात् पांच वर्ष से अन्यून सेवा की हैं , जिसके न हो सकने पर प्रतिनियुक्ति द्वारा। 3. प्रतिनियुक्तिः
(i ) संगठित लेखा विभागों जैसे भारतीय संपरीक्षा और लेखा विभाग , लेखा महानियंत्रक , रक्षा लेखा , डाक और तार या रेल लेखा विभाग से कनिष्ठ लेखापाल या लेखा परीक्षक; या
(ii ) किसी संगठित लेखा कार्यालय , रक्षा लेखा विभाग , डाक और तार तथा रेल लेखा विभाग से ऐसे लिपिक जिन्होंने उस पद पर नियुक्ति के पश्चात् कम से कम आठ वर्ष नियमित सेवा की है; या
( iii ) सीमा सुरक्षा बल का सहायक उप निरीक्षक ( अनुसचिवीयः )। टिप्पणीः
अन्यविभागों से प्रतिनियुक्ति पर नियुक्त सिविलियनों को उस योधक पद के लिए विहित वर्दी पहननी होगी जिसके विरूद्ध उनकी नियुक्ति की गई है और उन्हें उनकी नियुक्ति होने पर तुरन्त नौ सप्ताह का बुनियादी प्रशिक्षण लेना होगा। यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

मैट्रिकुलेशन के साथ किसी मान्यताप्राप्त तकनीकी शिक्षा बोर्ड से सचिवालिय कार्य या आधुनिक कार्यालय कार्य या वाणिज्यक कार्य
जाति, अनुसूचित जन जाति अन्य पिछड़े वर्गों और भूतपूर्व सैनिकोंके लिए शिथिल कीजा सकती है ) ।
टिप्पण : आयु-सीमा में तीन वर्ष का डिप्लोमा ।
( ख ) निम्नलिखित अर्हताएं होनी
चाहिए:-
( i ) लिखित प्रतियोगी परीक्षा; और
( ii ) अंग्रेजी टंकण में 30 शब्द प्रति
मिनट या हिन्दी टंकण में 25 शब्द
प्रति मिनट न्यूनतम गति ।
( ग ) कंप्यूटर उपयोजन का आधारिक
ज्ञान होना चाहिए ।

G.S.R. 203 -In exercise of the powers conferred by clause (b ) and ( c ) of Sub - section (2 ) of Section 141 ofthe Border Security Force Act , 1968 (47 of 1968 ) , the Central Government hereby makes the following rules regulating the nethod of recruitment to the combatised posts of Assistant Sub Inspector ( Junior Accountant) and Head Constable (Clerk) Cadre in the Pay and Accounts Division , Border Security Force , namely : --
1. Short title and commencement . ( 1 ) These rules may be called the Border Security Force , Combatised Assistant Sub Inspector ( Junior Accountant ) and Head Constable ( Clerk ) Recruitment Rules , 2006 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and scale of pay. The number of the said posts , their classification and cales of pay attached thereto shall be as specified in columns (2 ) to (4 ) of the Schedule annexed to these rules .
3. Method of recruitment , age limit and qualifications etc. ( 1 ) The method of recruitment to the said posts , ge limit , qualifications and other matters relating thereto shall be as specified in columns (5) to ( 14 ) of the said Schedule .

4. Disqualification. No person,
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person ,
shall be eligible for appointmentto the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any . person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving . Nothing in these rules shall affect reservations , relaxation of age - limit , and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

1. ( 1 ) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल-समूह " ग " ( कनिष्ठ लेखापाल, उच्च श्रेणी लिपिक, आशुलिपिक और अवर श्रेणी लिपिक ) पद ( संशोधन ) भर्ती नियम , 2006है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवत्त होंगे ।
2. सशस्त्र सीमा बल समूह " ग " ( कनिष्ठ लेखापाल, उच्च श्रेणी लिपिक , आशुलिपिक और अवर श्रेणी लिपिक ) पद भर्ती नियम, 2006 की अनुसूची में, अर्थात्:-
(क) स्तंभ 12 के अधीन उच्च श्रेणी लिपिक के पद से संबंधित क्रम संख्या 2 के सामने विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टयां रखी जाएंगी, अर्थात्:-

ऐसे अवर श्रेणी लिपिक जिन्होंने 3054-4590 के वेतनमान में 8 वर्ष की नियमित सेवा की हो , प्रोन्नति द्वारा 80 %
टिप्पणः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक/ पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि अफलतापूर्वक कर ली है, जिन्होंने ऐसी अर्हत/पात्रता सेवा पहले ही पूरी कर ली है । सीमित विभागीय प्रतियोगी परीक्षा- ऐसा अवर श्रेणी लिपिक जिसने 3050-4590 रुपये की श्रेणी में 3 वर्ष की नियमित सेवा की हो, सीमित विभागीय प्रतियोगी परीक्षा के लिए पात्र होगा।
प्रतिनियुक्तिः
केन्द्रीय सरकार या राज्य सरकार के ऐसे कर्मचारियों की प्रतिनियुक्तिः-
( i ) ऐसे उच्च श्रेणी लिपिक जिन्होंने नियमित आधार पर सदृष्य पद धारण किया हो या
(ii ) जिन्होंने 3050-4590 रुपये के वेतनमान में अवर श्रेणी लिपिक या समतुल्य के रूप में 8 वर्ष की नियमित सेवा की हो। टिप्पण 1 : - प्रतिनियुक्ति की अवधि, जिनके अन्तर्गत केन्द्रीय सरकार के उसी संगठन या किसी विभाग में इस नियुक्ति से पूर्व धारित किसी अन्य काडर में प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी।

(2) They shall come into force on the date of their publication in the Official Gazette .

"Selection: Selection through Departmental Examination from amongst Group ' C' with five years regular service and possessing the following eligibility conditions :-
(a) Educational and other qualification as prescribed for direct recruitment as under:-
10+2 (Intermediate ) or equivalent from a recognised Board of University;
(b) should be physically fit as per standards laid down in Col. 8 ofthis schedule;
(c) he should have Medical Category SHAPE - 1 ;
(d) should have passed written test as prescribed by Director General , Sashastra Seema Bal ;
(e) he should have minimum speed of30 w.p.m. in English Typewriting OR 25 w.p.m. in Hindi Typewriting. "
