सा.का.नि. 205.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, संघ लोक सेवा आयोग ( स्वागत अधिकारी ) भर्ती नियम , 2001 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-
1. ( 1 ) इन नियमों कां संक्षिप्त नाम संघ लोक सेवा आयोग ( स्वागत अधिकारी ) भर्ती ( संशोधन ) नियम , 2006 है । (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. संघ लोक सेवा आयोग ( स्वागत अधिकारी ) भर्ती नियम , 2001 के नियम 2.में " कार्मिक लोक शिकायत और पेंशन मंत्रालय , कार्मिक और प्रशिक्षण विभाग " शब्दों का लोप किया जाएगा ।

G.S.R. 205. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Union Public Service Commission (Reception Officer) Recruitment Rules , 2001 , namely:-
1. ( 1 ) These rules may be called the Union Public Service Commission (Reception Officer ) Recruitment (Amendment) Rules , 2006.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Union Public Service Commission (Reception Officer ) Recruitment Rules , 2001 , in rule 2, the words "Ministry of Personnel , Public Grievances and Pensions , Department of Personnel and Training", shall be omitted.

सा.का.नि. 206. केन्द्रीय सरकार, सीमा सुरक्षा बल अधिनियम , 1968 ( 1968 का 47 ) की धारा 141 की उपधारा ( 2 ) के खंड (ख ) और ( ग ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , सीमा सुरक्षा बल ( ट्रेड्समैन समूह ' ग ' और नामांकित अनुचर समूह ' घ ' पद ) भर्ती नियम, 2000 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल ( ट्रेड्समैन समूह ' ग ' और नामांकित अनुचर समूह ' घ ' पद ) भर्ती संशोधन नियम , 2006 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. सीमा सुरक्षा बल ( ट्रेड्समैन समूह ' ग ' और नामांकित अनुचर समूह ' घ ' पद ) भर्ती नियम , 2000 की अनुसूची में, (i ) कांस्टेबल ( ट्रेड्समैन ) पद से संबंधित क्रम सं. 1 के सामने , स्तंभ 5 में विद्यमान शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा , अर्थात्:-

सा.का.नि. 207.-केन्द्रीय सरकार सीमा सुरक्षा बल अधिनियम 1968 ( 1968 का 47 ) की धारा 141 की उपधारा ( 2 ) के खंड, ( ख ) और खंड ( ग ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , सीमा सुरक्षा बल वायु स्कंध में भंडारी काडर के योधक पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
2006है । 1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल, वायु स्कंध, भंडारी काडर समूह रूप - भर्ती नियम , (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे जो उक्त अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि.-उक्त पदों पर भर्ती की पद्धति , आयु- सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हताएं. वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए , किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागूस्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. चिकित्सक दृष्टया योग्यता.-इन नियमों में किसी बात के होते हुए भी केवल वे व्यक्ति जो चिकित्सा प्रवर्ग शेप - ख में हैं इन नियमों के उपबंधों के अधीन नियुक्ति के लिए पात्र होंगे ।
स्पष्टीकरण.- इन नियमों के प्रयोजन के लिए शेप - ख से यथा नीचे परिभाषित चिकित्सा प्रवर्ग अभिप्रेत है :-
(i ) कोड अक्षर शेप ( एस एच ए पी ई ) जो निम्नलिखित कृत्य का प्रतिनिधित्व करते हैं, द्वारा उपदर्शित दिए गए घटकों के अधीन अधिकारी की योग्यता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया चिकित्सा, वर्गीकरण:-

( ii ) प्रत्येक घटक के अधीन किसी अधिकारी की कार्य क्षमता प्रत्येक कोड अक्षर के सामने अंक 1 से 5 द्वारा गिरती कार्य क्षमता उपदर्शित करते हुए दर्शाई जाएगी और कोड अक्षर के पश्चात् अंक लिखे जाएंगे सिवाय उसके जहां कोई अधिकारी सभी घटकों में श्रेणी - ख में है वहां उसका प्रवर्ग एस, एच ए, पी, ई, लिखने के बजाय शेप- ख लिखकर दर्शाया जा सकेगा, इन अंकों का साधारण मूल्यांकन निम्नानुसार है:-
(क ) कहीं भी सभी कर्तव्यों के लिए योग्य ।
( ख ) सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों में तीव्र कठिनाई या दोनों कानों या आंखों की श्रवण शक्ति/दृष्टि की तीक्ष्णता की मांग अंतरग्रस्त है या नहीं पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्रों के अनुसार परिसीमाएं हो सकती हैं ।
( ग ) " एस " घटक को छोड़कर नेमी या निष्क्रिय कर्तव्यों के लिए योग्य किन्तु उच्च स्थान ( 2700 मीटर से अधिक) अत्यधिक ठंडे क्षेत्रों या पहाड़ी भूखंडों पर और लंबे कर्तव्य भारों के लिए नियोजन योग्यता की परिसीमाएं हो सकती है ।
( घ ) अस्पताल में भर्ती या बीमारी की छुट्टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य ।
(ङ ) कर्तव्यों के लिए स्थायी रूप से अयोग्यं ।
6. अधिवार्षिता.-( 1 ) इन नियमों के उपबंधों के अधीन नियुक्त किया गया कोई व्यक्ति उस मास के जिसमें वह सत्तावन वर्ष की आयु प्राप्त कर सकता है , अंतिम दिन के अपराहन में सेवानिवृत्त होगा :
परंतु यह है कि वह व्यक्ति जिसके जन्म की तारीख किसी मास की पहली तारीख होगी सत्तावन वर्ष की आयु प्राप्त करने के पूर्ववर्ती मास के अंतिम दिन के अपराह्न में सेवानिवृत्त होगा ।
(2 ) किसी भी व्यक्ति को सत्तावन वर्ष की सेवानिवृत्ति की आयु के परे सेवा में विस्तार मंजूर नहीं किया जाएगा ।
7. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत में , आदेश द्वारा शिथिल कर सकेगी ।
8. व्यावृत्ति. इन नियमों की कोई भी बात, ऐसे आरक्षणों , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा भर्ती की पद्धतिः भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति द्वारा या आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

प्रोन्नति , जिसके न हो सकने पर प्रतिनियुक्ति द्वारा
ऐसे हैड कांस्टेबल ( भंडारी ). -
(क) जिन्होंने सीमा सुरक्षा बल में हैड कांस्टेबल ( भंडारी ) की श्रेणी में कम से कम दस वर्ष नियमित सेवा की हो; या
(ख) जिसने हैड कांस्टेबल ( भंडारी ) की श्रेणी में कम से कम पांच वर्ष की नियमित सेवा की है तथा जिसने उस श्रेणी या सीमा सुरक्षा बल में किसी अन्य श्रेणी में कम से कम अठारह वर्ष की संयुक्त नियमित सेवा की है।
(ग) चिकित्सा प्रवर्ग शेप -1 ।
प्रतिनियुक्ति:
केन्द्रीय सरकार या राज्य सरकार के ऐसे अधिकारी :-
(क) ( i ) जो सदृश पद धारण किए हुए है ; या
(ii) 3200-4900 रुपए के वेतनमान में पांच वर्ष नियमित सेवा की हो; और
(ख) निम्नलिखित अर्हताएं रखते हों :-
( i) किसी मान्यताप्राप्त विश्वविद्यालय से डिग्री या समतुल्य ।
(ii) किसी मान्यताप्राप्त संस्थान से भंडार प्रबंध या सामग्री प्रबंध में एक वर्ष का प्रमाणपत्र ;
टिप्पण 1.- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें है , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति पोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण 2.-प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी यां किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधरणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 1.- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सींधी पंक्तिमें है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण 2.- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी ।

G.S.R. 207. In exercise of the powers conferred by clauses (b ) and ( c) of Sub - section (2 ) of Section 141 of the Border Security Force Act, 1968 (47 of 1968 ), the Central Government hereby makes the following rules , regulating the method of recruitment to the combatised posts of Store man Cadre in the Border Security Force , Air Wing , namely :-
1. Short title and commencement .-( 1 ) These rules may be called the Border Security Force , Air Wing Store man Cadre Group -' C ' posts Recruitment Rules , 2006.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and scale of pay. The number of the said posts , their classification and scales of pay attached thereto shall be as specified in columns (2 ) to (4 ) of the Schedule annexed hereto .
3. Method of recruitment, age limit and qualifications etc. The method of recruitment to the said posts , age limit , qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 14 ) of the aforesaid Schedule.
4. Disqualification . No person,-
(a) who, has entered into or contracted a marriage with a person having a spouse living , or
(b) who , having a spouse living , has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, excmpt any person from the operation of these rules ..
5. Medical Fitness .---- Notwithstanding anything contained in these rules , only those persons who are in medical category SHAPE - I, shall be eligible for appointment under the provisions of these rules .
Explanation . For the purpose of this rule , SHAPE - I means Medical Category defined as under :-

(a) Fit for all duties any where .
(b ) Fit for all dutics may have limitations as to type of duties and areas of employability depending on whether the duties involve sever stress or demand acuity of hearing/ vision of both ears or eyes .
(c) Excepting " S " factor , fit for routine or sedentary duties but may have limitations of employability at high altititude (avove 2,700 meters ) extreme cold areas or hilly terrain and for long assignments.
(d) Teinporarily unfit for duties on account of hospitalization or sick leave .
(e) Permanently unfit for duties .

6. Superannuation . ( 1 ) A person appointed under the provisions of these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of fifty seven years;
Provided that the person whose date of birth is the first of a month shall retire on the afternoon of the last day of the preceding month of attaining the age of fifty seven years .
(2) No person shall be granted extension in service beyond the age of retirement of fifty seven years .
7. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .
8. Saving-Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders, issued by the Central Government from time to time inthis regard.

सा.का. नि. 208.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पूर्व विज्ञान और प्रौद्योगिकी मंत्रालय ( भारत मौसम विज्ञान विभाग ) प्रयोगशाला सहायक भर्ती नियम , 2003 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम पृथ्वी विज्ञान मंत्रालय ( भारत मौसम विज्ञान विभाग ) प्रयोगशाला सहायक भर्ती ( संशोधन ) नियम , 2006 है ।
( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. विज्ञान और प्रौद्योगिकी मंत्रालय ( भारत मौसम विज्ञान विभाग ) प्रयोगशाला सहायक भर्ती नियम , 2003 की अनुसूची में- (क) प्रयोगशाला सहायक श्रेणी -1 के पद से संबंधित क्रम सख्यांक के सामने,
(i) स्तंभ 5 में विद्यमान प्रविष्टियों के स्थान पर , निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:- "चयन";
( ii ) स्तंभ 12 में विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्: - "प्रोन्नति" ;
4000-100-6000 रुपए के वेतनमान में ऐसा प्रयोगशाला सहायक , श्रेणी-2 जिसने नियुक्ति के पश्चात् उस श्रेणी में नियमित आधार पर 5 वर्ष सेवा की हो अथवा 4000-100-6000 रुपए के वेतनमान में और 3200-85-4900 रुपए के वेतनमान में प्रयोगशाला सहायक के रूप में उस श्रेणी में संयुक्त रूप से दस वर्ष सेवा की हो ।
टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हां वहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनककी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है । (ख) प्रयोगशाला सहायक श्रेणी-2 के पद से संबंधित क्रम सख्यांक 2 के समाने ,
(i ) स्तंभ 12 में विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्:-- "प्रोन्नति" ,
3200-85-4900 रुपए के वेतनमान में ऐसा प्रयोगशाला सहायक , श्रेणी-3 जिसने नियुक्ति के पश्चात् उसमें नियमित आधार पर उस श्रेणी में 5 वर्ष सेवा की हो और जिसके पास मैट्रिकुलेशन न्यूनतम शैक्षिक अर्हता है और उसे सापान्य मौसम विज्ञान में आधारीय /माङ्गुलर प्रशिक्षण पाठ्यक्रम सफलतापूर्वक पूरा किया होना चाहिए ।
टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है, जिन्होंने ऐसी अर्हक पात्रता सेवा पहले ही पूरी कर ली है । (ग) प्रयोगशाला सहायक श्रेणी-3 के पद से संबंधित क्रम सख्यांक 3 के समाने,
( i) स्तंभ 5 में विद्यमान प्रविष्टियों के स्थान पर , निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्:- " लागू नहीं होता" ;
( ii ) स्तंभ 12 में विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-
" ऐसा मौसम विज्ञान परिचर , जिसने 2610-4000 रुपए ( पुनरीक्षित 1-1-1996 के पश्चात्) या 775-1150 रुपए ( पूर्व पुनरीक्षित ) नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में 5 वर्ष सेवा की हो औरं जिनके पास मैट्रिकुलेशन न्यूनतम शैक्षिक अर्हता है और जिन्होंने प्रयोगशाला सहायक श्रेणी-3 के पद पर प्रोन्नति के पश्चात् दो वर्ष के भीतर सामान्य मौसम विज्ञान में आधारीय /माड्युलर प्रशिक्षण पाठ्यक्रम सफलतापूर्वक पूरा कर लिया होगा ।
टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/ पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो जहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/ पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित उनकी उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है ।

New Delhi , the 14th August, 2006
G.S.R. 208. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the erstwhile Ministry of Science and Technology (India Meteorological Department ) , Laboratory Assistant, Recruitment Rules , 2003 namely :-
1. ( 1 ) 'These rules may be called the Ministry of Earth Sciences ( India Meteorological Department ) , Laboratory Assistant , Recruitment ( Amendment ) Rules , 2006 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Ministry of Science and Technology ( India Meteorological Department ) , Laboratory Assistant , Recruitment Rules , 2003 , in the Schedule,-
(a) Against Serial Number 1 , relating to the post of Laboratory Assistant Grade - I ,-
in column 5, for the existing entries, the following entry shall be substituted , namely :-
(i)
"Selection ." ;
(ii) in column 12 , for the existing entries, the following entries shall be substituted , namely :-
"Promotion:
Laboratory Assistant Grade - II , with five years service in the grade in the scale of pay of Rs . 4000-100-6000 rendered after appointment thereto on regular basis ; or with ten years combined regular service in the grade in the scale ofpay of Rs. 4000-100-6000 and as Laboratory Assistant in the scale of pay of Rs . 3200-85-4900 . Note . Where juniors who have completed their qualifying or eligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. " ;
(b) Against Serial Number 2 , relating to the post of Laboratory Assistant Grade - II ,-
(i) in column 12 , for the existing entries, the following entries shall be substituted, namely :-
"Promotion:
Laboratory Assistant Grade- III , with five years of service in the grade in the scale of pay of Rs . 3200-85- 4900 rendered after appointment thereto on regular basis and possessing at least matriculation as minimum educational qualification and should have successfully completed Basic/Modular Training Course in General Meteorology.
Note. Where juniors who have completed their qualifying or eligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the the equisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service . " ;
(c) Against Serial Number 3 , relating to the post of Laboratory Assistant Grade - III ,-
(i) in column 5 , for the existing entries, the following entries shall be substituted, namely: -
2 "Not applicable." ;
( ii) in column 12 , for the existing entries , the following entries shall be substituted , namely :-
"Meteorological Attendant with five years of service in the grade in the scale of pay of Rs . 2610-4000 (revised after 01-01-1996) rendered or Rs . 775-1150 (pre - revised) after appointment thereto on regular basis and possessing at least matriculation educational qualification and shall be required to successfully complete theBasic/Modular Training Course in General Meteorology within two years after promotion to the post of Laboratory Assistant Grade- III.
Note. Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service . "
