सा.का.नि. 241.- संविधान के अनुच्छेद 309 के उपबंध द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रपति एतद्वारा विदेश मंत्रालय में कार्यकारी अभियंता ( सिविल ) के वर्ग " क " पद की भर्ती की विधि का विनियमन करने वाले निम्नलिखित नियम बनाते हैं, नामत:-

1. लघु शीर्ष और आरम्भ होना.-( 1 ) इन नियमों को विदेश मंत्रालय कार्यकारी अभियंता ( सिविल ) भर्ती नियम , 2006 कहा जाए। (2 ) वे आधिकारिक राजपत्र में अपने प्रकाशन की तारीख से प्रभावी होंगे ।

2. पद- संख्या , वर्गीकरण और वेतनमान, पद संख्या , उसका वर्गीकरण और उसका वेतनमान इन नियमों से संलग्न अनुसूची के स्तम्भ (2 ) से ( 4 ) में विनिर्दिष्ट किए गए के अनुसार होगा ।

3. भर्ती की विधि, आयु-सीमा , अर्हताएं, इत्यादि. उल्लिखित पद हेतु भर्ती की विधि, आयु सीमा , अर्हताएं और उससे संबंधित अन्य मामले उल्लिखित अनुसूची के स्तम्भों ( 5 ) से ( 14 ) में विनिर्दिष्ट किए गए के अनुसार होगी ।.

4. अयोग्ताएं. कोई भी वह व्यक्ति नहीं जिसने,-

(क ) किसी ऐसे व्यक्ति से विवाह किया हो जिसका अन्य पति/पत्नी जीवित हो; अथवा

(ख ) जिसने जीवित पति/पत्नी के रहते हुए किसी व्यक्ति के साथ विवाह अथवा विवाह का अनुबंध किया हों, उल्लिखित पद पर नियुक्तिहेतु पात्र होगा :

[PART II -SEC. 3 (i ) ] बशर्ते , केन्द्र सरकार , इस बात के लिए संतुष्ट होने पर कि इस प्रकार का विवाह ऐसे व्यक्ति और विवाह करने वाले दूसरे पक्ष पर लागू होने वाली स्वीय विधि के तहत स्वीकार्य है और ऐसा करने के लिए अन्य आधार हैं, किसी व्यक्ति को इस नियम से छूट प्रदान कर सकती है। 5. छूट प्रदान करने की शक्ति. जहां केन्द्र सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समयोचित है , वहां आदेश और लिखित में रिकार्ड किए जाने वाले कारणों और संघ लोक सेवा आयोग के परामर्श से व्यक्तियों के किसी भी वर्ग अथवा श्रेणी को इन नियमों के किसी भी प्रावधान से छूट दी जा सकती है । 6. प्रतिबंध. -इन नियमों में निहित कुछ भी अनुसूचित जातियों , जन जातियों और अन्य विशेष व्यक्तियों के वर्गों के संबंध में समय - समय पर केन्द्र सरकार द्वारा जारी आदेशों के अनुसार इनको प्रदान किए जाने वाले आरक्षण और अन्य छूटों को प्रभावित नहीं करेगा । पद संख्या वर्गीकरण

केन्द्र सरकार के तहत आने वाले कर्मचारी :

(क) ( i) मूल संवर्ग अथवा विभाग में नियमित आधार पर समकक्ष पद का धारण; अथवा

( ii ) मूल संवर्ग अथवा विभाग में 8000-13500 रु. अथवा समकक्ष के वेतनमान के पद, परं नियमित आधार पर नियुक्ति के पश्चात् उस ग्रेड में की गई पाँच वर्ष की नियमित सेवा के साथ; और (ख ) निम्नलिखित शैक्षणिक अर्हताओं और अनुभव सहित:

अनिवार्य:

(i) किसी मान्यताप्राप्त विश्वविद्यालय अथवा संस्थान समकक्ष से सिविल इंजीनियरी में स्नातक डिग्री , 1477 [ भाग II- खण्ड 3( i) ]

(ii ) सिविल इंजीनियरी परियोजनाओं में कार्य करने का पाँच वर्ष का अनुभव ।

वांछनीयः

विभिन्न एजेंसियों अथवा प्रभागों अथवा विभागों के साथ समन्वयन स्थापित करने के अनुभव सहित प्रशासन अथवा स्थापना संबंधी मामलों से निपटने का एक वर्ष का अनुभव केन्द्र सरकार के इसी अथवा अन्य संगठन अथवा विभाग में इस नियुक्तिके तत्काल पूर्व धारित दूसरे संवर्गेतर पद में प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की यह अवधि सामान्यतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति की अधिकतम आयु सीमा आवेदनों प्राप्ति की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

यदिविभागीय प्रोन्नति समिति मौजूद हो तो उसकी संघटना 'किस प्रकार की है

New Delhi , the 20th September, 2006

G.S.R. 241. In exercise of the powers conferred by the proviso to article 309 of the Constitution the President hereby makes the following rules regulating the method of recruitment to Group " A " post of Executive Engineer (Civil ) in theMinistry ofExternal Affairs , namely :-

1. Short title and commencement.-( 1 ) These rules may be called the Ministry of External Affairs , Executive Engineer ( Civil) Recruitment Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and scale of pay. The number of the said post, its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3.Method of recruitment, age- limit, qualifications , etc. The method of recruitment to the said post, age- limit , qualifications and other matters connected therewith, shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualifications . No person, ---

(a) who has entered into or contracted a marriage with a persons having a spouse living , or

(b) who , having a spouse living, has entered into or contracted a marriage with a person ,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax .---Where the Central Government is of the opinion that it is necessary or expedient so to do it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard .

(b) Possessing the following educational qualifications and experience:

Essential :

(i) Bachelor's Degree in Civil Engineering from a recognized University or Institution or Equivalent .

(ii) Five years experience in handling Civil Engineering Projects .

Desirable :

One year experience in handling administrative or establishment matters including experience of undertaking coordination with different agencies or divisions or Departments .

(Period of deputation including period of deputation in another ex -cadre postheld immediately preceding this apointment in the same or some other Organization or Department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of applications).

सा.का.नि. 242.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा अखिल भारतीय स्वास्थ्य विज्ञान और जनस्वास्थ्य संस्थान, कोलकाता ( समूह ' ग ' ) भर्ती नियम , 1990 , को जहां तक उनका संबंध क्रम सं. 26 पर ड्राइवर के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने से लोप किया गया है , स्वास्थ्य और परिवार कल्याण मंत्रालय के अधीन अखिल भारतीय स्वास्थ्यविज्ञान एवं जनस्वास्थ्य संस्थान , कोलकाता में ( स्टाफ कार ड्राइवरों) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम अखिल भारतीय स्वास्थ्य विज्ञान एवं जनस्वास्थ्य संस्थान , कोलकाता ( स्टाफ कार ड्राइवर ) भर्ती नियम , 2006 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद-संख्या , वर्गीकरण और वेतनमान. उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु- सीमा और अर्हताएं आदि- उक्त पद पर भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं।

4. निरर्हता. वह व्यक्ति, --

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति-जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति : - इन नियमों की कोई बात ऐसे आरक्षण , आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1 : आयु सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्य- र्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ( न कि वह अंतिम तारीख जो असम , मेघालय , अरूणाचल प्रदेश , मिजोरम , मणिपुर , नागालैंड , त्रिपुरा , सिक्किम , जम्मू- कश्मीर राज्य, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा: जिले के पांगी उपखंड , अंडमान और निकोबार द्वीपसमूह तथा लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है ) ।

टिप्पण 2 : रोजगार कार्यालयों के माध्यम से की जाने वाली भर्ती की दशा में , आयु सीमा अवधारित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

परिवीक्षा की अवधि, यदिकोई हो सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

टिप्पण 2 : अनुभव संबंधी अर्हता ( अर्हताएं) सक्षम प्राधिकारी के

विवेकानुसार तब शिथिल की जा सकती है ( हैं ) जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the All India Institute of Hygiene and Public Health, Kolkata (Group ' C ' ) Recruitment Rules , 1990 in so far as they relate to the post of Driver at Serial number 26 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of (Staff CarDrivers) in the All India Institute of Hygiene and Public Health , Kolkata , under the Ministry of Health and Family Welfare , namely : -

1. Short title and commencement.-( 1 ) These rules may be called the All India Institute of Hygiene and Public Health, Kolkata ( Staff Car Drivers ) Recruitment Rules , 2006 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post, classification and scale of pay. The number of the said posts , its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3.Method of recruitment, age - limit, qualification , etc. The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualifications . No person ,-

(a) who has entered into or contracted a marriage with any person having a spouse living, or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

सा.का. नि. 243.- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए भारतीय पुरातत्व सर्वेक्षण के ( सहायक पुरातत्वविद्) भर्ती नियम , 1993 तथा भारतीय पुरातत्व सर्वेक्षण ( सहा. अधीक्षण पुरातत्वविद्) भर्ती नियम , 1995 जहां तक उनका संबंध सहायक पुरातत्वविद् एवं सहायक अधीक्षण पुरातत्वविद् के पद से है , उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, भारतीय पुरातत्व सर्वेक्षण , संस्कृति विभाग में सहायक पुरातत्वविद् और सहायक अधीक्षण पुरातत्वविद् के पदों की भर्ती की पद्धति का विनियमन करते हुए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय पुरातत्व सर्वेक्षण , संस्कृति विभाग , सहायक अधीक्षण पुरातत्वविद् और सहायक पुरातत्वविद् समूह ' ख ' पद भर्ती नियम , 2006 है।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. ये नियम इससे उपाबद्ध अनुसूची के स्तम्भ ( 1 ) में विनिर्दिष्ट पदों को लागू होंगे ।

3. पद-संख्या, वर्गीकरण और वेतनमान, पदों की संख्या , उनका वर्गीकरण और उसका वेतनमान वे होगें जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तम्भ 4 में विनिर्दिष्ट हैं।

4. भर्ती की पद्धति , आयु - सीमा और अर्हताएं आदि उक्त पदों पर भर्ती की पद्धति, आयु- सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं।

5. निरर्हताएं. वह व्यक्ति

( क ) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्तिं का पात्र नहीं होगा :

6. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके संघ लोक सेवा आयोग से परामर्श करके जहां तक संबंध सहायक अधीक्षण पुरातत्वविद् के पदों के हैं इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी।

7. व्यावृत्ति.-इन नियमों की कोई भी बात ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिसका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों , और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

या किसी मान्यता प्राप्त विश्वविद्यालय से संस्कृत या पाली या अरबी या प्राकृत या फारसी या तकिल या तेलगू या मलयालम या कन्नड़ या एक विषय के रूप में प्राचीन या मध्यकालीन भारतीय इतिहास के साथ कला इतिहास में स्नातकोत्तर डिग्री या समतुल्य ।

टिप्पण-1 : अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण-2 : अनुभव संबंधी अर्हता ( अर्हताएं ) कर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है ( हैं ) जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग/सक्षम प्राधिकारी/ कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की संभावना नहीं है ।

वांछनीय : ( 1 ) आवश्यक अर्हता के अधीन वर्णित विषय में कोई उच्चतर अर्हता , अर्थात् किसी मान्यता प्राप्त विश्वविद्यालय से जूनियर रिसर्च फेलोशिप या सीनियर रिसर्च फेलोशिप या एम.फिल. या पी. एच. डी. या समतुल्य ।

( 2 ) भारतीय पुरातत्व सर्वेक्षण से पुरातत्व में स्नातकोत्तर डिप्लोमा या मान्यता प्राप्त विश्वविद्यालय से पुरालेख या पुरातत्व या संग्रहालय विज्ञान में डिप्लोमा या समतुल्य ।

( 3 ) पुरातत्व में एक वर्ष का फील्ड ( क्षेत्र कार्य का ) अनुभव ।

सा.का.नि. 244.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारतीय मात्स्यिकी सर्वेक्षण , ज्येष्ठ मात्स्यिकी वैज्ञानिक/ज्येष्ठ मात्स्यिकी वैज्ञानिक ( प्रबोधन और विस्तार ) , मात्स्यिकी वैज्ञानिक और सर्विस इंजीनियर ( यांत्रिक ) भर्ती नियम 1995 को, उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है , कृषि मंत्रालय , पशुपालन, डेयरी और मत्स्यपालन विभाग के अधीन भारतीय मात्स्यिकी सर्वेक्षण , मुम्बई में जयेष्ठ मात्स्यिकी वैज्ञानिक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

1. नियम, 2006है। संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय मात्स्यिकी सर्वेक्षण, ( ज्येष्ठ मात्स्यिकी वैज्ञानिक ) भर्ती (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद-संख्या, वर्गीकरण और वेतनमान: उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु-सीमा और अर्हताएं आदि उक्त पद पर भर्ती की पद्धति , आयु - सीमा , अन्य अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं।

4. निरर्हता:-वह व्यक्ति

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है , या

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि. ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति:- इन नियमों की कोई बात , ऐसे आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है। 1494

टिप्पण: प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) केन्द्रीय सरकार/ राज्य सरकारों/ संघ राज्य क्षेत्रों/कृषि विश्वविद्यालयों/ अर्धसरकारी/ स्वशासी निकायों/कानूनी संगठनों के अधीन ऐसे अधिकारी-

(3 ) 40% सीधी भर्ती द्वारा ।

(क) ( i ) जो मूल काडर/विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं ; या (ii ) जिन्होंने मूल काडर/ विभाग में 8000-13500 रुपए या समतुल्य वेतनमान वाले पदों पर नियुक्तिके पश्चात् उस श्रेणी में पांच वर्ष नियमित सेवा की है , या

(ख) जिनके पास स्तंभ 8 के अधीन सीधी भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव है ।

[PART II-SEC. 3 ( i ) ] Fisheries Scientist, except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Senior Fisheries Scientist in Fishery Survey ofIndia, Mumbai under the Ministry of Agiculture, Department of Animal Husbandry , Dairying and Fisheries , namely :-

1. Short title and commencement. ( 1 ) These riles may be called the Fishery Survey of India , (Senior Fisheries Scientist) Recruitment Rules , 2006 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts classification and scale of pay. The number of the said post , its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications , etc. The method of recruitment age - limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the aforesaid Schedule.

4. Disqualification . No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any personfrom the operation of this rule .

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving . Nothing in these rules shall affect reservations , relaxation in age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the ex- Servicemen , Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
